CraneOperatorQualificationProgram
Requirementsforcraneoperators
FederalOccupationalSafetyandHealthAdministrationregulationscoveringthe
operationofcranesarecontainedin29CFR1926.550and29CFR1910.180.The
regulationsrequirethatemployerscomplywiththecranemanufacturersspecifications
andlimitations.Onemanufacturer,GroveCrane,makesthefollowingstatementintheir
OperatorsandSafetyHandbookfortheRT700seriescranes:
Operatorsmustbethoroughlyfamiliarwithsafecraneoperatingpractices
andhaveacompleteunderstandingofalloperationandmaintenance
instructionsprovided.Operatorsshouldbephysicallyfitandthoroughly
trained,withrelatedexperience,notbeeasilyexcitable,notbesubjectto
epilepticseizures,andnotbeusinganydrugthatcouldimpairphysical,
visual,ormentalreactionsorcapabilities.
Othermanufacturershavesimilarspecifications.
AlaskaPetroleumContractorsrequiresthatemployeesdemonstratetheirknowledgeof
craneoperationsandtheirabilitytooperateeachtypeandmodelofcranetheyare
authorizedtouse.ThematerialsinthisAuthorizationCoursewillassisttheemployee
andthecompanyindocumentingtheemployeesknowledge,skillandfitnessforcrane
operation.

NorthSlopeTraining

Thestudymaterialandopenbooktestscoverprinciplesofcraneoperationthatapplyto
alltypesofmobilecranes,includingboomtrucks.Apracticalexamwillbegivenfor
eachpieceofequipmenttheemployeeneedstooperateandwillbespecificforthat
particularcrane.

TheAuthorizationProcess
Employeeswhodemonstratetheinterestandskillrequiredforsafecraneoperationwill
beconsideredforcraneoperatorauthorization.Toreceivethisauthorization,the
employeemustsuccessfullycompleteeachofthefollowingrequirements:
Passthethreepart,openbooktest
ProvideanacceptableCraneOperatorsHealthQuestionnaire
Attendaminimumofsixhoursofclassroomandfieldtraining,and
Passapracticaloperatorsexamforeachtypeandmodelofcranetobe
operated.

RevocationofanOperatorsAuthorization
Thecompanymayrevokeanemployeesauthorizationtooperateacraneforanyofthe
following:
Developmentofamedicalconditionwithsymptomsthatexceedthelimits
forsafecraneoperationasspecifiedbelow,
Operatingthecraneinarecklessmanner(speeding,intentionallydropping
loads,etc.),
Operatingthecranewithin15feetofenergizedhighvoltagelines,
Overloading,shockloading,orsideloadingthecrane,
Failuretoperformregularinspectionsonthecrane,
Failuretoreportunsafeconditionsonthecrane,or
Misrepresentationorfalsificationonanyapplicationordocument
pertainingtocraneoperation.

MedicalQualificationforCraneOperators
Craneoperatorsarerequiredtomeetthefollowingmedicalqualifications:
Havevision,withorwithoutglasses,atleast20/30Snelleninoneeyeand
20/50intheothereye,

Beabletodistinguishred,green,andyellowregardlessofthepositionof
thecolors,
Havehearing,withorwithoutahearingaid,adequateforthespecific
operation,and
Havenohistoryofepilepsyordisablingheartcondition.

CraneOperatorsWrittenTest
Thecraneoperatorswrittentestconsistsofthreeparts:
Part1coverstheCraneOperatorsSafetyHandbook,includedinthe
coursematerials.Thereare60questions.Ofthe60questions,45mustbe
correctlyanswered(75%)topass.Thereare10specialquestions,marked
withasterisks(*).Topassthissection,all10ofthespecialquestions
mustbeansweredcorrectly.
Part2coversrigging.Thereare16questionsinthissection.Ofthe16
questions,12mustbecorrectlyanswered(75%)topass.Thereare4
specialquestions,markedwithasterisks(*).Topassthissection,all4of
thespecialquestionsmustbeansweredcorrectly.
Part3coversloadcharts.Thereare38questionsinthissection.Ofthe38
questions,29mustbecorrectlyanswered(76%)topass.Thereare16
specialquestions,markedwithasterisks(*).Topassthissection,all16of
thespecialquestionsmustbeansweredcorrectly.
Althoughthetestisopenbook,studentsmaynotworktogethertoanswerquestions,
shareanswersbetweenthemselves,orobtainoutsidehelpfromanyoneotherthanthe
instructor.Whencompleted,thetestmustbereturnedtotheinstructorforgrading.

ClassroomandFieldTraining
Authorizedcraneoperatorswillberequiredtoattendformalcraneoperatortraining,
usuallyprovidedbyanationallycertifiedcraneinstructor.Thetrainingconsistsofa
minimumofsixhoursofclassroomandfieldtrainingincraneoperation,inspection,
rigging,signaling,andsafety.Thistrainingmustberenewedeverytwoyears.
