PS Basic Measurement
(BSC)
PS basic measurement (BSC) aims to make a statistic of the
performance related with packet switching service on BSC level.
This chapter describes the definition, usage and measurement
point of various counters.
Overview
PS basic measurement (BSC) consists of statistic of the number
of bytes received from data link and bytes sent to data link.
The measurement takes BSC as the statistics unit.

PS basic measurement (Cell) collects formation of the PS service
(Cell) performance. This chapter gives detailed information
about the PS basic measurement (Cell).
Overview
PS basic measurement (Cell) involves the ordinary counters
used to measure the PS service performance and status, such as
the uplink (UL) /downlink (DL) TBF counter, the flow counter,
the UL/DL PACCH counter, the UL/DL RLC counter, the UL/DL
GPRS data counter, the UL/DL EGPRS data counter, and the PS
resource counter.
The measurement takes cell as the statistics unit.

set RRBP to ask the MS to respond with a Packet Downlink
Ack/Nack message, and at the same time, activate T3191. If the
specified block receives the MS response, then T3191 will stop
and the DL transmission ends normally. If T3191 overflows, then
it is considered that the radio transmission fails and the DL TBF
is released abnormally.

Statistic Measurement
This chapter contains detailed information about counters
related to Uplink (UL)/Downlink (DL) RLC statistics counters.
Overview
RLC blocks are classified into control block and data block based
on the content. Data block includes RLC block waiting to be
acknowledged (Pending block), retransmitted block (NACK
block), and first-transmitted block (new blocks excluding
retransmitted RLC block and pending RLC blocks).
RLC coding scheme includes CS1 ~ CS4 and MCS1 ~ MCS9.
Coding scheme is set at background and can be adjusted by BSC
according to the link quality.
UL/DL RLC statistics is used to find out the number of RLC blocks
with different coding schemes received and sent by BSC as well
as coding scheme adjustment times during transmission process.
The measurement takes cell as the statistics unit.
Figure 197 shows the measurement point of DL pending RLC
block.
