like census officials to host the program so they can provide
pertinent information to everyday citizens.
“It’s almost like doing a political campaign,” Cheatham
said. “You need money to run campaigns, that’s what this is.
We’re going to be success.”

Our Culture of
Violence
For a long time I’ve been
amazed at the level of cruelty
humans are able to inflict on
each other. From unnecessary
teasing and bullying as children,
to road rage as adults and wars
as a society, the lack of desire or
ability to control ourselves and
the intensity of our lashing out
continues to astound me.
Being fully aware of the
reality that a lack of self-control
or a belief that violence can be
a viable solution is pervasive
across ethnic and class lines, I

Colleges – which I thought of as institutions of thoughtful
engagement in the pursuit of solutions to the world’s problems

looking at the bigger picture, sharing ideas, proving or
disproving theories and enhancing the whole by providing
a better understanding of the parts. So when a professor, a
person who by title is supposed to be looking for better ways,
begins shooting her peers in a dispute over tenure and the non-
renewal of her contract, I’m moved to ask: “What is wrong
with us?”

DEPARTMENT OF TRANSPORTATION

The City of Baltimore Office of Boards & Commissions has been


requested by the Department of Transportation to advertise for traffic
engineering firms to provide signal and traffic engineering services under
on-call agreements with the office. The selected firms will be required
to perform general signal/traffic engineering services and prepare traffic
impact studies for proposed development projects, as required by the
Department of Transportation.

Firms interested in providing these services must demonstrate and


document their recent experience and qualifications to perform the
following tasks:

Preparation of Traffic Impact Studies for proposed development
projects;
0
Recommend measures for mitigating the adverse impact of a proposed
development.
0
Design of traffic control devices including signals, vehicle detection
equipment, signs, pavement markings, and traffic calming installations;
0
Signal timing analysis, modeling, optimization and knowledge of
computerized signal systems;
0
Signal/traffic engineering studies including warrant; intersection capac-
ity; pedestrian safety, roadway safety and traffic calming;
0
Design and review of work zone traffic control plans;
0
Preparation of technical reports, cost estimates and contract
documents;
0
On-site engineering support and review services at the City offices
including office equipment and software;
0
Knowledge of electronic test equipment and test procedure;
0
Knowledge of the City of Baltimore signal/traffic engineering practices
and its infrastructure;

Performing surveys/inspections to ascertain conditions in the filed.

It is the Department´s intent to award two contracts with an upset limit


of $1,500,000 each for this work; duration of the professional services
contract is anticipated at two (2) years. Tasks assigned to an on-call
contractor are subject to the pace of privately-sponsored commercial,
residential and industrial developments in the City of Baltimore.

Firms intending to submit a proposal as a prime consultant for this project


should submit a ”Letter of Interest” to the Office of Boards and
Commissions, Room 601, 417 E. Fayette Street, Baltimore, MD 21202
(FAX: 410-625-4667). Since these letters are used to assist small,
minority and women business enterprises in identifying potential teaming
partners, the letters should be submitted within 5 days of the date of
the project´s advertisement and include a contact person for the firm.
Failure to submit a ”Letter of Interest” will not disqualify a firm submitting
a proposal for the project.

Projects must comply with the 2006 edition of ”The Specifications for
Materials, Highways, Bridges, Utilities and Incidental Structures”. City
personnel will utilize the City of Baltimore Guidelines For The Perform-
ance Evaluation of Design Consultants and Construction Contractors for
this contract/project.

Each prime consultant applying for this Project will be required to


complete and submit an original Federal Form 255, along with five (5)
copies, to the Office of Boards and Commissions. The Federal Form
255 and the five copies must be submitted on or before 12:00 P.M.
(Noon) on 3-23-2010. Submittals may not be accepted after this deadline.

Insurance Requirements

The consultant selected for the award of this project shall provide
professional liability, auto liability, general liability and workers´ com-
pensation insurances as required by the City of Baltimore.

It is the policy of the City of Baltimore to promote equal business
