1 HOUSE JOINT RESOLUTION NO. 245
2 Offered February 4, 2010
3 Commending the Wise County and City of Norton Bar Association and the Clerk of Circuit Court for
4 Wise County and the City of Norton for their leadership and innovation in information technology in
5 judicial administration.

8 WHEREAS, the Clerk of Circuit Court for Wise County and the City of Norton has been a
9 recognized leader in judicial information technology development relating to subscriber-based remote
10 real estate document access and judicial administration and attorney access to digital civil and criminal
11 case files originating within the court service area; and
12 WHEREAS, the Wise County and Norton Bar Association has participated in several training
13 sessions to utilize and comply with Rule 1:17 of the Rules of the Supreme Court of Virginia throughout
14 2009 to support greater judicial efficiency and productivity; and
15 WHEREAS, members of the Wise County and Norton Bar Association have been utilizing remote
16 access to digital civil and criminal case files over the past year, reducing the time and effort associated
17 with locating and reviewing paper files; and
18 WHEREAS, the Clerk of Circuit Court for Wise County and the City of Norton has engaged a
19 private service provider to enable electronic filing of civil and criminal court filings with the direct
20 support of the Wise County and Norton Bar Association; and
21 WHEREAS, members of the Wise County and Norton Bar Association have, by means of written
22 agreement, signed on to utilize the electronic filing system in compliance with Rule 1:17 of the Rules of

23 the Supreme Court of Virginia, further increasing the joint technology effort and reducing time and cost
24 related to paper filing; and
25 WHEREAS, the Clerk of Circuit Court for Wise County and the City of Norton has provided digital
26 court file access to the Supreme Court of Virginia, the Court of Appeals of Virginia, the Virginia
27 Judicial Inquiry and Review Commission, the Virginia Department of Corrections Probation and Parole
28 offices, the Virginia Department of Social Services Child Support and Enforcement, the Virginia
29 Southwest Regional Drug Task Force, the Commonwealth's Attorney for Wise County and Norton City,
30 and the Virginia Attorney General; and
31 WHEREAS, the governmental agencies and private attorneys with professional need to access digital
32 civil and criminal court files from the Clerk of Circuit Court in Wise County and the City of Norton
33 have found the service to be cost effective in these austere fiscal times; and
34 WHEREAS, the Clerk of Circuit Court and its exemplary staff have been previously recognized for
35 their outstanding achievements by the Supreme Court of Virginia Office of the Executive Secretary, the

36 Virginia Innovation Technology Symposium with two Governor's Technology Awards, the Virginia
37 Coalition for Open Government, the Southwestern Virginia Technology Council, the National
38 Association of Counties, the Environmental Systems Research Institute, and others; now, therefore, be it
39 RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly
40 commend the Wise County and Norton Bar Association and the Clerk of Circuit Court for Wise County
41 and the City of Norton for their unparalleled level of information technology innovation applied to
42 judicial administration; and, be it
43 RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution
44 for presentation to the president of the Wise County and Norton Bar Association and the Clerk of
45 Circuit Court for Wise County and the City of Norton for their commitment to excellence in judicial
46 administration and their many contributions to the Commonwealth.
