Ref Rodriguez NC Resolution

Whereas: Ref Rodriguez is involved in three entrepreneurial education-related groups: Partners for Developing
Futures (PDF), Partnership to Uplift Communities (PUC), and Better 4 You Fundraising.
Whereas: PDF and PUC are 501c3 non-profits.
Whereas: PUC is a national chain of charter schools with branches in Los Angeles.
Whereas: Better 4 You Fundraising is an LLC with ties to PDF.
Whereas: PDF/PUC has had paid contracts to provide trainings to LAUSD concurrent with Rdriguezs campaign.
Whereas: Before Rodriguezs campaign finished, an audit was released that showed how for nine years, PUCLakeview in Los Angeles kept poor financial records under his watch.
Whereas: Before Rodriguezs campaign finished, the Los Angeles Times reported that a colleague of Rodriguezs at
PUC, Jacqueline Duvuvier, also ran a schools meals business that had PUC as a client.
Whereas: During his campaign, Rodriguez never disclosed that he had financial interests in PDF on the form that all
candidates are required to file to reveal financial interests.
Whereas: Rodriguez is enmeshed in a web of relationships and financial interests that is very tangled. Its difficult to
ascertain where his financial interests lie.
Whereas: According to LAUSDs School Board rules regarding conflicts of interest, members shall abide by the
Districts Conflict of Interest and Ethics Codes. Furthermore, LAUSD School Board Members are bound by the state
of Californias Political Reform Act of 1974 (GOVERNMENT CODE SECTION 81000-81016)

(c) Assets and income of public officials which may be materially
affected by their official actions should be disclosed and in
appropriate circumstances the officials should be disqualified from
acting in order that conflicts of interest may be avoided.

Whereas: According to LAUSDs own ethics rules, specifically 106. BOARD MEMBERS PROFESSIONAL
GOVERNANCE STANDARDS
Board Members shall abide by the following standards of governance:
- Members shall operate openly, with trust and integrity.
- Members shall abide by the Districts Conflict of Interest and Ethics Codes.
Whereas: Currently, its been reported that the LAUSD Office of the Inspector General is undertaking an investigation
into Rodriguezs financial affairs and education companies.
We, the Echo Park Neighborhood Council, resolve to demand that the LAUSD Inspector Generals report be made
public for full disclosure of any potential conflict of interest Ref Rodriguez may have as an entering LAUSD School
Board member.
