Mayoral Leadership and Involvement in Ed_Action Guide.pdf

Hi Vanessa,

I hope you had a good day today. Hopefully you arent working as late as you were yesterday evening!

Below youll find our layout for the education session. As you can see, were putting the Comcast portion in the
beginning so that it can get the attention of everyone right at the onset of the session. It will also help bring the
M.O.R.E. Initiative out front and center, as the vehicle for NCBMs commitment to literacy by third grade. The
Mayoral Leadership Spectrum referred to is from the Mayoral Leadership and Involvement Action Guide (attached),
put out by us this year. It has been shared with Secretary Duncan of the US Department of Education as well as
numerous mayors who find it to be tremendously useful to understand how and why mayors should become more
involved in education. It will be a critical learning tool for this session.

One thing that would be very helpful in our planning is to have a list of registered mayors. My staff has asked
Wynona for this already, but anything you can do to help expedite this request would be appreciated.

Mayor Johnson is looking forward to putting together an engaging, informative session for the mayors. Please let me
know if you have any questions/comments about what Ive laid out below.

Best,
Mariah

Message Hello Mayor Johnson; my name is Phelicia Jones, MCP.I
currently work with San Francisco Sheriff's Department as a
Rehabilitation Service Coordinator.I am a community
mobilizer and I develop and implement a variety of
prevention, intervention programs, including those for
incarcerated/post incarcerated populations.I want to
congratulate you on becoming the President of NCBM.I
would like to meet with you on behalf of Black and Brown
people who are incarcerated by disproportionate numbers. I
would like for us to plan a summit to address Mass
Incarceration, The New Jim Crow. I was very impressed
with what you had to say in regards NCBM accountability.
This subject is dear to my heart and we must begin to do
something about it. California incarcerates more African
American people than anyone in the US. I would like for us
to plan a summit similar to the Civil Rights Leadership Nat'l.
Ed.Policy Summit you had. I am a very hard worker and I
am willing to do what ever I can to make this summit
happen under the leadership of NCBM. I look forward to the
time and date that you are willing to meet with me to

discuss this issue that all of NCBM's are facing. Thank you
for your time and I look forward to hearing from you.

Thank you Adrianne for your assistance. Although the membership

dues for Mayor Johnson were paid in June of 2011, it covers the time
frame from January 1 ? December 31, therefore there is no prorated
price offered. Annual dues are always due in January of each year,
however because of the economic hardship our country has faced, it
affected many of our membership and we allowed membership dues
to be paid late. I do apologize for any inconvenience this has caused
but we do appreciate and thank Mayor Johnson being a member of

Hi Team,
I have attached everyone's flight and hotel information along with everyone's
contact information (email and phone numbers). Also included is the contact
information for NCBM staff. FYI there are two tabs in the excel.
For travel from the airport to the hotel there are three options:
1) Atlanta Shuttle Service: departs at the 15 and 45min from 6:15 am to 12:15 am.
It costs $16.50 one way or $29 round trip.
2) Marta: Get off at the P St. Center Station and you are 1 1/2 blocks away from the
hotel.
3) Cab: $32 one way (the below can possibly share a cab)
Tracy, Meera, and Cassandra arrive in ATL at the same time.
Adrianne and Stephanie arrive in ATL at the same time.
Leaving the hotel to the airport
Tracy and Mariah depart the same time.
Adrianne and Stephanie depart the same time.
Best,
Dana

We have a huge time crunch. We need all of your contacts confirmed by

TOMORROW at Noon in order to give the proper notice for the meeting on Friday,
Sept 6th at 11:30 AM. The action to be taken is to terminate Vanessa.

Instructions:

? We are only reaching out to paid supporters (for voting) as noted below. We
are using Vanessa?s list, plus our confirmations, so these assignments may slightly
differ from what you have had before. I?m including the complete list, e.g. Mayor
Bowser, but obviously, he won?t be attending.

? For opponents in RED, call them ONLY after the supporters are done.

? TPs (per MKJ):

o We have heard from a number of mayors who are calling for

Vanessa to resign.
o We need to take action immediately prior to her going to Columbia
where she could continue to make false claims, and potentially enter
NCBM into more commitments.
o Preliminary findings from our auditors, Glass Ratner show more than
600k in questionable funds.
o She must go now.

? We need 15 mayors in attendance (of the 28 paid BOD) for quorum and
8 of the 15 for approval. We can rethink outreach to opponents after tomorrow
if we need more quorum purposes.

? A few additional mayors are listed in Green = Get one of these Mayor to pay
their dues (currently they do not count towards quorum, we only want 1 of them, so
please coordinate, and hold off on this until last).

? Goal: Complete all outreach by noon tomorrow.

I will reach out to you before the end of the day today to get updates.

Federal Agency Round Table - NCBM
Wednesday, June 05, 2013 1:42:05 PM
image001.jpg.txt

Hello Mariah,

It was my extreme pleasure to participate during the federal agency round table at the National
Conference of Black Mayors last week. I will never forget how I was mobbed at the end and Mayor
Kevin Johnson had to tell me to get off the stage! Seriously, it was wonderful to garner so much
interest from the mayors and other participants. I hope that I will be invited to speak during the
next conference. My only suggestion is to allow the panelists to have more time to speak and add
time for questions. When I usually speak, there?s a short break after the session to allow the
audience to interact with the panelists. This has been very beneficial.

On another note, I will always have a fondness for CA since I attended Cal Berkeley and worked in
the Bay Area for 7 years. Great job with keeping the Sacramento Kings in the city! Please send my
well wishes and thanks to Mayor Johnson.

Sincerely,

1. Can you confirm that you were at the May 30th, 2013 election in Atlanta, GA, when Mayor Johnson
was elected?

payment, for our records?

Follow up from today"s call with Sacramento
Wednesday, April 23, 2014 12:39:26 PM

Rohan, Kellyn, Irene and Elias,

Thanks for a great call this morning. Josh and I wanted to follow up on next steps, which I've laid out
below:

Planning for USCM Meeting in Dallas (June 2014):

Climate Change and Resilience Summit:Josh is doing mayoral outreach to discuss the
Summit this week. He will circulate a one-pager with a proposed agenda/speakers based on our
call today, and I propose a call next week with Josh, myself, Rohan, and USCM to discuss
logistics.
Preschool: We're excited about incorporating a strong WH push for mayoral action around PreK
with our existing conversations with the Clinton Global Initiative around mayoral Commitments to
Action. We are planning to do a plenary session on PreK, and it would be great to understand
from your end:
What are the ideal outcomes? (Ex: 25 mayors make commitments to expand PreK in their
cities)
What resources (grants, partners, etc.) are available for mayors to make commitments?
National Council of Dem Mayors: If you'd like, I can circle up with Virginia Mayer to discuss
the two items we were considering to discuss at the NCDM meeting in Dallas - ACA and Federal
Minimum Wage. Just let me know.
My Brother's Keeper
Let me know if there are any specific programs or initiatives that we should be aware of for both
the NCBM and USCM. As Mayor Johnson shared on the call, he would like to make this a push
for both organizations if it makes sense.
Farm to Fork / Sam Kass visit
Below you'll find a link to one of today's events, where Mayor Johnson will be moderating a
discussion with Sam Kass and Alice Waters. Also this evening, we will have a fundraising dinner
with both guests at Sacramento High School, which Mayor Johnson's organization St. HOPE has
been running as a charter school since 2003. If you'd like more information or would like to
feature any of today's events in your outgoing communications, please let me know and I'll get
you what you need.

Thanks again for being such great partners. We're really looking forward to working closely with you all
this year.

BLACK MEETINGS & TOURISM

THE AUTHORITY ON AFRICAN-AMERICAN CONVENTIONS, INCENTIVES & LEISURE

TRAVEL
December 3, 2013

Hon. Kevin Johnson

President
National Conference of Black Mayors
AEHall@CityofSacramento.org

Dear Kevin,

During the Congressional Black Caucus Foundation CBCF conference in

September,it was our pleasure to meet with representatives from your
organizationand the other National Policy Alliance (NPA) member
associations. We provided an overview concerning the opportunities and
disparities regarding people of color in the more than 2 trillion dollar U.S.
travel/hospitality industry. Our organization, Black Meetings & Tourism
magazine, has identified the top 22 African-Americans who are Presidents
or high-ranking officials at Convention & Visitors Bureaus in major U.S.
cities, and made them aware of your important organization.

These executives who head the programs to generate tourism and

meeting business from various destinations (including LA, Calif. & Ft.
Lauderdale, Fl.) have expressed an interest in presenting their respective
cities for consideration to the NPA member associations as a destination
of choice for future conferences and meetings.
BM&T is proposing that the Convention & Visitors Bureaus (CVBs) of
these designated cities host representatives from your specific
organization, along with yourcolleaguesfrom the other National Policy
Alliance member organizations. A participating CVB will extend an
invitation to you to visit their destination and to participate in a
familiarization (FAM) event to introduce their city to you that would also
include a town hall meeting with local elected officials, business and
community leaders. The focus of the first town hall meeting, organized
by Black Meetings & Tourism, will be Building Jobs And
Entrepreneurial Opportunities Through Tourism Initiatives. In

addition to showcasing all that the city has to offer for your meetings and
conferences, the hosting convention & visitors bureaus will provide an
opportunity for your reps to experience their cities as they relate to
African-American history, culture and attractions.

We think this involvement will create private, public and community

synergies that will benefit all. Please let us know if there is additional
information that you need.
Best regards,

Sol & Glo Herbert

If you are interested in participating in one, or more, 3-day FAM trips

and Town Hall Meeting Forums kindlycomplete the attached
information form and fax back to BM&T's office at818-7094753.Someone from our staff will confirm receipt and follow up with
more details.

Dear Adam,
I hope you're doing well - it was great to have Secretary Duncan and David Johns in Atlanta with us last
week for the National Conference of Black Mayors meeting.
At the NCBM event, I was speaking to a gentleman named Dennis from your office. He mentioned that
he'd like to follow up with us on how your office can connect with small Black mayors (especially
Southern mayors) in order to better inform them of programs available to them from the DOE.
Would you mind putting us in touch with this gentleman, so we can follow up with him directly? (I
apologize - I didn't catch his last name, but I'm hoping you can help us identify him.)
Thanks,

Also, has Mayor Johnson had the opportunity to speak with Atlanta Reed about the session? As you
know, Mayor Reed will be with the Secretary Friday morning. We shared with Mayor Reed
information about the Education Plenary at NCBM, but he seemed unsure about many of the
particulars of the conference and asked us about any responsibilities (we informed him there was no
speaking role and referred him to NCMB for more information).
We know Mayor Reed is your host, but we thought we would ask.

Hi Adam & Kim,
A couple of quick items:
1. The time for the Education Session has been updated. It will now be from
2:00pm - 3:30pm. Please confirm that this time will work.
2. Great news - Dr. Michael Lomax, President of the United Negro College Fund
- is going to join the session
3. Rather than operating as two distinct sessions, there will now just be one
education session with two component parts.
4. The Education Session will flow as follows:
* 2:00 - 2:15pm - Secretary Duncan
* 2:15 - 2:30pm - Dr. Lomax
* 2:30 - 3:00pm - Q & A
* 3:00 - 3:15pm - David Johns
* 3:15 - 3:30pm - Q & A with David Johns
I am finalizing the Mayor's briefing materials and will send them your way as
soon as they are completed so that you have a concrete sense of how we envision
this session.
Kim, any update on the document that we discussed regarding the Initiative's 5

key priority areas in 2013? Would love to see anything you have to provide
context for Mayor Johnson.
Thank you, both.

Hi Adam & Kim,
Adam ? thank you for returning my call yesterday; Kim ? thank you for taking
the time to speak with me this afternoon. As a follow-up, I have attached the
education policy resolutions that will be brought forth for adoption at the NCBM
meeting next week, and at the USCM meeting in June. The Mayor will have
presented on the resolutions prior to the education sessions, so we will know
whether the NCBM membership has adopted them going into the sessions. The
table below summarizes the resolution topics & the number of mayors from the
USCM that signed on to each of them.
Resolution

ESEA Reauthorization
25
Smarter School Funding
24
Performance-Based Pay
20
Investing in High Quality Preschool
28

13
* Note: Mayor Cabaldon did not complete the language for this resolution until
this weekend, hence the comparatively low number of co-sponsors.
I am making a few alterations to the briefing documents that I am providing for
Mayor Johnson for the back-to-back education sessions ? with the Secretary and
then with Mr. Johns. Per our conversation, after I have updated the briefing
documents, I will send them your way. Please look them over to see if there are
any key pieces that are missing, if there are additional comments you would like
the Mayor to make, or questions you would like him to ask. I will look for a
document outlining the Initiative & the 5 key areas in which you intend to focus
your efforts through the end of the year, Kim, by Tuesday. As I mentioned,
please send any additional documents ? talking points, etc. ? that will help these
sessions to run smoothly.
Adam, when we spoke last week, you mentioned that Dave Whitman of the
Secretary?s speech writing staff would be drafting talking points for the
Secretary. Will it be possible to get a copy of those when they are completed?
Also, did you say that the Secretary will be at Boyd Elementary School earlier
that day with Governor Deal & Mayor Reed?
Thank you, both. I will talk to you again soon.

Thanks for clarifying that Adam. The time change was something we found out
about only this afternoon unfortunately. Given the Secretary's need to depart at
2:30 we will see about changing it back to its originally scheduled time, 1:30pm.

* 2:00 - 2:15pm - Secretary Duncan
* 2:15 - 2:30pm - Dr. Lomax
* 2:30 - 3:00pm - Q & A
* 3:00 - 3:15pm - David Johns
* 3:15 - 3:30pm - Q & A with David Johns

Thanks Shannon. I?ll see if we can get you the Secretary?s TPs in advance of
next Friday, but, honestly, they are usually being prepared right up until the last
moment. And, yes, the Secretary is visiting Atlanta?s Boyd Elementary School
(invite attached) for a town hall.

Education Sessions at NCBM
Hi Adam & Kim,
Adam ? thank you for returning my call yesterday; Kim ? thank you for taking
the time to speak with me this afternoon. As a follow-up, I have attached the
education policy resolutions that will be brought forth for adoption at the NCBM
meeting next week, and at the USCM meeting in June. The Mayor will have
presented on the resolutions prior to the education sessions, so we will know
whether the NCBM membership has adopted them going into the sessions. The
table below summarizes the resolution topics & the number of mayors from the
USCM that signed on to each of them.
Resolution

Co-sponsors (# of Mayors)
ESEA Reauthorization
25
Smarter School Funding
24
Performance-Based Pay
20
Investing in High Quality Preschool
28
College & Career Readiness*
Best,
Shannon

Dear Brian,
I hope this message finds you well. I am following up on your invitation to Mayor Johnson to support
the "Be a Partner Be EDOU" Project. As President of NCBM, Mayor Johnson seeks to support mayors in
finding ways they can improve their schools so that all children have access to a quality education.
Projects like yours are an important part of that effort.
Mayor Johnson appreciates the invitation to get involved, but unfortunately he is unable to accept at
this time. Please feel free to touch base with myself or my colleague Aisha Lowe (copied) if you require
anything further.

Hello Mayor Johnson,

I know you've met many people today, but I'm the young gentleman who was wearing the black suit
and black and yellow tie. I just wanted to followup with you, and say that it was a pleasure to hear
your action plan for education. Please let me know if there is anything I can do as you continue this
pursuit, particularly as it may relate to technology and telecommunications. I have strong relationships
with both the Minority Media and Telecommunications Counsel and the Joint Center for Economic and
Political Studies, and both organizations are huge proponents of Education.
Also, I thought I might just inquire as to whether or not you needed data that could show the success
of such programs that you were describing with your charter schools. I am particularly referring to the
use and importance of what I believe you referred to as "school liaisons." As I mentioned, my father has
been in this particular business for approximately 10 years for an entire school district, and has amassed
quite a (recorded) track record. If any of this may be of use to you, please do not hesitate to let me
know, and lets see if we can get you some useful data on these innovative educational approaches to
give to the masses!

Hi Beverly!
I just spoke to our office, and you are confirmed to bring 20 people from 100 Black Men to next
Friday's Education session at the National Conference of Black Mayors. We ask that you commit to fill
these spots, as we will hold them for you (but I know that won't be an issue for you!)
One thing to note - though Mayor Johnson would like you and other faith / civil rights leaders to attend,
Q&A will prioritize Mayors in attendance, since the session was originally targeted towards Black
Mayors.
Thank you Beverly - please let me know if you need any additional information. I will send an email
with logistical details prior to the event. I will be your POC for this event - looking forward to seeing you
again in Atlanta.
Thanks,
Meera

http://www.myfoxatlanta.com/story/22810234/new-president-of-black-mayorsconfernce
Main points
1) As newly elected president MKJ wants an audit of NCBM financial records.
2) Executive Director Vanessa Williams won't hand them over.
3) Williams is denying MKJ's presidency.
4) A suit was filed against Williams to force her to give up the records.
5) Williams has a long history of shady dealings.
Analysis
1) Very pro-MKJ piece out of Atlanta about today's court hearing.
2) Vanessa Williams comes off looking like she is dishonest.
3) This should help shape a positive narrative going forward.
