OIL SPILLS IN COLOMBIA: BIOREMEDIATION AND STATE

RESPONSIBILITY.

Damages against the oil infrastructure in Colombia have not been simple
terrorist acts that criminals who belong to these groups Illegal perform in a
political sense is a clearly son infringement of the legally protected
environment, protected among other rules in our penal Code.
So, anyone who performs an act against nature , threatens the common good
of great international importance , as reflected in the adoption of
international regulatory instruments that protect the environment, it also
protects the infrastructure especially transport for a strategic element as it is
oil, which greatly influences our micro - economy and others.
But in the current scenario of the Colombian government , we have seen how
politically to a "war" , which already has many years sought, but
unfortunately one of the at least three known running acts of a terrorist
nature, in this region of the planet.
Seeing the picture of what have been the negotiations, it is considered to
expect us to put environmental disasters and the state should and has the
obligation to make efforts to seek to mitigate the damage, especially those
arising from terrorist actions those involved in the peace process, because if
the state is unaware of this fact, end up being complicit and responsible for
all affectation that cause and patrimonial responsibility.
Beyond wanting to do an analysis of state responsibility in this type of
special, it is intended to note that the state cant continue in the omission of
the issue of environmental protection and cant help prevent and act
immediacy using the best available technology, so that the damage is not day
to day becomes more burdensome for both citizens directly affected, but also
for our social heritage and humanity as is the environment.
A few days ago I was invited by a great person to an environmental
conference on bioremediation and I realized that it is possible that despite
suffering the economic damage that leaves an attack, the state could save a
lot in the treatment or process recovery of land where the attacks are

In the video area in Nigeria it recovers, between salt water and mangroves
that are near the beach, where a biological enzyme that power is applied the
power of place and these bacteria manage to break the chain of
hydrocarbons, releasing small process CO2 and water, which allows to
recover the area where the spill occurs in much less time and with less impact
if he did the same nature or by another technique for the bioremediation of
the affected area, which also includes ecosystems.
Considering the above just hits me a question, if the state is aware of what
the terrorist acts with which he is currently sitting negotiated and these
discuss such serious crimes as those against infrastructure , there would be
no complicity on the part the state acts against the environment ? I think if
there is fault and also the security service to protect these assets, a failure in
the treatment of special harm committed against the nation, society and
humanity.
Conclusion: If possible the state, as it cant provide care and security to the
entire country's energy infrastructure , should at least make mandatory
immediate environmental bioremediation of these acts in order to lessen the
impact and responsibility in these events in future be a capital expense of the
pockets of all citizens as well.
