INTRODUCTION
The Pakistan Cricket Boards (PCB) Board of Governors (BOG) in their 36 th Meeting held on 13th
June 2015 at the National Cricket Academy, Lahore, unanimously approved the instant Election
Regulations 2015 which shall apply across Pakistan and are deemed to come into force and effect
on 13th June 2015.
All capitalized terms hereunder shall bear the same meaning as detailed under the Model
Constitutions for Clubs, District/Zonal Cricket Associations and Regional Cricket Associations
(RCA), as the case may be.
Detailed provisions for scrutiny, elections, and functioning of Clubs, District/Zonal and Regional
Cricket Associations are also provided for in their respective Model Constitutions formulated by
the Board and may be used as references for the purposes of these Elections Regulations and to
interpret an area not provided for hereunder.

PROCEDURE FOR CLUB ELECTIONS


1. The election of cricket clubs shall be conducted after every 3 calendar years in
accordance with the provisions of the Model Constitution for Clubs as formulated by
the Board.

PROCEDURE FOR SCRUTINY OF CLUBS

1)

The scrutiny of a cricket club shall be carried out after every six years and/or as stipulated
by PCB in accordance with the Constitution for District/Zonal Cricket Associations. The
scrutiny shall be conducted by Pakistan Cricket Board (PCB) through its Scrutiny
Committee.

2)

Only the clubs registered at least since last three years with the concerned District/Zonal
Cricket Association (hereinafter referred to as Association) who have submitted Club
Information & Data Proformas (CIDPs) to PCB through the Association, within stipulated
period as given by the Scrutiny Committee, shall be eligible to participate in the scrutiny
process. If any office bearer of an Association is found responsible for not submitting CIDP
of any registered club to PCB shall face the misconduct proceedings under paragraph
Violation of Undertaking by office bearers of constitution for Associations as formulated
by the Board of Governors of PCB. Every club a n d A s s o c i a t i o n must keep on its
record, a photocopy of the CIDP.

Office bearers and playing members of the club shall not be changed after submission of
CIDPs to PCB until the completion of scrutiny and subsequent election process of
concerned Association. An office bearer and playing member can represent only one club.

4)

Clubs will be scrutinized at their respective net practice locations as mentioned in the
Club Information & Data Proformas (CIDPs) or at the place decided by the Scrutiny
Committee. President, Secretary and Treasurer of t h e club must be present at the
time of scrutiny.

5)

The Scrutiny Committee shall determine the status of club i.e. Active, Inactive, Bogus or
Disputed etc.

6)

Any club fulfilling the following criteria shall be declared as Active with voting right:a.

Club has adopted the model constitution for clubs as formulated by the PCB of
Governors of PCB within a period of 03 months from the date of its communication,
failing which the status of club will ipso facto become in-active;

b.

having not less than 16 playing members registered with the concerned Association
and verified by the Scrutiny Committee;

c.

has formulated Rules & Regulations for its business;

d.

participates in every calendar year (January to December), in at least two


tournaments organized by the Association to which it is affiliated or two other
tournaments recognized or approved by the PCB;

e.

does not belong to any Service Organization or Department;

f.

has the use of a pitch where net practice is regularly held, subject to the satisfaction
of the PCB;
Explanation: - For the purposes of this clause, not more than three cricket clubs may
use the same pitch and nets;

g.

Is not a defaulter of the dues of the concerned Association and regularly pays Annual
subscription fee as prescribed from time to time by the PCB; and

h.

Maintains the following record for verification by the Scrutiny Committee:i.

Upon arrival of the PCB Scrutiny Committee as per given schedule, the registered Clubs
shall keep the following ready for the examination:a.

Presence of a minimum 16 playing members (registered with the concerned


Association) in sports dress, who shall be identified by their CNICs or Form B.
Every playing member will be required to bring original CNIC or Form B for
identification. Attendance shall be marked on a separate sheet accordingly. In
case of players absence due to;

i.

School/college/university exams, the club will have to produce date


sheet and roll number slip etc. to substantiate the respective claim.

ii.

Engagement in PCB tournament, attending training camp /


academy, ample proof must be provided.

iii.

Serious injury or illness, verified/attested Medical Certificate must be


provided.

b.

Players category (Batsman, Bowler, all-rounder & wicket keeper) shall be


examined at net practice area. Club must fix net at the practice area;

c.

Three years record as mentioned in 6(h) supra. Copies of the same shall be
provided to PCB Scrutiny Committee;

d.

The scrutiny committee shall compare/verify the record available with the
association particularly draw & score books of the tournaments;

e.

The scrutiny committee shall ask questions to the office bearers, whether they
have basic knowledge about the club and associations constitution;

f.

Practice pitch (turf or cemented) along with cricket gears and ground equipment;

g.

Every club must bring their cricket gears;

h.

Every club must p r o d u c e NOC/permission letter from the competent


ground/department authorities, whose ground is being used for net practice.
The NOC must c o n t a i n t h e f o l l o w i n g p o i n t s ;

Ground rent being charged from the club.


The date since the NOC has been granted
Must be on competent authority/departments letter head bearing
office stamp.

Without any documentary proof, a clubs claim that it carries out regular net
practice at a ground will not be acceptable;

i.

If the club claims the ground a s its personal/owned property or is on lease,


relevant papers/lease agreement must be produced as proof of ownership to
the effect; and

j.

Any other relevant material or information required by the Scrutiny Committee


at the time of inspection;

8)

The Chairman Scrutiny Committee PCB shall announce the scrutiny result within 10 days
of completion of scrutiny and forward to association for onward circulation to all
concerned clubs. In addition he shall submit scrutiny assessment report to PCB.

9)

Any person aggrieved by a decision of the Scrutiny Committee PCB may proffer an appeal
against such decision before Election Commissioner/Deputy Election Commissioner PCB
within 7 days of the announcement of the scrutiny result along with bank draft
amounting to Rs. 5,000/- in favour of Pakistan Cricket Board. This amount will be
refundable, if the appeal is upheld. No appeal shall be entertained if it is not
accompanied by a bank draft amounting to Rs. 5,000/- and shall be liable to be dismissed.

PROCEDURE FOR DISTRICT/ZONAL/CITY CRICKET ASSOCIATIONS ELECTIONS

1. The Election Commission shall conduct elections of the following officer bearers of the
Districts/Zonal/City Cricket Associations as per the schedule issued by the Election
Commission: a. President
b. Secretary
c. Treasurer
2. Desirous candidates may collect Nomination forms available at PCBs Head Office at
Gaddafi Stadium Lahore and/or on the PCBs official website and also from respective
offices of District/Zonal/City Cricket Association during working hours.
3. The nomination form attached as Annex B can be filed with Election Commission at
Lahore by or before the stipulated date mentioned in the Election Schedule along with
the requisite fee of PKR. 5000/- (or as may be determined by the Board from time to
time) for each candidature/post. A candidate can file the nomination papers for
President, Secretary and Treasurer; however, he will contest for one post only. He will
have to withdraw from other post/posts (if applied) by the stipulated date mentioned in
the Election Schedule.
3. Any objection regarding the eligibility of the candidates should be filed by stipulated date
mentioned in the Election Schedule.
4. The duly filed nomination forms will be scrutinized and objection to the candidatures will
be heard as per the Election Schedule. Thereafter, a provisional list of eligible candidates
will be announced by the Election Commission in accordance with the Election Schedule.
5. The Presidents of the Active clubs with voting rights (the electoral college) will not be
changed after the issuance of the Election Schedule.
6. A table will be laid out with 3 Ballot Boxes marked for the President, Secretary and
Treasurer in Green, Yellow and White colours respectively, along with Ballot Papers of the
same colours for each post.

7. Each voter, i.e. President of the Active Club, will be given three Ballot Papers one each for
the three posts.
8. Polling shall commence at the time stipulated in the Election Schedule and shall be closed
as and when the voters present at the hall cast their votes. Without any wait for absent
voters, counting of votes shall immediately commence.
9. There shall be no provision for casting of proxy votes or postal balloting. Each voter will
represent one club and cast only one vote for each post. Each voter will be required to
bring original ID card for establishing his identity.
10. In the case of a tie, where both candidates obtain equal votes, repolling for such post will
be held on the day of election. If both candidates again obtain equal votes in repolling
then both of them will hold the office for half a term each. Both candidates will mutually
decide as to whom will hold the office for the first half term. In case of disagreement
among the candidates, spin of coin will decide as to who shall hold the office for the first
half term.
11. Polling and counting shall be carried out in the presence of candidates and voters.

ELECTION REGULATIONS FOR DISTRICT/ZONAL/CITY CRICKET ASSOCIATIONS

1. The tenure of the supra referred Office Bearers shall be three years unless otherwise
removed in accordance with the applicable rules. Provided always that a person may only
be elected for three consecutive tenures, and thereafter shall not be eligible to hold any
office (President, Secretary and/or Treasurer) until a lapse of one term of three years
from the expiry of the third tenure. Provided further that the tenures of Office Bearers of
the District/Zonal/City Cricket Association shall be calculated from the date that office
bearers were notified by the Election Commission under the PCB Constitution.
2. The Board shall conduct elections within ninety days of completion of the tenure of the
Office Bearers of the Regional Cricket Association, provided that two-third of the
electoral college is available to cast votes. Upon completion of the tenure of office
bearers of Regional Cricket Association, the Board shall immediately appoint a Provisional
Committee for day to day management of the Association for the said ninety days. If
elections could not be held (for any reason whatsoever) within ninety days, the said
Provisional Committee shall continue functioning as aforesaid till the time elections are
held or as may be notified by the Board.
3. A vote of no confidence against any Office Bearer shall not be initiated prior to expiry
of 18 months from the date of notification of elected Office Bearers of the District/Zonal
Cricket Association. In case of failure of no confidence motion, the same shall not be reinitiated prior to the expiry of 12 months.
4. An elected Office Bearer shall only be removed through no confidence motion by
adopting following procedure:
i. A resolution shall only be moved if signed by at least 50% of the Electoral College of
District/Zonal Cricket Association.
ii. Detailed reasons for removal of elected office bearer shall be given in the resolution.
iii. Seven days notice along with a copy of the resolution to this effect shall be served to
the Officer Bearer against whom such resolution has been moved.
iv. A resolution to the said effect shall be passed by 3/4th of electoral college (Presidents
of Active cricket clubs) of concerned District/Zonal Cricket Association.

v. A special meeting held for the no confidence motion shall be monitored by a


representative nominated by the Election Commission.
vi. Minutes of the special meeting along with attendance marked with CNIC shall be
recorded and copy of the proceedings shall be submitted to the Election Commission.
vii. The seat vacant in result of no confidence motion shall be filled for the remaining
tenure through election within 30 days.

5. An office bearer of the District/Zonal Cricket Association, if elected for Regional/City


Cricket Association shall not be entitled to hold both positions and shall surrender one
post and vice versa.
6. Polling for Election of District/Zonal Cricket Association may be held either at concerned
District/Zonal or Regional Secretariat or Gaddafi Stadium Lahore.
7. Two months prior to the expiry of three years tenure, the President of District/Zonal
Cricket Association shall provide a list of Presidents of Active clubs to the Election
Commission. If any club has changed its president by following the procedure laid down
in club constitution, the President shall provide documentary evidence of such
proceeding, which would be verified from the record of PCB. After due verification, the
name of new President will be incorporated in the voters list accordingly. In the case of
any dispute regarding the Club President, the Election Commission or his authorized
representative(s), after hearing the parties concerned, shall decide the matter
accordingly.
8. Upon issuance of election schedule of Regional Cricket Association, the resignation of any
office bearers of District/Zonal Cricket Association shall not be valid.
9. It is the exclusive discretion of Election Commission to postpone the Election on following
grounds, who shall exercise this authority in a just, fair and transparent manner:a. Death of the candidate;
b. Non-availability of Election Commission or genuine pre-occupation of Election
Commission or its staff on the said date;
c. Under unavoidable circumstances i.e. riots, earthquake, natural calamities, court
order, law and order situation, curfew, violent protest on such dates. In case of
court order, certified copy of the order shall be accepted; and/or
d. Conditions described in the doctrine of force majeure.

10. Any person wishing to contest the elections of District/Zonal Cricket Association shall
fulfill the following qualifications:a. Is a Pakistani citizen;
b. Is resident of the same District/Zone;
c. Should be a membe
d. r of Active club declared as such by the Scrutiny Committee PCB;
e. Is actively associated with the game of cricket in the area of his/her residence;
f. holds a minimum academic qualification equivalent to intermediate from an
institution recognized by the concerned educational board and a verified copy of the
same from the concerned educational board is submitted to the Board as required;
g. Does not have any criminal record and/or has not been fined by any competent court
of law in any form whatsoever;
h. Is not a Defaulter;
i.

In case a Defaulter candidate clears his Dues prior to the filing of nomination papers
and presents his No Demand Certificate (NDC), he/she shall be eligible to contest
elections;

j.

Is not an incumbent office bearer of any political party, elected representative,


Minister, Senator, MNA, MPA, MLA, Nazim, Naib Nazim, Councilor, nor a person who
has contested general and/or local body elections in the last five years nor draws
financial or material support from any political, Religious, Ethnic or Sectarian party. In
case any office bearer, violates the provisions of this para during his tenure, he will
stand disqualified or shall be de-notified forthwith;

k. Is not a Government servant, public servant, civil servant nor an employee of any
Federal or Provincial Corporation nor any employee of any autonomous body or
department or companies affiliated with the Board. In case it comes to the knowledge
of Board that office bearer was Government Servant/public servant/civil servant etc.
at the occasion of his election and he concealed this fact or he has joined above

service later on, he would stand disqualified from holding his office and/or denotified;
l.

Is neither chairman nor member of the Provisional Committee of Cricket Association


two working days after the issuance of election schedule;

m. Match Officials shall not be eligible to contest elections for any post while
undertaking any assignment on behalf of PCB and/or while under the employment of
PCB;
n. No person can contest the election for any office of Cricket Association in case he has
been found guilty of failing to handover accounts/record etc. to the new office
bearers anytime in the past. In such an eventuality he shall produce a NOC from the
new office bearers before his/her nomination form is accepted;
o. If any office bearer is removed through supersession as prescribed under the
Regulations, he will not be eligible to contest elections for any post in the elections
conducted immediately thereafter; and
p. If a person during his tenure as an office-bearer failed to organize at least two
tournaments in every calendar year as prescribed under the PCB Constitution shall
not be eligible to participate in the subsequent elections.
11. No office bearer of District/Zonal cricket association shall be permitted to play in
domestic cricket tournaments except club cricket.
12. If an Office-Bearer fails to submit the Undertaking (attached as Annexure A) within 3
business days after issuance of Notification by the competent authority, the said OfficeBearer shall be de-notified accordingly.
13. Any eventuality or situation not contemplated or covered by these Regulations shall be
referred to the Election Commission whose decision thereon shall be final.

PROCEDURE FOR REGIONAL CRICKET ASSOCIATIONS ELECTIONS

1. The Election Commission shall conduct elections of the following officer bearers of the
Regional Cricket Associations as per the schedule issued by the Election Commission: a. President
b. Secretary
2. Desirous candidates may collect Nomination forms available at PCBs Head Office at Gaddafi
Stadium Lahore and/or on the PCBs official website and also from respective offices of
Regional Cricket Association during working hours.
3. The nomination form attached as AnnexC can be filed with Election Commission at Lahore
by or before the stipulated date mentioned in the Election Schedule along with the requisite
fee of PKR. 10,000/- (or as may be determined by the Board from time to time) for each
candidature/post. A candidate can file the nomination papers for President and Secretary;
however, he will contest for one post only. He will have to withdraw from other post/posts (if
applied) by the stipulated date mentioned in the Election Schedule.

and when the voters present at the hall cast their votes. Without any wait for absent voters,
counting of votes shall immediately commence.

ELECTION REGULATIONS FOR REGIONAL CRICKET ASSOCIATIONS

institution/university recognized by the concerned educational board/university and a

verified copy of the same from the concerned educational board/university is


submitted to the Board as required;
f. Does not have any criminal record and/or has not been fined by any competent court
of law in any form whatsoever;
g. Is not a Defaulter; However, in case a Defaulter candidate clears his Dues prior to the
filing of nomination papers and presents his No Demand Certificate (NDC), he/she
shall be eligible to contest elections;
h. Is not an incumbent office bearer of any political party, elected representative,

the PCB Constitution shall not be eligible to participate in the subsequent elections.
10. No office bearer of Regional Cricket Association shall be permitted to play in domestic cricket
tournaments except club cricket.
11. The elected President and Secretary of Lahore and Karachi City Cricket Associations shall ipso
facto be the President and Secretary of the Lahore and Karachi Regional Cricket Associations
respectively.
12. The President and Secretary of a Regional Cricket Association, having four or above
District/Zones, shall not belong to the same District/Zone.

13. If an Office-Bearer fails to submit the Undertaking (attached as Annexure A) within 3 business
days after issuance of Notification by the competent authority, the said Office-Bearer shall be
de-notified accordingly.
14. Any eventuality or situation not contemplated or covered by these Regulations shall be
referred to the Election Commission whose decision thereon shall be final.

In addition to the undertaking under Paragraph 19 of the PCB Constitution, every office
bearer of a Cricket Association shall give an undertaking to the Board upon his/her being
elected, to the effect that:
a. he/she shall strive to achieve the objectives and purpose of the Board;
b. he/she shall abide by the Model Constitution, Rules, Regulations and any
directives formulated or issued, from time to time, by the Board;
c. he/shall submit Club Information & Data Proforma (CIDP) of all registered
clubs to PCB as and when required by the Board;
d. he/she shall not criticize the Pakistan Cricket Board or any of its functionaries
or Member(s) in/on any media platform;
e. he/she shall not hold any press conference, meeting, protest or participate in
any procession, display any placard etc. against the Board and its officials at
any private or public venue, individually or collectively;
f. he/she shall abide by the directions of the Board;
g. he/shall shall upon expiry of tenure or removal from office hand over all
relevant documents including but not limited to accounts, records, CIDP etc.
to the newly elected Office Bearers and/or a Provisional Committee as the
case may be;
h. he/she confirms that any and all information provided by him / her is and will
be correct and accurate;
i. he/she shall submit Annexure B of CIDP regarding any change of player(s) or
officer-bearer(s) of club to the Election Commission within 15 days of such
change on the prescribed proforma issued by the Board from time to time;
and
j. he/she shall exhaust all remedies available in this model constitution or the
Boards Constitution for redressal of grievances
(The Board may modify the contents of the above undertaking from time to time)
