WHATS WRONG WITH TUCSON?


For decades, Tucson has languished under incompetent government and has been
stagnant in some areas, while declining in others. When compared with the growth and
success of Phoenix, people are wondering why their city comes up short in comparison
with the bigger city in Arizona, and why growth isnt happening in Tucson compared to
other areas of Arizona. This document shows trends in various categories, such as
population growth, crime, taxes, and others.
POPULATION GROWTH

Tucson had 526,116 in population as of July 1, 2013 (Estimate from the US

GROWTH IN NUMBER OF PEOPLE ON DISABILITY AND WELFARE

While Tucson has only grown by 7.8% in 13 years, the growth of people ages 1864 on disability has grown from 8,859 in December 2000

the poverty rate is 25.2%, 74% higher than the national average. This is in
comparison to the Phoenix area, which has a 17.6% poverty rate, 30.2% lower
than Tucson.

Fitch Ratings, a nationally known company that assigns ratings for bonds issued
by corporations and governments, assigned a NEGATIVE outlook for the City of
Tucsons bonds and downgraded a series of ratings for bonds issued by the City of
Tucson due to economic conditions and increased government spending

Jobs in construction has gone down in Tucson from 28,800 in October 2006 to
only 15,000 in March 2015, a 47.9% drop.

22,700 in March 2015, a 16.8% drop.

While the other side may talk about the unemployment dropping to 4.9% in
March 2015 from a high of 10.1% in January 2010, the number of the people in
the labor force in Tucson has declined from 489,213 in August 2009 to 469,004
in March 2015, a 20,209 drop.

August 2009, the unemployment rate would be 9.2% right now. It is
likely that many of the people no longer in the workforce are on disability due to
discouragement in being able to find a decent job.

Earnings in Tucson as of May 2014 is 10% below the national average; with the
average person in Tucson making $20.45/hour, compared to the national average

The social network WalletHub did a survery of the 150 largest metro areas
nationwide, and they found Tucson the 8th worst place to look for a job in

The Honorable Shirley C. Scott is serving her fourth term as the Ward IV Council
Member for the City of Tucson. In December of 2005, Council Member Scott was one of
40 elected officials in the United States to be elected to a 2-year term to the Board of
Directors of the National League of Cities (NLC). She had previously completed a oneyear term as the Chair of the NLCs Community and Economic Development
Committee, after having served two one-year terms as its Vice Chair. She has also
served in the international, national, state and local arenas dealing with issues of the
environment and community sustainability. She was previously a member Governors
Advisory Task Force, improving outcomes for incarcerated women and their children.
As the former owner of a small business in the city, Mrs. Scott is also keenly aware of the
issues that face small business owners.
Mrs. Scotts passions are the quality of life for children, families, seniors, the
environment and public safety. She is a frequent speaker and lecturer for public, private
and civic events. Mrs. Scott hosts an annual event for school children, The Ward IV
Back to School Bash, where breakfast, school supplies and raffle prizes are given free of
charge to participants. She has been instrumental in the expansion of the Clements
Regional Recreational Center, which is a first-ever project that brought together
resources and expertise from not only the city, but from Pima County and Pima
Community College, as well.
She has served as board member, officer or liaison to: Tucson Clean and Beautiful, Pima
Council on Aging, the Tucson International Airport Authority, Bond Advisory
Committee, Sister Cities, the United Way of Greater Tucson City Service Area
Committee, and the Susan G. Komen Foundation. She is currently on the Board of
Directors for Pima Prevention Partnership and the board for Visit Tucson.

Among Mrs. Scotts awards and achievements are; the Pan-Asian Community Alliance
had named her the Woman of the Year, The Korean American Cultural Foundation
awarded her a Certificate of Appreciation, Arizona Parks & Recreation Association
recognized her as the Outstanding Public Official Award for 2009, and the American
Planning Association-Arizona Chapter recognized her in 2009 as the Distinguished
Elected Official of the Year. The League of United Latin American Citizens honored her
with their Silver Award. She has also been honored by the Alliance of Construction
Trades and the Arizona Human Rights Fund. The Southern Arizona Home Builders
Association (SAHBA) named her 2002 and 2007 Public Official of the Year. She was

Paul Cunningham is a native Tucsonan and longtime community activist with 19 years
of professional and volunteer public service. His is the son of former State Senator
George Cunningham and lifelong Tucson advocate Margie Cunningham.
Cunningham started his career at the Ott Family YMCA located in Ward 2. He is a 12
year veteran of the Pima County Juvenile Probation Department, and served in the
Army Reserve and National Guard from 1993-2001.
A 1992 graduate of Rincon High School, Paul has a B.A. in History from the University
of Arizona and a Master's Degree from ASU. Councilmember Cunningham served on the
Arizona Juvenile Justice Commission, the Correction Officer Retirement Local Board,
has been active in volunteering with Youth on their Own, Our Family, the Pima County
Probation Officers Association, National Youth Sports, the YMCA, Friends of the
Library, and the Community Prevention Coalition. He and several youth founded
TEAM Tucson (teen empowerment and advocacy movement) in 2005. He also
authored a youth empowerment program, known as the Hoop Dreams: Control Your
Destiny curriculum. He is the former president of the EL GHEKO neighborhood
association.
Since being sworn into office in, Councilmember Cunningham championed preseason
professional soccer as an economic development engine for Tucson. In the past two
years, ties with Major League Soccer have grown and the league considers Tucson its
Western Hub.
Councilmember Cunningham is committed to safeguarding Tucsons greatest asset
our water supply. He championed our current water service area policy and advocated
for rainwater harvesting rebates. He firmly believes that policies like these are the only
way to ensure the long term viability of both our community and the precious desert we
live in.
Paul was sworn in as a councilmember by his Grandmother, retired Superior Court
Judge Lillian Fisher, on May 11, 2010. He was elected to a full term in November of
2011. On April 8, 2014, Paul was selected by his colleagues to be Vice Mayor. He served
in that position until December of 2014.
