How to Write a Pelan Taktikal With example


given for Pelan Taktikal SMK Dato Jaafar, JB (Tahun
2011-2012) by Miss Wong Minh Chjiat Isabelle
A strategic plan or Pelan Taktikal is usually divided into 8
columns, namely:

Program (Programme)

Objektif (Objective)

Tanggungjawab (Responsibility)

Tempoh (Duration)

Kos/Sumber (Cost/Source of Funding)

TOV (Take-Off Value)

ETR (Estimated Targeted Results)

Indikator Pencapaian (Achievement Indication or


Achievement Matrices)
Similar to the pelan strategik, the following example will be
written in Malay as it is the medium of operation in Malaysia.
As the example given is based on a real strategic plan of the
aforementioned school above, it will naturally be written in
Malay. So, the content of a good tactical plan must consist of
the following items, such as (with explanation):
1.

Program: Programmes undertaken to overcome the


issues stated Pelan Strategik earlier in detail (for the entire
year).
2. Objectives: This will explain the main thrusts of the
programme for the issues that will be tackled.
3. Responsibility: This specifies the people in charge of
the specific task.

Duration: Timeframe of the task.


Cost/Source of Funding: This specifies the estimated
cost/budget of the specific programme and how the funding
will be obtained.
6. TOV: Here, the TOV is taken to be the baseline (set at
the beginning of the program) upon which the ETR is
set/compared upon. A number/percentage must be given
here.
7. ETR: Estimated student achievement assuming that the
program goes according to plan. Similar to TOV, a number
must be given too.
8. Achievement Indication: This links to the ETR to give
a meaning to the ETR in worded form on what must be
achieved.
So, for the example:

How to Write a Pelan Strategik - With example

A strategic plan or Pelan Strategik is usually divided into 5
columns, namely:

Masalah (Problem)

Matlamat (Goal)

Strategi (Strategy)

Indikator Pencapaian (Achievement Indication or


Achievement Matrices)

The following example will be written in Malay as it is the


language of operation in the school. Hence, itll be more
beneficial if it is written in Malay for this post, furthermore
the example given is based on a real strategic plan of the
aforementioned school above. So, to write a good strategic
plan, youll need to identify a few things and work according
to the plan where:
1.

Identify the most pressing issues, but macro issues.


(the different between macro and micro issues will be
apparent when you go to step 2)
2. Go to the root cause of the problem and see what
exactly (in detail) the problem is. If you cannot isolate the
problem, you cannot be said to have identified the problem.
3. From the isolate problem, youll have to set what you
want to achieve in a finite time frame. For example, we
would want 100% passing rates in 2 years or such.
4. Obviously, nothing can be done without a strategy, hence
we would need to develop the core of this whole paper,
which is the strategy to be implemented.
5. Finally, teachers need to be accountable for their actions,
hence there will be achievement indications or
matrices to check for the success or failure of the
strategic plan.
So, for the example:

Mencapai peratus kelulusan 100% SPM, GPMP 3.5 dan 40% gred A+,
A, A- (cemerlang)
Masalah
1.
Peratusan lulus matapelajaran Kimia tidak dapat dikekalkan
pada 100% dalam SPM 2009 dengan pencapaian peratusan
kelulusan 96.43% (-3.57%), GPMP 5.07 (-0.66) dan Percubaan
SPM 2010 dengan pencapaian peratusan kelulusan 84.29%,
GPMP 4.63

Peratusan pelajar yang mendapat gred A+, A, A- (cemerlang)


bagi matapelajaran Kimia tidak mencapai 35% dalam SPM 2009
(26.79%) dan Percubaan SPM 2010 (31.43%)

Keupayaan pelajar menjawab bahagian esei pada tahap lemah
Matlamat
1.
Meningkatkan peratus lulus mata pelajaran Kimia dalam SPM
mencapai 100% dan GPMP 3.5 menjelang tahun 2012.
2.
Meningkatkan peratus pelajar mendapat gred A+, A, A(cemerlang) bagi matapelajaran Kimia sehingga mencapai 40%
menjelang tahun 2012.
3.
Meningkatkan keupayaan pelajar menjawab bahagian esei
sehingga mencapai 60% menjelang 2012.
Strategi
1.
Meningkatkan kualiti pengajaran guru mata pelajaran Kimia.
2.
Meningkatkan kualiti pembelajaran pelajar.
3.
Meningkatkan keupayaan pelajar menjawab bahagian esei.
Indikator Pencapaian
1.
Peratusan pelajar yang lulus mata pelajaran Kimia.
2.
Peratusan pelajar yang mendapat gred A+, A, A- (cemerlang)
bagi matapelajaran Kimia dalam SPM.
3.
Keupayaan pelajar menjawab bahagian esei.

A strategic plan or Pelan Operasi is usually divided into 10
columns, namely:

Nama Projek (Project Name)

Objektif (Objective)

Tempoh (Duration)

Kumpulan sasaran (Targeted Group)

Guru Terlibat (Teacher In-charge)

Process Kerja (Detailed Work Plan)

Kekangan (Problem)

Pemantauan (Inviligation)

Penilaian (Appraisal)

Penambahbaikan (Future Improvement)


An operational plan is a comprehensive plan arise from the
tactical plan, which in turn comes from the more general
strategic plan. (In short: Strategic plan > Tactical plan >
Operational plan In order of ascending comprehensiveness)
For a specific programme, a school can choose to produce
more than one operational plan based on the needs of the
activities to be conducted. Hence, it should consist of the
following items:
1.

Project Name: Name of the project which should match


that written in the tactical plan.
2. Objectives: This will explain the main thrusts of the
programme for the issues that will be tackled.
3. Duration: Timeframe of the task.
4. Targeted Group: This specifies the targeted group
(beneficiaries). Example, in a project to improve the
vocabulary of students, the targeted group will be the
students themselves.

Teacher In-charge: This lists out the teachers who are


in-charge for this specific project.
6. Detailed Work Plan: This specifies the exact work to
be done in the most comprehensive manner. Preferable the
process is listed in order of execution.
7. Problem: As each project is expected to have problems
or resistance from the targeted group/module convener,
problems has to be identified in advance to pre-empt the
possibility of the problem occuring.
8. Invigilation: This states the person who would have to
invigilate the process of the project at the end and also
during the execution of the project.
9. Appraisal: The project ought to be appraised to ensure
the smooth running and to allow for accountability of the
entire project.
10. Future Improvement: Based on the appraisal of the
execution and outcome of the project, potential
improvement can be obtained by improving on the
effectiveness of the project.
So, for the example:
