TheplayingsurfaceoftheCarromBoardshallbeofplywoodorofanyotherwoodequallysmoothandbeofnotlessthan8mminthickness

theoppositeframeoftheCarromBoard.
A.2.Frames
AdjoiningtheplayingsurfaceoftheCarromBoardthereshallbewoodenframeswithinsidecurvedcornersmadeofRosewoodoranyother
hard
woodwithgoodresistance,withaminimumheightof1.90cmandamaximumof2.54cmfromtheplayingsurface.Thebreadthoftheframe
shallnotbelessthan6.35cmandnotmorethan7.60cm.Suitablebracingsshallbeprovidedunderneaththeplayingsurfaceandfastened
withtheframe.

A.3.Pockets
ThepocketsofthefourcornersoftheCarromBoardshallberoundinwardlyandnotoutwardlyandbeof4.45cmin
diameterwithadmissiblevariationofnotmorethan0.15cm.Thepieceofplywoodadjoiningthecornersoftheframe
shallbecutoff.
A.4.BaseLines

a. Twostraightlinesof47cmeachinlengthwithadmissiblevariationof0.30cmequallydistributedonallsides,blackincolour,shallbe
drawnoneachofthefoursidesoftheplayingsurface,paralleltotheframeoneachside.Thelowerofthesetwolines,whichshallbe
between0.50cmand0.65cminthickness,shallbe10.15cmawayfromtheframeandtheotherone3.18cmawayfromthelowerpart
ofthebaseline.
b. Thebaselinesshallbeclosedbycirclesof3.18cmindiameteratbothends.Withinthiscircleaportionof2.54cmindiametershallbe

thetwoBaseCirclesandpointtowardsthecentreofthepocketleavingacleardistanceof5.00cmfromtheedge
ofthepocket.Thelengthofthearrowsshallnotexceed26.70cm.Adecorativearchof6.35cmindiameterwitha
pointeratboththeends,drawnatthestartingpointofthearrowsleadingtowardsthepocket,ispermissible.

A.6.CentreCircle
ExactlyinthecentreoftheCarromBoardthereshallbeacircleof3.18cmindiameterdrawnblackincolourwith
admissiblevariationof0.16cm.Itshallbecalledthecentrecircleandshallbecolouredinred.

A.7.OuterCircle
Acircleof17.00cmindiameterwiththecentrepointoftheCarromBoardasitscentreshallbedrawnblackin
colourwithadmissiblevariationof0.30cm.ItshallbecalledouttheOuterCircle.Anydecorativedesigninthe
circleispermissible.

morethan0.90cminthickness.Theedgeshallberoundandplain.TheweightofaCarrommanshallnotbeless
than5.25gramsandnotmorethan5.50grams.Thusthereshallbeninewhite,nineblackandonered
Carrommen,andtheyshallbeuniform.TheCarrommenshallhaveasmoothmovementinaflatpositiononthe
playingsurfaceoftheCarromBoardwhenstruckbyastrikerofstandardspecifications.

C.STRIKER

TheStrikershallbesmoothandroundwithadiameterofnotmorethan4.13cmandweighingnotmorethan
15.00gms.AStrikermadeofanymaterialotherthanIvoryandmetal,withthespecificationsprescribedabove,
maybeused.AStriker,withmetalfixedandvisibletotheeyes,shallnotbeallowed.Engraveddecentdesignson
thestrikerarepermissible.

D.STANDORTABLE

TheStandorTableonwhichtheCarromBoardisplacedforplayshallnotbelessthan63.00cmandnot
morethan70.00cminheight.TheCarromBoard,whenplacedonit,shallnotbeunevenorshaky.
However,paddingbelowtheCarromBoardand/ortheStandorTableonwhichtheCarromBoardisplaced,
maybeusedtomaketheplayingsurfaceoftheCarromBoardlevelandfirmasfaraspossible.

E.STOOLORCHAIR

TheStoolorChaironwhichtheplayersitsforplayingshallnotbelessthan40.00cmandnotmorethan50.00cm
inheight.TheChair,ifused,shallbearmless.

F.POWDER

Thepowderusedshallbeofhighqualitytokeeptheplayingsurfacesmoothanddry.Thepowdershallnotbewet.
Pouches/Containersfilledwithpowdershallbeusedtospreadthepowderevenlyovertheplayingsurface.

G.NETS

ThepocketsshallbefullycoveredfrombeneathbynetsfixedatthebottomoftheCarromBoard.Eachnetshall
havethecapacityofholdingatleast10C/m.

H.LIGHT

Thelightshallbehung/fittedataconvenientheightabovetheCarromBoardsothatwhenaconicalorsquare
shade,preferablyofmetal,isused,thelightshallfallonlyontheCarromBoardincludingtheframe.Theshade
shallbeonewiththeinnersidecompletelysnowwhiteincolour.Thebulbused,preferablytransparentwhite,
shallbebetween60and100watts.However,theheightofthelightcanbealteredattherequestofaplayerin
suchamannerthatthenakedlightdoesnotstriketheeyesoftheplayer/s.

III.SittingPosition
27. Insingles,theplayersshallsitoppositetoeachother.
28. Indoubles,thepartnersshallsitoppositetoeachother,occupyingallfoursides.
29. Positionadoptedforsittingbyaplayerbeforetakinghisturntostrikemaybechangedatanytimeprovidedthechairorstoolonwhich
heissittingisnotlifted,movedand/ordisturbedduringhisturnofplay.
30. a)Duringtheboardnopartofthebodyofaplayer,excepttheplayingarmshalltouchtheCarromBoard,standortableonwhichthe
C/Bisplaced.
b)However,wearing/clothing,ring,banglesand/orwatchwornbyaplayerareexemptedduringhisturnofplay,buttheseshouldnot
touchtheplayingsurface.
31. Useofanymaterialtoraiseand/oradjusttheheightoftheseatispermissibleafterthecompletionoftheboardonly,providedthe
heightoftheseatsoraiseddoesnotexceed50cm.
32. Nopartofthebody,exceptthehandoftheplayershallgobeyondtheimaginarylinesofthearrows.
IV.HowtoStrike
33. TheStrikershallbestruckandnotpushed.

34. Thestrokeshallbemadewiththefingerwithorwithoutthesupportofotherfingers.

37. a)Whilemakingastroke,theelbowoftheplayinghandshallnotcomewithintheplayingsurfacenorshallextendbeyondthe
imaginarylinesofthearrow.
b)Thehandmay,however,crossthearrow.
38. a)Whilemakingastroke,takingsupportoftheStoolorChair,StandorTableoftheC/Band/orkeepingthelegsontherimofthe
stand/table,bytheplayer,isnotpermissible.
b)However,handsmayrestonhisbodyandlegsmayrestontherimofthestoolorchair,onwhichhesits.
V.Toss
39. a)ThereshallbeatossbytheUmpireatthecommencementofeachmatch.Thetossshallbebyspinofcoinorbymeansofcallingthe
C/m.Theeitherplayer/pair,winningthetoss,shallhavethechoiceofsideortheoptiontostrikefirst.Ifthewinnerdecidestohavethe
choiceofside,heshallcommunicatethesametotheUmpire,whoshallinstructthelosertositfirst.
b)Indoubles,thepairwinningthetossshallhavetheoptionasabove.
c)If,however,breakischosenbythewinnerofthetoss,thechoiceofsideshallliewiththeloser,andthewinnershallhave
tositfirst.
d)Oncethelosershavesatdown,theycannotinterchange.Thisorderofsittingshallcontinuethroughoutthematch.
VI.TrialBoard
40. Thereshallbetwotrialboardsonlyafterthetossandbeforethestartofthematch,oneforeachplayerorpair.
VII.Break
41. a)Beforethebreak,theC/maresoarranged,inaflatposition,thattheQueenshalloccupytheCentreCircleandtherestoftheC/m
areplacedaroundtheQueeninthefirstrowkeepingtheBlackandWhiteC/malternately.Inthesecondrow,threewhiteC/mwill
formtheshapeY,withthewhiteC/minthefirstrow.TheremainingspaceisfilledupbyplacingblackandwhiteC/malternately.All
c/msoarranged,shouldbeincompactround,touchingeachother,withintheOuterCircle.Aplayermayusehisfingersorstrikerto
keeptheC/mintact.
b)TheC/mshouldbearrangedforthebreakwithleastpossiblelossoftimeaftereachboard.
42. Breakistakenbyaplayer,whohaschosentostrikefirst.
43. TheplayerwhoistobreakshallhavethewhiteC/mduringthatboardleavingtheblackC/mtohisopponent.TheQueenshallbethe
commonC/m.
44. Breakisconsideredtohavebeenmade,iftheStrikertouchesanyoftheC/mevenslightly.
45. a)BreakisnotconsideredtohavebeenmadeifnoC/mistouchedbytheStrikerinitsusualrunorjumpingout.Inthatcase,a
maximumoftwomorechancesshallbeallowed.
b)Ifafterpermissiblenumberofchances,noC/mistouched,therighttoBreakshallbelostandtheturntoplayshallpassontothe
opponentwhoshallhaveblackC/mforplaybutnorearrangementofC/malreadyarranged,shallbepermitted.Theabovecondition
willprevailtillthebreakiseffected.
c)Ifaplayerinhisattempttobreak,playsanimproperstrokeorpocketshisstrikerwithouttouchinganyofthec/m,heshalllosehis
turn.However,due/penaltyshallnotbeapplicable.
46. ThebreakshallbetakenonlyaftertheUmpirecallsPlayandthestrokeshallbemadewithin15secondsofsuchcall.Theplayshallbe
deemedtohavebegunfromthemomenttheUmpirecallsPlay.
47. IfthebreakismadebeforetheUmpirecallsPlay,allhisC/mand/orQueenpocketedshallbetakenoutforplacingandafouldeclared.
Theplayershalllosehisturn.
VIII.TurnofPlay
48. AslongasaplayerpocketshisownC/mand/orQueeninaccordancewiththeLaws,histurnshallcontinue.Otherwiseitshallpassonto
theopponent.
49. a)i)InthefirstgametheplayerwhochoosestobreakthefirstboardshallhavethewhiteC/m.Theturntobreakshallpassalternately
duringthegame.
ii)Inthesecondgametheplayerwhodidnothavethefirstturntobreakshallhavehisturnfirst.
iii)Inthethirdgame,theturntobreakpassesontothefirstplayer.
b)InDoubles,however,theturnpassesontotheplayersittingtotherighthandsideoftheplayerwhohadhisturn.
50. Aplayershallnottakemorethan15secondsformakingastrokefromthemomenttheC/m/Queen/Strikerhascometorestandthe
strikerispickedupbytheopponentand/orafterobservingthetimelimitforplacingtheC/mand/orQueenand/orforegoing
due/penaltyC/m,ifany.
51. Iftheturnisavailedbyaplayerwhoplaysoutofturn,beforetheUmpirecouldcontrol,heshalllosetheboardbythenumberofC/m
andQueenaswereontheC/Batthetimeofmakingthefirstoutofturnstroke.IftheaboveremainsunnoticedbytheUmpireor
opponent,tillthenextstrokeistaken,theturnshallbeallowedandthenextturnshallbeaspertheLaws.
IX.HowtoScore
52. a)TheplayerwhocompletespocketingallhisC/mfirstwinstheboard.
b)Thevalue/pointsareasfollows:
i)Queen:3pointsuptoandincluding21points.

53. a)ThenumberofC/moftheopponentontheC/Bshallbethepointsgainedbythatplayerinthatboard.

55. Themaximumnumberofpointsthatcanbescoredinaboardis12only.AnyDueand/orpenaltyC/mshallautomaticallybewrittenoff.
56. a)Agameshallbeof25pointsoreightboards.Theplayerwhoreaches25pointsfirstorleadsattheconclusionoftheeighthboard
shallbethewinnerofthegame.

X.ChangeofSides
58. InSingles,thechangeofsidesbytheplayersshallbemadeintheoppositedirectionattheconclusionofeachgame.
59. InDoubles,thechangeofsidesbytheplayersshallbemadetothenextrighthandside,attheconclusionofeachgame.
60. a)InthethirdgameformatchesuptoandincludingPrequarterfinals,thechangeofsidesshallbemadeafterthefourthboardor
afteranyplayer/pairhasscoredl3pointswhicheverisearlier.
b)FromQuarterFinalsonwardsthechangeofsidesshallbemadeonlyafter13pointshavebeenscoredbyanyplayer/pair.
c)Thechangeofsides,remainingunnoticedbytheUmpireoranyplayer,shalltakeplaceasandwhennoticed,butaftercompletionof
thatparticularboard.
61. Theplayersshallnottakemorethantwominutestochangesides.
XI.Foul
62. Ingeneral,anyactofviolationofLawsoranythingdonecontrarytowhatisstatedspecificallyorimplied(asunderstoodcommonly)in
theseLaws,shallbebroadlyclassifiedas:

63. a)AnyactofviolationoftheLawscommittedbytheplayerbeforethefirststrokeofhisturnshallbedeemedasaTechnicalFoul.A

b)AnyactofviolationoftheLawscommittedbytheplayerpresentlynothavinghisturnshallalsobedeemedasaTechnicalFoul.A
penaltyshallbeimposedasperRule63(a).
B.FOUL
64. a)AnyactofviolationoftheLawscommittedbytheplayerduringorafterthefirststrokeofhisturnshallbedeemedasFoul.AFoul
shallentailoneC/moftheoffendingplayerbeingbroughtoutforplacingbytheopponentandtheturntoplayshallbelost.
b)WhilepocketingtheC/mand/orQueen,ifaFouliscommitted,thenumberofC/mand/orQueensopocketedwithanadditionalC/m

XII.C/mOverboard
65. a)IfaC/mand/orQueenjumpoutoftheplayingsurface,thejumpedC/mand/ortheQueenshallbeplacedbytheUmpireintheCentre
Circle,ifspacepermits,coveringitfullyorthemaximumportionofitthatisavailable.
b)IfboththeQueenandac/mjumpinthesamestrokepreferenceshallbegiventoplacetheQueenfirstandthejumpedc/mshallbe
placed,touchingtheQueen,intheoppositedirectionoftheplayerpresentlyhavinghisturn.
c)IfbothWhiteandBlackc/mjumpinthesamestroke,preferenceshallbegiventoplacethec/moftheplayerwhomadethatstroke
firstandtheotherc/mshallbeplaced,touchingthefirstc/minthemannerdescribedinRule65(b).
d)Ifmorethan2c/mjumpinthesamestroke,theplacingofthefirst2c/mshallbeinaccordancewithRule65(b)andRule
65(c).Therestofthec/mshallbeplaced,touchingthefirst2c/m,asfaraspossible.
66. a)Ifc/mand/orQueenjumpoutandfallbackontheplayingsurface,thec/mand/orQueenshallbeplacedbytheUmpireintheCentre
CircleasperLaws.Thepositionofthedisturbedc/m,ifany,shallbecorrectedbytheUmpire,asfaraspossible,athisdiscretion.
b)If,however,c/mand/orQueenjumpoutandfallbackontheplayingsurfaceafterhittingtheshade,bulborlightfittings,itshallbe
consideredtohavenaturallytravelled.Disturbedc/m,ifany,shallnotberearranged.
XIII.C/mRollingandOverlapping
67. Ifc/mand/orQueenstandsonitsrim,itshallbeallowedtoremainasitis.
68. IftwoC/mand/orQueenoverlapeachother,theyshallbeleftundisturbed.
69. a)IftheStrikerrestsonc/mand/orQueen,theStrikershallberemovedwithoutdisturbancetotheC/mand/orQueenbytheUmpire.If
disturbed,theoriginalpositionofthec/mand/orQueenshallberestored,asfaraspossible,bytheUmpire.
b)IfthishappensatthemouthofthepocketandintheprocessofremovaloftheStrikertheC/mand/orQueenloseitscentreof
gravityandfallintothepocket,theyshallbedeemedtohavebeenpocketed.
70. a)IfC/mand/orQueenrestonthestriker,theStrikershallberemovedbytheUmpirebyliftingtheC/mand/orQueenandreplacing
them,asfaraspossible,intheoriginalpositionwheretheywouldrestiftheStrikerwasnotthere.
b)If,however,thishappensatthemouthofthepocketandintheprocessofremovalofthec/mand/orQueen,theStrikerlosesits
centreofgravityandfallsintothepocket,itshallbedeemedtohavebeenpocketed.ADueshallbedeclaredtobeimposedasperthe
Laws.

71. IfaC/mrestingperilouslyatthemouthofthepocketandactuallyfallsintothepocketforanyreason,itshallbeconsideredtohave
beenproperlypocketed.
XIV.Duesand/orPenalties
72. a)IfinaproperstrokeaplayerpocketshisStrikeralone,histurnshallbelostandoneofhisC/mwillbetakenoutaspenaltybyhis
opponentforplacing.SuchpenaltyC/mshallbecalledDue.
b)IfinanimproperstokeaplayerpocketshisStrikeralone,histurnshallbelostandtwoofhisC/mwillbetakenoutbyhisopponent
forplacing.SuchpenaltyC/mshallbecalledDueandfoul.
c)IfthishappensbeforeanyofhisC/mispocketedthepenaltyandDueshallremainoutstandingandshallbetakenoutassoonas
theyareavailable.
73. IfaplayerpocketstheStrikerwithhisownC/mbyaproperstroke,thenumberofC/msopocketed,withaDueC/m,shallbetakenout
forplacingandtheplayershallcontinuehisturn.

XVII.LossofEntireMatch
143. Aplayershallbeliabletolosetheentirematchforanyactofindisciplineand/oranyofthefollowing:
a)Leavesmatchboardarea(3.05meters)duringthegamewithoutthepermissionoftheUmpire.
b)Failstoabidebythetimelimitgivenfortherestinthedecidinggameduringamatch.
c)RefusestoabidebythedecisionoftheUmpireand/orChiefReferee.
d)PassesinsultingremarksagainsttheUmpire,ChiefRefereeand/orauthoritiesbeforeorduringorimmediatelyafterthematch.
e)SmokesorsmellsFoulwhileatplayduetointoxicatingdrinksand/orisundertheinfluenceofdrugs.
f)PlayswithanuncertifiedStriker.
g)Discontinuesplayduringthecourseofamatch,withoutthepermissionoftheUmpire.
h)Disturbsanddistractstheattentionoftheopponentwhileatplaymorethantwice,despiteUmpireswarning.
i)FailstoreporttotheUmpireathismatchBoardwithin15minutesafterthematchisannounced.
XVIII.Protest
144. AIIprotestsshallbewritteninEnglishaddressedtotheSecretaryofthetournamentandshallbesubmittedthroughtheChiefReferee/
Umpiredulysignedbytheplayer/CaptainortheManageroftheteam.
145. TheoralprotestshallbeintimatedtotheUmpireimmediatelyaftertheincidenttakesplacealongwiththeprescribedscrutinyfee.No
protestshallbeentertainedwithoutpaymentofscrutinyfee.
146. Thewrittenprotestshallbesubmittedwithin15minutesofcompletionofthatparticularBoard.
147. Theprotestshallrepresentfactsonly,ashadoccurred,thedecisionoftheChiefReferee/Umpireandthepointappealedagainstbythe

148. Protestinuncouthandabusivelanguageshallbesummarilyrejectedandinvitedisciplinaryaction.
149. Onceaprotestislodged,itshallnotbepermittedtobewithdrawn.
150. Onceaprotestisrecordedandhandedover,theplayshallcontinuefromwhereitstopped.Theresultofthematchshallnotbe
announcedtilltheprotestisconsidered.
151. a)Iftheprotestisupheld,thematchshallcontinuefromthebeginningofthatparticularboardinwhichtheprotestwaslodgedandthe
scrutinyfeerefunded.
b)Incasetheprotestisoverruled,theresultalreadyobtainedshallstandandthescrutinyfeeforfeited.
c)ThedecisionoftheChampionship/Tournamentauthoritiesshouldbeconveyedtothepartiesconcernedwithinonehourfromthe
timetheprotestwaslodged.
