CE marking (also known as CE
mark) is a mandatory conformance
mark placed on the single market
in the European Economic Area
(EEA). The marking certifes that
a product has met European
Directives regarding consumer
safety, health or environmental
requirements. The letters CE do not represent any specifc
words, though they may have initially stood for Communaut
Europenne (European Community) or Conformit
Europenne (European Conformity).
By affxing the CE marking to a product, the manufacturer
declares that it meets EU health and safety and environmental
requirements.
Existing in its present form since 1993, the CE marking is a
key indicator of a products compliance with EU legislation
and enables the free movement of products within the
European market. By affxing the CE marking on a product,
a manufacturer is declaring conformity with all of the legal
requirements to achieve CE marking and therefore ensuring
validity for that product to be sold throughout the European
Economic Area.
Testing to EN1317 is no longer suffcient to enable a WRSF
to be sold throughout the European Economic Area.
Only CE Marking approval guarantees acceptance for sale
throughout Europe.

Improved road safety

In the Indian Highway Industry, only 2 types of barrier options


were available either Rigid (concrete) or Semi Rigid (Metal
Beam). The introduction of Brifen Wire Rope Safety Fences

As we are investing huge public money and resources on building roads and highways, it is important that the road furniture on
these is of highest international standards - no compromises must be made. The road builders, developers and government
must look at the 'Life Cycle Cost' of the asset they are creating. They will go a long way in improving India's road safety record.

Early Success
800 meters of Brifen Rope Safety Fence was installed in
Gwalior, Morena section of National Highway-3 for the
National Highway Authority of India (NHAI). The location
chosen by NHAI, PIU unit was a median of a sharp curve
which had a storm water drain running through it. Many
accidents were reported in this area owing to fast moving
traffic and sudden onset on the curve often leading to major
injuries along with many vehicles ending up in the storm
drain. The existing makeshift barriers installed previously
comprising of metal posts and pipes were completely
destroyed by these accidents.
Since the installation of Brifen WRSF at this location (Gwalior)
in the month of May 2012,2 major and 3 minor impacts have
been reported on the fence. In all cases, the vehicles were
able to be driven away immediately after the impact with very
minor damages and no fatality reported to the passengers.

In one such similar case, a crashing vehicle after destroying a


80 meter fence at the middle of the night was not found on
site and neither was the damaged vehicle noticed at the toll
plaza within 500 meters from the site of the crash. Thus
proving that despite such a major impact, minimal damage
was caused to the vehicle.
The major cause of danger for the road users of this location
is now a safe well protected site.

The P4 Terminal which has been approved to EN1317 standards is a revolutionary new anchor.
Compliance
This terminal for the Brifen 3 and 4 rope safety fences complies
with the performance requirements of EN1317-4 2001 class
P4 has been developed in conjunction with MIRA, designed in
accordance with the BRIFEN drawings listed or the appended
H&S system data sheet TA014. The terminal achieves a X1 Y1
class of working width and a Z1 exit box classifcation.
The full height of the Brifen safety fence EN1317 N2W5 and
W6 system consists of 3 or 4 individual 19mm diameter wire
ropes tensioned to 22.5km when at an ambient temperature of
15 deg C, the highest rope being at 604mm, +/- 30mm, the
post spacing being 3.2m and section 100 x 32 x 6mm as
standard. This terminal section to the system complies with
EN1317-4 class P4.

Clearance Criteria
The minimum clearance shall be 1.6m when the support posts
of the WRSF are spaced at 3.2m centres and 1.4m when
spaced at 2.4m centres.
Post Foundations
These are designed to resist a 10.25kn horizontal shear force
co-existent with a bending moment of 6.0kn/m at 90 degrees
to the safety fence.
End Anchorage
Each single cable anchorage shall be subjected to a maximum
loading of 65kn derived from vehicle re-direction forces. Each
3 cable anchorage shall resist a maximum loading of 150kn
derived from vehicle re-direction forces.

Tested to EN1317 H1
Tests that show Brifen can stop trucks confirms what many
already knew, this is the most effective safety barrier on
highways for saving lives.
A 10 ton truck sent crashing into Brifen at 50 miles an hour
confirmed in test conditions the evidence from real-life crash
locations around the world that Brifen is capable of holding
trucks. The result came from Britains Motor Industry Research
Association (MIRA) when Brifen was tested for the first time
to European H1 requirements.

The driverless truck hurled into Brifen at an angle of 15 at


MIRAs test track was only part of the story. Crucially a Ford
Fiesta sent crashing into the ropes at the H1 alignment was
also successfully contained and redirected.

A growing number of European countries are now stating

H1 requirement and it was essential that we had the


specification to break into these new markets. Its a slightly
different design to standard Brifen. The rope heights are
designed to catch the larger vehicles but we had to test for the
small car as well. The question was whether the higher Brifen
would change its performance with the smaller car. It didnt.
It performed well. said Brifen Director, Graham Sharp.

Results
Impact severity was ASI A and exit angle low. The dynamic
defection was 2.7m.
Executives Derek Muir and Mark Tonks from Brifens parent
company Hill and Smith, remarked, We know from anecdotal
evidence from police, fencing contractors and motorists
themselves that Brifen has held trucks many times in its H1
standard, but it is something else to prove it at MIRA. We are
here to run a business and sell a product, but we are also here
to save lives.

Saving Lives in the USA


Before the year 2000 in the United States, highway designers
had limited options for protecting motorists from the
infrequent, but catastrophic cross-median crash. With ever
increasing traffc volumes and vehicle speeds and vehicle
weights, more and more crossover accidents were occurring
in wider interstate medians, those over 45 wide between travel
lanes. In addition, these crashes were often random and on
typically low volume sections away from urban centers.
These interstate medians, due to their width, did not typically
require any barrier as outlined by AASHTO design guidelines
and installing guardrail or concrete barrier on long stretches
of interstate roads was cost prohibitive. However, the
introduction of the Brifen Wire Rope Safety Fence (WRSF) in
2000 ushered in a new class of barriers High Tension Cable
Barriers that offer a cost-effective solution to preventing
crossover accidents.

Shortly after the Oklahoma success, other states began using


Brifen, including Kentucky. From 2000 to 2005 KY had 467
cross-median crashes resulting in 117 deaths and 562 injuries.
A series of 3 horrifc crashes in a 3 week period in 2005
brought the problem to a head. Making the problem more
diffcult was the fact that the interstate medians were V-shaped
ditches with steep 1:V-4:H slopes. Brifen again was leading
the way to a solution having recently conducted the frst ever
crash test of a cable barrier on 1:4 slopes. The first Brifen
systems were installed in the Fall of 2005 in Kentucky.
Mississippi DOT, responding to an increase in cross-median
crashes, funded the frst of two phases of high tension cable
barrier installation, advertising 200 miles of projects in the Fall
of 2010. Despite the availability of competing systems, Brifen
was selected by all 3 successful bidders and construction
began immediately.

From its early beginnings in England, Brifen has led the


way in innovation, safety standards and crash testing
having developed the frst NCHRP TL-4 tested system,
the first slope tested system. Brifens research and
collaboration efforts have helped the US develop the
next level of cable barrier tests as outlined in the recently
adopted MASH (Manual for Assessing Safety Hardware)
standards. MASH, which will ultimately replace the
NCHRP 350 crash testing criteria, introduces for the frst
time a High Tension Cable Barrier test matrix.

Product Info
Brifen WRSF is an attractive option to strong-post metal beam
guardrail, concrete or steel box beam barriers. It blends into
sensitive local environments and does not impede drainage
or cause snow or sand drifting. Its most important aspect,
however, is that it is a cost-effective barrier that is relatively
soft to hit and rarely results in injury to vehicle occupants. First
introduced in the US on a median project in Oklahoma City on
the Hefner Parkway it had already been in use in over 30 other
countries since 1989. It is now manufactured and distributed in
the United States by Brifen USA, Inc. located in Oklahoma City
and is currently used in over 30 states.

hurled, the installation was no mean feat and it
was down to the sheer determination from Lek
and her team that the fence got installed.
When the BMA chose Brifen to complete an installation on one
of the citys most heavily used and dangerous roads amongst
the chaos of the red shirt riots in June 2010 safety soon
became paramount.

Brifen Iceland

Iceland
Brifen was the hot topic in Iceland as the first
ever installations of the wire rope system were
made at the brink of the Icelandic winter 2006.
Icelands main highway the aptly named No.1 road was the
scene of the first installation on the southbound stretch near
the capital Reykjavik.
More than 50,000 meters of WRSF 4 wire rope systems have
been installed since this first installation in 2006. It has been
preventing serious accidents and saving lives.
There is one installation of 4600 metres which is a 2+1
solution helping to prevent head on collisions in a 3 lane
situation. It was installed of one of the most dangerous
stretches of highway on the ring road around the island. After
the installation there have not been any serious accidents.
There is continually growing interest from the Icelandic Road
Administration to continue to install Brifen on both medians,
verges and slopes, as the results have been so dramatic in
reducing accidents
The future is very bright for Brifen WRSF in Iceland.

The truck hit the WRSF at over 80km. It was out of


control on a slippery road. The rope held the truck on
the road past a deep ditch until it was stopped. It then
turned over gently.
At those speeds the driver was lucky to be able to
walk away uninjured and was grateful to the fence for
saving his life.

M62 maintenance

Making the M62 a safer place


In 2009 the Wire Rope Vehicle Restraint System
(VRS) on the M62 between Junction 22 (A672)
and 23 Outlane, Huddersfeld (Marker Post 76/0
to 85/3, to be precise) reached the end of its
design life, and was due to be replaced as part
of the maintenance regime.

Clause 3.59 applies to this section of the M62 because it


has an AADT fow of approximately 48,000 vehicles in either
direction, of which 24%, approximately 11,520, is Heavy Goods
Vehicles (HGVs). On weekdays between 7.00 and 19.00 the
flow is usually over 3000 vehicles per hour in both directions.
But there are get out clauses for specifc circumstances; the
next clause down, Clause 3.60 of TD 19/06, allows for the
provision of a Departure from Standards from Clause 3.59
and Clause 3.110 (vi) Environmental Considerations which
specifes that consideration should be given to environmental
considerations, such as snow and associated drifting.

This section of the M62 is certainly one that


qualifies for environmental considerations.

This particular Wire Rope VRS was the second generation,


and had done its job for twenty years rebuffng accidents at
a rate of approximately 15 strikes each year. Visually the rope
appeared to be in good condition but the risk of failure would
increase for each additional year and the supporting posts and
turnbuckles were showing the effects of their service in this
particularly harsh environment.
The Technical Directive, TD19/06, part of the Design Manual
for Roads and Bridges, contains Clause 3.59 which states
On motorways or roads constructed to motorway standard
with a two way Annual Average Daily Traffc (AADT) greater or
equal to 25,000 vehicles/day where a Vehicle Restraint System
(VRS) is required in accordance with Chapter 1 Para 1.18(i),
the safety barrier must be a rigid concrete barrier with a H1 or
greater containment level.
This could be considered to be inciting a monopoly and going
against the ethos of the rest of TD19/06 and BS EN 1317,
which is to allow any approved system that falls within the
correct performance criteria.

At 372m (1221 ft), this is the highest section of motorway


in England (and the UK according to Wikipedia) where it
crosses the Pennines, the hills that divide the east and west
of England. Consequently it suffers from very changeable
weather conditions; as regular drivers of this route will know,
it is possible to experience the full range of British weather
extremes: fog, torrential rain, hail, blizzards and bright
sunshine, within the space of an hour, or so.
The M62 is a vital strategic link: it connects the major cities of
Manchester and Leeds and the Humber and Mersey ports.
It is a well-known section, familiar to many drivers because
of the local landmark Stott Hall Farm, which sits in the middle
of the centre reserve between the eastbound and westbound
carriageways.
The original three rope Wire Rope Vehicle Restraint System on
this section was in place from the completion of this section
of the M62 in 1970 until 1989 when it was replaced with a four
rope system.

M62 maintenance

I am very grateful to Iain Candlish and Denis Wheatley, both


Civil Engineers, who played vital roles in maintaining the
M62 for many year and who made me aware of the original
design process and the part that the Wire Rope VRS plays as
an integral, composite, part of the original design. It is also
minimalist and very unobtrusive against the back drop of the
moorland.
This section of the M62 is, without doubt, a most unappreciated,
functional and subtle feat of engineering.
When this section of the M62 was in its early design stages the
original designers went to very great lengths to ensure that it
would not be closed by snow. They constructed models, of this
section, in a wind tunnel and blew in powdered Balsa wood to
recreate drifting snow and they even constructed a scale model
on the moor to see what would happen during the winter-time.

The Wire Rope VRS is a vital component which


allows the wind to flow: to remove it would be like
throwing a spanner in the works its minimal
cross-sectional area does not impede the flow of
the air and prevents drifting.
Steel Beam VRS is known to cause drifts of snow or sand, and
a Concrete Barrier would probably act like Snow Fencing, and
cause the snow to deposit on the road.
Dogmatically following TD19/06 would have seriously
compromised what is, to my mind, a visionary piece of roadbuilding - as far as I am aware this section has never been
closed due to snow.

dead stop meaning that the occupants vital organs are less likely
to be spread around their rib-cage and the vehicles payload is
less likely to be spread across the road.
In more restrictive conditions where Working Width is minimal
and impact severity is, very severe, then there is a higher
likelihood of poorly restrained loads, and in some cases
passengers, being strewn across the carriageway, even though
the vehicle stops dead.
In severe impacts there is nearly always a clear up operation,
steel beam nearly always needs replacing and even concrete
barrier is not exempt. In an accident in early 2011 on the M1
north of Junction 34 Meadowhall, where a hole was punched in
the Concrete Step Barrier, the M1 had to be closed to recover
the vehicle and clean up the debris that was spread all over
the carriageway by the impact. It also required overnight lane
closures to fx the hole.
Wire Rope is usually reusable, and can usually be restrung while
the clean up operation is taking place. This means that by the
time the accident is cleared, the barrier is usually fully functional
again; and if it is feared that the rope is deformed or damaged
then the rope can be re-strung at a rate of approximately 200m
per hour.
Wire Rope Posts are in place primarily to set the rope at the
correct height, this means that they sacrifcial, relatively thin and
socketed, which means they tend to do less damage to errant
vehicles are easily replaced and recycled, (no concrete base
tochip off the bottom of the post).

During heavy snowfall then A Routes, like the A616, A628 and
A57 Snake Pass in the South and A66 in the North, are unlikely
to remain open. Without the M62 there would be no viable route
over the Pennines.
It had been suggested that due to climate change there wouldnt
be any more extreme snowfalls. The latest Wire Rope VRS, the
third system for the M62 was renewed in the winter of 2009/10
had TD 19 been dogmatically followed then in November 2010
it is likely that the M62 could have suffered its frst blockage by
snow; what would be the consequence of 3000 vehicles per hour
coming to a standstill in freezing conditions?
As for the primary function of the Wire Rope VRS, there is little
speculation about the performance, no estimates, the fact is that
two previous wire rope systems have lasted 40 years since this
section of the M62 opened in1970.
It has required and received minimal maintenance and there
are no records of the Wire Rope VRS ever being breached, so
regardless of its BS EN 1317 classifcation, it performance shows
that in this situation it is high containment and low impact.
The low impact severity due to the stretching effect means that
the vehicle occupants and payload are less likely to come to a

Brifen is increasingly seen as part of a world-wide safety


solution for the dreaded three-lane roads where many
motorists die in head on collisions.

For many years, one of the most deadly stretches of road in


NZ was Centennial Highway, part of State Highway 1, the main
North-South artery between Auckland and Wellington. For
several kilometres just outside Wellington, a narrow ribbon of
land is sandwiched between the sea and a steep hillside, with
just enough space for a 2-lane highway.

The nightmare scenario occurs when oncoming drivers pull


out to use the middle lane for overtaking... causing disastrous
and often fatal head on collisions.
Now transport offcials in Sweden and New Zealand are
reporting that lives are being saved by the creation of two and
one lanes where alternate sections have an overtaking lane
separated from the oncoming lane by Brifen.
Brifen Director Graham Sharp said: In these situations Brifen
is considered to be an ideal median barrier because defection
of wire rope in a collision is highly unlikely to be deep enough
to allow the crashing vehicle to hit oncoming traffc.
If traditional barriers were used, there would be a high chance
of debris fouling oncoming vehicles and at times the crashing
vehicle itself might penetrate the barrier and cause a
crossover accident.
Swedish highway authorities pioneered the conversion to two
and one in 1998 and have since installed 1800 kilometres
of such roads. One now protected by Brifen is at Jonkoping
where fve young people-three in one car, two in another
died in a head on collision on a Friday evening in April 2004.
Patrik Ekberg, Brifen representative at Meag Genevad in
Sweden reports: The number of serious accidents has been
cut by half on the roads that have been converted. The risk
of head on collisions has been virtually eliminated.

Despite the 80 km/hr speed restriction, Centennial Highway


has seen an increasing number of head-on smashes often
producing multiple fatalities. Increasing the road to a four lane
route was simply not an option, due to geographical
constraints it would require a totally new route to be carved
through a range of hills at a cost of hundreds of millions
of dollars.
So Transit New Zealand took the next best solution, with a
1+1 Brifen safety barrier to separate the oncoming traffc and
prevent any more head-on smashes.
To further improve Brifens world-beating defection
performance, the posts are at 2 metre centres, reducing to
only 1.5 metres where the road follows a horizontal curve with
a radius of 380 metres.
Over the last 15 years, Brifen New Zealand has manufactured
more than 2 million metres of Brifen rope for installations
throughout New Zealand and Australia.

reports that a substantial contract to supply a three-rope
system on a new road in a remote part of the western region
was placed immediately after the approval.
