TENDER NOTICE
Maharashtra Tourism Development Corporation Limited (Govt. of Maharashtra
Undertaking) invites sealed quotations from experienced and qualified contractors for
constructing and commissioning operation of houseboats as follows in Southern Coast of
Maharashtra at Nerurpar Creek (Tal-Kudal, Dist. Sindhudurg) and Aronda Creek (TalSawantwadi, Dist. Sindhudurg).

1 No. Luxury House Boat (FRP) consisting of two double bedded A.C. rooms
and restaurant with high quality interior;
2 to 4 Nos. Standard House Boats (FRP) consisting of the two double bedded
A.C. rooms and restaurant;

(A) The Tenderers should submit the D.D. of Rs.1.00 lakh as EMD and
(B) Statement showing the similar type of work executed by him/them.

Interested parties are requested to obtain the specifications and other terms and
conditions from the Sr.Manager (Development), M.T.D.C. Ltd., Express Towers, 9th
floor, Nariman Point, Mumbai-400 021 upto 20/09/2005 between 11.00 a.m. to 04.00
p.m. during working days on non-refundable fees of Rs.200/-. Please also visit
www.maharashtratourism.gov.in for more details. If the same is downloaded from the
website, then the amount of Rs.200/- is required to be paid at the time of submission of
quotation. The quotations will be received on or before 15/12/2005 upto 04.00 p.m.
The quotations so received will be opened on 19/12/2005 at 11.30 a.m. at the same office.
Eligibility Criteria : The Bidder should meet the following criteria.
1. Should be a reputed Houseboat manufacturer having at least 10 years of
experience.
2. Provide list of customers and photocopies of boats supplied (Interior & Exterior).
3. Should have the sound financial condition.
4. The manufacturer should have visited the location and carried out the survey of
the location.

Financial Bid :

The financial offer should be indicated in two parts :


(a) Construction cost inclusive of applicable taxes, licences/permissions of the
appropriate Authorities, Delivery at the locations of operation, Insurance
of the Boats and transit insurance and
(b) Cost of operation for 12 months including comprehensive repairs &
maintenance, house keeping, salary of crew, fuel, etc. including hidden
cost if any.

Payment schedule, delivery schedule, warrant period should be indicated.

3.

Detailed report item-wise as regards SPECIFICATION of each type of Boat


be furnished.

3.

(a) The bidder shall furnish EMD amounting to Rs.1,00,000/- along with the
sealed offer in the form of DD drawn in favour of M.T.D.C. Ltd.
(b) Statement showing the similar type of works executed with relevant
details.

4.

Other information required as per the eligibility criteria.

Financial Terms :

i.

The successful bidder shall deposit the security deposit of the amount
equivalent to 4% of price quoted (2% in cash and 2% through running bills).
The deposit amount shall not bear any interest.

ii.

The successful bidder shall furnish a Bank Guarantee of the amount


equivalent to 5% of the price quoted for due performance of contract.

iii.

The successful bidder shall furnish a Bank Guarantee equivalent to the cost of
comprehensive maintenance, operation including the salary to the crew and
cost of fuel and house keeping, one month before commissioning of the boats.

iv.

Deductions from payment will be as per prevalent laws i.e. TDS, VAT, Taxes
etc.

v.

The advance payment if any during the course of construction of Houseboat


shall be payable against the Bank Guarantee.

General Terms & Conditions :


a.

The successful bidder shall commence the work of construction from the date
of receipt of approval of the technical drawings by the Competent Authority.

b.

The transit insurance policy will be arranged by the successful bidder in the
name of MTDC.

c.

The clearance of transportation shall be responsibility of the company.

d.

The successful bidder shall execute the agreement in due course of time.

e.

In case of the delivery of the boat is delayed beyond the prescribed time,
penalty equivalent of 1% per day of the balance payment shall be leviable.

f.

MTDC reserves the right to inspect the work of construction of houseboats


through a authorised officer/agent.

g.

The amount of earnest money will be refunded to the unsuccessful tenderer


after decision about the acceptance or otherwise of the tender or on expiry of
the validity period whichever is earlier. In the case of successful tenderer the
earnest money will be adjusted towards security deposit.

h.

If, after submitting the tender, the tenderer withdraws his offer or modifies the
same or if after the acceptance of his tender the tenderer fails to complete the
necessary formalities or fails to implement the contract within the time
stipulated for, then without prejudice to any other rights, the Corporation shall
be entitled to forfeit the full amount of the earnest money deposited by
the tenderer.

i.

The right is reserved to revise or amend the tender documents/specifications


fully or in part before the deadline for submission, and deviation amendments

if any shall be communicated in the form of corrigendum or by letter as may


be considered suitable.
j.

The acceptance of tender shall be communicated to the successful tenderer on


approval of the Competent Authority.

k.

Any offers received after the date and time indicated above either by post or
by hand delivery shall not be accepted.

l.

The offer received without earnest money shall be treated as invalid and
rejected.

m.

The successful Bidder shall be required to submit a detailed technical


drawings and the break up of cost.

n.

Conditional offers shall be liable for rejection. The offers which are not
responsive to the requirements of the tender documents will be liable to be
rejected.

o.

The competent authority reserves the right to reject any or all offers without
assigning any reason whatsoever.

p.

In case of dispute, Managing Director, MTDCs decision shall be final and


binding.

q.

The offer shall remain valid and open for acceptance for a period of 60 days
from the specified date for receiving the same.

4) Main Engine : There will be installation of Cummins 1 No., Marine Diesel Engine
developing 104 HP @ 2000 RPM with 2:1 ratio Hydraulic gear box. Additional Silencer
should be provided for noise-free running of Houseboat.

The Engine seating will be on the longitudinal girders which will be extended to
the full length of the hull and the seating areas will be adequately re- inforced by using
20mm. thick MS bed plates. The MS plate will be embedded in FRP. The engine bed
will have foam core.

5.

Auxiliary Engine : The generator run by water cooled diesel engine, developing

10 KW should be provided. The power output should have 3 phase four wire system at a
frequency of 50 Hz.

6. Control System : Steering accelerator and gear control system should be provided, at
the ford of Houseboat.

7.

Stern Gear System : One set of stern gear assembly comprising of brass stern

tube stainless steel shaft, MS intermediate shaft inner and outer stuffing gland with
cutless rubber bushes should be provided.

The stern tube area should be adequately

ballasted. The rudder blade should be fabricated out of FRP with PU form as core
material. The rudder should be operatable at 35 degree on either sides and the steering
system will be hydraulic.

8.

Compartments of Hull : The Hull should be mainly divided into 5 compartments

using 16mm. thick FRP lined marine plywood viz. in fore peak, ford, storage space, fresh
water and fuel storage area, waste collection tank and auxiliary engine area, engine room
and the rudder compartment.

9.

Fuel Tank : One No. MS fabricated, FRP lined 300 lit. capacity fuel tank will be

provided.

10.

Bilge System : A semi rotary pump will be provided at the deck, ford, and aft to

bilge out the water from the compartments. Whenever required, One No. engine driven
bilge pump should be provided inside the engine room to drain out the water from the
shaft tunnel.

11.

Electrical fittings : Essential electrical fittings & appliances should be provided

for the smooth operation of House Boat. Generator having adequate capacity to meet the
requirement for the operation of House Boat should be provided. The generator set
should be provided with additional silencer.

12.

Fresh Water Tank : water tanks (Two Nos.) having a capacity of 400 and 1000

lit. with pressure pumps should be provided. Connection to the toilet/bath and galley
should be fed by a pressure activated electric pump.

13.

Fire Fighting Appliances :

Necessary Fire Fighting Appliances should be

provide.

14.

Life Saving Equipments : Adults size 8 Nos. and child size 4 Nos. life jackets

and 4 Nos. life buoys should be provided.

15.

Air Conditioning Unit : 1.5 Ton effective split Airconditioning system should be

provided in each room..

16.

Material to be used :

IRS/ISO approved Chopped Strand Mat, woven roving

marine gelcoat, isopthalic resin Aini timber for fendering, non-ferrous rivets and
fasteners excluding bamboo/traditional construction.

17.

Flooring : The flooring will be of a combination of fiber glass transverse and

longitudinal grid with sheathing should be woollen carpeted.

18.

Roof Canopy : Roof canopy should be bamboo/cane combination with 2 dia GI

pipes as the supporting structure. It will be fabricated in such a way that the roof can be
easily dismantled.

Dining Hall : Will have dining table with seating arrangement for 6 to 8 persons.

with stainless steel hand rails will be provided.

Main Engine : One No. Marine Diesel Engine Cummins developing 104 HP @

2000 RPM with 2:1 ratio mechanical gear box should be installed. The engine seating
will be on the longitudinal girders. The girders should be extended to the full length of
the hull and the seating area will be adequately re- inforced by using 20mm. thick MS bed
plates. The MS plate will be embedded in FRP.

The engine bed will have foam core.

Additional silencer should be provided for noise-free running of Houseboat.

5. Auxiliary Engine :

The generator run by water cooled diesel engine, developing 10

KW should be provided.

The power output will have 3 phase four wire system at a

frequency of 50 Hz.

6. Control System :

Steering accelerator and gear control system will be provided, at

the ford of Houseboat.

Stern Gear System : One set of stern gear assembly comprising of brass stern

tube stainless steel shaft, MS intermediate shaft inner and outer stuffing gland with

The stern tube area will be adequately
