UNICEF Senegal Country Office is recruiting:

Title : Social Policy Specialist (LOCAL GOVERNANCE AND DECENTRALISATION)

PURPOSE OF THE POST
Under the overall guidance of the Chief of Section, the Local
Governance and Decentralization Specialist supports sustainable
decentralization towards equitable and universal coverage of basic
social services and ensures that policy decisions regarding
decentralization have a positive impact on children as well as
contributes to the policy dialogue on mitigating the risks involved
in decentralization processes that do not prioritize support to
financing and capacity building for the delivery of transferred
competencies for the social sectors.
MAJOR DUTIES AND RESPONSIBILITIES
1 Promoting a decentralization policy dialogue that focuses on equity,
universal coverage, and quality basic social service provision by
local authorities
2 Regularly monitors the evolution of the decentralization policy, data
and information to help inform and influence the decentralization
processes towards sustainable and equitable results for the
children
3 Systematically collects, tracks and analyses decentralization data
(diagnostic, budgetary and financial flows, service delivery
performance etc.) in support of the priority intervention zones of
UNICEF where decentralized planning and budget programming is
supported and ensures the use of the information and data to
influence national policy processes and scale-up
4 Supports technical work on developing approaches, methodologies
and tools to support child-friendly community development
planning and budgeting exercises and draws lessons
and
recommendations to influence national policy and reform

5 Builds capacity of UNICEF staff and counterparts in analytical tools


to strengthen their capacity for decentralized delivery of services,
decentralized programme planning and budgeting and reporting
6 Contributes to partnership building and leveraging resources in the
technical area
7 Contributes to UNICEFs programming process
Provides technical inputs for the development, implementation,
review, and revision of the CCA/UNDAF, CPD, CPAP, sectoral
programme plans and budget in relation to the Social Policy
programme.
Contributes to writing programme/project status reports, result
assessments; donor reports, programme analyses, annual reports,
etc.
EDUCATION
Advanced university degree in Economics, Public Finance, Social
Sciences, Decentralization, Local Governance, and related
technical field.
WORK EXPERIENCE
Five years progressively responsible professional work experience
at the national levels in government budget development and
analysis. An experience in a Ministry of Economy and Finances or
an international agency will be an asset.
LANGUAGES
Fluency in French and English. Knowledge of Wolof desirable.
COMPETENCIES

Current knowledge of development, economic and


decentralization management issues, social programming
policies and procedures in international development
cooperation.
Proven ability to conceptualize, innovate, plan and execute ideas
as well as transfer knowledge and skills.
Good analytical, negotiating, communication and advocacy
skills.

Computer skills for data analysis and presentations.


Demonstrated ability to work in a multi-cultural environment,
and establish harmonious and effective working relationships
both within and outside the organization.
