An Architecture worth doing is one that responds to the spirit of ageto the very
demands of the day. Quoting from an article of an infamous design magazine in the country,
truly one must address the present days issues. The study focuses on the health and wellness
of persons with disabilities, their rights and needs, which are not being given much of
importance in the country.
Ideating the vision of the Department of Healths A country where all persons with
disability, including children and their families, have full access to inclusive health and
rehabilitation services, the government must halt and take a look to where their visualization
goes, as of today. Are there any progresses to this sector of the society? Are they given the
privilege they are entitled with? Persons with disability are those who are physically or mentally
challenged or impaired that substantially limits one or more major life activities.
About 80% of the worlds PWDs live in low-income countries, wherein majority are poor and
cannot access basic services. With their conditions, PWDs need greater attention and
considerations in terms of health needs, without discrimination. However, reports show that
PWDs have less access to health services and therefore have greater unmet needs.
In the Philippines, the results of the 2010 Census of Population and Housing (CPH, 2010) show
that of the household population of 92.1 million, 1.443 million Filipinos or 1.57%, have a
disability. Among the 17 regions, Region IV-A had the highest number of PWD at 193 thousand.
This was followed by the National Capital Region (NCR) with 167 thousand PWD. The
Cordillera Administrative Region (CAR), on the other hand, had the lowest number of PWD at
26 thousand.
The proposed site is envisioned to be at Lucena city, an urbanized area in Region IV-A where
the population of disabled persons are the highest in the Philippines.
The study was chosen to promote awareness on the rights entitled to persons with disabilities.
The real life issues the country needs to address, does not only fall on the development of
roads, transportation etc. but it should also focus on the society- the people living in it. Currently
there are laws supporting the proposed development in contending the needs of the persons
with disabilities.
House Bill 6509 requires each city and municipality to have a rehabilitation center for
children and youth with disabilities.
Under the proposed legislation, these rehabilitation centers shall provide them with physical
therapy, regular counseling and self-development training.

The government does not give much importance on the rights and needs of persons with
disabilities (PWDs) in both education and rehabilitation areas. The setting in the country, in
terms of education, integrates the disabled students in a regular class. However, the designs of
these schools do not follow a universal design which makes the disabled students feel
secluded for it lacks the inclusivity to incorporate the incapacitated in a regular setting. They are
most common than often rejected the access to good education and physical rehabilitation
that will ensure them a better future.
What other needs and aspects can architecture tap and solve in designing the
rehabilitation centre?
How can the building translate the needs of the users?
What innovative and sustainable technologies can be applied in the development
that can make accessibility better for persons with disabilities?

The studys importance is to answer the needs of access to health services and also it is
aimed towards the empowerment of the sector of the society of the disabled persons. They will
be guaranteed their part on the society they are living in, envisaging a fully active role in society
for person with disabilities. This sector has always remained largely invisible, often side-lined in
the rights debate and unable to enjoy the full range of human rights. Through the study, the
restoration of their once denied rights will be addressed.

The scope of the project will be limited to children and youth with disabilities as users of
the proposed development. The development will provide a medical institution; a rehabilitation
center, an educational facility; a learning center that will provide primary and secondary
education to the accommodated age groups of youth (assumed to be 5 to 19 years of age,
disability is highest among this age), recreational facilities for social rehabilitation and leisure
activities that promotes mobility for the young persons with disabilities. It is also envisioned in
the project to incorporate dormitories as means of residence for the students who will need
accommodation.
The proposed rehabilitation centre is envisioned to provide a diagnostic and treatment unit,
psychology and education unit, unit administrative rooms, recreational areas and unit living
quarters.

The proposed development intends to be the fully accessible community which protects
and empowers the sector of the disabled persons. The center will address the needs that will
not limit the capabilities and prepare the young persons with disabilities to a better future ahead
of them. The project plans to be the tangible translation of the rights and needs of young
persons with disabilities.
House OKs bills establishing centers for gifted kids, disabled children

The House of Representatives has approved two measures seeking to establish local centers
for children with disabilities and children in need of special education (SPED).
A total of 197 lawmakers voted to pass House Bills 6547 and 6509 on Thursday night, before
the lower chamber went on a two-week break.
House Bill 6547 provides for the establishment of a SPED center for each school division in the
country to serve as a resource and support center for children who are mentally gifted, mentally
retarded or those with autism.
The measure requires the Department of Education to provide these centers with SPED
teachers, social workers and an educational psychologist.
House Bill 6509 requires each city and municipality to have a rehabilitation center for
children and youth with disabilities.
Under the proposed legislation, these rehabilitation centers shall provide them with physical
therapy, regular counseling and self-development training.
Bagong Henerasyon party-list Rep. Bernadette Herrera-Dy, vice-chairperson of the House
committee on childrens welfare, welcomed the passage of these measures, saying they will
help in the development of the countrys youth.
These two bills underscore how important it is for government to help guarantee a better future
for young PWDs who are often denied access to good education and physical rehabilitation,
