INTERNATIONAL PAPER POSTPONES NEW BRAZIL PAPER MACHINE


International Paper (IP) Brasil has announced it plans to install a new paper machine at its
Três Lagoas (MS) towards the end of this year rather than in the first half as previously
envisaged, SBS reported. The new postponement is reportedly made possible thanks to an
agreement with the Brazilian firm Fibria regarding pulp supplies.

FORESTRY DENIES FEARS OF FARMLAND TAKEOVER FOR CARBON SINKS


Australia’s National Association of Forest Industries is dismissing fears it will gobble up
scarce food-producing land, as it expands into large-scale carbon sink tree plantings, the ABC
has reported. Government models show the current two million hectares of plantations could
expand to 20 million hectares, as trees are planted to mitigate climate change. NAFI CEO
Allan Hansard was reported as saying food and forestry can co-exist. "We have two million
hectares of plantations in the ground in Australia and that is 1 per cent of the arable
agricultural land," he says. "Even if you go up to the very high numbers we have heard about,
it's only a tiny proportion, 4 per cent of the total agricultural arable area that produces food."

BI-PARTISAN AGREEMENT FOR FOREST CONTRACTOR SUPPORT


The Australian state of Tasmania has pledged support for forest contractors hard hit by the
current slump in woodchip markets. In an announcement, the Minister for Energy and
Resources, David Llewellyn, said that under caretaker conventions, the State Government
and State Opposition had agreed to provide a A$600,000 support program for forest
contractors. Mr Llewellyn said both parties recognised the need to provide immediate
assistance to forest contractors hardest hit by the current downturn in woodchip markets.
“We expect this allocation will be sufficient to meet the urgent interest requirements based on
information and calculations supplied to us by the industry representatives at our meeting,” he
said. “Under the Forest Contractors Support Program, forest contractors will be able to apply
for assistance to help them meet interest payments on existing loans for a period of three
months.

ARAUCO AND STORA ENSO LAUNCH URUGUAY PULP PLANT PLAN


Chile’s Arauco and Finland’s Stora Enso plan to initiate a study into the feasibility of building a
pulp plant in Punta Pereira, Uruguay, for an investment of between US$1.5 billion and US$2
billion, Estrategia has reported. The partnership may also study the possibility of other
investment ventures as together they have strong liquidity, Otavio Pontes, the Stora Enso
vice-president Brazilian relations is reported as saying.

SLUMP RESTRUCTURING TAKES TOLL ON MONDI’S FULL YEAR RESULTS


The South African-based paper and pulp manufacturer Mondi expected to report a basic loss
a share of between Euro0.04 a share and Euro0,08 a share for the 2009 full-year,
Engineering News has reported. The company announced that its results had been impacted
on by a Euro128-million net special items charge. The company had recorded a Euro0.41 a
share basic loss in 2008, after incurring a Euro383-million net special items charge in that
year. Mondi, due to publish its results on February 23, earlier said the Euro128-million charge
was mainly as a result of earlier restructuring actions taken in response to the prevailing
market conditions.

GREAT GROWTH POTENTIAL FOR INDUSTRY IN MISIONES HIGHLIGHTED


The Argentine province of Misiones has the highest potential for forestry growth of any region
of the world, claims the dead of the Faculty of Forest Sciences at Eldorado (ECFE in
Spanish). He said in the report in Misiones Online that the region, in the country’s north-east,
was also ideally suited to increased development of industrial parks able to cater for the
professional needs of the forest industry. Misiones currently represented about 60 per cent of
Argentina’s forestry GDP.

WOODEN BUILDINGS CAN SAVE LIVES IN EARTHQUAKES, NZ WOOD


New engineering techniques allowing multi-storey buildings to be constructed of wood can
mean buildings surviving major earthquakes with very little damage, according to a New
Zealand engineering professor. Andy Buchanan of Canterbury University said in an article in
the NZ Wood newsletter that had the presidential palace in Haiti been built with a modern
structural framework of wood, chances are it would not have collapsed so badly in the recent
devastating earthquake. While the palace is understood to have been built of reinforced
concrete, Prof Buchanan said the worst buildings in earthquakes are built with un-reinforced
masonry.

CHILE RECOGNISES SACRIFICE OF FOREST FIRE FIGHTERS


Chilean government and forest company represented have joined in celebrations for the Día
del Brigadista – recognising the men and women who fight fires. A touching tribute was made
for those fighting wild fires in the Los Lagos Region in the south of the country. Lignum
reported a message read out by Claudia Lopetegui, Directora Regional de Conaf remember
those firefighters who died while combating the fire, those who risked their lives in conditions
of erratic behaviour and dangerous and difficult conditions.

COURT DETAINS MAPUCHE ON TERRORISM CHARGES AFTER RURAL ATTACKS


Meanwhile, a court in Temuco, in Chile’s southern Region IX, has agreed to keep an
indigenous Mapuche youth charged under anti-terrorism laws in preventative custody
following his arrest as a result of an arson attack in the area, the Santiago Times reported.
The youth was arrested after an arson attack last year in which more than 360 hectares of
land along with property and machinery was torched. The court also agreed to allow the
ongoing detention of two others already in custody. Mapuche and local businesses have for
some time been locked in a struggle over the tribal groups’ claims their land was taken during
the reign of the Pinochet dictatorship. Their activities have moved from protests, to burning
forests on disputed lands and, in the past, direct attacks on machinery and workers.

A3P ADDS VOICE TO RISING CRITICISM OF R&D TAX INCENTIVE LEGISLATION PLAN
The Australian plantation and paper sector agency, A3P, has backed concerns regarding the
Government’s Exposure Draft Bill on a new research and development (R&D) tax incentive.
A3P’s Canopy newsletter reported that its submission added further weight to the widespread
view of diverse industries that the legislation, if not substantially amended, would create the
opposite outcome to the Government’s stated intention to deliver a “more generous, more
predictable, and less complex tax incentive” for R&D. Based on analysis of the existing and
proposed arrangements, as well as comments from A3P members and their R&D tax
advisers, A3P’s submission highlighted how the new arrangements would favour the ‘blue
sky’ R&D of academies and research institutes and discriminate against the ‘factory
floor’/continuous improvement/commercially focused R&D practiced by most business
operations, including in the wood and paper industry.

AUSTRALIA’S 'HERCULEAN' EMISSIONS TARGET TASK


The Sydney Morning Herald has reported a US study saying Australia will have to build about
35 new nuclear power plants - or resort to "creative accounting" - to meet the unrealistic
targets set by Labor's emissions trading scheme. It says the analysis, prepared by Roger
Pielke jnr, professor of environmental studies at the University of Colorado, warns that it is
impossible to predict how fast economies can "decarbonise" and urges governments to shift
from setting unrealistic targets and timetables to measurable goals such as the development
of clean technologies. The analyses showed that the level of effort needed to decarbonise
Australia and meet the ETS targets is "herculean". This did not mean it could not be done, but
focusing on impossible targets risked provoking public cynicism, the SMH reported.

REDD GIS BASELINE DEFORESTATION MODELER OPPORTUNITY IN LATIN AMERICA
Candidates are being sought for a GIS-based REDD baseline deforestation/forest carbon
modelling position to be based in Latin America. Demonstrated experience preferred with
several of the following: ArcGIS, Dinamica, Dyna-CLUES, ENVI, GEOMOD, IDRISI. Skills in
spatial statistical modelling, optical remote sensing of land cover, English, proficiency in
Spanish and/or Portuguese, and some awareness of REDD, VCS, CCBA, IPCC, CDM,
UNFCCC/AFOLU concepts are required. Experience with radar and lidar is desirable.

KIWI INNOVATORS CONNECTED TO COMMERCE


Entries for 2010 are now open for the annual Innovations Competition at the New Zealand
National Agricultural Fieldays. The competition encourages New Zealanders to get creative in
the rural sector, by producing new devices, developments and equipment which improve and
support farming practice. Inventors are all vying for the prestigious Golden Standard, the
supreme award in innovation worth $5,000. It is no wonder that every year the number and
standard of entries increases considerably. Entries are now open for the Innovations
