THE REASON OF THE RESEARCH

PRELIMINARY RESULTS AND DISCUSSION

The Nursing Centre (NC) model integrates health care services,

education and research in nursing and the optimal empowerment of
all potential resources (Samba 2007). Established in 2002 in West
Java, Indonesia, the NC is the collaborative project between nursing
education institutions and local government, the provincial health
office, community health centres and the wider community. The
establishment of the NC has worked to address the increase in health
problems within the community and unprofessional community
health nursing practices (Rokx et al. 2009). It has provided an
example of an ideal community health nursing practice for nursing
education (Samba 2007). However, the implementation of the NC did
not follow as expected. Thus, it is difficult to evaluate and determine
the effectiveness of the NC model.

The results showed that there is a discrepancy between the NCs theoretical basis and its practice within the three centres
examined; thus, the integration of community health services and nursing education has not been achieved to an optimal level
(see Figure 1). There are multiple and competing agendas surrounding the purpose of the NC, including achieving the target of
the Community Health Centre and achieving the target of the nursing education institution. Operational components include close
collaboration within a partly integrated system and the main activities undertaken are health education and home visits. We argue
that the discussion and implementation of a service-learning approach, which includes experiential learning, reflection,
reciprocity and reaching agreement on specified outcomes with the key stakeholders, will allow for the development of an
integrated system and will enhance reciprocity in the implementation of the NC.

THE RESEARCH QUESTION

What is the theoretical basis, the purpose and the operational
components of the NC in Indonesia and how can they be evaluated?

THE METHOD
This study employed a qualitative research method to examine three
NCs attached to Community Health Centres (CHC) in West Java,
Indonesia, using semi-structured interviews. Participants included the
founder of the NC, the provincial coordinator of the Community
Health Nursing program, the heads of the three CHCs, mothers,
nurses, lecturers and students. The data was analysed using thematic
analysis. Pattern matching and replication logic analyses were used
after the inductive and deductive thematic analyses (Yin 2009).

CONCLUSION
Service learning can be used as a theoretical basis for the NC to facilitate communication between stakeholders. This
communication would increase levels of understanding between stakeholders on the benefits of integrating health care services in
the community and nursing education in the NC. Understanding the theoretical basis of the NC, which includes the concepts of
systems, caring, service-learning community health nursing, organisation of profession and research, can also be used to develop
instruments for the evaluation of the NC.
