EDA Meeting Minutes
July 8, 2015

Members present: Mayor Kerry Bien,
Tia Schimek, Leia Ryan, John Adams
and Wayne Hahn. Also present were
Richard Gorman, Duane Aaland, Steve
Voth, Brian Loos, Mike Redmond, Alissa
Blaha, Jessica Lindholm and Andy Brandel.
Motion by Ryan, seconded by Schimek
to approve the EDA minutes of June 10,
2015. Motion carried.
Motion by Ryan, seconded by Adams
to adjourn the meeting. Motion carried.

City of Goodhue
Council Meeting Minutes
July 22, 2015
The City of Goodhue held its monthly
meeting on July 22, 2015 at 6:30 p.m.
in City Hall in Goodhue, Minnesota. Council
members present were Mayor Kerry Bien,
John Adams, Leia Ryan and Wayne Hahn.
Also present were Bruce Albers, Chief of
Police Brian Loos, Steve Voth, Andy Brandel
and Adam Lodermeier.
Motion was made by Leia Ryan and
seconded by Wayne Hahn to approve
the agenda. Motion passed unanimously.
Motion was made by John Adams
and seconded by Wayne Hahn to approve the minutes from the July 8, 2015,
meeting. Motion passed unanimously.
Council discussed amending the July
8, 2015, meeting minutes to clarify that
the approaches and sidewalks on both
North 6th Street and 4th Avenue will
have work done to them.
Andy Brandel gave a construction
update and said the 3rd Street sidewalk
was in the process of being repaired.
The pool is scheduled to have the state
inspection on Thursday, July 23, 2015
and everything should be ready for the
inspection, including the issue relating
to the diving board length. If the inspection is passed the pool would be opened
on Saturday, July 25, 2015. Steve Voth
confirmed the pool was ready for inspection. Bids will be sought to crack
fill, patch and seal coat areas of the NW
section of Goodhue and those bids potentially including adding a lift to the
pad located by the water tower to address the water issue.
Motion made by Leia Ryan and seconded by John Adams, to approve the
building permit presented by Bruce Albers.
Motion passed unanimously.
Council discussed National Night Out
taking place on August 4, 2015 and
having Chief of Police Brian Loos available that evening for any neighborhoods
participating. It was discussed that next
year written notice informing members
of the community of National Night Out
should be sent.
Council discussed possibility of providing health insurance to Goodhue
employees. Counsel agreed to obtain
health insurance information from the
League of Minnesota City insurance provider.
Council also discussed the potential
purchase of Reynold Strusz property.
Attorney Gorman will look into the potential sale further.
Motion made by Leia Ryan and seconded by John Adams to pay the bills.
Motion passed unanimously.

BUDGET REVIEW: Business Manager
Netzke reviewed the budget.
HIGH STUDENT ACHIEVEMENT
A. PREK-4 PRINCIPAL UPDATE: Principal Hansen was not able to attend.
Supt. Beniak went through Hansens
report including Assessment, WBWF, PBIS,
a PowToon video available informing
parents of upcoming changes, and staffing.
B. 5-12 PRINCIPAL UPDATE: None
was available
C. INTEGRATION AND ACHIEVEMENT
FUNDING: We were approved for this
funding allowing us to do some work
with Rochester and to help purchase
Chromebooks.
D. ADSIS FUNDING: Patrick Gordon
has put a lot of work into this grant. We
got $228,000 for our grant. Three licensed staff and 2 paras were hired. We
are trying to replicate the Title I program
currently in K-4 to also be in the rest of
the grades.
COLLABORATION & COMMUNICATION
A. ZED UPDATE: Angie Heiden updated the board concerning the ZED
Task Force. 11-12% of students in ZED
are from Pine Island. Each district would
pay a percentage of the facility depending on how many students attend ZED
from their district. Someone will be making
a presentation at each school concerning the facility update.
B. OPEN MEETING LAW AND COMMITTEES: School districts holding Committee meetings with less than a quorum of board members usually do not
post them as open meetings. Tammy
checked with MSBA. They said we technically should be posting them on our
website and on our meeting agendas
would be fine. Anyone needing a meeting posted should send it to Jeanie in
the district office.
C. CLUB CHEERLEADING: We had a
survey asking if anyone would be interested in cheerleading. Some students
were interested, and Traci Bauer is interested in being the advisor. They would
like to cheer for football and 1/2 time at
basketball. The superintendent thought
a club would be the way to start. It would
be a way to test it without it being Title
IX.
Motion by Douglas, seconded by Fall
to approve cheerleading as a school
club. Motion carried 7-0.
D. SCHOOL BOARD SEATS AND FILING DATE (July 28th-August 11th): Four
seats will be available for a three-year
term as we change over to even-year
elections.
E. EAGLE SCOUT PROJECT August
1526 trees will be planted at the new
site as an Eagle project. Theyll also be
moving the wood chips to the playground.
F. TECHNOLOGY PLAN: Taylor Bauman
updated the board on the technology
plan.
G. BACK TO SCHOOL SUPPLIES
STUFF THE BUS: tomorrow from 5:458:15 This program is to help children
otherwise unable to obtain school supplies.
H. RIBBON CUTTING/OPEN HOUSE
September 9 at 4:00 pm. Thank you
to Pine Island Bank for helping with this
event. Tours will be available.
EFFECTIVE & EFFICIENT OPERATIONS
A. FOOD SERVICE MANAGEMENT
CONTRACT: Tammy still doesnt have
the document but received an email
from Chartwells. They operated on a
$30,000 guarantee last year. They wanted
to change it to $0. Instead a $15,000
guarantee was agreed upon. Motion by
Warneke, seconded by Hayden to accept the terms of the contract. Motion
carried 7-0.
B. STAFF DEVELOPMENT REPORT
AND PLAN: The Staff Development Committee has met to plan next years calendar. The budget is $163,893. Motion
by Fall, seconded by Heiden to accept
the plan. Motion carried 7-0.
C. BACK TO SCHOOL COOKOUT:
August 26th is the date proposed. The
board would like to continue this tradition. Champa volunteered to give the
Welcome.
D. ZED MAINTENANCE OF EFFORT:
Supt. Beniak updated the board.
E. BUILDING ACCESS DISCUSSION:
We have had concerns about people
being in the building during construction.
F. RESIGNATIONS:
Kevin Cardille, HS Principal, 15
years in PI, Champa thanked him for all
his hard work.
Motion by Warneke, seconded by
Douglas to approve the resignation. Motion
carried 7-0.
Tony Brown, HS Social Studies,
The board thanked him for his 10 years
in PI. Motion by Bailey, seconded by Fall
to approve his resignation. Motion carried 7-0.
G. HIRING RECOMMENDATIONS:
Motion by Hayden, seconded by Fall to
approve all the hiring recommendations.
A roll call vote was taken with Bailey,
Champa, Douglas, Fall, Hayden, Heiden,
Warneke voting yes. No votes-None. Motion
carried 7-0. Mr. Horton was present and
introduced himself to the board.

L. TEACHER NEGOTIATIONS UPDATE:
The board will be reviewing the financial
piece during the closed session tonight.

M. SUPERINTENDENT UPDATE
We are moving forward with our
Skyward program to replace PowerSchool.
We will have online payments this
year through RevTrak.
We will also have a new website.
Our e-rate came through with funding for 50%.
FACILITY UPDATE Relocate to district conference room. Beniak showed
the board pictures of the new school
construction. The Pre-K building is energized. Carpet is being laid. Water is at
the site. The rooftop units will be started
up on Monday. The cleaning crews are
there.
Basketball hoops go up on Monday.
Scoreboards have been ordered. The
gym floor goes in next week. The loop is
almost complete. The fiber has been
installed in the building.
5-12: Everything is going very well.
The demolition of the 34 building is
waiting for some deliveries. We have
bids on our portables. They would pay
for moving. Entrances to the 5-12 during the construction phase was discussed.
The committee put a priority list together
for phase 2. They dont know what funds
will be available yet. Kraus Anderson
and Wendell will work together to put
some ballpark figures together. The fitness room will be delayed because of a
delay of the rooftop unit. It wont be
ready in August.
Champa suggested getting a priority
list from the activities team for the softball equipment shed proposal. We wont
know until later what funds would be
available.
Well need to publicize access to the
building for the PAC meeting and other
public meetings coming up.
SUPERINTENDENT RENEWAL DISCUSSION: Champa sent out info to the board
concerning benefits and salaries. He
said we want to be competitive with
area schools. Tammy will be obtaining
her doctorate degree shortly, and that
should be recognized. Warneke, Champa,
and Douglas will be on the negotiation
team. The negotiation team will meet
with Tammy on July 29th at 4:00.
