Estimados Seores:
Ante todo agradecerles por su solicitud y por facilitar nuestro encuentro profesional del pasado lunes 6 de julio
2015. La presente Oferta est basada en los planos generales y en la informacin tcnica proporcionada por
sus especialistas, entregada en formato electrnico.
Nos place presentarles de forma sintetizada una propuesta que pretende satisfacer su solicitud, en el plazo
solicitado (23 de julio).
La concepcin del diseo ha demostrado su eficacia y confiabilidad por ejemplo en:
Planta MAN de Choloma (Honduras) 14 x 18V48/60B
Planta MAN de Mariel (Cuba) 8 x 18V48/60B
Planta MAN de Moa (Cuba) 10 x 18V48/60B
Otras Plantas MAN fuera de la Regin, todas con motores idnticos a los de la Planta MAN 140 MW.
Todos los sistemas incluidos en nuestra oferta han sido aprobados por Instituciones Internacionales como FM,
UL, APCI y el Organismo de Proteccin Contra Incendio Alemn (VdS).
Nuestro diseo est basado en las Normas NFPA 850, NFPA 750, NFPA 30, NFPA 11, NFPA 12, NFPA 13,
NFPA 15, NFPA 72, NFPA 2001, ATEX and DIN VDE 0833. Por supuesto, se considera adems la Norma
NTON 22 002-09 del 2010, complementando lo antes expuesto.
El alcance de nuestra Oferta es el siguiente:

Elaboracin de las ingenieras Bsica y de Detalles a partir de la Propuesta Base que estamos
entregando.
2.
Suministro de los Equipos, componentes y materiales que componen el SCI, listados a continuacin de
la descripcin de la Propuesta.
3.
Supervisin de la Instalacin del Sistema.
4.
Entrenamiento mnimo al personal de montaje.
5.
Capacitacin al personal de operacin del SCI.
6.
Asistencia Tcnica para la puesta en marcha y pruebas del SCI.

definitivo todos los materiales y componentes que se necesitaran para lograr un sistema funcional, siempre que
los planos de la planta son correctos y nuestra concepcin recibir su aprobacin sin cambios mayores. Nos
reservamos el derecho de ajustar nuestros precios en caso que se pidieran modificaciones mayores.
Descripcin de la Propuesta:
Consecuentemente con la Norma NFPA 850 proponemos una red de agua exterior con hidrantes y gabinetes
provistos de mangueras y pitones. La distancia entre los hidrantes no ser superior a 70 m (120 m en las reas
exteriores). La red cuenta con vlvulas de corte y conexiones transversales para subdividir el sistema en caso
de fallo, permitiendo la actuacin de parte de la red no afectada.
Se ha considerado la utilizacin de los pases bajo calles existentes. Para el patio de tanques se emplea un
contenedor con vlvulas al lado del cubeto, donde los pases no resultan suficientes. Otra contenedor con
vlvulas se ubica cerca de la casa de maquinas.
Hemos considerado como riesgos mayores (segn NFPA 850) el patio de tanques, la sala de mquinas y la
casa de bombas. El anexo elctrico constituye tambin un riesgo considerable con una concentracin elevado
de equipos de alto valor, por lo que en estas zonas proponemos sistemas de deteccin y extincin
automticos.
Los tanques se equiparn con detectores trmicos en los techos. En caso de incendio la vlvula
correspondiente para la espuma se abre y los anillos de enfriamiento se abren simultneamente. Se ha
concebido en el diseo la posibilidad de enfriar solamente los tanques que se encuentran en el entorno al
depsito donde ocurra la combustin. Los anillos de los tanques 1T016 y 2T016 deberan ser divididos por la
mitad, es decir, que no se necesita el enfriamiento en el revs de los tanques, por lo que el consumo de agua y
en consecuencia las capacidades de las bombas de agua pueden ser ms econmicas. Adicionalmente
prevemos monitores de espuma. Las cmaras y tubos de espuma y los anillos formarn parte del suministro
del fabricante de los tanques. Asumimos que todos los dispositivos e instalaciones suministrados y instalados
por el fabricante de los tanques cumplen con las Normas Internacionales. Inicialmente hemos calculado que se
requiere una presin mnima de 5 bar para los tubos de espuma y 2 bar para los anillos de enfriamiento.
Adicionalmente se han previsto monitores de espuma para la proteccin de la estacin de descarga de
hidrocarburos, debido a que esta instalacin es operada manualmente y eso implica que siempre permanezca
personal en la misma durante el proceso de carga y descarga de combustible, lubricantes y lodos industriales.
No se ha considerado necesario incluir en la estacin del descargero un sistema de extincin automtico,
aunque si contar con detectores automticos y manuales, monitores de espuma y extintores mviles.
En la casa de mquinas prevemos hidrantes interiores de espuma. El edificio estar protegido por rociadores
automticos (Sprinkler, segn NFPA 13:2013). Los motores estarn monitoreados por detectores de llama en
el nivel alto y de detectores trmicos para los niveles bajos. Los detectores de llama cuentan con tres sensores
para permitir la identificacin de una anomala trmica muy rpidamente, pero resultan insensibles ante la
insolacin o el calor ambiental. Una alarma sencilla se indicar en la sala de control. El personal podr decidir
qu hacer: intervenir manualmente o activar el sistema de extincin (Lluvia de espuma, NFPA 11, NFPA 15)
por pulsador. Una alarma confirmada de un segundo detector o una alarma sencilla de un detector trmico
siempre activarn el sistema de extincin automtico. Los motores adyacentes al que se encuentra bajo una
seal de alarma sern apagados automticamente.

En el caso de los Generadores, se han propuesto extintores mviles de CO2, teniendo en cuenta que la
construccin no permite un sistema fijo.
Para el anexo mecnico se prev un sistema de alarma con detectores combinados de humo y trmicos por
cada uno de los dos niveles. Adems se instalar un sistema de rociadores automticos (Sprinkler, segn
NFPA 13:2013).
En el anexo elctrico se concibe un sistema automtico de CO2 (NFPA 12) para los cuartos LV1, LV2, MV1,
cuarto de compresores y cuarto de bateras. El sistema est formado por una batera de cilindros con un
sistema distributor que cuenta con vlvulas direccionales y un dispositivo de demora y seguridad aprobado por
el Organismo de proteccin contra incendio Alemn (VdS).
Un sistema con gas Novec 1230 (NFPA 2001) permite la posible presencia del personal en la sala de control,
ya que Novec 1230 no es toxico y se ha desarrollado en particular para sistemas electrnicos. Este gas resulta
comparable con FM 200 pero es ms moderno y ms ecolgico.
Todos los sistemas de gas son activados por detectores combinados de humo y trmicos conectados por
parejas. Las oficinas y pasillos estn monitoreados por detectores combinados (NFPA 72). Al lado de la
entrada proveemos un hidrante interior de agua.
La canal de cables estar monitoreada por detectores combinados y protegida por un sistema de gas CO2. El
suministro proviene de la batera del anexo elctrico.
Para la proteccin del stano de cables proponemos un sistema de rociadores especiales cerrados (Sprinkler,
NFPA 750:2000). Este sistema est aprobado por el Organismo de proteccin contra incendio Alemn (VdS) y
acorde con NFPA 750. Las ventajas son: economa de agua para lograr el mismo efecto de extincin pero con
tubos pequeos.
La casa de bombas, de mayor riesgo, estar monitoreada por detectores de llama y protegida por un sistema
de rociadores automticos (Sprinkler, NFPA 13:2013). Se utilizar una mezcla de agua y espuma para la
extincin, ya que todas las bombas e instalaciones manejan lubricantes y combustibles.
Los transformadores principales (step up) estn protegidos por sistemas de lluvia, activados por detectores
trmicos o manualmente desde la sala de control.
Todo el sitio est equipado con un sistema de alarma contra incendio. Cada gabinete de mangueras a lado de
las bocas de incendio contiene un pulsador por alarma.
Las bombas y el mezclador de espuma se instalarn en contenedores. Cada contenedor est equipado
completo y ser probado en nuestra fbrica de Alemania.
Nuestro clculo tendr en cuenta irregularidades reales (carga parcial de las bombas, compensacin de
efectos de envejecimiento, influencias de materiales e instalaciones). Al efectuar el dimensionado general
hemos tenido en cuenta los factores de correccin necesarios.
Dentro del contenido de nuestra Oferta se incluye la supervisin y el entrenamiento. Se desconoce la
calificacin y experiencia de las Empresas a cargo de la instalacin del SCI, pero segn la informacin
obtenida en nuestro encuentro del 6 de julio, existen organizaciones locales que con un adiestramiento mnimo

El plazo propuesto se ha basado en experiencias de Plantas similares en la regin, pero tendrn que ser

CONDICIONES DE PAGO
El pago del Precio del Contrato se hara de la siguiente manera:
40% como pago adelantado, a realizar por transferencia bancaria dentro de 15 das despus de la firma del
contrato
60% se realizara mediante una Carta de Crdito, irrevocable y confirmada por un banco aceptable al Vendedor.
La Carta de Crdito ser establecida por el Comprador dentro de 45 das despus de la firma del contrato.
El pago de los 60% se har de la siguiente manera:
50 % del Precio del Contrato se pagara pro rata el envo contra presentacin de los documentos de embarque
habituales
10 % del Precio de Contrato se pagara contra presentacin del certificado de puesta en marcha del sistema
contra incendio.
En caso de que la puesta en marcha se retrase o resulte imposible por razones no imputables al Vendedor, el
pago de los ltimos 10% del Precio de Contrato se efectuara a ms tardar cuatro (4) meses despus de la fecha
del B/L del ltimo envo de material.
Los gastos para el establecimiento y la confirmacin de la Carta de Crdito corren por cuenta del Comprador.
CRONOGRAMA
El contrato ser ejecutado segn el cronograma siguiente:
Entrega de la Ingeniera bsica: 40 das despus de la puesta en vigor del contrato
Entrega de la Ingeniera detallada: 30 das despus de la aprobacin de ingeniera bsica
Inspeccin y pruebas en fabrica: 90 das despus la aprobacin de ingeniera detallada
Puesta a FOB: 30 das despus de la inspeccin y pruebas en fbrica
Los periodos indicados arriba son das calendarios.
La fecha de puesta en vigor del contrato es la fecha de la recepcin del pago adelantado.
PRECIOS
Los precios ofertados son netos y no incluyen ningn cargo, impuesto, retencin o aranceles afuera de
Alemania. Los precios se entienden por entrega en condiciones CIF Puerto de Corinto segn INCOTERMS 2010.
La moneda de la oferta es EURO. El tipode cambio actual esta 1 EUR = 1.0937 US$.
VALIDEZ DE LA OFERTA
Nuestra oferta esta valido por un periodo de 30 das despus de la fecha de la oferta. Los precios ofertados
solamente son validos por el conjunto de los servicios y suministros ofertados.
GARANTIA
El periodo de garanta es de 12 (doce) meses despus de la puesta en marcha del sistema contra incendio, o 18
(dieciocho) meses despus de la fecha del B/L del ltimo envo de material en caso de que la puesta en marcha
se retrase o resulte imposible por razones no imputables al Vendedor. Las condiciones detalladas de la garanta
estn especificadas en nuestras Condiciones Generales de Contratacin, que son parte integral de esa oferta.
