SWOT Analysis
Barangay 483 has its strengths and weaknesses in providing the essential needs
of its constituencies. Also, there emerge possible opportunities that they can enhance to
become their strengths, however, threats also emerge that can rupture the stability of
the barangays development.
Strengths
The presence of fire and rescue volunteer brigade in the area can be considered
as the strength of Barangay 483. The fire and rescue brigade consists of fire truck and
ambulance that will be used during emergencies. A lying-in clinic is present in the
barangay that caters the needs of mothers in their pre- to post-natal check-ups for free,
which helped in the decreasing mortality rate in the barangay. Barangay 483 has a
strategic geographical location that enabled its residents to
Weaknesses
On the other hand, the barangay has a high rate of unemployment because of
the lack of education therein. Also, 75% of the people in the barangay are considered
less fortunate which also hinders the rate of unemployment. Barangay 483, though they
have lying-in clinic, they do not have health centre that would cater the needs of
children and elders. They also lack supplies for first-aid treatments that can result to the
surge of communicable and viral diseases leading to high mortality rate. Another
weakness is that the barangay have inactive committees that cause inactive
implementation of policies and programs. The kagawads of the barangay are merely a
design in the barangay as they lack the will to provide public service.
Opportunities
There are opportunities that the barangay can enhance on. The barangay have
installed CCTV cameras to check the vicinities of the entire barangay and they are even
planning to install more CCTV cameras to better implement the security and order
therein. They must have personnel to always check and monitor the cameras for proper
and quick rescue, if needed. Barangay 483 is close geographically with other barangays
and collaboration with near-by barangays in Sampaloc District would help in their
development. Through collaboration, the barangay can cut the costs of its projects and
programs towards development. Collaboration can also promote efficiency among
barangays. Instead of working on its own, Barangay 483 can rely on other barangays
for support. Moreover, non-governmental organizations (NGOs), Peoples Organizations
(POs) and Civil Society Organizations can help in the development of the barangay.
NGOs have proved to be an important sector in the Philippine society. Seen to offer
people-centered and participatory approaches to development that are both
experimental and innovative, collaboration with NGOs can be an opportunity for
Barangay 483. The help that NGOs can offer to Barangay 483 may range from technical
and financial assistance to citizen empowerment.
Threats
Threats also emerge in the barangay, and if not properly mitigated, can cause
rupture to the development of the barangay. One factor is the persistence of the
informal settlers living beside the railways. The concern is when one family moves, the
rest will follow. Moreover, these can cause tragic accidents and deaths in the barangay.
Next threat is flooding in the barangay especially during heavy downpour of rain due to
clogged sewers. This can hamper the development of the barangay and it can cause
the spread of viral diseases. The entire barangay is congested and can cause incidents
of fire since the houses are built beside each other and some of it especially those
fronting the railways are made of light materials. Moreover, health problems also
concern the barangay as many residents have lung problems and asthma.
