The log-book of the Corruption: The first report (July, 2015 )

71 incidents of corruption, Localities, Health and Petroleum are on the

top of the list .
Introduction
In the recent years, there has been an increasing believe, that the corruption is one of the most
constraints faces the respect of human rights, where it causes undermine the social achievements ,
hinder the development efforts, and negatively affects on the justice of distributing it's results .
Corruption was one of the most " justifications " of 25 January 2011 revolution . so fighting the
corruption and siege it became naturally a major clause on any dialogue table related to the political
,economic and social reform in Egyptian society after the Egyptians revolution .
The detection and observation of corruption practices, and follow up them , is necessary and pivotal in
the fighting corruption system, both through the concerned regularity authorities , media and the
various civil society organizations. Observe the corruption incidents is a reference to the spread nature
of this phenomenon . So , it helps the decision making authorities to adopt policies , legislative actions
and procedures aiming to reduce this phenomenon and call the corruption crimes perpetrators to
accountability .
Under this conviction, Partners For Transparency (PFT) launched an observatory at the beginning of
July 2015 to follow up the exposed corruption incidents through media , oversight authorities and the
concerned investigation authorities , in addition to follow up the actions of the concerned country and
make a monthly report summarizes the result of what has been observed, so, here is the first report
published by Partners For Transparency (PFT) in this series , which covered the period from ( 1 31 )
July 2015 .

Legislative and procedural developments associated with corruption during the

month of July:
The legislations and the actions taken by the executive power are one of the most important anticorruption mechanisms in societies , where the corrupt people exploit of the legislations flaws and
actions, during July, there were some governmental actions related to corruption, including the
following :

July 8,2015 . The president Abdel Fattah al-Sisi demanded the prime minister " Ibrahim
Mahlab " to collecte the state dues, provide the citizens' needs, fight corruption and price rises,
and establish security and discipline in the Egyptian street .
July 9,2015 .President Sisi issued law No. 89 of 2015 , which allows him to isolate of
independent bodies and oversight authorities heads from their posts .And this includes if there
is a new evidence on what affects the country security and State safety, if the islolated head
lost the trust and eligibility , if he breached his job duties which harms the supreme interests of
the country or one of the public legal persons, and if he lost the position qualifications for nonhealth reasons.
July 10,2015. The state oversight authorities formed a technical committee in coordination with
the Administrative Control Authority , Central Auditing Organization , Public Funds
Investigation and Anti-Corruption Committee to prepare reports about the national projects ,
which are currently being done in Egypt, to make sure of their technical validity , the extent of
economic their econoic specified, and budgets allocated to them during delivering them.
July 12 , 2015 .The Ministry of Planning ,monitoring and administrative reform has designed
and implemented the governmental network to exchange data between the governmental
agencies G2G, the project helps the government to shortcut times and stages of service
provision, and to contribute effectively in the reforming of the administrative structure and
fighting the administrative system corruption.
July 14 , 2015 . The prime minister demanded the health directorates directores all over the
republic to lounch a fierce war on corruption , neglect , idleness and to ensure to provide a
good service for the citizens .
July 22 , 2015. The Egyptian prime minister emphasized the return of state orintatio to
eliminate the nepotism and favoritism , fighting against corruption serously, and give the
chance to the officials to make their decisions strongly, without a trembling hands and with a
real will , to empower youth in leading positions in the country.

And through the previous review of the legislatives and actions taken by the executive power in the
country , there are some observations can be highlighled as following :

The taken governmental actions included establishing coordinating bodies to fight

corruption ,but it didn't include a specific mechanisms ensure the work efficiency in those
bodies , besides it didn't set a deadline for those bodies to finish their works.
There is a governmental recognition about the importance of fighting corruption and an
implicit recognition about the spread of iss phenomenon with its various components inside
the administrative system of the state.

The president decree which allows him to dismiss the independent bodies heads was a
highly controversial subject in the Egyptian society, because many people considered this
decree targeting the Central Auditing Organization current head himself , and although the
presidency denied targeting a specific person , but it didn't clearly reveal the dimensions and
the justification for the decree , especially some people saw that there is a conflict between
the decree and some provisions of the Egyptian Constitution.

The Previous data indicate that the local units witnessed the most of the corruption incidents, with 11
incidents , followed by The Ministry of Health with 9 incidents , followed by The Ministry of
Petroleum with 8 incidents , The Ministry of Agriculture and The Ministry of Antiquities came next

with 6 incidents for each of them, then The Ministry of Youth and Sports followed by 5 incidents , then
The Ministry of Interior came next with 4 incidents , followed by The Ministry of Transportation, The
Ministry of Housing and The Ministry of Education with 3 incidents for each of them , then The
Ministry of Finance , The ministry of communications and The Ministry of Endowments with two
incidents for each of them , and finally The Ministry of Higher Education , The Ministry of Irrigation ,
Radio and Television Commission , The judiciary , The Ministry of Electricity , National press
Institutions and The Ministry of rations got the last ranking with only one incident for each of them.

The previous data indicate that , the number of cases under investigation ranked first within of
corruption cases over this month with 24 incident, followed by the cases that hasn't been investigated
with 22 incidents, then the on trial cases with 19 incidents, and finally the cases has not beedn sentesed
yet ranked last with 6 incidents which has been finished with various sanctions.
