AFWG MEETING #4

NOTES

Members present: Joe Jones, Heath Chasanov, Sharon Digirolamo, Penny Schwinn, Sally Maldonado,
Ken Hutchins, Donna Johnson, Chantel Janiszewski, Gerri Marshall, Ed Emmett. Members absent:
David Ring, Jeff Klein, Kevin Fitzgerald, Mark Holodick, Sandy Smith, Theodore Boyer.

Mr. Ed Emmett is the Director of Positive Outcomes Charter School and is the newest member of the
AFWG. We welcome him and the unique perspective he brings to the team.
7 options consolidated from last weeks meeting were presented to the AFWG and the team selected
their top 3 choices. After further discussion, it was decided that the following two options would be
presented to the community through the survey: 1) Delaware School Accountability Framework, and 2)
Delaware School Success Framework.
This agenda item was tabled.
The following ideas for inclusion in the community survey were shared:

Academic Achievement
Graduation Rate report the 4-year grad rate, but also include 5 and 6 year grad rates via an
updated report to honor IEPs that dictate extended graduation rates as well as capture those
students who may take a little longer to graduate yet achieve that goal just the same; report on
continuously enrolled students as we as at-risk students.
Post-secondary enrollment (including military)
Additional College and Career Ready metrics - % of students who graduate with college credit
through AP, IB, dual enrollment, % of students who graduate with an industry-recognized
credential
Similar schools comparison statewide? By county? Include a disclaimer that indicates a schools
enrollment preferences?
Closing the achievement gap

Culture and Climate


Tell Delaware survey data
Climate surveys (teacher, parent and student) potentially use the existing structure given to some
schools via the University of Delaware; thought that if it is part of accountability, we will incentivize
getting a better response rate
% of suspensions and expulsions
Class size (by grade)
% of classes taught by HQT
Communities and Families
% of parent attendance at conferences
Other
% of funds spent in the classroom

Penny shared some samples of other accountability report cards used by Florida, Los Angeles Unified
School District, New York City DOE, and New York State to generate additional ideas. The team
generally liked the features of the NYC Progress Report, citing the Closing the Achievement Gap
component of the report as a model for us to consider. Additionally, there was a positive response to
the way in which NYCDOE reflected enrollment/passing rates of CCR courses and CTE programs. These
samples as well as samples of accountability systems that have been approved by USDOE will be

shared with the team. Team members were encouraged to share these examples and provide
additional feedback.
Next Steps

Additional feedback was provided around the Choice Portal (Great Schools website) as well as the
Performance Routines for this year.
As we move forward, please continue to consider whether our accountability system should report
school ratings only or also include an aggregate district rating. We encourage you to discuss this with
your colleagues as well.

The Office of Accountability will continue to communicate with the AFWG around the next steps in the
Community Planning Process. We will provide you with resources to be used with your stakeholders
and we will send you the draft survey, once complete, for your final feedback. DOE is assigning an
intern to facilitate and monitor the survey process.
We will be providing a clear draft of Part A for district feedback in the coming months. We will also
schedule two meetings for the late fall to (a) review community feedback and analyze the data to
provide a set of recommendations (and post transparently); to review the comprehensive
accountability tool for the gut check.

The group acknowledges that this process will be simultaneous with the ESEA Renewal (community
feedback will be solicited for both concurrently).
