OUT OF-SERVICE TANK INSPECTION


CHECKLIST
TANK-FOUNDATION (GENERAL)
Describe the bund area condition.
Identify the type of foundation
Describe the condition of the foundation.
Does the site drain away from the tank?
Check operation condition of the bund drains.
TANK SUPPORT SADDLE
Quantity of support saddles
Visually inspect the saddle for paint failures
,distortions and corrosion
Dimensions and type of saddle
Distance of saddle from heads
Arc length of support saddle
CATHODIC PROTECTION
Identify the type of cathodic protection system
utilized if any
Record/review cathodic protection potential readings
SHELL
Visually inspect the shell for paint failures ,leaks,
distortions and corrosion
Locate leaks with dimensions on a sketch and
photographs
Clean the shell joint and visually inspect. Perform a
magnetic particle examination where linear
indications are visually identified.
Record paint color
Record the nameplate information
Inspect and record electrical grounding of the tank
Record the tank circumference.
Record the shell width of each shell plate sections
ANCHOR BOLTS
Inspect anchor bolts for stretching, corrosion or
pullout.
Distance from support saddle to heads
MANHOLES,NOZZLES and APPURTENANCES
Inspect for cracks and leakage on welds at nozzles,
manholes and reinforcement plates.
Inspect for shell plate dimpling around nozzles,
caused by excessive pipe deflection.
Inspect for flange leaks and leaks around bolting
Are telltale holes open to the atmosphere?
Record each nozzle and manhole associated
dimensions (size, reinforcing plate dimensions,
center line elevation, telltale hole, weld spacing and
circumferential location thicknesses.)
Inspect piping, flanges and valves for leaks up to the
first flange, threaded joint, or welded joint outside
the tank. Opened nozzle gasket seating surfaces
revealed no recordable observations.
Inspect firefighting components.
Is there anchored piping which would be hazardous
to shell connections during earth movement?
Check that thermal pressure relief of piping to the
tank is present.
Check operation of regulators for tanks with purge

Check temperature indicators for damage.
ACCESS WAYS, RAILING and STAIRS
(PLATFORMS)
Identify and report type (pipe, galvanized pipe,
square tube and angle iron) and dimension of
railing.
Inspect for corrosion and paint failure.
Inspect welds.
Identify sharp edges.
Inspect safety devices at openings in handrails for
integrity and operation.
Check for any uneven or irregular spacing of stair
treads or ladder rungs.
Inspect stair treads or ladder rungs for corrosion,
paint failure, and weld failure.
Inspect stringers for corrosion, paint failure and weld
failure. Inspect attachment of treads/rungs to
stringer. Inspect support-to-shell welds and
reinforcing pads.
Inspect stringer attachment to concrete base, if any.
VENTS:
Record size, manufacturer, model number and
number of manufactured vents and dimensions and
for closed vents: check pallets and sealing surfaces
and record any weights
Are vents free of obstructions?
Check the condition of the emergency vent. Record
manufacturer, size and model number.
Inspect the external condition of the flame arrestor.
Record manufacturer, model number, size and
quantity of all flame arrestors.
OVERFLOW ALARM SYSTEMS
Identify and record the types, manufacturer and
model numbers of overfill protection devices.
Check overfills protection devices for signs of
damage.
SHELL and HEADS ULTRASONIC THICKNESS
READINGS
Manufactured drawings, are they available?
Spot U.T stations.
