Greetings of Peace from Lanao!

Payapa at Masaganang Pamayanan, commonly known as PAMANA, as one of the
flagship program of the Office of the Presidential Advisor on the Peace Process
(OPAPP) have been implemented such in support to the promotion of Peace and
Development in the country, especially those in conflict affected areas. Such programs
have been very successful on its implementation. However, there are also some
challenges that were being faced by the Project Monitors in the area, which should be
taken to its utmost necessity to circumvent issues that would lead the gap between the
public welfare and the said executive arm of the Government.
In the light of the foregoing circumstances, the undersigned is requesting the following
things that should be regarded to its essentiality for the viability of the peace and
development and the accomplishment of the Program in the aforementioned areas:

1. Establishment of Office
The vast expanse of Davao city and Lanao Provinces reciprocally indicate the
various documents, which should be preserved in an orderly manner so as to
circumvent accidental lose on official papers and an affluent conveyance of such
document whenever superiors or person in authority or concerned person
demands from it. Numerous meetings, which will serve as the venue in resolving
issues concerning the promotion of peace and development in accordance with
the mandate of such office, is also a vitality on its aspect.
Furthermore, it will inculcate on the mind of the designated OPAPP staff in the
avoidance of such House-Oriented attitude (pressure-free or stress-free), which
would result in the deferral of the submission of a certain obligation and of being
fractional on their respective tasks. It also aims on the accessibility and
expediency of the office for those who have any clarifications and commentaries
and serve as a hotline area concerning the implementation of OPAPP Programs,
in case remedial assistance is needed.

2. Transportation
Time is of the essence when observing the enactment of such program. A more
accessible transportation would aid in its stint period of travelling and will give
ample time on the part of the staff in doing preparation in certain event.
Since the provinces that will be benefited by this Program are those Conflictaffected areas, Security and safety is also a factor on its necessity. Commuting
Public or Private Vehicle would seem vulnerable on the part of the OPAPP
employees resulting to a diminutive assurance of its safety. In view of its
Geographical Location, each area is quite distant to another. In terms of
expenses, it would be much practical and lesser cost if said mobile will be
granted because fares on Public vehicle would cost a lot and such fares are
subject to aggregation due to the increasing price of oil.
Considering on a broader outlook on the implementation of the program, it will
stretch its harmonious, modest, and haste retort on overseeing the proper
manoeuvre of such program if there will be a vehicular automobile, as it would
result on its speedy response in monitoring its areas. Series of meetings,
consultations, and assembly with regard to its implementation will be more
convenient on the part of the Responsible Persons to extend recognition on the
invitations of the concerned Public Officials resulting to candid commitment on
the identified jurisdiction.

3. Additional Staff
Much easier commitment of the task and lesser pressure would be shouldered by
the staff if there will be an additional assistance in its role of the Monitoring and
evaluation of the Program in the identified areas. Arranging documents, keeping
the important and official records, and preserving the maintenance of the office
would leeway into a more pressing matter if there would be insufficiency of staff.
Persistent and constant follow up with regard to the documents and schedules
would be a great relief on the part of the field staff.
Additionally, it will also hasten some minor task, such as delivery of
communication letters and preservation of the office, and have accessibility when
finding a certain documents. The assistance will be more useful for its better and
proper implementation.
As mentioned in the preceding paragraphs, it would provide great relief for the
concerned Field staff. Supporting the subjects mentioned would lead to a continuous

and harmonious society, and served as an ancillary to the Peace and Development in
the country.
In accordance with the said subjects, the undersigned strongly recommends to establish
it at the earliest possible opportunity due to fast mobilization and on-going
implementation of the Program in its respective areas. Rest assured that proper
monitoring and evaluation of the commitment of the staff, as mandated, will be done
properly.
