associations,educatorsandcooperatingnaturalresources
agenciestoorganizeandconductcompetitionsonthelocal,
regional,stateand/orprovinciallevel.

TheEnvirothonisNorthAmericaslargesthighschoolenvironmentaleducation
competition.Overfourthousandhighsschoolswereinvolvedinthe2015programacrossNorth
America.
TheNationalConservationFoundationcongratulatesnotonlythewinningteam,butall
thestudentswhoparticipatedinthisyearscompetition,saidSteveRobinson,ChairoftheNCF
BoardofTrustees,Wearesoproudofallofthestudentseffortsandcommitmenttohelping
preserveournaturalresources.
Eachstudentonthetopthreeteamswillreceiveacashaward.Thefirstplacewinners
receive$3,000eachsecondplace$2,000eachandthirdplace$1,000each.
TheNCFEnvirothonteststeamsontheirknowledgeofsoilsandlanduse,aquatic
ecology,forestry,wildlifeandacurrentissue(2015Urban/CommunityForests).Eachteam's
knowledgeistestedunderthesupervisionofforesters,soilscientists,wildlifespecialistsand
othernaturalresourceprofessionals.
Teamwork,problemsolvingandpresentationskillsareevaluatedaseachteamoffersa
panelofjudgesanoralpresentationwithrecommendationsforsolvingthespecificchallengethat
ispresentedduringthecompetition.
EnvirothoncompetitionsbeganinPennsylvaniathroughtheeffortsofcounty
conservationdistrictsandgrewintoaninternationalmovement.

Thisistheninthyearofthelasttenthata
PennsylvaniaprojecthaswontheAppalachianRegionalor
NationalAMLReclamationAward.Theprojectwas
developed,designed,andsupervisedduringconstructionby
thestafffromBAMRsWilkesBarreOffice.
Thisawardisnotonlyanhonor,butareflectionofthetimeandenergyexpendedbythe
BAMRWilkesBarrestaffandthecontractortodesignandconstructtheproject,saidJohn
Stefanko,DEPDeputySecretaryofActiveandAbandonedMineOperations.Workwas
completedwithlonghoursduringoneofthecoldestwintersintheregion,whichshowsthe
dedicationofDEPstaffandthecontractortomakesurethisenvironmentalhazardwas
eliminated.
Inearly2014,BAMRawardedacontracttoMinichiInc.,DupontPA,whoexcavatedand
extinguishedthecoalrefusebankfireonabandonedminelands20milesnorthofScranton,PA.
Thescopeoftheprojectwastoeliminateanimminentpublicsafetyhazardby
extinguishingthefire,whichwaswithinonehalfmileofthenearesthome.Residentsasfaras10
milesawaycomplainedofsmokeandodor.Theareaiseasilyaccessibleviadirtroadsandfoot
trails.
Therearemanyindicationssuchastiretracks,garbage,andevenYouTubevideothat
peopleweretrespassinginthearea.Severalbrushfiresintheproximityhadbeenextinguished
bythelocalvolunteerfirecompanyinthepastcoupleyears,andthefiremayhavebeenignited
byATVridersburningtiresonthespoilbank.
Theprojectinvolvedobtainingenvironmentalclearances,establishingawatersupply,
establishingerosionandsedimentation(E&S)controls,excavatingandquenchingtheburning
refuse.
Uponcompletionofthequenchingofthefire,thedisturbedareaswerecleanedup,
regraded,seeded,andtheequipmentdemobilized.Shortlyafterexcavationoftherefusepile

commenced,itwasapparentthefirewasmuchlargerthananyoneanticipated.
CompletedonMay28,2014,ittooknearlyfourmonthsofcontinuousworktofinally
extinguishthefire,atanultimatecostof$2,213,477.80.
Thefirewaslocatedwithinalargebankapproximately1,200feeteastofJeffersonStreet
inFellTownship,aboutaquarterofamilefromtheLackawannaRiver.
Thehistoryofthesitestretchesbackmorethanacentury,startingwhenrefusehadbeen
depositedfromtheSimpsonCollieryandNorthwestCoalCompanyBreaker,whichhadbeen
operatedbyseveralcompaniesonthesitebetween1885and1964.
Themajorityofmaterialcamefromdeepmining,butsomestripminingwasperformed
inthe1950sandearly1960s.
Theawardrecognizesanexemplaryreclamationprojectthatemphasizestheelimination
ofdangeroushealth,safety,andenvironmentalproblemsresultingfromabandonedminelands
withinOSMREsAppalachianRegion.
ThisprojectisagreatexampleofthegoodworkaccomplishedbyPennsylvanias
abandonedminelandreclamationprogram.Thatworkreclaiminghazardousabandonedmines,
restoringlandsandwatersaffectedbylegacymining,andworkingwithpartnershelpsour
communitiesbycreatingjobs,usableland,restoredwaters,andanenvironmentfreefrom
hazards,saysStefanko.

theUSFSFHP,describedEggenasaleaderaffectingpositivechangeinforesthealth
monitoring,managementandaviationsafetyforoverthreedecades.
WorkingoutofthebureausHarrisburgheadquarters,Eggenoverseesforestpest
managementeffortsacrossthestatethataddressthegypsymoth,emeraldashborer,hemlock
woolyadelgidandmanyotherforestpests.
HewasaprincipaladvocateinestablishingandChairingtheAerialApplicationSafety
CouncilisregularlyengagedwiththeForestHealthMonitoringandAerialSurveyWorking
Groupsandfrequentlyorchestrateskeymeetingsandtrainingforstateafederalpersonnel,said
Rabagli.Donroutinelyemergesasapositiveandwellrespectedexpert,goingfarbeyondthe
dutiesofhispositionandsettlingfornothinglessthanexcellenceinforesthealthandaviation
safety.
ThefederalforestryofficialnotedEggenseffortshavesignificantlyinfluencedand

measurablycontributedtowardanexceptionalsafetyrecordnotonlyforhisstatepersonnel,but
forFHPandpartnerorganizationsnationally.

throughNovember4.
ThePennsylvaniaClimateChangeAct(Act70),enactedbytheGeneralAssemblyin
2008,directedtheDepartmentofEnvironmentalProtectiontoconductastudyofthepotential
impactsofglobalclimatechangeonPennsylvaniaoverthenextcentury.
Thisreportisthesecondupdatetotheoriginalreportpublishedin2009.
ThereportwasauthoredbyDr.JamesShortlewithassistancefromamultidisciplinary

teamofcolleaguesatPennState.
Overview
Pennsylvaniansshouldpreparefordangerouslyhighsummertemperaturesandmore
severestorms,increasedthreatofcertaindiseasescarriedbyinsects,anddrasticchangesto
agricultureandwaterquality,accordingtoanewreportontheimpactofclimatechangefrom
PennStateUniversity.
Thescientificdataisclear:climatechangeishappening,andtherewillbeimpactsto
Pennsylvania,saidDr.JamesShortle,leadauthorofthereport.Theeffectsofclimatechange
willbefeltacrossallpartsofPennsylvaniaagriculture,humanhealth,waterquality,energy,
evenoutdoorrecreationwillbeaffected.
The2015ClimateImpactsAssessmentreportfoundthatPennsylvaniahaswarmed1C
(1.8F)inthepast110years,andwillincreaseatanacceleratedrate.By2050,itisexpectedthat
Pennsylvaniawillbe3C(5.4F)warmerthanitwasintheyear2000.
Thereportnotesthatby2050,Philadelphiasclimatewillbesimilartocurrentday
Richmond,VA,andPittsburghwillbesimilartocurrentdayWashington,DCorBaltimore,MD.
Thisreportshowsthatclimatechangeisrealityanditwillgetworse,anditwillaffect
keysectorsoftheeconomy,ourhealth,andourqualityoflife,saidDEPSecretaryJohn
Quigley.Wemustrespondtothischallenge,anddosoinawaythatstrengthensPennsylvanias
economyandimprovestheenvironmentwelivein.Theentirestatewillexperiencetheeffects,
andwemustalltakenoteoftheconsequencesofourchangingclimateasdetailedbyDr.Shortle
andhiscolleagues.
Somekeytakeawaysfromthereportinclude:
Climatechangecouldworsenairquality:increasingpollenconcentration,moldconcentration,
andgroundlevelozone,causinglongerallergyseasons,aggravatingasthma,andincreasing
mortalityamongatriskpopulations.
VectorbornediseaseslikeWestNilevirusandLymediseasecouldincreaseduetomore
favorableconditionsformosquitoesanddeerticks.
Increasedprecipitationinmanypartsofthestatecouldleadtohigherfloodrisksandthreaten
safedrinkingwatersupplies.
Warmertemperatureswillbringmorefavorableconditionsforagriculturalpestslikeweeds
andinsects.
Severestormsstrengthenedbywarmertemperaturescouldaffectreliableelectricservice
andthreatencurrentelectricinfrastructure.
Somechangeswillbepositive:longergrowingseasonsandmoretolerabletemperaturesfor
cropsnotcurrentlygrowninPennsylvaniaoffernewopportunitiesforfarmers.

MasterWellOwnerNetworktrainedvolunteerswhoarededicatedtopromotingtheproper
construction,testing,andmaintenanceofprivatewaterwells,springsandcisternsthroughout
Pennsylvania.
Sinceitsinception,hundredsofMWONvolunteershaveprovidededucationtonearly
37,000privatewatersupplyownersthroughoutthestate.
Volunteerswhorecentlycompletedtheonlinecourseinspring2015said:Excellent
trainingappreciatedthebookaswellasthewebinarstoreallyemphasizethemainpoints.Very
wellorganized,I'mexcitedtosharethisinformationwithothers.Thepresentationswerevery

barely10feetwide,asitpouredoutofKiwanisLake
actuallyalargeconcretelinedpondinthemiddleof
York,PA.
Astormdrainpipestuckoutofanadjacentbridge
abutment,waitingforthenextrainfalltoaddtothe
streamsflow.
ThefactthatWillisRunwasfarfrompristinehardly
matteredtothestudentsfromnearbyFerguson
ElementarySchool,whochantedtheirmostpressing
question:
Arewegoingtogetintothewater?
Weare!repliedTobyLiss,ofAudubonPennsylvania.
Yay!theexcitedstudentsyelledback.
Lissdoledoutsomelastminuteinstructionsabouthowtolookforstreaminsectsand
crayfish,includingthepropertechniqueforturningoverrocks,asthestudentsgrabbedtheirnets.
Thenitwasdownthebankandintothestream,thepayoffforlessonsovertheprevious
monthsaboutstreamsandtheirnaturalsystems.
TheFergusonElementarystudentsillustrateagoalsetinthenew
ChesapeakeBay
WatershedAgreement
thatcalledforeachstudentintheregiontograduatewiththeknowledge
andskillstoactresponsiblytoprotectandrestoretheirlocalwatershed.
Tohelpmeetthatgoalofdevelopingenvironmentalliteracy,theagreementcallsforeach
studenttohaveameaningfulwatershededucationalexperienceatleastonceeachin
elementary,middleandhighschool,iffundingisavailable.
Thatsanincreasefromthepreviousagreement,whichcalledforonlyasingleoutdoor

experience.
Multipleexposuresarewhattheresearchshowsisreallyimportant,saidShannon
Sprague,environmentalliteracymanagerwiththeNationalOceanicandAtmospheric
AdministrationsChesapeakeBayOffice.Buildinguponitthroughtheireducationtenureis
veryimportant.Thoseonetimeexperiencesarenotasindicativeinchangingstewardship
behaviorasmultipleexperiences.
Still,thatsachallenge.TheBayProgramsnewmanagementstrategywrittentoachieve
thegoalacknowledgesthedifficultyofthetask,aseducationprioritiesaresetbyabout600
differentschooldistrictsacrossthewatershed.Andenvironmentaleducationcanmeshwith
prioritiessetbyrecentnationaleducationalreformefforts,itisnotarequiredelement.
Further,fundingisanongoingissue.Thelargestsinglesourceoffundinghasbeen
NOAAs
BayWatershedEducationandTraining
,orBWET,program.Thatprogramtypically
receivesabout$2.5millionayeartosupportprogramsacrosstheentirewatershed,butits
fundinghasalwaysbeentenuous.
Wearecreatingmodelprograms,Spraguesaid.Wearenotgoingtobeabletofund
everything.
AudubonPennsylvania
hasbeendevelopingoneofthosemodelswiththeCarlisleand
Yorkschooldistrictsforseveralyears,takingabout1,000studentsintothefieldannuallywith
thesupportofBWETandothers.
AmyWeidensaul,directorofCommunityConservation&EducationwithAudubon
Pennsylvania,saidtheschoolswerechosenbasedonsupportbothfromindividualteachers,who
areexpectedtoincorporatethethemesintotheirteaching,aswellasfromschoolanddistrict
administrators.Audubondoesntwanttoputeffortintobuildingaprogramforthedistrictonly
tohaveitfizzleoutafterayearorso,shesaid.
Inaddition,Audubonisworkingtobuildavolunteercorpstohelpwiththeprogramand
fieldtriptohelpkeepprogramcostslow.
Thetripintothefieldandstreamwastheculminationofaprogramthatbegan
monthsearlier,asAudubonstaffersmademultiplevisitsduringtheschoolyear,withlessons
aboutwaterquality,habitatsandecosystems.
UsingGoogleMapsandGoogleEarth,studentslearnedaboutwatersheds,andhow
nearbyWillisRunconnecteddownstreamtoCodorusCreek,whichdrainsintotheSusquehanna
Riverwhich,inturn,emptiesintotheChesapeakeBay.
Theytaughtthestudentshowtousebinocularsandnets,howtotestwaterquality,and
howthetypesofstreamdwellerstheyfindcanindicatethehealthofthestream.Thestudents
learnhowactionsonthelandaffectwaterquality,andhowthingslikestreambufferscan
mitigatesomeimpacts.
OnthevisittoKiwanisLakeandWillisRun,theygothandsonexperienceabouthow
theycanmakeadifferenceinrestorationbyremovingnonnativeplantspecies.
Andtheylearnedhowtoassessthesuitabilityofthesurroundingparklandasbird
habitat.KiwanisLakehastheaddedattractionofhostingthenestingpopulationsoftwobird
specieslistedasendangeredinthestateblackcrownednightheronsandgreategretseven
thoughitisinthemiddleofacity.
Weuseitasachancetobuildneighborhoodpridethatthesebirdshavechosenthis
neighborhoodtoraisetheiryoung,Weidensaulsaid.
Butformany,thechancetowadeinthestreamnetinhandappearedtobethehigh

pointoftheday.

TheInternationalCoastalCleanupisthelargestvolunteer
effortaimedatimprovingthehealthoftheocean,bringing
outhundredsofthousandsofvolunteersfromaroundthe
worldtoremovemillionsofpoundsofplasticsanddebris
frombeaches,lakesandwaterways.Thiseventhasgrowntoincludeparticipationbyall50
statesandU.S.territoriesand90countrieswiththenumbergrowingeachyear.
KeepPABeautifulcoordinatesthiseffortinPennsylvania.
In2014,12,809volunteersfrom50countiescanvassedtheircommunitiestoremove
646,210poundsoftrashanddebrisfromPennsylvaniaswaterwaysandcoastalregionsduring
theInternationalCoastalCleanupevent,saidShannonReiter,PresidentofKeepPABeautiful.
Ourgoalistohaveparticipationfromall67countiesforthisglobaleffort.
Anycleanupsiteiseligiblesinceweallliveinawatershedandallwaterwaysflowinto
ourcoastalwaters.InternationalCoastalCleanupDaywillbeheldonSeptember19,however,
ICCeventscanbeheldfromSeptember1throughOctober31.

thelimitsoftheJeansvilleminefireinBanksTownship,CarbonCounty.
DEPsBureauofAbandonedMineReclamationiscontinuingtomonitortheprogressof
effortstoextinguishthisminefire,saidJohnStefanko,deputysecretaryforOfficeofActive
andAbandonedMineOperations.Weareworkingwiththecontractortocompletethe
exploratorydrillingworkasfastasissafelypossible.
MinichiInc.,ofDupont,LuzerneCountyhasdrilled38oftheproposed51holes.Drilling
activityisexpectedtofinishbytheendofAugust,butcouldbeextendedifadditionaldrillingis
neededtoaccuratelydefinethelimitsofthefire.
Theminefireisburningbeneathapproximately29acresofminelandownedbyPagnotti
Enterprises,ofWilkesBarre.HazletonShaftCorporationisactivelyminingaportionofthe
propertyandisextinguishingpartsoftheminefireburningwithinthepermittedarea.
DEPstaffhavebeenmonitoringtheairnearthefirewithsophisticatedequipment,both
daytimeandovernightforthepresenceofhydrogensulfide,carbonmonoxide,andcarbon
dioxide,saidMikeBedrin,directorofDEPsNortheastRegionalOffice.Weareconfident
therearenodangerousgasesthatcouldimpactthehealthandsafetyofnearbyresidents.
Todate,DEPsBureauofAirQualityhascompleted25airmonitoringsessionsateight
differentareaswithina1to1mileradiusofthefire.Monitoringresultshavenotshownany
dangertohumanhealth.
InJuly,thedepartmentaddedtheeighthsite,anareaalongRoute93inthevillageof
Coxeville,attherequestofBanksTownshipSupervisorsonbehalfofresidentsinthat
community.Airmonitoringwillcontinue,andadditionalmonitoringsiteswillbeaddedif
necessary.

Thedebateonglobalclimatechangeisentirelyapoliticalone,notascientificone,said

signatories.Thereisaclearconsensusgreaterthan97percentfromthepeerreviewed
scientificliteraturethathumanactivityhascausedclimatechange,andthataresponseto

Astheeffectsofglobalclimatechangecontinuetoincreasewithstrongerstorms,harsher

Thisplaniscriticalforourfuture,andweoughttotakeindustrywarningsabout

In2014,about1.8billiongallons,42,919,000barrels,ofwastewaterwasproduced.That
isaboutthesameamountaswasproducedin2011.Mostofthiswasproducedwater,thewater
thatcomesfromwellsaftertheyareputintoproduction.In2011thegreaterfractionwasfrac
water.
ThereportsaidmuchofthecreditforrecyclinggoestothemembersoftheWater
ResourcesAdvisoryCommitteeandtheDepartmentofEnvironmentalProtectionBureauof
WaterStandardsstaffwhoin2009workeddiligentlywiththeindustrytocrafttheregulations
thathavebeensosuccessfulinpromotingreuse.

Theremaybeapointinthefuturewheretotalfracflowbackfluidandproducedwater
volumesdoexceedthetotalvolumeofwaterusedtofracturewellsinthestate.Butthatpointhas

BusinessesinthegeneralquarantineareaneedtoobtainaCertificateofLimitedPermit
fromthedepartmentinordertomovearticles.Criminalandcivilpenaltiesofupto$20,000and

TheSpottedLanternfly,aninchlongblack,redandwhitespottedpest,isnativetoChina,
India,JapanandVietnam.ItsaninvasivespeciesinKorea,whereithasattacked25plant
specieswhichalsogrowinPennsylvania.
SpottedLanternfly,Lycormadelicatula,attacksgrapes,apples,pinesandstonefruits.It
oftenattachestothebarkofTreeofHeavensometimesreferredtoasParadiseTreean
invasivespeciessimilartoSumacthatcanbefoundaroundparkinglotsoralongtreelines.
Adultsoftenclusteringroupsandlayeggmassescontaining3050eggsthatadhereto
flatsurfacesincludingtreebark.Freshlylaideggmasseshaveagreywaxymudlikecoating,
whilehatchedeggsappearasbrownishseedlikedepositsinfourtosevencolumnsaboutaninch
long.TreesattackedbytheSpottedLanternflywillshowagreyorblacktrailofsapdownthe
trunk.
Thedepartmentisinvestigatingthequarantinedandsurroundingareastoassessthe
spreadandimpactofthepest.Additionaltownshipsmaybeaddedtothequarantine.
InJuly,surveillancecrewsbeganmonitoringLehighandMontgomerycountiestoensure
thattheSpottedLanternflyhasnotmovedbeyondtheBerksCountyline.Whilethereisno
indicationthepesthasspreadtobeyondthequarantinedareas,officialsbelievethisisaprudent,
precautionarymeasure.
