Under the supervision of the Representative, responsible for the planning, development and
implementation for the integrated monitoring and evaluation strategies in support of the
country programme.

The key responsibilities of the Monitoring and Evaluation Specialist will be:

Contributes towards the preparation of the Situation Analysis and its periodic updates. Contributes to
UNICEFs participation in the CC/UNDAF preparation and monitoring process ensuring adequate input
on children and womens rights. Prepares Country Programme integrated monitoring, evaluation and
research plans.

Participates in Programme mid-term review, annual reviews, previews, meeting. Provides technical
advice to programme staff, government officials and other counterparts on planning and management
of integrated monitoring and evaluation.

Designs data collection methodologies and research related to programme interventions: (Sentinel Site
Survey, RAP, CAP etc.). Conducts research and data analysis. Assists in the introduction of new
approaches and methods in project monitoring and evaluation.

Assesses trends and measures outcomes relating to achieving NPA goals, in context of country
programme. Maintains a data bank of social indicators on the situation of women and children.

Prepares the Monitoring and Evaluation sectoral documents for the Country Programme.

Participates in the development of the Monitoring and Evaluation sections workplan, ensures
compliance to specific assigned objectives. Provides guidance and technical support to staff of country
office and counterparts.

Assists Government authorities to plan and organize M&E training programmes. Identifies training
needs for the purpose of capacity building in monitoring and evaluation. Liaises with the regional M&E
Officer and the Evaluation and Research Office at UNICEF Headquarters in this regard.

Participates in intersectoral collaboration with the Information/Communication staff in the selection


and dissemination of statistical results from the Situation Analysis to national and local levels.

Meets with national and international agencies covering the management of a SWAP on Statistical
Information. Participates in the meeting with Ministries responsible for programme review, and follows
up on implementation and recommendations and agreements.
Minimum
Requireme
nts:

-Advanced university degree in Social Science, Demography, Development, Planning,


Statistics or a related technical field.
-Five years of progressively responsible professional work experience at national and
international levels in programme monitoring and evaluation. Practical experience in
community-based research.
-At least one instance of exposure to emergency programming, including preparedness
planning. Active involvement in a humanitarian crisis response programme preferred.
-Fluency in English and Spanish written and oral- is required.
