1. References:
a. Letter from Director Editha Semilla-Puddoc, Assistant Regional
Director, NAPOLCOM 4A dated August 25, 2015 addressed to RD,
PRO4A;
b. Memorandum from Commissioner EDUARDO U ESCUETA, ViceChairman and Executive Officer, NAPOLCOM addressed to C,PNP;
and
c. PP No. 461, dated August 31, 1994, declaring the first week of
September of every year as National Crime Prevention Week.
2. This pertains to the 21st annual observance of the National Crime Prevention Week
(NCPW) that will be held from September 1-7, 2015 with the theme: Krimen ay
Tuldukan, Karapatan ay Igalang
3. The NCPW observance this year is geared towards adopting the Community and
Service-Oriented Policing (CSOP) System, aimed at building collaborative
patnership between the law enforcement agencies, local excutives and community,
promoting peace and order, ensuring public safety as well as strengthening the local
government capability for the effective delivery of basic services to the citizenry.
4. In order to bolster a system of coordination and cooperation, all PNP units/offices
under PRO4A (CALABARZON) are directed to coordinate with the local executives
and the community to identify issues and concerns in the area on how basic services
can be delivered more effectively through joint programs and projects, which should
be implemented by means of collaboration and cooperation, and complementation of
funds, personnel and logistics.
5. Recognizing that keeping the communities safe is not just the responsibility of
the police, the objectives of the coming celebration are as follows:
a. Strengthen the support of local chief executives in crime prevention
and community policing;
b. Collaborate with other stakeholders for effective community
policing; and

c. Revitalize the communities, and create secure and


environment through the implementation of CSOP System.

To ensure a successful celebration, you are hereby directd to issue
City and Municipal Police Stations/Precincts, PPSCs and other units in your AOR to
undertake crime prevention projects and activities in their respective areas of
jurisdiction, in coordination with NAPOLCOM Provincial Offices, to include the
conduct of community dialogues to identify issues and concerns on peace and order,
and public safety as well as effective delivery of basic services to the community.

Likewise, you are directed to incorporate your program of action in
your calendar of annual activities and allocate funds for the purpose to effectively
implement various programs, projects and activities which were developed or
formulated through the CSOP System.

Attached is the sample format of Tarpaulin for this years NCPW
celebration. Submit consolidated After Activity Reports with action pictures and
tabulation of activity three days after the culmination of NCPW celebration.
