CHAPER III

ACTIVITY

A. The placement of work


During the COOP program author placed at the Logistic Land, Sea, and Air
(LSA) at LSA/toll/OFF in Total Logistic Tanjung Batu, with Mr. Eddy Soesanto as
Head Services and as mentor Mr. Asep Burhanudin% u2013 Juwaini Fahmi with a
position as a logistics supervisior at Tanjungbatu.

Participants of the COOP has a mentor who is selected from one of the officer
and to provide Logistic Tanjung Batu would be no Supervisor who will guide and
provide a referral patterns of work that will be done during the COOP program in

progress.

B. Activities Performed
The activity of work done during in Tanjung Batu logistic is:
1. Fresh Water back charge project
Background:
In contractual arrangement, rigs should have the ability to fulfill its own water,
for example, it has water maker by its own. However , if there a special situation where
rigs were not able to meet their needs, for example because of the damage of water
maker TEPI should give the supply of clean water for the sake of keeping the smooth
running of the production activity. Of course it is not just for free, TEPI would impose a
charge back mechanism to the contractor third parties such as the payment for service.
Currently there is no basic mechanism to calculate the value of the buyback
charge. The purpose of this project is to make a basic system to calculate similar
problems. In 2003 , TEPI issued a memo detailing the mechanism of the charge back .In
the memo there are 3 type charge back mechanisms:
1. The supply of fuel and clean water where the product of TEPI in the transfer using
three parties using contractor ship. The parameters that must be calculated:
o Fixed cost : The cost of preparation , supervision , and the risk of security
and environment to be borne by TEPI.
o Variable cost : Actual price of fuel or the X clean water the quantity of
products in the supply.
o Administration fee : (10% * (fixed cost + variable cost))
1. Shipment use: the TEPI ships fleet. Be used to transport the product of a third
party contractors .Parameter that must be in the count:
o Fixed cost : The cost of preparation , supervision , and the risk of security
and environment to be borne by TEPI.
o Variable cost : The time of preparation in actual x ( the rental price of a ship
daily + salary the crew)
o Administration fee : (10% * (fixed cost + variable cost)
2. Door-to-door service: In product TEPI conveyance using a fleet of ships
TEPI to fulfill needs konraktor into three parties .Parameters that must be
in the count:

o Fixed cost : The cost of preparation , supervision , and the risk of security

o Variable cost -1: The time of preparation in actual x ( the rental price of a
ship daily + salary the crew)
o Variable cost -2: Actual price of fuel or clean water x the quantity of
products in the supply
o Administration fee : (10% * (Fixed cost + variable cost -1 + variable cost2)
Logistics base in Tanjung Batu supplies 3 type fleet off the coast of belonging to
TEPI:

o Parameswara that operated by Shelf Drilling
o Soehanah that operated by PT APEXINDO
o Constellation-1 that operated by Transocean Ltd.
o Hakuryu-10 that operated by Japan Drilling Company (JDC)
Barge :
o Logindo reliance that operated by PT Logindo
o Logindo radiance that operated by PT Logindo
o Fiore that operated by TBC
o Pelangi operated by Tirta mas
Off shore ships: TEPI Full responsibility for the fulfillment of their clean water
needs .Covering the ships AHTS, tug boat, surfer, etc.
The mechanisms and parameters needed:

The supply amount of clean water (in Metrik Ton)


The total of boat load > total of deck, bulk, dan liquid tank of the carrying ship

(in Metrik Ton)


The daily cost of the ships (USD/day)
Cost of the fuel (aktual)
The consumption of fuel (in Liter)

Some of the calculation used for determination:


Back charge = fix cost + variable cost -1 + variable cost -2 + administration fee
o Fix cost = US$ 138.80 (preparation cost, supervision, security risk and
Environment that must be borne by TEPI)

o Variable cost -1 = ((duration transport *( the rental price of a ship daily + salary
the crew)* cargo coefficient)
Transport duration: count as different time since the sips depart from
POSB Tanjung Batu until the end of time of transfer of the clean water.
The rental of the ships daily (in USD/day)
Minimum daily salary of the ship crew: US$ 68.40 (international)
Cargo Coefficient: Clean water amount / total ship load
o Variable cost -2 = variable fresh water + variable fuel
Fresh Water Variable = fresh water per metric ton * total fresh water (in MT)
Fuel Variable = consumption fuel (L)* fuel cost (aktual USD/L)
Administration fee = 10 % * (fix cost + variable cost -1+ variable cost -2)

2. AHTS Fuel Monitoring


AHTS mainly built to handle anchors for oil rigs, tow them to location, anchor
them up and, in a few cases, serve as an Emergency Rescue and Recovery Vessel

(ERRV). They are also used to transport supplies to and from offshore drilling
rigs. Many of these vessels are designed to meet the harsh conditions of the
North Sea, and can undertake supply duties there between land bases and
drilling sites. In order to control the fuel that used by the vessel, TEPI creates
form in excel to control the use of the fuel by monitoring it every day by asking
the vessel crew to send a vessel daily report every day.

3. CCU Report and Record


CCU Report and Record is activity in tracking every movement of CCU
( Cargo Carrying Unit ). CCU is used to send general cargo which allows it to
packed into it, CCU with the shipment goal from/to Offshore. CCU Composed
of different kinds as an example: Pallet Basket ( PB ), General Basket, Waste
Basket, Long Basket, etc. there are 120 CCU type of Pallet Basket that traced by
this job. Every day this CCU recorded base on the manifest shipment of the ship
that carrying this CCU.

3. Create Summary Boat Planning

4. Create CeRMAT and CeRMAT Record


In making CeRMAT report When see the condition and behavior that not
safe, every anomalys we has to report it in order to reduce accident at work.

Every CeRMAT that already record a week before when that report has already
do action we have to check it so we know that report has already closed. When
there was an act in the condition of not safe hence it is necessary to conduct
scrupulous to then immediately carried out the act of the prevention of the
occurrence of an accident . Every report that already reported to be in
accordance with the actual state.

5. Participant in HSE Management Visit and Committee Meeting IV


HSE Management Visit and Committee Meeting IV Is two monthly agenda
(bimonthly) that set by TOTAL in purpose to visit site in order to increase safety
work in site and to told worker to increase self Consciousness to behave safe.
HSE Management Visit Is management total visits To the ship. The purpose of
this site management visit is to To give a , how the importance of safety in
accordance with standard procedure in the work of Total are and contractor.
Meanwhile Committee Meeting IV Have aims to improve safety that are at Tj.
Batu region. In the committe meeting IV Less inclined to observation in the field
for the purpose of finding the possibility of action and a situation that is not safe
who are in work environment.

6. Creating Report
Having finished undergo the COOP program , these practices writer is
obliged to make a report handed up to HRD, as a result of job description while
doing the COOP program for 6 months in every division. And the writer also
wants to say many thanks to TEPI and every crew on Tj. Batu site that has
helped the writer to finish this COOP program.
