School Distrrict Comparrators
T
The market asseessment included data from 14 school
s
districts identified as peeer districts. Sixx of the 14 distriicts were identiffied by the
W
Washington Staate Auditors Offfice as peer disttricts, and the reemaining eight regional districtss were identifiedd by the Districtt.
A
Additionally, Seegal Waters gath
hered local area employer data for three skilled
d trade positionss.

P
Pay range, pay supplement,

ormation was gaathered from collective bargainning agreements provided by thee school
ddistrict comparaators.
IIt is important to
o note that somee differences maay exist between
n Spokane Publiic Schools jobss and the positioons that are usedd as market
m
matches in this study.
s
Despite these
t
differencees, we think the job
j matches in this
t report refleect the most com
mparable positionns based
oon competencies, abilities, know
wledge, and skillls.

Data Adjusttments
G
Geographic Adjustments
A
T
To recognize thee geographic co
ost differences among the locatiions, we adjusted salaries usingg the geographicc wage and salarry
ddifferentials (cost of labor diffeerentials) reporteed by the Econo
omic Research In
nstitute (ERI) inn 2014, as show
wn in Table 2. O
Of the 14
sschool districts, nine (9) requireed a negative ad
djustment because the costs in th
hese areas are hhigher than in Sppokane. Five (55) required
nno adjustment because
b
the costss in these areas are comparable to Spokane.

nts were only applieed if the cost-of-lab
bor was more than 2.0% higher or low
wer than Spokane, WAs cost-of-laboor
4
IIt is important to
o note that thesee cost-of-labor differentials
d
may
y not be the sam
me as cost-of-livving differences.. While cost-of-living
m
measurements reflect the supply
y and demand for
fo goods and services, cost of laabor measuremeents reflect the ssupply and dem
mand for
eemployees. For example, housin
ng costs in the Puget
P
Sound areea are significan
ntly higher than in Spokane, whhich places an uppward
ppressure on the cost of living in
ndex. Nevertheleess, the supply of
o eligible workers is also higheer in the Puget S
Sound area, whiich places a
ddownward presssure on the cost of labor. Conseequently, while we
w see differencces between Spookane and Pugeet Sound in the ccost of
llabor, the cost of
o labor differencce is not as greaat as the cost of living differencce.
E
ERI emphasizess that for adjussting salaries in a market study such as this onee the cost of laabor differentialls provide a morre accurate
m
method of deterrmining whetherr employers are paying a compeetitive wage app
propriate to a givven geographic area.
C
Certificated
d Work Yearr and Work Day
D
S
Since annual paay was gathered for certificated positions, the nu
umber of annuaal work days waas taken into connsideration. Forr
ccertificated jobss, all comparatorrs have a work year
y of 180 dayss, therefore no work
w
year adjusttments were neccessary. Hourlyy pay rates
w
were collected for
f all other reprresented position
ns.
F
For certificated position, compaarator school disstricts define a 7.5
7 hour work day
d inclusive of a 30 minute lunnch period. Spokanes
ddefinition of a 7 hour day exclu
usive of a lunch period amountss to the same deffinition of a dayy. Therefore, noo adjustments w
were made
ffor differences in
i work day.
