Section 330. Definitions

As used in this chapter -

(1) The term "Secretary" means the Secretary of Commerce.

(2) The term "person" means any individual, corporation,


company, association, firm, partnership, society, joint stock
company, any State or local government or any agency thereof, or
any other organization, whether commercial or nonprofit, who is
performing weather modification activities, except where acting
solely as an employee, agent, or independent contractor of the
Federal Government.

(3) The term "weather modification" means any activity


performed with the intention of producing artificial changes in
the composition, behavior, or dynamics of the atmosphere.

(4) The term "United States" includes the several States, the
District of Columbia, the Commonwealth of Puerto Rico, and any
territory or insular possession of the United States.

SHORT TITLE
Pub. L. 92-205, which is classified to this chapter, is popularly
known as the "Weather Modification Reporting Act of 1972".

Section 330a. Report requirement; form; information; time of submission

No person may engage, or attempt to engage, in any weather


modification activity in the United States unless he submits to the
Secretary such reports with respect thereto, in such form and
containing such information, as the Secretary may by rule
prescribe. The Secretary may require that such reports be submitted
to him before, during, and after any such activity or attempt.

Section 330b. Duties of Secretary

(a) Records, maintenance; summaries, publication


The Secretary shall maintain a record of weather modification
activities, including attempts, which take place in the United
States and shall publish summaries thereof from time to time as he
determines.

(b) Public availability of reports, documents, and other


information
All reports, documents, and other information received by the
Secretary under the provisions of this chapter shall be made
available to the public to the fullest practicable extent.
(c) Disclosure of confidential information; prohibition; exceptions
In carrying out the provisions of this section, the Secretary
shall not disclose any information referred to in section 1905 of
title 18 and is otherwise unavailable to the public, except that
such information shall be disclosed -

(1) to other Federal Government departments, agencies, and


officials for official use upon request;

(2) in any judicial proceeding under court order formulated to


preserve the confidentiality of such information without
impairing the proceeding; and

(3) to the public if necessary to protect their health and


safety.

Section 330c. Authority of Secretary

(a) Information; reports and records; inspection; availability of


data from any Federal agency as limitation of authority
The Secretary may obtain from any person whose activities relate
to weather modification by rule, subpena, or otherwise such
information in the form of testimony, books, records, or other
writings, may require the keeping and furnishing of such reports
and records, and may make such inspection of the books, records,
and other writings and premises and property of any person as may
be deemed necessary or appropriate by him to carry out the
provisions of this chapter, but this authority shall not be
exercised to obtain any information with respect to which adequate
and authoritative data are available from any Federal agency.

(b) Noncompliance; application of Attorney General; jurisdiction;


orders; contempts
In case of contumacy by, or refusal to obey a subpena served upon
any person pursuant to this section, the district court of the
United States for any district in which such person is found or
resides or transacts business, upon application by the Attorney
General, shall have jurisdiction to issue an order requiring such
person to appear and give testimony or to appear and produce
documents, or both; and any failure to obey such order of the court
may be punished by such court as a contempt thereof.

There are authorized to be appropriated $150,000 for the fiscal


year ending June 30, 1972, $200,000 each for the fiscal years 1973
through 1980, $100,000 for the fiscal year ending September 30,
1981, $100,000 for the fiscal year ending September 30, 1986,
$100,000 for the fiscal year ending September 30, 1987, $100,000
for the fiscal year ending September 30, 1988, to carry out the
provisions of this chapter.

§ 908.3 Activities subject to reporting.

(a) The following, when conducted as


weather modification activities, shall
be subject to reporting:

(1) Seeding or dispersing of any substance


into clouds or fog, to alter drop
size distribution, produce ice crystals
or coagulation of droplets, alter the development
of hail or lightning, or influence
in any way the natural development
cycle of clouds or their environment;

(2) Using fires or heat sources to influence


convective circulation or to
evaporate fog;

(3) Modifying the solar radiation exchange


of the earth or clouds, through
the release of gases, dusts, liquids, or
aerosols into the atmosphere;

(4) Modifying the characteristics of


land or water surfaces by dusting or
treating with powders, liquid sprays,
dyes, or other materials;

(5) Releasing electrically charged or


radioactive particles, or ions, into the
atmosphere;

(6) Applying shock waves, sonic energy


sources, or other explosive or
acoustic sources to the atmosphere;

(7) Using aircraft propeller


downwash, jet wash, or other sources of
artificial wind generation; or

(8) Using lasers or other sources of


electromagnetic radiation.

(b) In addition to the activities listed


above, other similar activities falling
within the definition of weather modification
as set forth in § 908.1 are also
subject to reporting.

(c) The requirement for reporting


shall not apply to activities of a purely
local nature that can reasonably be expected
not to modify the weather outside
of the area of operation. This exception
is presently restricted to the
use of lightning deflection or static
discharge devices in aircraft, boats, or
buildings, and to the use of small heat
sources, fans, fogging devices, aircraft
downwash, or sprays to prevent the occurrence
of frost in tracts or fields

Abstract: On July 12, 1978 the Weather Modification Advisory Board submitted
its final report to the Secretary of Commerce. The report proposes a
national program for weather resources management, the program to
be managed by a federal Board with considerable autonomy as part of
the National Oceanic and Atmospheric Administration. Funding would
be $37,000,000 for the first year, more than twice the amount now
being spent, and would rise to $90,000,000 by the fifth year. Although
agriculture stands to gain the most from weather modification, water-
resources, energy and transportation sectors could also benefit greatly.
The report states that by the 1980’s cloud seeding could be sufficiently
developed and reliable enough to increase mountain snow and midwest
rain by 10% to 30%. Increasing precipitation could help compensate
for year-to-year variations in rainfall, although it could not be expected
to relieve droughts. Additional water could be provided for power
generation, irrigation and municipal uses.

Cloud seeding (also known as weather modification) is the deliberate treatment of


certain clouds or cloud systems with the intent of affecting the precipitation process(es)
within those clouds. Application of this technology is increasing world-wide. This page
addresses some key questions relating to cloud seeding and its practical uses. References
are provided at the end of this document keyed to numbers at the end of the highlighted
topics.

When did application of modern cloud seeding technology begin?


Attempts to modify the weather have been conducted for centuries. However,
modern cloud seeding dates from the late 1940's, springing from a discovery at
the General Electric labs in Schenectady, New York in 1946. The ability of dry
ice shavings to convert supercooled water droplets (those existing as water at
temperatures colder than freezing) to ice crystals was observed during the conduct
of an unrelated experiment. Later consideration of those observations led to a
series of laboratory trials which demonstrated the nucleating properties of various
materials in certain cold cloud conditions. Trials in the atmosphere soon
followed, and operational cloud seeding programs began in about 1950.

What are the most common applications of cloud seeding technology?


The most common intended effects of cloud seeding include precipitation increase
(rain and/or snow), fog dispersal (visibility improvement) and hail suppression.
Of these, the majority of operational projects focus on precipitation increase.

Is cloud seeding effective?


Trials conducted by various researchers under laboratory conditions have
documented the effects of cloud seeding materials. Numerous scientific
experiments have been conducted to investigate/demonstrate the effects produced
by cloud seeding in the atmosphere on various cloud types in a variety of climatic
regions. Evaluations (usually statistical) have been made of many operational
programs. The results of many of these efforts have been published in the
scientific literature and in industry journals.
Summarizing the collective evidence from the various studies and operational
projects, Capability Statements have been published by the Weather Modification
Association, the American Meteorological Society and the World Meteorological
Organization. For precipitation augmentation, the accepted magnitude of increase
to be expected from well-designed and properly conducted projects ranges from
5% to 20% for winter precipitation in continental regions and from 5% to 30% for
coastal areas. For warm season precipitation increase, single-cloud experiments
have indicated increases as large as 100%. Area wide increases over a project
area vary with the frequency of occurrence and spatial coverage of suitable cloud
systems, plus the ability to treat all favorable clouds. Hail suppression
effectiveness, based upon surface hail data, is estimated to be in the range of a 20-
50% reduction.

Who conducts cloud seeding activities?
The large majority of cloud seeding projects are conducted by a handful of highly
specialized commercial firms, working under contract to a variety of sponsors.
Some water agencies and hydroelectric power generation companies conduct their
own programs. Researchers continue to conduct occasional trials within carefully
designed and controlled experimental projects, striving to better understand the
various in-cloud effects of cloud seeding, and to refine quantitative estimates of
cloud seeding effectiveness.

Who are the most common sponsors of cloud seeding projects?


The most common sponsors of cloud seeding projects include water agencies,
municipalities, operators of hydroelectric power facilities, agricultural or ranching
interests, airports and recreational interests such as ski areas. An increasing
number of sponsors are incorporating cloud seeding as an integral part of their
ongoing water resource management strategies.

Why is cloud seeding so attractive to the increasing number of sponsors?


Cloud seeding is a highly portable and flexible technology. It does not require
construction of large, permanent and costly structures, such as dams or water
conveyance systems. Projects can be mobilized quickly and operations can be
regulated as water needs dictate or suspended very quickly if hazardous weather
conditions develop. Comprehensive laboratory and field studies have indicated
no significant environmental impacts. Further, the benefit/cost ratios associated
with most cloud seeding projects are typically very favorable, ranging as high as
25-30:1, depending, in the case of precipitation increase applications, on the value
of water.

How widely used/accepted is cloud seeding technology?
Over its history of 50 years, modern cloud seeding has involved projects of
various types in nearly 50 countries around the world. Some individual projects
have been in operation nearly continuously for decades, with a few operating for
nearly fifty years. As water needs increase world-wide, the demand for weather
modification services will also increase. Similar increase in demand will occur in
hail-prone regions.

How is the cloud seeding accomplished?


Cloud seeding materials are released via ground-based and/or airborne systems
(see pictures). Determination of the best suited method or combination of
methods for a given project is based upon an assessment of a variety of factors.
The seeding materials are applied to the clouds (sometimes targeted very carefully
into very specific portions of clouds) so that the material has adequate time to
affect the precipitation process, so the effect will be focused over the intended
geographic area.

What are the most commonly used seeding materials?


The materials used in cloud seeding include two primary categories, tied to the
type of precipitation process involved. One category includes those which act as
glaciogenic (ice-forming) agents, such as silver iodide, dry ice and compressed
liquid propane or carbon dioxide, which are appropriate in cloud systems where
the precipitation process is primarily cold (colder than freezing). Of the ice-
forming materials, the most commonly used is silver iodide. The second major
category is focused on cloud systems where the warm (coalescence) process
predominates. In those environments, hygroscopic (water attracting) materials
such as salt, urea and ammonium nitrate can be utilized. Of the hygroscopic
materials, the most commonly used are salts.

How does cold cloud seeding work?


In cold cloud seeding. the introduction of an ice-forming nucleating agent, e.g.,
silver iodide, into the appropriate cloud regions causes supercooled liquid water
droplets to freeze. Once these droplets freeze, the initial ice embryos grow at the
expense of the water droplets around them (sublimation) and through contact with
these neighboring water droplets (riming). These embryos, if they remain in
favorable cloud conditions, will grow into snowflakes, falling to the surface as
snow if surface temperatures are below or near freezing, or as raindrops at warmer
surface temperatures. This process mimics nature where certain airborne
substances, e.g., soil particles have the ability to act as ice-forming nuclei and
initiate the freezing process. A secondary effect of this process can occur,
wherein the freezing of water droplets releases latent heat of fusion into the cloud.
This addition of heat, under the right circumstances, can cause the treated clouds
to grow larger and last longer than would have naturally occurred.
The first freezing process is often referred to as a static seeding effect, increasing
the efficiency of the precipitation process within the seeded cloud volume. The
second freezing process, resulting from release of additional heat into the cloud, is
often called the dynamic effect, whereby the treated clouds are invigorated, thus
processing more moisture.
Although one might initially develop the impression that cold cloud seeding is
strictly appropriate to winter clouds, it can work equally well during the summer
when the precipitation forming process is active in the upper (colder) portions of
cumulus clouds and adequate amounts of supercooled water droplets are
available.

How does warm cloud seeding work?


Nature can produce rainfall from clouds that are warmer than freezing. Tiny
water droplets that form during condensation and define the cloud can grow as
they collide with one another within the cloud. This process is known as
collision/coalescence. Cloud seeding of this type of cloud involves introduction
of additional condensation nuclei (e.g., salt particles) which can cause additional
water droplets to condense within the cloud. Various modeling and research
studies have indicated that this type of seeding is effective in continental clouds,
but ineffective in maritime clouds.

Do the commonly used seeding materials pose any direct health or environmental
risks?
Many detailed studies have been conducted to address these questions. These
efforts have ranged from chemistry-focused work to broad ranging environmental
investigations. The bottom line is that no significant environmental effects have
been observed. Seeding materials are applied in very small amounts relative to
the size of the geographic areas being affected, so the concentrations of the
seeding materials in rainwater or snow are very low. Using silver iodide (the
most common seeding material) as an example, the typical concentration of silver
in rainwater or snow from seeded cloud systems is less than 0.1 micrograms per
liter. This is much below the U.S. Public Health Service=s stated acceptable
concentration of 50 micrograms per liter. As another example, the concentration
of iodine in rainwater from seeded clouds is far below the concentration found in
common iodized table salt.

Does cloud seeding rob Peter to pay Paul?


The answer to this commonly-posed question is no. Of the total atmospheric
moisture passing over any point, the proportion falling as natural precipitation is
quite small, typically less than 10-15%. Cloud seeding-induced increases in
precipitation of the order of 5-30% still results in a small overall proportion
(<20%) of the total available moisture reaching the ground. Further, especially
when cumuliform clouds are present, and over mountainous terrain where air is
forced to rise, the cloud-bearing layer of the atmosphere undergoes nearly
continuous moisture replenishment. Analyses of precipitation data from areas
downwind of several cloud seeding projects have indicated small percentage
precipitation increases extending as far as 100 miles downwind of the intended
areas of effect on projects that had indications of increases in the intended target
area.

Are cloud seeding activities subject to regulation or control?


In many jurisdictions, government agencies are responsible for regulation of
cloud seeding in the public interest. These agencies commonly require licenses
and/or permits for cloud seeding, to help assure that the projects are properly
designed and that those conducting such operations are properly qualified. In the
U.S., for example, nearly two-thirds of the fifty states have developed rules and
regulations specific to cloud seeding activities. These regulatory groups generally
also maintain records of cloud seeding activities.

What does cloud seeding cost?


The cost of cloud seeding varies greatly, depending on a large number of factors,
such as which seeding methods and materials are appropriate to a specific
application, the frequency of seedable conditions, the size of the intended area of
effect and the duration of the project. Most cloud seeding projects carry favorable
benefit/cost ratios, ranging over 20:1 in some cases. Cost questions are best
addressed via direct discussion with a well qualified cloud seeding
company/consultant.

What does the future hold for the cloud seeding field and its sponsors?
As water needs steadily increase worldwide, the demand for weather modification
services will also increase. Focused research efforts will continue to yield
incremental refinements to the technology. Sponsors will increasingly enjoy the
benefits of cloud seeding at very attractive benefit/cost ratios, and a growing
number of those sponsors will incorporate cloud seeding as an integral part of
their ongoing water resource management strategies.

In the 109th Congress, S. 517: A bill to establish a Weather Modification Operations
and Research Board, and for other purposes, was introduced March 3, 2005, by Senator
Kay Bailey Hutchison (R-Texas). The text of the bill, with the resulting act to be cited as
the Weather Modification Research and Technology Transfer Authorization Act of
2005.
The bill was read twice and referred to the Committee on Commerce, Science, and
Transportation. The bill stated that the act was to take effect October 1, 2005. [1]
Following the Committee's November 17, 2005, vote to approve the bill, it was sent
forward to the full Senate for its consideration. On December 8, 2005, the bill was placed
on the Senate Legislative Calendar under General Orders, Calendar No. 319. [2]
Senator Hutchison introduced the same bill March 4, 2004.

House Bill
On June 19, 2005, Representative Mark Udall (D-Colorado) introduced: To establish the
Weather Modification Operations and Research Board, and for other purposes. The bill
was referred Jun 26, 2005, to the Subcommittee on Environment, Technology, and
Standards.

Purpose
The purpose of the act is "to develop and implement a comprehensive and coordinated
national weather modification policy and a national cooperative Federal and State
program of weather modification research and development."

Composition of the Board


The Board shall consist of 11 members appointed by the Secretary of Commerce, of
whom
• at least 1 shall be a representative of the American Meteorological Society;
• at least 1 shall be a representative of the American Society of Civil Engineers;
• at least 1 shall be a representative of the National Academy of Sciences;
• at least 1 shall be a representative of the National Center for Atmospheric
Research of the National Science Foundation;
• at least 2 shall be representatives of the National Oceanic and Atmospheric
Administration of the Department of Commerce;
• at least 1 shall be a representative of institutions of higher education or research
institutes; and
• at least 1 shall be a representative of a State that is currently supporting
operational weather modification projects.

Weather Control Forbidden


It should be noted that "weather control", as well as "weather tampering", is expressly
forbidden dating from at least December 10, 1976, when the "United Nations General
Assembly Resolution 31/72, TIAS 9614 Convention on the Prohibition of Military or
Any Other Hostile Use of Environmental Modification Techniques" was adopted.
The Convention was: Signed in Geneva May 18, 1977; Entered into force October 5,
1978; Ratification by U.S. President December 13, 1979; U.S. ratification deposited at
New York January 17, 1980.

Weather Modification a Long-Established, Though
Secretive, Reality
New legislation not designed to foster pleasant or productive weather, but planned as
tool of weaponized weather control, already well tested and in use since 1976. Amateur
and hostile weather-makers alike likely to lose their technology to the military.

New Weather-Control Board to Set up Shop in U.S.

It’s late fall of 2004. Fred McKenna* surveys his beloved radionics equipment with
sorrow. “I am expecting a visit from the boys in black,” he sighs to me. Because he has
been engaged in storm mitigation and deflection, he’s sure that military and other
authorities know of his location and activities. Fred has already begun to dispose of the
reagents, the active principle used for the “broadcast” of specific corrective energies to
persons or the environment. By transferring their activity to the land itself, he hopes this
might at least protect a passive aspect of his operation. But he fears that the machines
themselves may no longer be in his possession by the end of the following year.

It’s for good reason that Fred is concerned about confiscation of his radionics machines.
He has received numerous threatening phone calls; his computer has been sabotaged
while connected to satellite weather-data sites; and he has even been subjected to a
psionic attack intended to cause a car crash – which would have happened if he had not
serendipitously made an unplanned turn off the highway. Just as he was stopping the car,
he was suddenly plunged into unconsciousness (for which no medical explanation could
be found). Had he continued on the road, he said, the car would have smacked into a rock
face.

Long before there was any public announcement, Fred and others like him have been
aware of planned legislation in the United States. Just because Fred lives in Canada, he is
not exempt from interference or even being arrested. The U.S. military has a very long
arm. As evinced by many examples, the US feels it has the right to reach into any nation
on earth to take whatever it wills by force, whether this is oil fields or weather-
influencing technology. Set forward as Bill S. 517 on March 3, 2005, and scheduled to
take effect on 1 October 2005, is the Weather Modification Research and Technology
Transfer Act.

What Kind of Weather Control Will this Be?

Bill S.517 sets up an eleven-member board of directors to oversee all the research on
weather control, and to direct funding to projects. The wording sounds typically
bureaucratic and innocuous. Except for the fact that the title of the act includes the words
“technology transfer”, there is no specific reference to possible confiscation of privately-
held equipment. However, there are gray areas, such as "and for other purposes" and
other vague phrases that periodically appear in the text.

This is what rings alarm bells for independent, benevolent weather modifiers like Fred
who want to normalize rainfall for farmer, and to lessen storm damage. For example,
under Section 5, DUTIES, the following statement appears:
(2) assessments and evaluations of the efficacy of weather modification, both purposeful
(including cloud-seeding operations) and inadvertent (including downwind effects and
anthropogenic effects). (Ref.)
Note the reference to cloud-seeding, an old method largely superseded by new
technology, but still popularly equated to weather control as it is the only one discussed
in the mass media. However, some aerial spraying continues, of which the nature and
purpose are hotly debated. (Refs)

The statement only partly conceals an expectation that they will be recording
evolutionary – probably genetic – changes, and that this will regarded as merely be a
“normal” part of data collection. Because the word "anthropogenic” refers to "the origin
and evolution of humans" we should be asking, “What sort of testing is planned here?” Is
this new Board going to be approving weather experimentation that includes genetic
modifiers, treating whole human populations as guinea pigs? If so, we should all be as
concerned as Fred.

Transfer of Technology to Whom?

Not explained in the text is why "Technology Transfer" is in the title. Unless that is
related to the right of the Board of Directors to “receive, use, and dispose of gifts"
(emphasis added), we are left to guess what this means.

If the government’s objective is to control the weather for military advantage, then some
of these transfers may be involuntary. There is also no mention of any upper limit on gift
value, or whether the board members could take them for personal use, which would be
gross conflict of interest if this were for the public good. Will owners of radionics and
other types of equipment be expected to “give” their equipment, inventions and patents
over to the Board? And why would the words “dispose of” be included in relation to
these “gifts” – possibly of technology? Does this mean that the Board has a carte blanche
to destroy confiscated technology? Remembering that the military document on weather
control is titled “Owning the Weather by 2025”, (emphasis added) it is implied that no
one else will be allowed to own anything that could influence the weather for either
military or non-military purposes. We must all be at the “mercy” of the distinctly
unmerciful Armed Forces.

According to one website, crediting as its source another site that no longer carries this
report, Canada and the U.S. have entered into an agreement to exchange information
about these technologies and their transboundary effects. (Ref.) Article IV of this
agreement requires both parties to inform the other of weather-control experiments and
activities "prior to" the commencement of such activities. However, apparently to cover
their backsides, Article VII states:
"Nothing herein relates to or shall be construed to affect the question of responsibility or
liability for WEATHER MODIFICATION activities, or to imply the existence of any
generally applicable rule of international law. " (Ref.)
Also on the books in Canada is a law concerning public notification of weather-
modification activities. Apparently this means that people must submit proposals with
full details of what they plan to do, how large an area will be affected, and other details.
As worded, the act appears to be designed to allow people in the affected area to be
informed and to raise objections if they are negatively affected. An example is the use of
a hail cannon, which uses a powerful supersonic shockwave to break up the hail
formation process in the clouds. (Ref) Due to the high decibel level, a warning whistle
must be sounded in advance of each firing of the cannon so that any people who are
nearby can protect their ears.

However, when citizens of Canada have attempted to use this act to obtain information
about the weather-modifying activity known as chemtrail spraying, the public disclosure
principle does not seem to be applicable. One caller in Ontario ended up talking with a
someone in an office in Manitoba who attempted to persuade him that this was only crop-
dusting, one of the usual disinformation tactics. Whether or not the information exchange
agreement between Canada and the U.S. means that the Canadian government is being
informed about this program, the information is not trickling down to the public. The
spirit of this act is more honored in the breach than in the observance.

What will happen to this agreement and the information legislation when the new
American Weather Authority comes into being? Given all the qualifiers and the national
security acts that override all other laws, it doesn’t likely have a future. And if the
planned annexation of Canada and Mexico by the U.S. goes ahead, the question will be
academic anyway.

A Brief and Partial History of Weather Control

The official recognition given to weather control technology by setting up a Board to


oversee it at this time might suggest to some that this technology is a new field, and that
the research is just beginning. However, weather control has a long history, and if various
observers and researchers are correct in their interpretation of documents and data, we
have been seeing it in use for at least three decades.

The ancient way to govern weather was for especially trained and disciplined individuals
to interact with the spirit dimension.
"In many cultures, weather-working ability seems to be part and parcel of the shaman's
job description and is considered necessary for the survival and well-being of the
community. Successful weather-working also demonstrates the shaman's strong
relationship with the spirits and the forces of nature. Implicit in these demonstrations is
not an opportunity for self-aggrandizement, but ideally, an opportunity to support the
community in the certain knowledge that the spirits are really at work and that miracles
can indeed be expected! "
The co-authors point out that compassion and relationship were part and parcel of the
shaman's weather control. This aspect of supporting the human social fabric is entirely
missing from to the weaponized, inhuman imperative to manipulate weather, usually for
the domination of one group over against another. (Ref)

Wilhelm Reich – discoverer of an actual, scientifically verifiable "life energy" he named


"orgone" – developed a device he called the Cloud-Buster. This consisted of pipes
grounded in water, and connected to layers of material from living and inorganic sources
which functioned as an orgone accumulator. He was able to use this device to both shut
off and bring rain. It was so powerful that it had to be used sparingly and with caution, to
avoid creating either drought or flood. Some of Reich’s experiments had remarkable
results. In 1954, he brought rain to drought-stricken Tucson. Even before the rain actually
arrived, the grass had reached a foot in height due to the enhanced and balanced life
energy (orgone). (Ref)

Trevor J. Constable continues in the Reich tradition, but mounts the pipes on aircraft and
flies them through the area to be treated. His site describes Operation Clincher, a series of
smog-reduction operations conducted in California under the auspices of the National
Oceanographic and Atmospheric Administration. In 2004 Constable authored an article
rebutting the heavy-handed conventional ideas for control of hurricanes. He writes:
"Lunatic suggestions to explode atomic bombs against the eye wall of these immense
vortexial systems, attest to orthodoxy’s dangerous bankruptcy, and also to orthodoxy’s
perpetual readiness to embrace the murderous."
Constable's work, arising directly from that of Reich, draws on life-energy principles,
which orthodox mechanistic science still refuses to acknowledge as existing. (Ref.) Since
Descartes first dissected living dogs without anaesthetic, ignoring their howls of pain
because he had convinced himself that “lower animals” had no conscious awareness,
mechanistic scientists have regarded living and dead as being essentially the same.

Even when confronted with evidence, film, time-lapse video, and data, the
conventionally-educated scientists and engineers still refuse to accept that the "etheric"
technology – based on this life-energy concept – is able to diminish storms, even though
it is etheric forces that play a role in creating them, according to Trevor Constable.
"The cardinal technical principle involved in any hurricane control measures, is to use the
colossal energies of etheric force in a hurricane, AGAINST THE HURRICANE. A
science that thinks an octave too low, with no understanding of what vital energy actually
is, cannot access and technologically utilize that force. The chief characteristic of vital
energy is that it flows from low potential to high potential – the reverse of conventional,
standard concepts of energy potentials."
Constable wrote this in 2004, indicating that with some minor resources provided and
"protected status"-- to avoid the fate of his mentor and predecessor Reich who died in
prison --
"with a year of such preparatory work, our entire posture vis-à-vis the Florida hurricane
season, would be totally transformed from terror to confidence that we were finally doing
something meaningful about hurricane diversion and control, instead of just standing in
the rain." (Ref.)
Of course he did not receive any permission, recognition, or protection. And as we all
know, Florida storms continue unabated – some say, with an extra push from one or
another covert secret weather controller with nefarious intentions. (Ref.)

Weather Control As A Weapon

For many, weather control suggests the ability always to have pleasant weather and to
avoid serious storms or long droughts. Due to the frequency destructive storms,
hurricanes and the consequent floods, or to their total absence and consequent droughts,
such people assume that weather control has not been mastered and therefore is not being
used. This naive view assumes that weather would always be controlled for the good of
humanity.

Human nature seems to dictate otherwise. The discovery of any new power is considered
to confer a military advantage, and therefore its very existence is kept secret for as long
as possible. While the general public is being told that all phenomena, including some
highly anomalous ones inexplicable by natural forces, are "Mother Nature" at work,
various military and even private agencies have been flexing their technological muscles
and playing havoc with the weather.

Although the American military has actually published a detailed document "Owning the
Weather by 2025", many people will simply say "I don't believe it" when confronted with
this. Why? They may say because it has not been reported in the mass media, it must not
be real. (Some others will say this is a prime indication that it is real, because most of
what the mass media publishes is fantasy.) But normally any military power must be kept
secret, and the major media outlets are well aware that they must not cross this line or
they could be shut down. Freedom of the press is allowable only if "national security"
policies are not breached.

Some apologists attempt to argue away the frightening contents of this policy document
by focussing on the disclaimer that it represents only possible future scenarios and should
not be taken to be factual:
"2025 is a study designed to comply with a directive from the chief of staff of the Air
Force to examine the concepts, capabilities, and technologies the United States will
require to remain the dominant air and space force in the future. Presented on 17 June
1996, this report was produced in the Department of Defense school environment of
academic freedom and in the interest of advancing concepts related to national defense.
The views expressed in this report are those of the authors and do not reflect the
official policy or position of the United States Air Force, Department of Defense, or the
United States government. This report contains fictional representations of future
situations/scenarios." Emphasis included in original. (Ref.)
But such theoretical reports have a tendency to be implemented behind the scenes, even
while being denied in public. In his article The Ultimate Weapon of Mass Destruction:
"Owning the Weather" for Military Use, professor and independent analyst Michel
Chossudovsky cites other official documents to arrive at his conclusions that weaponized
weather control is already in use. He also explores how public opinion is being misled. At
the time this was written, the UN was avoiding dealing with the issue of deliberate
human-caused climate change. (Ref.)

More recently, the UN has showed more concern about weather and climate change. In
July of 2004, they granted official advisory status to the Planetary Association for Clean
Energy (PACE), which served as "NGO in Special Consultative Status with Economic
and Social Council of the United Nations". PACE members with scientific expertise have
been doing analyses and opinion concerning the overriding nature of the climate-change
issue. (Ref.)

Covert Harassment of Humanity?

Evidence from the environment and from independent researchers and analysts suggest
that this type of weather control is already being exercised as – in effect – a weapon of
mass destruction. Public disclosure occurred at an April 1997 counter-terrorism
conference. Secretary of Defense William Cohen stated:
"Others [terrorists] are engaging even in an eco-type of terrorism whereby they can alter
the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic
waves. So there are plenty of ingenious minds out there that are at work finding ways in
which they can wreak terror upon other nations and it's real, and that's the reason why we
have to intensify our [counterterrorism] efforts." (Ref.)
According to Lt.Col. (Ret'd) Tom Bearden, the Russians developed weather control
several decades ago, and have been using it over North America since 1976. Using over-
the-horizon (OTH) radar, the beams are transmitted in the 3-30 megaHertz band. His
website explores the theory of scalar interferometry, and explains how such beams can be
used to direct the weather patterns as well as to transmit disease patterns of interaction to
cells of living beings, affecting bio-electrical functioning. (Ref.) No chemicals are
necessary to cause disruption of living tissues, if this alarming theory is true.

Bearden also alleges that after the breakup of the Soviet Union, Russian scientists sold
this technology to other hostile elements such as the Yakusa. And Russia continues to
operate its “Woodpecker” system. In his view, it is these outside rogue weather
controllers working hard to make our lives difficult by causing storms and droughts.
However, some of these economically displaced Russian scientists are attempting to
benefit humanity and agriculture. One group ended up in Mexico, where they have built
an effective rainmaking system that has gained the blessing of that country. Mexico plans
to have 19 more of these rainmaking stations installed in the dry north by 2006. (Ref.)

HAARP: Pure Research or Active Manipulation?

Ostensibly, HAARP — the High-Altitude Active Auroral Research Program – is a


research station, gathering data about the atmosphere and “radio propagation conditions”,
presumably for the benefit of scientists in general as well as for civilian and military
communications. Their public website states that they are “monitoring and archiving
the naturally occurring variations that take place in response to the sun's day-to-day
and long term variability.” This phrase “in response to” implies that this is passive
research. Continually-updated, colorful charts are available online (Ref.) for each type of
instrument, ranging from magnetometer readings to spectrum monitors and total electron
content.
However, there seems to be much more going on behind this public face. Weather-
control patents have been issued for several decades. Patent No. 3564253 is summarized
as: "A system and method for generalized irradiation of relatively large surface areas of a
planet, such as the earth, the moon, etc. for illumination, heating, weather control, etc.,
employing one or more planet-orbiting self-erecting planar-reflector satellites controlled
in attitude and orbit position to reflect energy from the sun to a desired area on the
planet's surface." (Ref.) Although this patent called for a satellite, HAARP ground
installations are capable of directing energy to any spot on the planet, as is the Russian
system.

That “Woodpecker” system uses the 10 Hz frequency, which by coincidence or otherwise


is the frequency at which the human brain operates when in “alpha” rhythm (made
famous by the “Silva Method of Mind Control”). This mental state fosters active
imagination, and if the user learns to work with guided imagery, he or she can achieve
some interesting effects both in personal health and also in influencing others’ moods and
behavior. Some believe that it’s also possible for human thoughts and empowered wishes
to influence even the air, water and earth. Why not? If 10 Hz/alpha is the same frequency
that HAARP and Russian weather-control systems are using, perhaps we humans need
not think of ourselves as victims of any weather-weaponry systems. Maybe we should all
try sending out our positive thoughts for equalization of rainfall, for the health of the
planet and for the integrity of its vital envelope of ozone.

Looking for Evidence from Meteorology

One of the primary indications of manipulated weather is the anomalous blocking high, a
“ridge” in the jetstream that stays locked in one place for months instead of moving
around in its normal fashion. These stationary high-pressure areas tend to occur just off
the coastline, and are noted for preventing rain systems that would normally come inland
from bringing much-needed moisture.

Typically, the weather reporters on TV refer to this as “Mother Nature” being contrary,
but it’s neither maternal nor natural for the jetstream to lock in place like this, guiding all
rain to be dumped uselessly over the ocean instead of onto land. Such a stationary high
persisted over British Columbia for several months in 2003 and 2004, drying out the
coastal rainforest as well as the interior to the point of creating two of the worst forest-
fire seasons known. Why on earth, you might well ask, would anyone want to burn up the
forests of B.C.? In reply one can only ask another question: “Who would benefit from
doing this?” Would it have anything to do with the “softwood lumber” dispute between
Canada and the United States? American lumber businesses don’t want competition and
have vigorously opposed imports from the north. Despite the “free trade” deal between
the two countries, the American lumber industry succeeded in having an exorbitant tariff
charged against Canadian wood products.

Tom Bearden’s website presents numerous photographic evidence of cloud and weather
patterns apparently being controlled by non-natural means. Grids, radials and other
peculiar structures do not seem to be created by winds. (Ref.) While admitting that in a
few cases it might be possible for natural forces to form unusual shapes, he believes
overall, there are too many such occurrences to be accounted for by unassisted nature.

Meteorologist Scott Stevens has also gathered examples of cloud anomalies that do not
have a natural explanation. (Ref.) His examples of clouds being directed by a scalar grid
include both photographs from the ground, and wide-image satellite cloud formations
showing where the clouds are adhering to square grid lines.

The author of this essay has also observed anomalous cloud forms that are impossible to
explain based on wind direction, such as a square configuration, with one bar of cloud
lying at right angles to the next, covering an area too wide to capture in a photograph
(unless one had a panoramic or video camera). Further, just in watching the weather
channel one sees anomalies, which the anchor person does not notice, or to which he or
she does not want to draw attention.

One example was the so-called "Pineapple Express", which for a few weeks early in 2004
was bringing what the on-air personalities described as "regular pulses" of rain across the
Pacific to British Columbia. This kind of description ought to be a red flag. When does
nature produce "regular pulses", and how would natural forces explain the neat arc shapes
of those cloud pattern crossing the ocean, each equidistant from the next? They looked
exactly like those diagrams of how broadcast radio waves expand outward from a central
point, the transmitter, like rings of ripples from tossing a stone into a pond. These cloud
arcs suggested that a synthetic but benevolent weather-making system of some kind must
have been operating in Hawaii. The Pineapple Express stopped running when the
blocking high moved in that spring.

News Blackouts Feed Public Frustration

Numerous individuals and “indy-media” web publishers are observing anomalies in the
sky and in weather patterns, and publishing their concerns. These articles and image
banks express a wide range of manner from the careful, sober analysis and data
collection, including documenting the existence of patents and other material evidence
(Refs) to equally thorough documentation but sensationalistic and attention-grabbing in
tone. (Ref.)

The edge of emotional indignation and sometimes active fear-mongering may be simply
an "equal and opposite" reaction to the dead-eyed stonewalling of the major media
outlets. Occasionally a snippet leaks through, and the gap is firmly closed. Hearing a
radio report of anomalous surface heating of the sub-arctic ocean in November two years
ago, I promptly wrote to the broadcaster, the Canadian Broadcasting Corporation, to ask
for further details and analysis. I specified that we should find out whether this was an
accidental or deliberate effect. However, I never got a reply, and the story was not either
repeated or followed up. Apparently even the public broadcaster does not have the right
to give out this kind of information.
It is not that these independent investigators are all inherently wild-eyed fanatics or crazy
"conspiracy theorists", but frustration builds up in the absence of trustworthy information
when people can see something happening and know that we are not being told the truth
about what it is or why it is being done. Whatever the tone, all agree that something is
going on, and it does not appear to be beneficial to humanity. Where do we go from here?
Unless we learn, en masse, to use our innate human abilities to, in effect, return to the
most ancient way and compassionately balance our environment through mental/spiritual
means, there will be no place to hide from the storms and droughts to come.

Post Scriptum (Sept. 27, 2005)

To the extent that the ocean warming and the increased violence of the hurricanes is
caused by direct and deliberate targeting by HAARP and/or some other similar powerful
world-scale technology, that is the extent to which we are under attack from agencies that
can only be called "weather terrorists" -- because they operate in secret in an undeclared
war on humanity. And that is the extent to which we must resist that unnatural dimension
of the weather.

It is equally important to seek to expose these hidden agencies and their purposes,
sources of funding, supporters, and last but not least their minions and mouthpieces
holding public office. For this reason I feel that we have to be suspicious about the reason
anyone would have to suppress this information, and to expect us to bow to the self-
appointed weather gods wielding their technology in secret.

Why should we accept being told not to take notice of or to question anomalies in the
weather, much less try to mitigate these crimes against humanity and nature? Yes, storms
are generated by natural forces and are part of the planet’s self-balancing dynamics. But
there is an added dimension in these new storms.

I believe human beings must exercise our human right to lessen the destructive power of
these extreme, weaponized storms -- down to the level nature would be using to
accomplish purposes of balancing the environment. I affirm that this right is "inherent"
and "inalienable" by virtue of our being alive. Life doesn’t lie down and give up, or
humanity would have vanished long ago. Life seeks to continue and to defend itself.

Therefore, any simple method of directing heart-energy in co-operation with the Loving
Creator (ref.), or directing “orgone” or life energy, or employing radionics for benevolent
purposes is totally legitimate, and we must defend the rights of all who do so.

Taking away weather-mitigation concepts, beliefs and technologies from ordinary


citizens is the same thing as taking away legally-owned guns. It leaves the people
defenceless and completely under the heel of this weaponized weather-control/mind-
control/total domination system. Pretty much in the same position of the citizens of New
Orleans, who found themselves suddenly homeless, without food or shelter, and being
treated as criminals even when they were not offering resistance. That's the position into
which we may all be put, if this agenda goes ahead as it has begun.

The propaganda machine puts forward the loss of freedom as inevitable due to these
alleged "natural" effects of "global warming". An article in the weekend newspapers
owned by the right-wing CanWest Global chain in Canada argues for the weather war. It
states: “A Pentagon report, written well in advance of hurricanes Katrina and Rita, says
weather catastrophes will create a new world order.” (Ref.) This was hardly a “prophecy
being fulfilled” if it was a military plan based on secret war technology. The appearance
of this major feature article on the day that Rita was expected to have devastated Houston
is a dead give-away that weather manipulation is being used to achieve political and
financial goals, circumventing all laws and constitutions.

We can't sit on the fence. We have to make a choice: either condone this or reject it,
based on as much information as can be gathered.

In my view, the only ILLEGITIMATE use of weather control is this "force multiplier"
concept: to cause droughts, floods, famine and enslavement of whole populations. Unlike
farmers and small operators, this is not done for altruistic or benevolent reasons:
multiplying force in this way enables a few wealthy companies and individuals to profit
from expropriation and even genocide while blaming it on "the weather" and getting off
scot-free.

As long as Weather Control is kept secret, it can and will be used for nefarious purposes,
Bringing it into the public eye is the first step toward accountability, and toward ensuring
that weather is controlled for beneficial purposes, to balance the needs of humanity and
the planet.

So, while working toward public accountability for all weather-management activity,
pray earnestly to God, use your radionics, or your orgone-generator, or even just your
alpha-rhythm and imagination. Let's mitigate all these super-storms.

Weather Modification

Weather modification technology is in use today by both the United States and the
Soviet Union. Both the U.S. and Soviet projects involve the manipulation of the
ionosphere and the alteration of the earth’s magnetic fields. This technology seems
to have both localized and global capabilities. Evidence indicates that this
technology also has the capability of manipulating human behavior and mood
patterns.

Nikola Tesla

All of this seemingly Star Trek-like technology originated from a Serbian immigrant
named Nikola Tesla who came to the United States just before the turn of the century.
This man, without question, proved to be the greatest scientific genius of this century.
Tesla worked with both Westinghouse and Edison during the infancy of electricity and it
was actually Tesla who developed alternating current.

Tesla also experimented with electromagnetic flux and studied the earth’s gravitational
field. During his research he discovered that the ionization of the atmosphere would alter
when it was charged by radio wave transmissions in the low frequency range of 10 to 80
hertz. Tesla also discovered that he could cause both positive and negative ionization of
the atmosphere by manipulating the radio frequency. Further studies indicated that with
positive ionization, people and animals became tired and lethargic and with negative
ionization the effect was one of feeling active and energetic.

Another interesting aspect of this technology is the effect which harmonious radio
frequencies make when they impact air molecules. The molecules become excited and
give off negatively charged electrons which readily combine with hydrogen and oxygen
to produce water molecules. But even more profound is the fact that this type of radio
wave also carries positively charged ions through the ionosphere into the magnetosphere.
The positively charged ions then become trapped in the Van Allen belts, traveling
between the Aurora Borealis and the Aurora Australis, right where we coincidentally
have holes in the ozone layers.

Freon, the ozone killer, by its nature dissipates quickly. This inherent quality is a
contradiction to the concept that a concentration of freon is creating holes in the ozone
layers at the North and South Poles. However, when radio waves hit already unstable
freon precipitates, they are so reactive that they can not move on and dissipate into the
magnetosphere.
As far-fetched as this subject may seem, leaders in the elite global establishment have
intimated the existence of this technology and its capabilities. In 1970 Zbigniew
Brzezinski published a book titled Between Two Ages. Brzezinski is one of the founding
directors of the Trilateral Commission. In this book he said, "Technology will make
available, to the leaders of major nations, techniques for conducting secret warfare, of
which only a bare minimum of the security forces need be appraised…Technology
of weather modification could be employed to produce prolonged periods of drought
or storm."
Further confirmation of the Western power elite’s interest in weather modification was
revealed in an article which appeared in the September 12, 1989 edition of the
Washington Post. This article reported on the 1989 Tokyo conference on global
environment. The president of the World Bank, Barber Conable, who is also a Trilateral
Commission member, gave a speech in which he outlined the long-range goals of the one
world elite. In this speech he said, "while higher temperatures may cause ‘a number of
natural disasters,’ they might also warm cold and unproductive lands in the north into
productivity."
There is very good evidence that the one world group and the Soviets have been jointly
involved in weather modification over the Northern Hemisphere since the early 1970s. In
1971 it was alleged that the U.S. and the Soviets started cooperating in secret weather
modification projects. One such project was named POLEX, Polar Experiment of the
Global Atmospheric Research Program, and another in 1973 was called AIDJEX, the
Arctic Ice Dynamics Joint Experiment. It is purported that these experiments involved
attempts to melt the polar ice cap. Other U.S. projects such as Nile Blue and Climate
Dynamics involved the changing of the arctic ice pack. There was even an article in the
December 16, 1980, edition of the New York Times discussing a joint U.S.-Soviet
project involving the transmission of ELF waves from Antarctica designed "to interfere
with the earth’s magnetic field."
Soviet Woodpecker System
The Soviet weather modification project is referred to as the Woodpecker system. It
involves the transmissions of extreme low frequency (ELF) waves at about 10 hertz using
Tesla transmitters in Angarsk and Khabarovsk in Siberia, Gomel, Sakhalin Island,
Nikolayev in the Ukraine, Riga in Latvia and also a site 60 miles south of Havana in
Cuba. To give you an idea of the magnitude of this system, the facility near Havana,
Cuba, is said to be maintained and operated by a staff of 2,500 Soviet personnel.
These transmitters generate electromagnetic transmissions that produce an ELF scalar
grid over the United States. This is done by transmitting these low frequency scalar
waves in pairs so that they converge at a predetermined point on the earth’s surface and
cause a disruption of the atmosphere. This technology can be used to alter the course of
the jet stream and set up long- term weather blocks.
Long-term Weather Blocking
The long-lasting California drought in the 80s was caused by a massive ridge of high
pressure 800 miles off the California coast which hovered for extended periods of time,
blocking the usual flow of moist air coming in from the Pacific and pushing storms
around to the north. Meteorologists who have analyzed this phenomena consider it to be
one of the most unusual national patterns ever recorded, unique in the annals of weather
recording. Such long-lasting centers of high pressure were unheard of until 1977.
Evidence suggests that this was possibly caused by Woodpecker generated giant standing
ELF waves which are transmitted by the Soviets intentionally to block the flow of normal
weather patterns.
This phenomenon of long-lasting centers of high pressure is not limited to producing
drought. In 1993 the Midwest region experienced severe flooding which was a result of
the wettest period in this particular area since rainfall record keeping began in 1876. This
flood was a result again of what meteorologists called a blocking pattern.

The normal weather systems usually move from west to east across the U.S., but during
the ’93 flood the weather systems stalled for six weeks over the upper Midwest. A high
pressure system over the eastern part of the United States was causing warm, moist air to
move up from the Gulf of Mexico and dump moisture in the Midwest, where it met the
jet stream. This weather pattern involved an unusual shift in the jet stream, which during
the summer is usually weak and typically found much farther north in Canada.
This stationary high pressure front also blocked the path of cold Canadian air, resulting in
record low temperatures in the Northwest. According to the September 1993 issue of
Storm, The World Weather Magazine:

"It is extremely unusual for weather patterns to persist for so many weeks,
bringing heavy rainfall to the same area almost on a daily basis… The reasons for
the weather patterns to become fixed, as they did in June and July, 1993, are
unclear."
GWEN

A system somewhat similar to the Soviet Woodpecker has been set up in the United
States called the Ground Wave Emergency Network, or GWEN. This network was built
under the guise, or possible dual use, of an emergency communication system that would
not be interrupted by electromagnetic pulse during a nuclear war.

GWEN units are capable of altering the magnetic field within a 200- to 250-mile radius.
The individual units themselves are made up of 300-foot tall towers which transmit radio
waves through hundreds of bare copper wires which are each 300 feet in length. These
wires are buried in the ground in a spoke pattern radiating out from the base of the tower.
The wires interact with the earth like a thin-shelled conductor, radiating the radio wave
energy for very long distances through the ground.

These units are located in Texas, Nevada, Maine, North Carolina, Maryland, Georgia,
Oregon, Washington, California, Iowa, Wisconsin, Minnesota, Missouri, North Dakota,
South Dakota, Pennsylvania, Mississippi, New York, Alabama, Virginia, Kansas,
Nebraska, New Jersey, Arkansas, Massachusetts, Oklahoma, Colorado and Montana.

There is fairly significant evidence to suggest that these GWEN units in combination
with the Soviet Woodpecker transmissions made a significant contribution to creating the
extensive flooding in the Midwest in 1993.
It is interesting to note that the Russians are now openly marketing a small version of
their weather engineering system called Elate, which can fine tune weather patterns over
a 200-mile area. These units seem to have the same range as the individual GWEN unit.
One of these Elate units operates at Moscow’s Bykovo Airport.
The threats of weather warfare, totalitarian government and famine dovetail together. As
we saw in the famine which the Soviets artificially created in the Ukraine prior to World
War II, famine is an effective means of subjugating a people. By controlling food, you
can control people. Weather modification can affect food production and eventually the
available supply. Starving resisters out is much more effective than having to track them
down and shoot it out with them. If you have not surrendered your weapons, you don’t
get a food ration coupon. Long-term food storage, well hidden, is the only insulation
against famine and totalitarian oppression.
Tesla-Scalar Electromagnetic Weapons

An article in the spring 1993 edition of Orbis Magazine reported on another article which
had appeared in the 1992 edition of a Russian magazine called Military Thought. This
article, among other things, revealed Soviet involvement in the development of Tesla-
scalar electromagnetic weapons: "…The current civil-military consensus also includes an
image of future war based on the development and deployment of advanced conventional
munitions, direct-energy weapons, space-based strike weapons and anti-ballistic missiles,
and third-generation nuclear weapons."

INTRODUCTION

THE ARCO PATENTS


The science of weather modification is in its infancy. When the ARCO patents were
written in 1984, the only scientific approach was salting clouds with silver iodide. One of
the reasons weather modification is not a science is that scientists have made what they
considered to be reasonable assessments of the relative size of forcing technologies (such
as wind generators, microwave heaters, or explosions) and determined that the large size
of weather systems make it useless to attempt to change weather patterns with human
intervention.

The energy turnover of a storm system can be related to an equivalent power through the
rainfall rate. The various severe storm categories are related to the total electric power
consumption of New York City in the table below:

The power levels required for the ARCO antenna to create MEV electrons and defeat a
missile attack by the Soviet Union was estimated to require generation of a power
equivalent to 100,000 New York Cities for a time period of 20 minutes.

Dr. Eastlund was aware that these power levels were equivalent to the power in such big
systems and also comparable to the local energy in the stratosphere of the polar jet
stream, which comes near the Prudhoe Bay ARCO installation. For that reason, two of
the patents included suggestions for weather modification. (See figure above.)

In U. S. Patent 4,712,155 Eastlund states,"In one embodiment of the invention, electron


cyclotron resonance heating is carried out in the selected region at sufficient power levels
to allow the plasma to generate a mirror force which forces the charged electrons of the
altered plasma upward along the force line to an altitude which is higher than the original
altitude. As the plasma moves upward, other particles from the atmosphere at the same
altitude as the selected region move horizontally into the region to replace the rising
plasma and to form new plasma. The kinetic energy developed by said other particles as
they move horizontally is on the same order of magnitude of as the total zonal kinetic
energy of stratospheric winds known to exist at altitudes equal to the region being altered.
Since there is evidence that these stratospheric winds may be linked to certain weather
patterns on earth, the present method may be used to affect similar patterns."

In U. S. Patent 4,686,605 Eastlund states, "Weather modification is possible by, for


example, altering upper atmosphere wind patterns or altering solar absorption patterns by
constructing one or more plumes of atmospheric particles which will act as a lens or
focusing device."

IS HAARP THE RIGHT SIZE?


HAARP is not nearly as big as the systems envisioned in the original ARCO patents.
However, this led Dr. Eastlund to further investigate how to influence severe weather by
artificial means. The Thunderstorm Solar Power Satellite was one of the results of this
reasoning. Another approach is to produce plasmas in the atmosphere and utilize various
properties of those plasmas for surgical heating of sensitive areas of storms.

HAARP AND GRAVITY WAVES


Gravity waves have received much attention over the last 5 years as an important initiator
or cause of some severe weather phenomena.

As wind blows air over a mountain or other obstacle air is forced upwards and gravity
forces it back down. This generates a wave in the atmosphere called a "gravity" wave.
The wave amplitude of a such a vertically propagating wave can increase with altitude
because air density decreases with height. The increased energy in the wave can exceed
the local speed of sound and result in a broken crest as shown in the photograph
above. Cosmic ignited plasmas in the atmosphere can be heated by microwaves and
generate gravitational waves.

There is some indication that HAARP may be generating them now. (See Penn State
Lecture below)

COSMIC IGNITION WEATHER MODIFICATION TOOLS


The plasma formed in the atmosphere using the cosmic particle ignition methods can be
used for weather research and weather modification in a number of ways. The plasma can
act as a heater. It can be designed to have energy deposited in the air. This energy can be
used to heat water droplets in the case of tornado modification or to generate acoustic and
gravitational waves by heating the atmosphere and modulating the heating rate by
modulating the power of the heating beam. The heating can be applied to specific
portions of a hurricane and potentially modify its strength or direction.

WEATHER MODIFICATION SCIENCE


The techniques embodied in the methods and apparatus (three patents pending) for
cosmic particle ignition of plasmas in the atmosphere (CIPPA) can be important tools in
developing a science of weather modification.

Numerical simulations can be used with these methods to predict results, and the methods
can provide experimental cross checks.

In the US, the technology is being perfected under the High-frequency Active Auroral
Research Program (HAARP) as part of “Star Wars,” otherwise known as the Strategic
Defense Initiative (SDI). There is scientific evidence proving that HAARP is fully
operational and has the ability to potentially trigger floods, droughts, hurricanes, tsunamis
and earthquakes. Now you might say the military gave up Star Wars, but read on to see
the truth.
World-renowned scientist and nun Dr. Rosalie Bertell confirms that “US military
scientists are working on weather systems as a potential weapon.” As The Times of
London reported on November 23, 2000, “The methods include the enhancing of storms
and the diverting of vapor rivers in the Earth’s atmosphere to produce targeted droughts
or floods.” You can read some of Dr. Rosalie Bertell’s work HERE.
Bertell depicts HAARP as “a gigantic heater that can cause major disruption in the
ionosphere, creating not just holes, but long incisions in the protective layer that keeps
deadly radiation from bombarding the planet.”
In The Military’s Pandora’s Box, Dr. Nick
Begich, a scientist actively involved in the
campaign against HAARP, describes it as “a
super-powerful radio wave beaming technology
that lifts areas of the ionosphere (upper layer of
the atmosphere) by focusing a beam and heating
those areas. Electromagnetic waves then bounce
back onto earth and penetrate everything - living
and dead.”
