SAN BEDA COLLEGE OF ARTS AND SCIENCES

STUDENT COUNCIL CONSTITUTION


PREAMBLE
We, the students of the College of Arts and Science (CAS) of San
Beda College, imploring the aid of the Divine Providence and the
blessings of St. Bede, establish a Student Council that is
representative, democratic, autonomous, and nationalist, and that
shall embody our democratic aspirations, protect our rights, and
promote our interests and welfare, do hereby declare, ordain, and
promulgate this constitution.
ARTICLE I - GENERAL PROVISIONS
SEC. 01
The organization shall be called and be known as the
San Beda Student Council (SBSC)
SEC. 02
The SBSC shall hold office in a room within the campus
designated by the College Administration for such purpose.
SEC. 03
The constitution shall apply to all bona fide SBC
Students of the CAS. A bona fide student of the CAS must have
the following qualifications:
a. Enrolled in at least three units;
b. Not a cross-enrollee from another school; and
c. Must not be under suspension for one year or more.
SEC. 04
The SBSC shall be the highest-ranking organization and
policy-making body of the students, in so far as student
organizations and student activities are concerned, and it shall
be the umbrella organization of all duly organized clubs and
organizations under the CAS.
SEC. 05
The SBSC has the right to determine and to implement its own
policies and plans for the purpose of carrying out its principles and
objectives.
SEC. 06
The President of the SBSC shall have a seat in the
Dean's Council and Board of Discipline.
ARTICLE II - PRINCIPLES AND OBJECTIVES

SEC. 01

The SBSC believes in the following principles:


a. That education should be directed toward becoming
a nationalist, scientific, and mass-oriented.
a.1. A nationalist education that is against any form
of foreign interference.
a.2. A scientific education that will foster the
development of sciences and technology for the
betterment of the nation.
a.3. A mass-oriented education that shall serve the
needs and interests of the Filipino masses.

SEC. 02

The SBSC maintains the following objectives:


a. To realize and promote the mission statement of San
Beda College;
b. To protect the legitimate rights, welfare and interests of
students, and also to recognize the legitimate rights of
the faculty and service personnel;
c. To promote and uphold academic freedom;
d. To fuse the students into one responsive and cohesive
body through the recognition and implementation of
their common goals and aspirations;
e. To foster closer ties and create a true atmosphere of
learning among students, faculty, administrators and
service personnel;
f. To assist in the internal and external activities of all
recognized clubs and organizations;
g. To support academic and athletic competitions;
h. To hold symposia, study circles, seminars and other
activities that are geared towards uplifting intellectual
consciousness and strengthening the commitment of
students
to
social,
spiritual
and
academic
responsibilities;
i. To affiliate and coordinate with the sectoral and national
organizations that carry the same objectives and
principles of the SBSC, and support the same in their
undertakings; and
j. To
provide awareness
and
responsiveness
of
students
as
far
as
school, local, national and
international issues are concerned.
ARTICLE III - BILL OF RIGHTS

SEC. 01
Students shall have the rights as herein stated, in
addition to the other rights they may have under the
Constitution of the Republic, subject to limitations prescribed by
law.
a. No one shall be deprived of his/her right as a student
without due process of law nor shall any student be
denied of the equal protection of law.
b. Students shall be entitled to procedural fairness in
disciplinary proceedings and to a just penalty.
c. Students shall have the right to form association for
purposes not contrary to laws mission, vision or
objectives of the College, and whose association's
regulations shall not be abridged.
d. The right of the students to be secured in persons,
offices, papers, and effects against unreasonable
searches and seizures, of whatever nature and for any
purpose, shall not be violated unless such search and
seizure is in accordance with the provisions of law.
e. Students shall enjoy freedom of expression and shall
have the right to hold any kind of peaceful
demonstration and protests against school policies, as
well as national and local policies, even though these
are not related to the school.
f. Access to official records and documents and papers
pertaining to official acts, transactions, or decisions
which the school deems to be non-confidential shall be
furnished to the students.
g. Students shall have the right to publish a free and
responsible student newspaper and other similar
publications.
h. Students shall have the right to invite outside speakers
and/or resource persons during assemblies, symposia
and other activities, subject to reasonable rules,
regulations and requirements of the College.
k. No student shall be denied access to his/her own
official school record.
l. Students have the right to a speedy issuance of their
official transcript of records, certifications, grades,
diplomas, clearances and other similar documents.
ARTICLE IV - COMPOSITION AND MEMBERSHIP OF THE
EXECUTIVE COUNCIL
SEC. 01
The Executive Council (EC) shall be composed of the
SBSC officers, namely:

President
Internal Vice President
External Vice President
Secretary-General
Treasurer
Auditor
4th year-level representative
3rd year-level representative
2nd year-level representative
1st year-level representative
SEC. 02

General Qualifications for seats in EC


a. A GPA of not less than 2.25 in the preceding semester of the
election.
b. A Residence of at least four semesters in the CAS previous to
election for the top three (3) positions; two (2) semesters for the
rest of the positions with the exemption of the first-year level
representative.
c. Enrolled in at least 15 units in the subjects required for his/her
major.
d. Should not hold any position in any recognized organization in
the CAS during the filing of candidacy, unless the electoral
board deems it necessary for a candidate to hold such position
even during or after elections.
e. Must not be under any probation during the elections.
f. Duly elected in accordance with the election code.

SEC. 03
The President and the Internal Vice-President of the EC shall
be incoming seniors in the semester after the elections.
SEC. 04
The External Vice-President, the Secretary and the
Treasurer shall either be incoming junior or senior students in the
semester after the elections.
SEC. 05
The Auditor shall be an incoming senior Accounting major in
the semester after the elections.
ARTICLE V - DUTIES AND OBLIGATIONS OF THE EXECUTIVE
COUNCIL
SEC. 01
The President shall be the chief executive officer of the
SBSC. He/She shall:

a. Have direct supervision of all undertakings of the SBSC;


b. Be the official representative of the students of the CAS
in school related matters;
c. Preside over the meetings of the SBSC;
d. Have the power to create special committees which
should
not be in conflict with the SC standing
committees as herein stated, and appoint its committee
heads and delegate such duties as may be necessary
after consultation with the other EC members;
e. Be the ex-officio member in the Dean's Council and the
Board of Discipline;
f. Endorse for approval all activities of recognized clubs,
organizations, homeroom organizations into the CAS
Prefect of Student Activities;
g. Sign all the documents and communications of the
SBSC;
h. Chair the Student Assembly without any voting power;
and
i. Perform such other functions that are inherent in his/her
position or other functions as defined by the SBSC Bylaws.
SEC. 02

The Internal Vice-President shall:


a. Coordinate and organize activities within the campus;
b. Perform the duties of the President inside the campus
during the absence or incapacity of the latter;
c. Assist the President in the administrative functions;
d. Chair the Students Organization Circle without any
voting power; and
e. Perform other duties related to his/her position that the
Executive Council may delegate to him/her.

SEC. 03

The External Vice-President shall:


a. Coordinate all activities outside the campus;
b. Have the power to organize activities among other
schools in line with the objectives and principles of the
SBSC, after consultation and with the approval of the
Executive Council;
c. Act as a public relations officer of the SBSC;
d. Disseminate current issues and information gathered
from outside; and
f. Perform other duties related to his/her functions that the
Executive Council may delegate to him/her.

SEC. 04

The Secretary shall:


a. Record the proceedings of the SBSC;
b. Inform the SBSC officers and the Student Assembly of all
undertakings and scheduled meetings;
c. Be responsible for the safe-keeping of records,
documents, and other related materials of the SBSC;
d. Have the power to create a secretariat that will assist
him/her in his/her work subject to consultation with the
EC; and
e. Perform other activities related to his/her position and
other duties related to his/her
function that the
Executive Council may delegate to him.

SEC. 05

The Treasurer shall:


a. Maintain the books of the SBSC;
b. Prepare the budget of all activities of the SBSC;
c. Submit all financial reports at the end of each activity,
and at the end of each semester to the President of the
SBSC, which will be later submitted to the Office of the
Prefect of Activities;
d. Be responsible for all the materials purchased by the
SBSC and disbursements and receipt thereof;
f. Hold open to inspection the book or the accounts of the
SBSC if necessary;
g. Have the power to appoint his/her assistant who will
assist him/her in work after consultation with the EC;
and
h. Perform other duties related to his/her function that may
be assigned to him by the Executive Council.

SEC. 06

The Auditor shall:

Render an inspection analysis of the books of accounts:


a.1

anytime he wishes (periodic basis);


whenever so directed by the President, or;
whenever directed by the EC; and
whenever so request in writing by the SA.

b. Be responsible for establishing and maintaining an


independent review and/or examination of the accounts,
financial and other operations, and services of the
SBSC;

c. Audit the financial report of the Treasurer; and


d. Perform other duties related to his function as may be
delegated by the Executive Council.
SEC. 07

The year-level representatives


a. Act as the official spokesman/representative of their
respective year levels;
b. Coordinate activities of their respective year levels;
c. Attend to the needs and grievances of their respective
year levels;
e. Disseminate the necessary information related to their
respective year levels;
f. Create/organize and chair their respective Batch
Councils; and
g. Perform other duties that may be assigned by the
Executive Council.

SEC. 08

The Executive Council shall:


a. Collectively pass judgments and decisions on all matters
pertaining to the Student Council;
b. Review all the Program, Activity and Budget Proposals of
all recognized Club and Organizations and Standing
Committees for approval and endorsements; and
c. Pass resolution without consulting the SA if such
concern is immediate and needs an instantaneous
decision.

ARTICLE VI - COMMITTEES
SEC.01
The SBSC shall maintain the following Standing
Committees with the
corresponding functions:
Research, Education and Internal Communications Committee
a.1 Gathers information that will benefit the
studentry; information may come from any
published materials such as books, magazines,
pamphlets, memo, etc. or any group endeavor
such
as
resolutions,
recommendations,

manifestos, or form of any symposia, lectures,


seminars, study circles and other similar activities.
a.2 Prints or reprints informative materials for the
studentry.
a.3 Establishes
linkages
with
other
schools,
organizations and/or institutions in pursuit of its
function.
a.4 Performs such other related function that the EC
may delegate to the committee.
The Socio-Religious and Cultural Committee
b.1 Establishes and promotes genuine Filipino Culture
and identity through
campaigns, and other
related activities.
b.2 Works for the implementation of one of the SBSC's
objectives such as holding symposia, study
circles, seminars, and other like activities.
b.3 Establishes linkages with other religious, and
cultural institutions.
b.4 Performs other related functions that the EC may
delegate to the Committee.

Facilitates and studies all formal grievances and


petitions of students.
Endorses all possible actions to the EC in order to
expedite the necessary actions that may be
undertaken.
Checks on the various problems encountered by
the studentry.
Assists in the different activities of the SBSC and
provides manpower if necessary.
Performs other related functions as may be
delegated by the EC.

Finance Committee

activities in order to support activities that will
benefit the studentry, community and/or other
civic institutions according to the mission of the
SBSC.
Assists the treasurer in preparing the financial
statements.

e.1 Fosters harmonious relationship between the
students and the alumni of San Beda College
through different projects.
e.2 Coordinates any activity which may involve the
alumni and the student with the SBSC Alumni
Association.
e.3 Facilitates the activities which may involve the
students.

Implements athletic projects that will promote


friendly

spirit
of
sportsmanship.
Facilitates the College Intramurals.
Supports the NCAA games.
Performs other related functions as may be
delegated by the EC.

Center in its
undertakings.
g.2 Conducts projects that will heighten the social
awareness of
students.
g.3 Conducts outreach activities in calamity stricken
areas.
g.4 Coordinates/supervises outreach activities of
the council/
students.
g.5 Performs other related functions as may be
delegated by the EC.
Article VII - BATCH COUNCIL
SEC. 01
Each year level shall have a Batch Council composed of
the Homeroom
Organizations
Presidents
(qualification like that in Art 4 Sec. 2a, c, e, f,
of EC).

Article VIII - STUDENT ASSEMBLY
SEC. 01
The Student Assembly shall be composed of the
Presidents of all homeroom organizations.
SEC. 02
The members of the SA shall have the qualifications
like that of the EC in
Article IV letters a, c, e, and f.
SEC. 03

The Student Assembly shall:


a. Serve as the avenue for discussion of issues affecting
the whole CAS students;
b. Facilitate the queries of all the students;
c. Endorse possible actions to the EC pertaining to the
entire studentry;
d. Perform/coordinate activities that will benefit the whole
CAS students;
e. Decide on concerns through a majority vote of 50% + 1
of all the members of the SA; and
f. Sit in banc with the EC to decide for impeachment
suspension and removal proceedings.

SEC. 04

It is the obligation of the SA to:

Recognize the duties and obligations of the students;


Attend special meetings which may be called by the EC; and
Disseminate information to their constituents.
SEC. 05
The Chairman of the SA shall be the President of the
Student Council.

a. The Chairman can be removed from his office as


chairman only on the following grounds:
a.1 Gross negligence of duty;
a.2 Gross violation of the constitution and by-laws;
and
a.3 Misuse and malversation of funds.
b. Removal of the chairman shall be made through a
majority vote of all the members of the SA after the
proper deliberation of the assembly.
d. In the event that the President has been removed, the
SA through a majority vote of all the members, shall
elect its new chairman from among the Representatives
who will directly report to the new President of the SC.
SEC. 06
The SA shall elect among its members the SA Scribe
who will only have
a voting power in case there is a tie.
SEC. 07

The Scribe shall:


a. Record all the minutes of meetings, proceedings,
resolutions and programs of the SA.
b. Hold open to public all the records of the SA.
c. Prepare copies of all records, meetings, resolutions,
proceedings and programs to be submitted by the
Chairman of the SA to the EC.
e. Be responsible for informing the members of the SA
about meetings and also the members of the EC,
whenever meetings between EC and SA are scheduled.
Article IX - STUDENT ORGANIZATION CIRCLE

SEC. 01

SEC. 02

The Student Organization Circle shall be composed of the


President of all the duly recognized clubs and organizations
of the CAS exclusive of organizations under suspension.
Student arm organizations presidents may join the circle
without any voting power.
The SOC shall:
a. Serve as an avenue to discuss policies, guidelines and
other matters pertaining to activities, and propose

matters after gathering majority of the members of the


SOC (50% of the total number of members plus 1);
b. Serve as a venue for the concerted effort of all the
recognized clubs and organizations; and
c. Direct all queries to the Executive Council for possible
settlement with the Prefect of Activities.

SEC. 03

It is the obligation of the SOC to:


a. Support the vision, mission and goals of SBC, SC and
the Prefect of Activities, through their projects; and
b. Create a network between and among recognized
organizations through activities and other concerns.

SEC. 04
The Chairman of the SOC shall be the Internal Vicepresident of the Student
Council.
a. The Chairman can be removed from his office as
Chairman on the following grounds only:
a.1 Gross negligence of duty;
a.2 Gross violation of the constitution; and
a.3 Misuse and malversation of funds.
b. Removal of the Chairman shall be made through a
majority vote of all the members of the SOC after proper
deliberation in the circle.
b. In the event that the IVP has been removed as Chair of
the SOC through a majority vote, all its members shall
elect their new chairman from among the members who
will directly report to the President of the SC. However,
if the IVP has been removed from his office as IVP of the
Council, the SOC shall temporarily elect a Chairman
among the members of the SOC, until a new IVP is
elected or appointed.
d. The Chairman shall:
d.1 Act only as facilitator without any voting power;
and

d.2

Submit to the EC all resolutions, proceedings,


minutes of meetings and monthly reports of the
SOC conventions, meetings, special meetings,
activities etc.

SEC. 05
The SA shall elect from among its members the Scribe
who will only have a
voting power in cases where there is a tie.
SEC. 06

The SOC Scribe shall:


a. Record all the minutes of meetings, proceedings,
resolutions and programs of the SOC;
b. Keep open to public all the records of the SOC;
c. Prepare copies of all records, meetings, resolutions,
proceedings and programs to be submitted by the
chairman of the SOC to the EC; and
d. Be responsible for informing the members of the SOC
about the meetings and also the members of the EC as
scheduled.

Article X - ACCOUNTABILITY OF OFFICERS


( EC, COMMITTEE HEADS, APPOINTEES, SA AND SOC)
SEC. 01
SBSC Officers, Committee Heads, Appointees, and
Student Assembly
members shall serve with the highest degree of
responsibility, integrity and
efficiency, and shall be accountable for the students.
SEC. 02
Any Officer of the EC, Appointee or Member of the SA
and SBSC may be removed or suspended from office.
a. Removal or suspension of EC Officers exclusive of the
batch representatives and SA members must be made
by a majority vote of all the officers (EC) and members
of the SA.
b. Removal or suspension of Appointees must be made by
a majority vote of the EC.
c. Removal or suspension of the Batch Representatives
must be made by a majority vote of all the Presidents of
homeroom organizations in their respective year level.
d. All removal and suspension must be made through a
resolution after proper deliberation against an officer,

appointee or member on any of the following grounds:


d.1 Conviction of any willful and gross violation of the
constitution;
d.2 Gross neglect of duty; and
d.3 Misuse or malversation of funds.
SEC. 03

Constitutional violations (ground c.1 and c.2) shall merit


suspension as determined by the EC and SA through a
majority vote of all the members of EC and SA.

SEC. 04
Criminal violations (c.3) shall merit suspension and/or
impeachment and
will be elevated to the board of discipline.
SEC. 05
The suspension or removal may be based on the
degree of offense to be
determined by the majority of the officers of the EC
and members of the
SA.
SEC. 06
A special meeting between EC and SA regarding
impeachments, suspensions and removal of officers shall be
called by any of the following:
President of the Student Council;
Majority of the members of the EC; or
Majority of the members of the SA.
ARTICLE XI - DUTIES AND RESPONSIBILITIES OF
THE STUDENTS
The obligations of the students of CAS of SBC as to:
a. Uphold the constitution of the SBSC;
b. Exercise their rights and responsibilities;
c. Be aware of the issues affecting the campus and the society
to which
they belong;
d. Properly use the facilities of the school;
e. Assist and support all the undertakings of the SBSC; and
f. Abide by the policies of the SBSC.
Article XII - TENURE AND VACANCY

SEC. 01
All officers and members of the SBSC shall assume
office ten (10) days after
the proclamation of the Electoral Board, and shall
be in office until the day
before the next set of officers assume office.
SEC. 02

All planned activities of the outgoing set of officers shall


implemented by the said incoming officers.

SEC. 03

All unsettled business/es shall be managed and closed by


the outgoing officers unless the incoming officers should
manage and close them.

SEC. 04
If the position of the President in the SBSC is
left vacant, through
resignation, impeachment, and other causes, these
steps/procedures will
be followed:
a. The Internal Vice-President shall assume the office of
the President if vacancy occurs within sixty (60) days
before the general elections of the SBSC. If the Internal
Vice-President position is also left vacant, the External
Vice-President shall assume the office of the President. If
the positions of the President , IVP and EVP, are all left
vacant, the majority of the EC and SA shall elect among
the incumbent EC members who will assume the
position of the President.
b. If vacancy occurs not within sixty (60) days before the
general elections of
the SBSC, the Internal VicePresident shall temporarily assume the office of the
President until a new President is elected among the
bona fide CAS students. The EC must declare whatever
position is left vacant through a notice addressed to the
Electoral Board the day after the formal resignation of
an officer and/or enactment of a resolution for the
impeachment or removal of an officer. The Electoral
Board then will declare the positions left vacant two (2)
days after receipt of notice. Elections will take place ten
(10) days after the Electoral Board declares the position
open.
SEC. 05
Any other vacancy shall be filled up through the
following:

a. If vacancy occurs within sixty (60) days before the


general elections, the EC shall appoint any student
qualified for the position;
b. If vacancy occurs not within sixty (60) days before the
general elections of the SBSC, the EC shall appoint bona
fide students to temporarily assume the office until an
officer is elected from among the bona fide CAS
students. Elections will take place ten (10) days after
the EC and the Electoral Board declare the position
open.
Article XIII - MEETINGS AND CONFERENCES
SEC. 01

Regular Meetings
a. Regular meetings of the EC shall be held on every first
and third Saturday of the month.
c. Regular meetings of the SA shall be held on every
second Saturday of the month.
d. Regular meetings of the SOC shall be held on every
fourth Saturday of the month.
e. Regular meetings of the Batch Councils shall be held on
every first Thursday of the month.

President of the SC; or


Majority of the EC members.

SEC. 03

Special meetings between EC and SA may be called by


the:

Special meetings of the SOC may be called by the:

Prefect of Activities;
President of the SC;
Chair of SOC; or
Majority of the members of the SOC.

SEC. 05

Special Meetings between EC and SOC may be called

Special Meetings of the Batch Councils shall be called by

ARTICLE XIV - ELECTIONS
SEC. 01

The SBSC elections shall be held six (6) weeks before


the end of the second semester. The campaign period shall
start one (1) week before the elections.
a. Any party can file its slate of candidates provided that
the Constitution of the Party has been submitted to the
Electoral Board two (2) weeks before the first day of the
filing of candidacy;
b. Individual filing is allowed under the
independent,
candidacy status.
c. Deadlines for filing must strictly be followed unless the
Student Assembly and the EC, through a majority vote
of all its members after a convention on the re-opening
of the filing of candidacy, deems it necessary through a
resolution.

SEC. 02
All bona fide students of the CAS have the right to vote
in the elections.
SEC.03

As a general rule, no form of campaigns is allowed on the


day of the elections. Disqualification of a candidate or a
party shall be decided upon through the deliberation of the
members of the Electoral Board.

SEC. 04
Each party and/or independent candidate

The Electoral Board has the power to add necessary


provisions to be incorporated in the election code.
Additional provisions must be put on a resolution to be
signed and submitted to the EC and Prefect of Activities
twenty (20) days before the day of the elections.

SEC. 06

All provisions in the Election Code of the Electoral Board


shall be followed unless such provisions violate the SBSC
constitution.
In such cases, the provisions in the SBSC
Constitution shall prevail.
ARTICLE XV - FUNDS

SEC. 01
The funds of the SBSC and the initial funds of all
recognized organizations
shall come from the
students and must be paid as miscellaneous fees
during the enrolment period.
a. The SBSC shall have an operational fund to be collected
under SCOF (Student Council Operational Fund), which
will be used only in operations exclusive of activities
subject to liquidation and refund, if not used.
b. The EC shall propose the amount to be paid by the
Students through a resolution signed by majority of the
EC members and to be deliberated upon or approved by
majority of the members of the EC and SA.
c. All activities of the SC, SA, SOC, and Batch Councils
shall be financed
from the SAF and Cultural Fund according to
the nature of the
Activity, only after the approval of the President of the
Council, Prefect
of Student Affairs and the College Dean.
d. Special funds can be collected provided that majority of
the students concerned after proper information
consented to the collection of special funds, through a
majority vote of the concerned students or, through a
position letter signed by majority of the students
concerned.
SEC. 02
All disbursements from the SBSC fund shall be
made by the Treasurer

and/or the Prefect of Student Affairs Office after being


countersigned by the President of the Student Council.
SEC. 03

The SBSC shall submit financial reports of their funds to


the students through
publications at the end of the
semester.
ARTICLE XVI - ADVISER

SEC. 01
The adviser of the SBSC shall be the Prefect of Student
Affairs.
SEC. 02

The Adviser of the SBSC shall:


a. Receive and study reports of the SBSC such as periodic,
financial and other reports and documents; and
b. Serve as a liaison between the administration and the
SBSC.

SEC. 03

The Adviser of the SBSC may be removed from the


office as adviser of the SBSC through
a majority vote of
the EC officers on any of the following grounds:
a. Gross negligence of duty;
b. Violation of the SBSC Constitution in relation to his
position as the adviser;
c. Malversation of funds; and
d. Contempt of the rights of the students by abridging any
provisions of the SBSC Constitution.
ARTICLE XVII - AMENDMENTS

SEC. 01
The SBSC, by a majority vote of all the members of the
EC and SA sitting in banc may propose amendments to this
Constitution through a resolution.
SEC. 02
The Executive Council members and ten (10) members
elected from the SA by a majority of its members shall be
assigned to draft the amendments or revisions to be presented
to the SA.
SEC. 03
The draft of the amendments or revisions must be
deliberated upon and approved by
majority
of
the
members of the EC and SA before presenting such to the
students for ratification and a plebiscite.

SEC. 04
The drafting of amendments and the revisions of the
constitution for a given school-year shall begin five (5) months
before the scheduled ratification and plebiscite.
SEC. 05
All amendments and revision shall take effect thirty (30)
days before the first semester of the year after the plebiscite.
SEC. 06
The power to revise this constitution is vested upon the
SBSC, including the right to draft another constitution.
SEC. 07
Any amendments to this constitution shall become valid
and part thereof when approved by a majority of the votes cast
in a plebiscite held for this purpose.
Article XVIII - EFFECTIVITY
SEC.01
The constitution of this organization San Beda Student
Council, shall take effect immediately upon the presentation of
notification to the Prefect of Student Affairs, and
ratification
by the majority of votes cast in a plebiscite called for this
purpose.
SEC.02
This
Constitution
shall
supersede
all
student
organizations and student-arm organizations Constitutions of
the College of Arts and Sciences.
