Mr.
related that some time in July or August, 2012, Kim told him that she was dating a
man who was going to be a county commissioner, that his name is Nick. Kim was happy that
"someone decent was showing her attention." According to Mr.
there were times that
Kim got "fixed up" to go out with the commissioner. Mr.
advised that Kim and Mr.
Nicholson called and sent text messages to each other through out the week. Mr.
advised that at the start of the relationship Mr. Nicholson would see Kim on Wednesdays,
Fridays or Saturdays.
Then, after the November, 2012 election Mr. Nicholson only came to see Kim on Saturday
afternoons. Mr.
stated he (
would be at the house when Kim received a text
from Mr. Nicholson that Mr. Nicholson was coming to the house. Kim would always ask Mr.
to leave. According to Mr.
Mr. Nicholson came to the house every Saturday at
noon. Mr. Nicholson would spend five to ten minutes with Kim before the two of them would go
into the bedroom and have sex. Mr. Nicholson would give Kim $100 - $150 and leave. When
asked how he (Mr.
knew this, he said that he was at the residence one time when this
occurred. Later in the interview, Mr.
stated that he was only at the residence one time
when Mr. Nicholson stopped by and after being introduced to Mr. Nicholson, he (Mr.
immediately left. Then another time during the interview, Mr.
said he had knowledge of
Kim being paid for sex because he "heard things, you know the kids talk." At another time
during the interview, Mr.
stated that to his knowledge, the children were never in the
house when this occurred, that they were outside playing.
Mr.
advised on four different occasions, Mr. Nicholson transported Kim to two different
residences to purchase drugs. Mr.
stated that Mr. Nicholson took Kim to "Isis" two times
and to "Fantasy's" two times. Mr.
stated that he thinks that Mr. Nicholson knew that Kim
was purchasing drugs, even though Mr. Nicholson and Kim's children remained in the car while
Kim went inside the house. When Mr.
was asked how he knew about this, He stated "he
heard this from the kids."
Mr.

was asked if he thought Kim would "smoke" in front of Mr. Nicholson and Mr.
replied "no." Mr.
also stated that he did not think that Mr. Nicholson was a drug

user.
Mr.
describe Mr. Nicholson as a "tall man" 6'2" to 6'3", not over weight, in good shape,
dresses nice, wares eye glasses and at least forty (40) years of age.
Mr.
was presented with a driver license photo of Mr. Nicholson with an issue date of
January 19, 2012. Mr.
stated the photo does not look like Nick Nicholson the county
commissioner. Mr.
advised that he did see the commissioner's photograph in the news
paper and the Commissioner Nick Nicholson who was in the paper was the same Nick
Nicholson whom he was introduced to by Kim.
Mr.
advised that he is providing this information to law enforcement because he does
not believe that Kim's conduct would have been so bad if Mr. Nicholson had not given her
money and taken her to get drugs.

This investigative report is predicated on a complaint received by the Florida Department of Law
Enforcement (FDLE) from the Hernando County Sheriff's Department (HCSO) regarding
Nicholas W. Nicholson, a Hernando County Commissioner.
On Wednsday, May 22, 2013, Special Agent (SA) Tom Stefan met with Department of Children
and Families (DCF) Supervisor Donna Bruno at her office located at 661 S. Broad Street,
Brooksville, Fl. Ms. Bruno provided SA Stefan with copies of reports authored by DCF Case
Managers regarding interviews with the children of Kimberly Losurdo. The reports
were summaries of a recorded interview with the children. Ms. Bruno related to SA Stefan that
she would forward copies of the recorded iterviews to SA Stefan.
SA Stefan reviewed the documents provided by Ms. Bruno and did not find any mention
of Commissioner Nicholson. The interviews mostly pertained to the health and wellfare of the
children.

This investigative report is predicated on a complaint received by the Florida Department of Law
Enforcement (FDLE) from the Hernando County Sheriff's Department (HCSO) regarding
Nicholas W. Nicholson, a Hernando County Commissioner.
On Thursday, June 6, 2013, Special Agent (SA) Tom Stefan recieved mail correspondence from
the Department of Children and Families (DCF). The package contained three DVDs of DCF
audio/video recorded interviews with the children of Kim Losurdo.
SA Stefan review the DVDs which did not contain any mention of the Hernando County
Commissioner, Nicholas W. Nicholson.
The DVDs will be maintained as part of this case file as Related Items (INV-6).

from the television. Ms. Cravener related that Ms. Losurdo had mentioned that the "Governor"
usually comes to her residence on Tuesdays or Thursdays.
SA Stefan presented to Ms. Cravener a photo pack of six male subjects with one of the subjects
being Commissioner Nicholson. All of the subjects were of similar physical characteristics. Ms.
Cravener identified subject number two (2) as an individual whom she possibly observed at Ms.
Losurdo's home. Subject number two (2) was not Commissioner Nicholson. Later in the
interview SA Stefan presented to Ms. Cravener individual photographs of the same subjects.
Ms. Cravener related that subject number one (1) looked familiar. Subject number one (1) was
not Commissioner Nicholson.
Ms. Cravener stated that the "Governor" knew that Ms. Losurdo smoked "crack" because he
allowed her to smoke during sex.
Ms. Cravener advised that the last time Ms. Losurdo saw the "Governor" was just before her
(Losurdo) arrest in December of 2012.
SA Stefan asked Ms. Cravener who supplied Ms. Losurdo with drugs and she advised that Ms.
Losurdo purchased her drugs from many different sources. SA Stefan asked about a person
named "Isis." Ms. Cravener advised that "Isis" is a friend of Ms. Losurdo and that she
(Cravener) met "Isis" just one time. Ms. Cravener advised the time that she met her ("Isis") she
("Isis") had a handful of crack cocaine. Ms. Cravener described "Isis" as a "big tall black girl."
Ms. Cravener had no other information pertaining to "Isis."
This interview was concluded at 1152 hours.

INVESTIGATIVE REPORT
This investigative report is predicated on a complaint received by the Florida Department of Law
Enforcement (FDLE) from the Hernando County Sheriff's Department (HCSO) regarding
Nicholas W. Nicholson, a Hernando County Commissioner.
On or about Friday, September 20, 2013 at approximately 1015 hours, FDLE Public Integrity
Special Agent Supervisor (SAS) Patricia (Patti) Thompson and Special Agent (SA) Dean
Horianopoulos interviewed Commissioner Nicholson at the FDLE Tampa Bay Regional
Operations Center (TBROC) located at 4211 N. Lois Avenue in Tampa. The interview was
voluntary and Commissioner Nicholson agreed to come to the TBROC. The interview was
audio and video recorded. In summary, Commissioner Nicholson provided the following
statements:
At the request of the FDLE Agents, Commissioner Nicholson provided personal background
information about himself. According to Commissioner Nicholson, he graduated from
Cleveland State University (Ohio) in 1970 and has been doing engineering his "whole life."
Commissioner Nicholson also enlisted in the United States Air Force, where he contracted
Guillain-Barre (GBS) syndrome from an "experimental swine flu vaccine they gave to
servicemen at that time." Commissioner Nicholson advised he became paralyzed through
symptoms of GBS and spent (1.5) years in the hospital going through rehabilitation. Once
released from the hospital, Commissioner Nicholson obtained his Masters degree in
Environmental Engineering from the University of Kentucky, and later his Masters degree in
Business Administration. Commissioner Nicholson advised he has a permanent limp due to
"partially paralyzed ankles" resulting from the GBS.
Commissioner Nicholson moved to Florida with his wife and two children in 1986, "when
Hernando County was the fastest growing county in the United States." Commissioner
Nicholson has been divorced for five years.
Commissioner Nicholson ran for county commissioner after his friend asked him to. He was
elected in November of 2012 and serves with four other county commissioners.
SAS Thompson placed Commissioner Nicholson under oath and the FDLE Agents began
asking questions material to the investigation.
Commissioner Nicholson advised he did not know anyone by the name of "Kimberly Losurdo."

Commissioner Nicholson advised he had never been to an "adult entertainment establishment


in Hernando County." SAS Thompson referred to several adult entertainment establishments
by name, including as advertised a "full liquor-full contact-full nude," "adult entertainment"
establishment d/b/a Calendar Girls located at 16309 US Highway 19 North, Hudson, Pasco
County, Florida. Commissioner Nicholson advised he had been to "Calendar Girls" prior to
"being elected to office."
SAS Thompson presented Commissioner Nicholson with a Photo Lineup containing six total
photographs, comprised of five filler photographs and Losurdo in position number two.
Commissioner Nicholson stated, "I've seen number two before. I don't know what her name
is." SAS Thompson asked Commissioner Nicholson, Where have you seen number two?"
Commissioner Nicholson replied, "I think I saw her at Calendar girls. I don't remember for sure."
SAS Thompson identified the photograph number two for the record, as Kimberly Losurdo.
SAS Thompson then asked Commissioner Nicholson, "Do you know this person by another
name?" Commissioner Nicholson replied, "I think she told me her name was Jen. But I didn't
know her real name."
SAS Thompson asked Commissioner Nicholson, "How long have you known Jen?" (Jen is
hereinafter referred to as Losurdo for reporting purposes unless quoted). Commissioner
Nicholson replied, "I met her a few years ago." Commissioner Nicholson advised he could not
recall where he first met Losurdo but acknowledged it may have been at Calendar Girls. SAS
Thompson attempted to get Commissioner Nicholson to be more specific. However,
Commissioner Nicholson advised he had "memory problems" for which he was once
"hospitalized" and there were some things he just couldn't remember.
Commissioner Nicholson advised he would have met Losurdo after his divorce and before he
was elected as a county commissioner. SAS Thompson asked Commissioner Nicholson to
describe the nature of their relationship. Commissioner Nicholson replied, "I had met her and
she did a dance for me. So...that was our relationship." Commissioner Nicholson further
advised he had been to Calendar Girls more than once but had never "had dinner with"
Losurdo.
SAS Thompson asked Commissioner Nicholson, if he had ever seen Losurdo outside of the
Calendar Girls establishment. Commissioner Nicholson stated, "I went to her house once." He
could not recall where the house was located but advised it was in Hernando County. SAS
Thompson asked Commissioner Nicholson to describe the house. Commissioner Nicholson
advised he could not describe Losurdo's house but thought it was a "single family." SAS
Thompson asked Commissioner Nicholson, "How many times did you go there?"
Commissioner Nicholson replied, "I was there a couple times."
SAS Thompson asked if there was anyone else in the house at the time. Commissioner
Nicholson advised "her kids," were there. When asked to provide their age(s), Commissioner
Nicholson advised they were "less than twelve years old." Commissioner Nicholson could not
recall their names. Commissioner Nicholson advised he thought one child was a boy and the
other child was a girl. Commissioner Nicholson advised he took Losurdo's children out for pizza
and another restaurant for food "a couple of times." Commissioner Nicholson advised he would
have driven his GMC Envoy that he no longer has.

SAS Thompson asked Commissioner Nicholson if he "had sexual relations" with Losurdo.
Commissioner Nicholson advised he had sex with her but did not pay her in exchange for that
sex. He said, "I helped her out with food and stuff." Commissioner Nicholson advised they were
"friends" and "she was nice to me."
SAS Thompson asked Commissioner Nicholson to "describe the condition of the home"
Losurdo was living in, along with her children. Commissioner Nicholson could not recall. SAS
Thompson asked Commissioner Nicholson about seeing illegal drug use and drugs in the
home. Commissioner Nicholson advised he had never seen any illegal drugs in the home or
witnessed illegal drug use.
SAS Thompson asked, "When's the last time you talked to Jen?" Commissioner Nicholson
advised, he could not recall but thought it was "a couple of years ago." SAS Thompson advised
Commissioner Nicholson the FDLE analyzed his telephone records, along with Losurdo's
telephone records, and the records indicated there was telephone contact between the two
phones (179) times from September of 2012 through December of 2012. Commissioner
Nicholson advised he did not remember talking to her that many times. SAS Thompson
advised Commissioner Nicholson that according to the telephone records, the telephone
contact stopped shortly after Losurdo was arrested and placed in the Hernando County Jail in
December of 2012.
SAS Thompson asked Commissioner Nicholson if he knew Losurdo had been arrested.
Commissioner Nicholson advised he knew she had been arrested for child abuse but "thought I
stopped talking to her prior to that." SAS Thompson summarized the findings of the HCSO and
Department of Children and Families investigations leading to media releases on the arrest of
Losurdo for child abuse, on or about December 27, 2013. Commissioner Nicholson advised, "I
remember the newspaper article now."
SAS Thompson advised Commissioner Nicholson that there were allegations he took Losurdo
to location(s) to obtain illegal substances. Commissioner Nicholson advised if she was "doing
that I didn't know about it." SAS Thompson asked Commissioner Nicholson if he ever took
Losurdo to another residence. Commissioner Nicholson advised "she told me she wanted to go
see one of her friends once" and what she did inside "I have no idea." Commissioner
Nicholson advised many times he did not take Losurdo to obtain illegal drugs. He stated, "If
that happened, it happened without my knowledge."
SA Horianopoulos asked, "Why did you think you were taking her there?" Commissioner
Nicholson replied, "She said she owed her friend money,or uh, had to talk to her about getting
her bills paid. She borrowed money off of this lady, uh, sometimes to help her. This is what she
told me. She borrowed money off of her sometimes when she was short money and this lady
gave her money. My God I had no idea." SA Horianopolous asked, "So you were taking her
there for her (Losurdo) to repay?" Commissioner Nicholson replied, "Yep." SA Horianopoulos
asked, "Did you happen to give her the money so she could repay?" Commissioner Nicholson
replied, "Yeah, I helped her out. Cause she was nice to me, and well yeah, anyway. But I didn't
know what happened inside the building. Holy Crap. That's a serious allegation. I absolutely
did not do that."

SAS Thompson asked Commissioner Nicholson, "Sir, when you took her to the friend's house
to give her the money to repay her friend, did you have sexual relations with her prior to or after
that? Commissioner Nicholson replied, "Yeah, I did but I wasn't paying her for the sex."
The FDLE Agents asked Commissioner Nicholson about providing a description of the "friend"
and/or the "friend's house." Commissioner Nicholson advised, "I only saw her a couple of
times" and could not further describe her.
SA Horianopoulos asked Commissioner Nicholson if he could recall how much money he gave
to Losurdo to give to her friend. Commissioner Nicholson replied, "I think it was fifty dollars."
SA Horianopoulos asked if he could recall what the money was for. According to Commissioner
Nicholson, Losurdo told him the fifty dollars was for money Losurdo borrowed from the friend to
pay Losurdo's electric bill. Commissioner Nicholson stated, "I figured it was helping her pay her
electric bill and well, I could do that. If the friend was nice to her I'd help her out."
Commissioner Nicholson advised it was a "shock" to him that Losurdo would use drugs or "treat
her kids that way." Commissioner Nicholson advised he was raised in a small town and has
"never done anything wrong." Commissioner Nicholson advised he has never used drugs or
been around anyone who has used drugs or engaged in prostitution.
The interview was concluded at approximately 1055 hours.
The array of photographs utilized for the lineup was prepared by Senior Crime Analyst Steve
Dressler and electronically placed into the case file under Related Item Number (INV-11).
A DVD of the audio and video recorded interview was placed into an envelop under Related
Item Number (INV-12). The audo only was electronically placed into the case file under Related
Item Number (INV-13). The audio and video recordings should be referenced for the all
encompassing statements of Commissioner Nicholson.

Attorney of the Fifth Judicial Circuit. According to Mr. King, the investigation lacked sufficient
evidence to bring forth criminal charges against commissioner Nicholas Nicholson.
