OFFICEOFRESIDENCELIFE
MISSIONSTATEMENT:
TheOfficeofResidenceLifeshallprovidetechnicalandoperationalassistanceina
continuingefforttoupgradestudentlivingconditions.Providequalityserviceby
maintaining,preserving,andimprovingtheconditionoftheResidenceHallsthathouse
theUniversitysstudentpopulation.Provideefficientandeffectiveservices,address
studentconcernsandmaintainacleanandsafeenvironmentintheResidenceHalls.

DEPARTMENTALOVERVIEWANDPROCEDURES
Overview
Residence Life provides housing for approximately 4,000 students. There are nine
ResidenceHalls(BethuneAnnex,Carver,Cook,Drew,Mays,MeridianHill,Slowe,The
Towers, and Tubman Quadrangle) that offers female, male, and coed living
arrangements.EachResidenceHall isequipped withhigh speed internetaccess,cable,
ResNet computer labs, exercise equipment, vending machines, laundry facilities, and
loungeareas.
The Central Office Staff of the Department Residence Life supports the
Community Directors with all administrative tasks pertaining to student housing. If you
have a question regarding official housing matters, after consulting your Community
Director feel free to seek further assistance from the central housing office. The Office of
Residence Lifes address is 2401 4th St. NW, Washington, DC 20059 or you may call (202)
806-6131, between the hours of 9:00 am to 5:00 pm Monday through Friday.

HousingAssignments
Generally, prospective students are assigned a housing space prior to check-in. A
student's room assignment consists of a room type, a room rate, and a period of occupancy
(one academic year, semester, or session). Room numbers are assigned once the student has
checked into the hall. In some cases, the original room types may change at the time of
check-in.
Theroomsrateisbasedontheroomtype(single,double,triple,etc).Allassignments
and fees are subject to change without notice. Please understand that students are
chargedforthetypeof roomtheyoccupy,evenifitdiffersfromapriorroomassignment.
CheckwithyourCommunityDirectortoaccuratelydeterminethetypeofroomyouare
occupyinganditsrate.
The Office of residence Life assigns rooms based on established University housing
patternsandtheavailabilityofspace.Studentsmaybereassignedwithinthesamehallor
transferredtoadifferenthallwhenitisdeterminedtobeinthebestinterestofthestudent
orthe University. Students are permitted totransfer within a hall, or between halls, if
spaceisavailableafterproperauthorizationhasbeengranted.

RoomSelectionVerificationPlan(RSVP)
TheRSVP istheOfficeofResidenceLifehousingselectionprocess.RSVPisdesigned
toprovideeligiblestudentswiththeopportunitytorequesttheirpreferredspaceinoneof
the Universitys eight Residence Halls. All undergraduate students seeking
accommodations fortheupcomingacademic year mustparticipate inRSVP and follow
allproceduresoutlinedintheRSVPpackagethatisprovidedbytheOfficeofResidence
Life online at its website during the Fall and Spring semesters. A $200.00 housing
deposit is required to participate in RSVP. (The housing deposit fee is subject to
change).
Anoffcampushousingfairisheldduringthespringsemesterforstudentswhowere
unsuccessfulinobtainingahousingassignmentduringtheRSVPprocess.
Transfers/Withdrawals
Community Directors will receive the Inter/Intrahall Transfer Signup sheet from the
OfficeofResidenceLife.Studentsmustsignthesheetbytheposteddeadlinedate.Ifa
housingchangeisapprovedthestudentwillbenotifiedbytheirCommunityDirectorifit
is an Inter hall transfer or the Office of Residence Life if it is an Intra hall transfer. If
therearequestionsabouttheroomrateasaresultofaroomchange,pleasecontactthe
BillingandAdjustmentSupervisorintheCentralHousingOffice.
The official checkout procedure must be followed when transfers are made. The
Community Director or their designee must be notified of the student's checkout time
oncetheyhavereceivedwritten verificationfromtheOfficeofResidenceLife.
ThecheckoutprocessconsistsofcheckingoutofaroomorfromtheResidenceHall.
StudentswithdrawingfromtheResidenceHallmustvacatetheirroomwithintwentyfour
(24)hoursafterwithdrawalprocedureshavebeenfinalized.Allpersonalpropertymust
beremoved fromtheResidenceHallatthetimeofcheckout.Thesameshallapply in
the case of a student who voluntarily withdraws or is suspended from the University.
Failure to follow the official checkout procedures will constitute a violation of
Universityhousingpolicy.
Students,whoharboranyone forwhateverreason intheirrooms,arein violationofthe
University's Housing policy and may be subject to immediate dismissal from the
ResidenceHall.
CheckOutProcedures
ItistheresponsibilityofthestudenttoarrangeatimewiththeirResidentAssistantforan
exit room inspection. At the time of your room inspection, you should have already
gatheredallofyourpersonalbelongingandcleanedyourroom.Aftertheroominspection
hasbeencompletedproceedtotheFrontDeskorthehall'sBusinessOfficetoprovidea
forwardingaddressthatisrecordedon yourWhiteRegistration Card.Yourforwarding
addressshould includethestreetnameand number,andtheCityandStatewiththezip
code. You should then take your room key to the Environmental Management office.

YourRoomInventoryFormshouldbesignedatthistimeandreturnedbacktotheFront
Deskorthehall'sBusinessoffice. BesuretoaskforyourcopyoftheRoomInventory
Formitisyourreceiptanditverifiesthatyouproperlycheckedoutofthehall.

AnOFFICIALCHECKOUTonlyoccurswhenthereisaroominspectionwithanRA
as indicated above. The hours for an official checkout are 8:30AM through 4:30PM
MondaythroughFriday,unlessotherwiseadvised.Intheeventthatthestafffindstrash
ordamagesinyourroomafteryouhavecheckouttherewillbechargestoyourstudent
account.
An UNOFFICIAL CHECKOUT occurs when the student checks out after 4:30PM
MondayFriday and on the Weekend. Please go tothe Front Desk to leave your room
keyinanenvelopewithyourname,roomnumber,IDnumber,andthedateandtimethat
youcheckout.Youareresponsibleforleavingaforwardingaddresspleasecontactyour
RAtocompletetheforwardingaddresssectiononbackofyourWhiteRegistrationcard.
Therewillbechargestoyourstudentaccountifyourroomisleftdirtywithdamages.
If you check out of your hall or withdraw from the university and fail to turn in your
keys,youwillbebilledforyourkeyandalockchangefortheroomyouoccupied.
LiabilityInsurance
LiabilityInsuranceistheresponsibilityofeachstudentpleasecheckwiththeOfficeof
Residence Life and/or at the Front Desk of your Residence Hall for the information
providedonliabilityinsurance. Theuniversityassumesnoliabilityfordamagestoor
thetheftanypropertyyoumayhaveinyourroom.

RESIDENCEHALL
ResidenceHallStaff
TheCommunityDirector(C.D.) isresponsibleforthemanagementoftheResidence
Hall. The Community Director is also responsible for supervising and scheduling the
professional and student staff.
TheGraduateAssistant(G.A.)assiststheCommunityDirectorwiththemanagementof
theResidenceHall.GraduateAssistantsactonbehalfoftheCommunityDirectorintheir
absence. TheG.A.servesasthedirectsupervisoroftheResidentAssistantandallother
studentstaffandstudentleaderswithintheResidenceHall.
TheResidenceHallStaffAssistant(R.H.S.A.)assiststheCommunityDirectorwiththe
administrationoftheResidenceHall.Inaddition,theR.H.S.A.serveswiththeGraduate
Assistant in the direct supervision of the Resident Assistants and all other student staff
andleaderswithintheResidenceHall.
ResidentAssistant(R.A.)isanupperclassstudentwholivesintheResidenceHalland
supervisesresidentsonanassignedfloor.TheR.A.plansprogramsandactivities,holds

floormeetings,andaddressesroommateissuesforthestudentsthattheymonitor.Your
R.A.shouldbethefirstpeopleyoucontactifyouhaveaproblemorconcern.
Front Desk The front desk of the hall is the place for addressing student's questions
regarding mail, maintenance repairs, and all other facility concerns. As well any
emergency that may occur in the building All Front Desks operate 24 hours 7 days a
week.
Lobby Monitor Lobby monitors are student workers who check IDs as students and
guests enter the hall, they also checksin the students' guests during the hours of
Visitation.
MandatoryMeetings
Students are required to attend all mandatory meetings. Failure to attend a mandatory
meeting could result inthe loss of visitation or some other privileges. Students should
receiveanoticeof allmandatorymeetings.
Programs/Space
EachResidenceHallisequippedwithaseminarroom,lounge,and/orarecreationspace.
Most hall programs are held in these spaces or on the floors of the hall. If a staff member or
student wishes to reserve the space, a room reservation form must be completed and
approved by the Community Director. You may inquire at the front desk or the hall's
Business office for a room reservations form. A nominal fee is required.
Lockouts
Studentsareaskedtokeeptheirroomkeywiththematalltimes.Intheeventthatyou
arelockedoutofyourroompleasereporttoorcallthefrontdeskoftheResidenceHall.
Lockoutsare$5.00andaredueatthetimeofthelockout.
Mail
FirstclassmailisdeliveredMondaythroughFriday. Mostpackagesarereceivedatthe
front desk 7 days a week. Students canretrieve their mail and/or packages during the
Residence hall's established hours of operations. A package notification slip will be
placed in the student's mailbox if they have a package. The student picture ID and
signature is required to receive their packages. Packages sent through the US Postal
systemthatrequirethestudentsignatureforreleasearekeptattheUniversitypostoffice
on main campus, in the Administration Building located at 2400 Sixth Street NW,
Washington,DC20059. Thelocationofthepackagewillbeindicated onyourmailslip.
WhenprovidingyourHallmailingaddress,pleaseuseyourfullnameasregisteredwith
the University and your assigned room and mailbox number. This will expedite the
processingofthemail.

RoommateContract
StudentsarerequiredtocompleteaRoommateContractthecontractisacriticalpartof
theprocessforaddressingconflictsandmisunderstandingsthatmayoccurbetweenroom
and suite mates. A room change is not the first option when there are differences
between roommates roommates are encouragedtotry to adjusttotheir living situation
bymakingaconcertedefforttoworktowardalivingenvironmentthatisfairandrespects
therightsofallparties.
SharingStudentInformation
Front Desk Staff is not permitted to share the phone numbers or the location of their
students. It is the students responsibility to provide their family and friends with this
information and to keep in contact with them. Although, the front desk may receive
important calls from administrative offices on campus, it is the responsibility of the
residenttochecktheirmailboxandvoicemaildaily formessages.
IntercomSystem
Several halls are equipped with an intercom system that allows the staff to make
announcements throughout the building. The intercom should be used to announce
emergencies,specialactivities,andtheconclusionofvisitation.

Cable,Internet,andTelephone
TheHowardUniversityTelecommunicationandNetworkServicesareresponsiblefor
yourtelephoneline,cableservice,andtheinternetconnection.Youshouldfindanactive
telephone line, cableconnectionanddataportin eachroom.The student isresponsible
forsupplyingatelephone,computer,andTVtoaccesstheservices.
Tomakeanoncampuscall,dialthelastfivedigitsoftheoncampustelephonenumber.
Offcampuscallscanbemadebydialing"9"beforeanynumberintristatecallingareas
(202,301or703).Wedonotprovidelongdistance.Werecommendthatyoupurchasea
callingcardtoplacealongdistancecallfromyourroomtelephone.Foranyquestionsor
concernsaboutyourtelephone line pleasecontact(202)8062955. InternetandCable
issues should be reported to your Community Director. Please plan to be present to
receiveatechnicianintoyourroomfor theservicecheckthatyouhaverequested.
AppropriateAttire
AllstudentandstaffmustdressappropriatelywhenenteringtheLobbyoftheResidence
Halls. Please do not enter the lobby (cafeteria) wearing nightgowns, pajamas,
housecoats, revealing tops, extremely short shorts, shirtless, etc.. If you insist on
ignoringthisrequestyouwillbeaskedtoleavethelobbyorcafeteria.
Holidays
It is the student's responsibility to make arrangements to depart the Residence Halls
beforetheDecembershutdowndate.All hallswill close in Decemberandreopento
returningstudentsonthedateandtimepostedonUniversitycalendar.

Visitation will be suspended during the Thanksgiving break, prior to fall and spring
examsandduringSpringBreak.

RESIDENCEHALLAMENTIES
LaundryFacilities/CardMachines
Eachstudentmustpurchasealaundrycardinordertooperatelaundryequipment inthe
hall.LaundrycardsmaybepurchasedintheResidenceHalls,UniversityBookstore,and
ArmorJ.BlackburnCenter.
Washersanddryersarelocatedinthelaundryroomof eachbuilding.Ifamachineisnot
working,pleasereporttheproblem by callingthe laundryrepair800numberpostedon
the wall inside of the laundry room. After calling the 800 number, please report the
brokenequipmenttothefrontdesk.Remember,studentsareresponsibleforalloftheir
personalitemsleftinthelaundryroom.
Ironingshouldbedoneinthelaundryroom areintheareasapprovedbyyourhall.Refer
toyourhall'ssectioninthismanualforyourhall approvedironinglocations.
Cafeteria/MiniStores
There isacafeteriaand ministoreinBethuneAnnexHallanda ministoreinMeridian
Hill Hall. The hours ofoperation vary and will be posted in the two halls. The mini
storesareoperated bytheOfficeofAuxiliaryServices.
VendingMachines
EachResidenceHallhasavendingmachineareathemachinesarestockedweekly.The
vendingareaisavailabletoresidents24hoursaday.RegularU.S.currencyisrequired
tousevendingmachines.
MicrofridgeService
AmicrofridgestationissetupineachbuildingduringtheweekofFallSemestercheck
in.Studentsreporttothestationonlyaftertheyhavereceivedtheirroomassignmentand
their room telephone number. The microfridge will be delivered to the students
officiallyassignedroom.
Microfridgesarenotdeliveredduringthecheckinperiod.Microfridgedeliveriesbegin
one week after the checkin period. The cost of a microfridge rental is $140.00 per
academicyearandthebillispostedonthestudentsaccount.
Studentsmustsubmitanofficialmicrofridgerequestformbythedesignateddeadlineto
receive a microfridge. (Call the Microfridge Office at (202) 8067964 for deadline
dates). TheformsmaybepickedupattheMicrofridgeOfficelocatedinRoom142of
theHarrietTubmanQuadrangle.

ComputerLabs(ResNet)
A ResNet computer lab is located in each Residence Hall. The computer lab is
supervised and staffed by Information Systems and Services (ISAS). Residents are
allowedtoutilizethelabsduringthehoursofoperations.Thereisastaffpersononsite
to assist students with computer service concerns. The computer labs offer internet
accessand various softwareprogramapplications toassiststudentswiththeiracademic
studies.All rulesandregulationsof theResNetlabsmustbefollowed.
Kitchens
Several of the halls have kitchenettes for the student's use only. When utilizing the
kitchenettes,itistheresponsibilityofresidentstocleanupaftereachuse.Failuretokeep
thekitchenetteareaneatandcleancouldjeopardizeitscontinuedavailability.
Parking
There are limited parking spaces available to students who live in the Residence Halls.
While space is limited, students may apply for parking through the Office of Parking
Enforcement located in the Mordecai Wyatt Johnson Administration building (the A
building).TheUniversityParkingOfficecanbereachedat(202)8062000.
Should you secure a parking space on or near the campus, always be mindful of your
surroundings.Donotleavevaluablesinyourcarinplainview.ShouldyourResidence
Hallbesurroundedbyonstreetparking,youmaywishtoapplyforaresidentialparking
zonepermitbycontactingtheDistrictofColumbiaDepartmentofTransportation.

HOUSEKEEPINGANDMAINTENANCESTAFF
RightofEntry
WhileOfficeofResidentLiferespectyourprivacy,wereservestherightasauthorized
representatives of the University to enter the rooms of our halls at any time for the
purposeofestablishingorder,repairs,andthemaintenanceofthehallduringemergency
situations.
EnvironmentalManagement
Environmental Management is headed by an Environmental Supervisor, who is
responsible for managing the Housekeeping and Maintenance staff. Environmental
Managementmaintainsallofthecommonareas ofhallstudentsareresponsibleforthe
careandcleanlinessoftheirroomand/orsuite.
MaintenanceStaff
The hall maintenance staff is responsible for performing the inhouse plumbing and
electrical repairs. The Universitys Physical Facilities Management (PFM)
Departmentmakesmajorrepairs.Inemergencysituations,repairsaremadeassoonas
possible,althoughsomesituationsmayrequirelongertimeline.

MaintenanceRequestForm
TheMaintenanceRequestFormiscriticalforresolvingmaintenanceissues. Damagesor
items in need of repair are to be reported immediately. A Maintenance Request Form
must be completed with the type of repair that you need (plumbing, electrical, air
conditioning,orheating)and its location intheroomorthepublicarea inthe building.
The Maintenance Request Form is locatedon the Residence Life Web site. Allow 48
hours for most repairs if there is not a response to your request after 48 hours please
contactyourCommunityDirector.
CableandInternetRepair
All internet and cable repair requests should be reported directly to the Community
Directorofyourhall.
TelephoneRepair
AlltelephonelinerepairrequestsshouldbereportedbythestudentdirectlytotheOffice
ofTelecommunications/VoiceServicesat(202)8062955.
Extermination
Exterminationservicesareavailableonceaweek inall ResidenceHalls.Studentsmay
requestextermination servicesbycompletingtheMaintenanceRequestForm.
TrashRemoval
Please place all garbage (preferably in trash bags) into the trashcans/down the trash
chuteslocatedonthefloorofyourhall.Bykeepingtrashinthetrashcan/downthechute
you prevent bugs, insects, and rodents. If the trashcan/ trash chute is full or being
cleaned,placeyourtrashinthealternatetrashcanprovided.

SECURITYANDSAFETY
Safety
Campus Police holds seminars and advises the student body on various precautions to
takewhileoncampusandinthecity. Thesecurityandsafety suggestionsmadeareonly
thosethatthestudentneedstoexerciseasamemberofanycommunity.
Please refrain from propping the Emergency Exit Doors and doors to stairwells open.
Thisisasafetyandsecurityriskforallstudentsinthehall.
Any student, who feels that his /her rights have been violated, can bring a complaint
against the violator(s) by reporting the infractions to the Community Director of your
ResidenceHall.
Each student must give concern to his/her own safety and protection and refrain from
carelessactionsthatcould jeopardize his/hersafetyandthatofotherstudentsandstaff.
Pleasekeepyourroomkeyswithyouatalltimesdonotlendorduplicateyourroomkey
orgiveyourStudentIdentificationCardtoanyoneforuse.

AccessControl
ResidenceHallsareequippedwithsafetyandsecurityhardwareallfrontdoorsarekept
locked and each student is issued a Howard University Capstone Card activated for
accesstotheirrespectivehall.TheAccessControlSystemisinstalledatResidenceHall
doorentrancestocontroltrafficflow.Theaccesscards(studentID)arenottransferable
and may not be duplicated. Students who lose their access cards (student ID) are
responsible forthereplacementcostif itwas notstolenoncampus.Any misuseofthe
accesscard(studentID) couldleadtodismissalfromtheResidenceHall.
All students must present their Howard University Capstone Card each time that they
enterthehallandwhenaskedbyaUniversityofficial.
IncidentReports
Any unusual/disruptive behavior or experience should be reported immediately to your
RA, GA, RHSA, or CD. If they are not available go straight to the Front Desk.
Assistancecannotbeprovidedifyoudonotreporttheincident.Oneofthebestwaysto
addressproblemsisforyoutoprovidethenecessaryfactssurroundingtheincidentatthe
time that it occurs. While you will be asked by a staff member to provide a written
statement describing the incident the content of your written statement will be kept
confidential. When preparing your written statement it is important that you include
who,what, when,where,andthetimepulseageneral descriptionofthesituation.

PersonalProperty
Studentsshouldrememberthefollowingguidelines:
v The University is NOT RESPONSIBLE FOR THE LOSS of
personal property in any building or on any part of the campus,
whetherthelossoccursbytheft,fire,ornaturedisaster.
v Lockroom/suitedooreachtimeyouleaveyourroomevenforafew
minutesandespecially whileyousleepatnight.
v PurchaseLiabilityInsuranceforyourpersonalbelongings. Check
with your parents to determine if your belongings are covered under
thefamilysinsurancepolicy.Ifnot,aLiabilityInsuranceapplication
for supplemental insurance is available in the Office of Residence
Life.
v Donotbringvaluables,suchasexpensivejewelry,furs,photographic
equipment, IPods, Play Stations, etc.,tothe Residence Hall. Please
remember that, if you insist upon bringing such items, you will be
doingso ATYOUROWNRISK. Costly items mustbekeptoutof
plain view at all times. Guests including guests of

roommates/suitematesshouldnotbeprivytothelocationof expensive
items.

v Followvisitationguidelinesandencourageyour roommates/suitemates
todothesame.
Theft
The Office of Residence Life will not reimburse students for stolen property. All
studentslivinginReslifehousingarepresentedtheoptionofaninsurancepackagewithin
thefirsttwoweeksofthesemester.
Studentsfoundguiltyoftaking items fromtheirroommate,suitemateandorfloormate
willbesubjecttohavingtheirhousingagreementterminatedandwillnotbepermittedto
participateinRSVP.
Staff members are not permitted to remove or ask students for their personalproperty.
Staff members found guilty of removing or asking students for their personal property
willbeterminated.
SafetyInspections
The Office of Residence Life requires regularly scheduled safety inspections and
meetings ineach ResidenceHall. The inspectionsaredesignedtoexaminethegeneral
conditionofstudent'sroom andthepublicareasofthehall toinsurethatsafetyguidelines
arebeingmet.Thesafetyinspectionteamwillspecificallylookforhotplates,electrical
fryers, large sized refrigerators, small ovens, and other cooking appliances that are
strictlyprohibitedinstudentrooms.
Cleanliness/RoomInspections
Each resident is responsible for maintaining a healthy and clean room/suite. This
includesaperiodic,ifnotdaily,cleaningofyourroom,bathroom andshowerfacilities,if
applicable.Additionally,pleasekeepthehallwayscleanandfreeoftrash.
TheOfficeofResidenceLifereservestherighttoperformedscheduled(24hoursnotice
posted)andunscheduledroomchecksfornoise,suspicionofalcohol,smoking,cooking,
illegalactivity,abuseofvisitationpolicy,andhavingunauthorizeditems.
Hall Staff members are authorized to confiscate the following items during room
inspections: candles, incense sticks, electrical appliances, extension cords,
alcohol/alcoholbottles,cigarettes,ashtrays,drugs, pets,anddrug paraphernalia.
Confiscatedelectricalapplianceswillbetagged,recordedandturnedovertotheCDand
returned tothe student atthe end of the semester and ororderedto be shipped back to

BisonWatchisagroupofstudentsinthehallthatserveascommunitywatch toreinforce

UniversityPolice/BlueLightSystem
The Howard University Police Department patrols the Residence Halls continually
throughouta24hourperiod7daysaweek.HowardUniversityPolicealsorespondsto
emergencycallsmadebytheHallstaff andstudents.
Howard University campus is equipped with a blue light safety system that allows
students, staff, and faculty to report crimes directly to Howard University Police
Department. TheBlueLightEmergencyPhones aresimpletooperate.Withatouchof
theEmergencybutton,adirect911emergencycommunicationlineisestablishedand
the user is connected tothe Howard University Police Department Security Operations
Center. Additionally, the lights above the unit will strobe to alert nearby patrolling
officers that an emergency exists. The connection provides direct twoway
communications to the police communications operator in the Security Operations
Center.Theoperatorwillimmediatelydispatchaunittothatlocation.
FireDrills
Fire Drills are held once a semester in the Residence Halls. Howard University must
comply with the fire and safety code of the District of Columbia. Therefore, it is
imperativethatallstudentscomplywithscheduledfiredrillssothatintheeventofareal
emergencythehall'sresponsewillbetimelyandefficient.Participationinallfiredrills
inyourResidenceHallisMANDATORY.Failuretoparticipateinafiredrillwillcould
resultindismissalfromtheResidenceHallandafinepertheordinanceandregulationof
theDistrictofColumbia.
EmergencyEquipment
EmergencyEquipmentisusedforsafetypurposesonly.Anytamperingwithemergency
equipmentsuchasfireextinguishers,firealarms,anddisconnectingsmokedetectorsisa
crime, punishable by law and grounds for immediate eviction from all Residence Halls
and/orHowardUniversity.
EmergencyExits
EmergencyExitDoorsarenevertobeusedexceptforemergencyevacuations. Residents
and/orunauthorizedstaffwillbeprosecutedbylawforthemisuseoftheseexits.

PetsandAnimals
Forreasonsofhealthandsafety,laboratoryspecimens,andotheranimalsandpetsarenot
permitted within the residence halls. Students found in violation of this rule shall be
subjecttodismissal fromtheresidencehall,within48 hournoticeandshall becharged
foranyfumigationthatisneeded.

PhysicalorVerbalAltercations
The Office of Residence Life has a zero tolerance for residents engaging in physical or verbal
altercations.Anypartyfoundguiltycouldfaceevictionfromthehall.
PhysicalAltercationisdefinedasanyactionthatcauses harmtoanotherspersonbymeansof
shoving, punching, strangling, hitting, choking, body slamming, pinching, exhibition of
aggressivetendencies,stabbing,cutting,stranglingorhavingthreateningdemeanor.
VerbalAltercationisdefinedastheuseofinappropriatelanguage,verballysuggestingtocause
bodilyharm,uncontrollablebelligerence.

Residentsarenotpermittedtosmokecigarettes,blunts,marijuana,backwoods,Blackand
Milds,tobacco,crack,etcinthefollowingareas:

kind is strictly prohibited within all residence halls to include all areas of the facility,

residencehalls.
Alcohol
Howardisadrycampus,regardlessofagenoalcoholispermittedinHowardUniversity
Residence Halls. Souvenir bottles/paraphernalia and items associated with alcohol are
notpermittedinyourroom.Emptybottlesareviewedasahazardandpotentialweapon.
DrugsandWeapons
TheOfficeof ResidenceLife hasa zerotolerancepolicyconcerningstudents foundto
beinpossessionof,orusing,weaponsand/orillegaldrugs.Thepresenceofdrugsofany
sort, or weapons, in a students room constitutes possession. Students found to be in
possession of or using, weapons or illegal drugs will be required to vacate University
housingimmediatelywithoutthepossibilityforhousingprivilegesinUniversityhousing
ever again. Additionally, such student will face other sanctions including disciplinary
actions and possible police action. In such cases, no adjustments or refunds will be
allowedagainstroomcharges.

Vandalism
Vandalism isprohibited inallcampus facilitiesatHowardUniversity,especiallywithin
ResidenceHalls. Ifourstaff isunabletodeterminewhovandalizedthe building,there
will beageneralchargeassessedtoeachstudentregisteredwithinthefacility.

Unauthorizedentryisdefinedas:
v anoncheckedinindividualfoundinastudent'sroom,roamingthebuilding/floors/hiding

VISITATIONPOLICY
VisitationGuidelines
In order to maintain a positive, supportive, living and learning environment, the
Residence Hall staff will enforce limited visitation hours. Visitation hours for the
Residence Halls are established by the Office of Residence Life. Visitation is not
designed forovernightcohabitationVisitationis suspended,duringthe followingtime:
Thanksgiving, finalexaminations,andSpringBreak. Normal Residence Hall visitation
hoursare:12noon12midnight,SundaythroughThursdayand12noon2:00a.m.,
FridayandSaturday.
CoEducationalVisitation
Student participants in the Coeducational Visitation Program acknowledge and accept
personal responsibility for acquainting themselves with University and Residence Hall
GuidelinesforVisitation.

This includes but is not limited to individuals dismissed from the University
and/or the Residence Hall. The student further agrees to strictly adhere to

1. Allstudentsmustsign theirguestsinandoutoftheirResidenceHall.
2. Studentsarelimitedtotwo(2)guestspervisit.

HUCapstoneCard)atthetimeofsign in.Properorvalid identification for
guests consists of the following: State Issued Drivers License or
IdentificationCard,MilitaryID,CurrentStudentID,orInternationalDrivers
Licenses(usedforidentificationpurposesonly).

7. Students and guests must be properly dressed at all times. Bathrobes,
negligees,wifebeaters,underclothes,etc.arenotpermitted.
8. Children are not allowed beyond the lobby area without first completing
releasedocumentationandtapprovaloftheCommunityDirector.****
9. Attheendofguestsvisit,studentmustaccompanytheirguest(s)backtothe
front desk to receive their ID cards. Students are responsible for arranging
transportation for their guest(s) prior to the end of visitation. Students and
their guests are allowed to stay in the lobby of building until their
transportation arrives, there is NO LOITERING in the building or the
courtyardaftervisitationhasendedandtheguesthasbeensignedout.
10. No IDs will be given to guests without the presence of the student who
signedintheguest.
11. Atnotimeareunaccompaniednonresidentsadmittedintothelivingareasof
thebuildingwithoutthehostpresent.
Ifastudentisfoundinviolationofanyofthevisitationguidelines,thestudentwillface
official Residence Hall actions which could lead to losing visitation privileges and/or
evictionfromtheResidenceHall.
Nonoccupants or nonstudent violators of visitation privileges are subject to arrest on
charges of trespassing by the Howard University Police Department and/or the D.C.
MetropolitanPoliceDepartment.
QuietHours
TheResidenceHallsoperateona24hourQuietPolicy.Inmaintainingrespectfora
neighborsdesiretosleep,study,etc.,it isMANDATORYthatmusicandothernoises
arekepttoaminimumatalltimes.Roompartiesandloudmusic/instrumentsarestrictly
prohibited. This is a living and learning environment (if the noise supersedes the
confines of ones room, the resident is in violation). Loud noises and music are
prohibited in front of or around the building. Residents found in violation of the
aforementioned policy are subject to having the music/instrument confiscated and
possiblyfaceafine.

STUDENTLEADERSHIPANDACTIVITES
ResidenceHallCouncil
ResidentsareexpectedtofollowUniversityandResidenceHallguidelinesandtogovern
themselvesaccordingly.EachResidenceHallelectsaResidenceHallCouncilatthestart
oftheacademic year.TheHall Council serves inanadvisoryroleasan integralpartof
the Residence Hall operation. Council members must give leadership to fostering a
healthy livingenvironmentandsettingthe image andspiritoftheResidenceHall.The
group supports programming efforts, gives input into rule changes and expresses the
sentiments of hall residents. The Council leadership includes the office of President,
VicePresident,Treasurer,Secretary,andFloorRepresentatives.
JudiciaryBoard
Similarly to the Residence Hall Council, a Student Judiciary Board consisting of hall
residents is established to hear nonserious infractions committed by their peers.
JudiciaryBoardmembershearthecasesbroughttothembytheCommunityDirector.
The structure of the inhall Judiciary Board consists of a prosecutor and defense team.
Theaccusedhastherighttohearallchargesandtopresentcounterevidencetoenlighten
the hearing committee. The Residence Hall Judiciary Board can recommend to the
Community Director and the Dean, sanctions such as revoking visitation privileges,
communityserviceprojects,etc.ortheycanrecommendthatthematterbehandledbythe
University Judiciary for graver penalties. The Judiciary Board Leadership Council
consists of Chairperson, ViceChairperson, Prosecutor, Public Defender, and Recording
Secretary.

Each academic year, Residence Hall Staff sponsor a variety ofprograms for residents.
Theseincludeseminars,communityserviceprojects,discussiongroups,andmanymore

Students are asked to clean up any mess they created in considerationof those who will
come behind them in the common areas. There will be no running, screaming, bouncing
balls of any kind, loud talking (cussing) as you move through the lobby, as you exit the
building,andasyoumovearoundonyourfloorespeciallyinfrontoftheelevatorsandthe
hallwaybetweenthe2nd floorseastandwest.Residentsarenottointerferewiththeright
of other residents in their academic pursuits this pertains to the residents right to an
environment conducive to study and sleep. Failure to adhere to these instructions will
resultindisciplinaryactions.

BathroomTissue/VacuumCleaners
BethuneAnnexHalldoesnotprovidebathroomtissue. Anysuitefoundwithbathroomtissue
thathasbeentakenfromthe1stFloorRestroomswillbefine$10.00. Vacuumcleanersmaybe
checkedoutfrom W213withavalidatedCapstoneIDbetween9:00amand4:00PMMF.

TrashChute/DisposalofTrash
Trash chutes are located on each floor of the Bethune Annex. Your trash must be placed in a
plasticlineranddisposeddownthetrashchute.Youareresponsibleforsupplyingyourowntrash
can liners. No trash should be left in the trash chute room in a bag or loose on the floor.
Cardboardboxesandlargeitemscannotbedisposeddownthetrashchutepleasebreakdownall
boxesbeforeplacingthemonthewallnearestthetrashchuteroom.

LaundryRooms
Therearetwowashersandtwodryerslocatedoneachfloorinthelaundryroom oftheHall.You
gainentryintothelaundryroombyusingyourroomkey. Yourkeywillonlyopenthelaundry
roomlocatedonyourfloor.LaundryCardsoperateboththewashersanddryers.TheLaundry
Card machine is located on the first floor of the Annex near the Vending machines on the
Eastside of the building. If a washer or dryer is not working properly, please call the number
postedonthewallinthelaundryroomand reportproblemtotheBethuneAnnexFrontDesk.

Keys
Yourroomdoorlocks wheneverisit isclosed,toavoidbeinglockedoutofyourroomyouare
advisedtokeepyourkeywithyouatalltimes.Ifyoushouldloseyourkeyyouwillbebilledfor
akeyreplacementandalockchangefortheentiresuiteof$135.00.

Lockouts
Itisyourresponsibilitytokeepyourkeywithyouatalltimes.Youwillbecharged$5.00every
timeastaffmemberletsyoubackintoyourroombecauseyouarelockout.Youmusthaveyour
money($5.00)beforeyouwillbeletbackintoyourroom.Intheeventthatyouarelockedout,
onlyaBethuneAnnexResidentorGraduateAssistantcanletyoubackintoyourroom.Ifyour
lockout occurs between9:00 AM 5:00PM,MondayFriday,yourlockout is handledthrough
theBethuneAnnexbusinessofficelocatedonthe1st FloorontheWestsideofthebuilding.Ifthe
lockout occurs between the hours of 5:00 PM 8:00 AM, Monday Friday your lockout is
handledbytheOnCallstaff.Lockoutswillonlybedoneatthebeginningofeachhouruntil15
minutesafterthehourseven(7)daysaweek.Ifyourlockoutoccursat16afterthehouryouwill

OvernightVisitation
The Bethune Annex allows residents to have one (1) female guest for overnight (24 hours)
and/or weekend visitation (Friday 12:00 Noon Sunday 12:00 Midnight) unless otherwise
specified. The Overnight/Weekend visitation form must be submitted (1) week (7 days) in
advanceandapprovedbytheCommunityDirectorbeforeanovernightguestcanstayintheHall.
Pleaseinformyourfamilyandfriends,nopersonwillbeallowedtostayiftheyhavenotfollowed
thisprocesscompletely.
Once your overnight visitation request has been approved you must sign in your guest at the
front desk upon their arrival to receive the Visitation Pass. Your guest must have one of the
followingformsofIDtocheckinandreceivetheirVisitationpass:acurrentDriversLicense,
acurrentStateissuedID,oracurrentMilitaryID. Theguestmustkeeptheirpassonthemat
alltimes otherwisetheycouldbestoppedfortrespassingonprivateproperty.Yourguest must
checkoutatthefrontdeskandreturntheirpassatthetimeoftheirdeparture.Failuretocheck
outandreturntheVisitationpasswillstopallfutureovernightvisitationprivilegesandyouwill
befine$5.00forthereplacementofthepass.TheBethuneAnnexresidentrequestingovernight
visitationisresponsiblefortheactionsofherguestwhileshevisitsintheAnnex.

EmergencyDoors
Emergencydoorsarenevertobeusedexceptforemergencies(buildingevacuations)
ifastudentiscaughtallowingtheirguestthroughoneoftheemergencyexistdoors,they
will be subject to immediate eviction from the Bethune Annex Hall. Propping the
emergencydoorsopenforunofficialvisitationcompromisesyoursafetyandthesafetyof
theotherstudents of BethuneAnnexanditwillnotbetolerated.

EVACUATIONPROCEDURES
Emergencysituationsthatmaynecessitateevacuationintheresidencehallfallintotwo
generalcategories:fireandnonfirerelatedemergency(e.g.,bombthreats,weather
disasters,andcivildemonstration).

It is the responsibility of all residents of Charles R. Drew Residence Hall to protect their own

BenjaminElijahMaysgraduatedfromBatesCollegeinMainein1920. Hewenttothe
UniversityofChicagoforhismastersdegreeanddoctorate,andwhilehewasworkingonthose
degrees,hewasordainedintotheBaptistministry. HetaughtatMorehouseCollegeandatSouth
CarolinaStateCollege.From1934to1940,heservedasDeanoftheHowardUniversitySchool
ofReligionandthenmovedontothepresidencyofMorehouseCollege,aposition he
distinguishedforthenextquarterofacentury. Healsoservedhiscommunitywell,becomingthe
firstblackpresidentoftheAtlantaschoolboard.

BenjaminE.MaysHallhastwoelevators.Theprimaryelevatorisusedtotransportpeople
andsmallitemsthroughoutthebuilding.Thefreightelevatorisusedtotransportlargeritems
andtoassiststudentswhenmovinginormovingoutoftheresidence hall.

KeyEntry
Mays Hall operates on a keyentry system, and not the Access system. Residents are
provided four keys to the building upon check in (ie. front glass door, residence hall,
individual room, and mailbox). Residents are responsible for the keys and will charged a
replacement fee if keys are lost. Additionally, while there are a number of entrances and
exitstothebuilding,thefrontglassdooristheonlyonethatshouldbeused.

LaundryFacilities
Coinoperated washers and dryers are locatedin the laundryroomareas.The Universitys
laundrycardsareinoperablewiththecurrentcoinoperatedmachines.

ExtendedVisitationPolicy
MaysHalloperatesinamannerwhichisconsistentwithanadultliving/learningcommunity.
Residents are allowed to have extended visitation hours. If a resident wishes to have an
overnightguest,theGraduateAssistantshouldbenotified.Theresidentoftheguestwilltake
allresponsibilityforhis/hervisitor,andwillbeliableforallaccidentsorincidents.Guestsof
residents may stay up to one week. Any additional time for a guest must be formally
requested.Eachrequestwillbereviewedandgrantedbythegraduateassistantonacaseby
casebasis.TheUniversitydoesnotassumeanyresponsibilityforthehealthorwellbeingof
the guest, and will not provide any coverage or financial compensation for accidents or
incidentsthattheguestmayencounterwhilevisiting.

MeridianHillHallisacoeducationaloffcampusresidenceforapproximately650students.
Studentsareprovidedwithatwinsizebedandextralongmattress,desk,anddresser.Air
conditionedandwiredforcableTV,theInternet,andlocalphoneservice.Otheramenities
includeaconveniencestore,lounge,readingroom,TVroom(whichstudentsuseforprograms),
exerciseroom,andvendingareawithmicrowavesalllocatedwithinthebuilding.
Frontdeskserviceisprovided24/7.

UnauthorizedAppliances/ProhibitedItems
Cooking with unauthorized appliances is prohibited in resident quarters because of our facility
power supply. Hot plates, toaster ovens, microwaves, and electric grills are forbidden cooking
appliancesandaregroundsforhousingtermination. Microfridgesunitsarepermittedandmaybe
rentedforuse duringtheacademicyear.Microfridges areavailable onafirstcome,firstserve
basis.Unauthorizedapplianceswillbeconfiscatedandstoreduntilyourexit. Extensioncords,
powerstripsandlampswithhalogenbulbsareunauthorized. Surgeprotectorsarepermitted
andappropriateforuseinthisfacility.

Postings
Nails,tacks,tapeorstickersofanykindonwalls,furniture,ordoorsareprohibited.Excessive
postingsoutsideofyourroomdoorareunattractiveandtakeawayfromtheoverallappearanceof
ourhallcorridors.Asimplepostingtopersonalizeyourdoorisappropriateasyoumaydecorate
moreopenlyinsideofyourroom.

FoodStorage
Donotleavefoodunattendedinmicrofridgesorinthekitchenslocatedonthe3rd,5thand
7thfloors. Secureanyleftoverfoodandstoreproperly.Thiswillstrengthenoureffortsagainst
rodents and pests in the facility. You should use the trash chute to dispose of all food related
items.

ChildVisitationPolicy
Childrenunderage 17arenotpermittedtoproceedbeyondthelobbyoftheMeridianHillfacility.
Thisisanonnegotiablepolicy. ALLpersonswhoenterourfacilitybeyondtheEntrance/Lobby
areaMUSThaveavalid/verifiableIDwithoutexceptionand/ornegotiation.Thisisareasonable
and mandatory requirement for security/liability reasons. Violators will come under severe
reprimandforviolationofthispolicy.

Director and implemented by the Graduate Staff. Local information will be given to residents

will report to the Front Desk for lockouts. A staff representative will respond to the lockout

Common Areas within the Meridian Hill facility are all restrooms, showers, lounges, study
rooms,kitchensandlaundryrooms. Residentsareexpectedtokeepareascleanandtoconsider
otherstudentsastheyuseanyfeaturewithinthefacility.Additionally,youshouldavoidleaving
excessive debris and/or trash in the showers. Never dispose of trash in the restroom facilities.
Trash disposal in the restroom is unsanitary unless the items are minor items associated with
commonhygienicresponsibilities.
Yourtrash/garbageshouldbeproperlycontainedanddisposedofthroughtheuseofTrashChutes
located on eachfloor.TrashChutes are located on eachflooracross fromthe elevators onthe
eastsideofthebuilding.PleasecontactyourResidentAssistantifyouhaveanyquestionsabout

aReadingRoomavailableasastudy/activitieslocationforthosepresentingneedofsuch.These
features are available to each resident in order to make the environment comfortable for you.

SafetyandSecurity
Use extreme caution as you move about the area. The Columbia Heights and Adams Morgan
areas havebeen highlighted forthechanging nature ofthe general neighborhood.Often is the
case where crime reports,auto theft and burglaries are reported around the area. We maintain
continuous contact with the Howard University Campus Police and the Metropolitan Police
Departmenttocombatcrimewithinandaroundourfacility.Asanextraprecaution,donotwalk
in the neighborhood alone, especially at night. Please refrain from loitering outside of the
buildingorinthesurroundingneighborhood.

woman,andwasthefirstdeanofwomenatHowardUniversity.Sheovercamepersonal
obstaclesandgraduatedsecondinherclassfromtheColoredHighSchoolin1904.Lucyentered
HowardUniversitytocontinuehereducation.WhileattheUniversity,sheexcelled
scholastically,andin1908shebecameoneofthefoundersofthefirstGreek lettersororityfor

RemovalofUniversityFurniture
Removal ofanyfurniturefromthecommonareas,loungeareas,lobby,study hall orany other
spacewithinthefacilityis notallowed. Transferringfurniturefromacommonareaorresident
room without authorization is strictly prohibited. A fine of $300.00 or more per item will be
chargedtoastudentsaccountiffoundinviolationofthisguideline.
Refrain from propping doors open to stairwells, exits and any other location within the Slowe
Hallfacility. Proppingdoorsopenthatshouldremainclosedorthosethatcontrolpublicaccess
leadstosecurityandsafetybreaches.Breachesofsecurityassociatedwithaccesstothebuilding
anditsinnerfeaturesaffectallresidentsandstaffinthefacility.Studentsareexpectedtobehave
asresponsibleadults.Failuretoadheretothisguidelinewillleadtoeviction.

Noise/InappropriateBehavior
Loud noises and disturbances are inappropriate for this environment. Thus, these
occurrences will not be tolerated under any circumstances. Any sound that resonates
beyondtheconfinesofyourroomisconsiderednoiseandcanbedisturbingtoresidentsnearby.
Any electronic devices,equipment orinstrumentswillbeconfiscatedandstoredforyouaftera
firstwarningisgiventoobeythestandingnoiseordinanceandpoliciesthereunto.
SloweHallmaintainsaquiethournoiseordinance24houraday,sevendaysaweek. Respectfor
your neighbor's desire to rest, study, or to enjoy quiet time for planning, etc., we expect each
residentasacitizenofthiscommunitytocomplywiththenoiseordinance.Ourstaffwillstrictly
enforcethenoiseordinanceandwillmonitorthefacilityinorderthatpersonalmusic,andother
disturbancesaremaintainedatreasonablelevels.
WeexpectthateachresidentwillrepresentasHoward'sfinestandastheprofessionalcommunity
of tomorrow. Therefore, horse playing, bouncing basketballs in the building, running in the

Please contact the Howard University Office of Parking and Shuttle Services to make
arrangement for parking on campus. You may reach this office by calling (202) 8062001.
Should students or their guests violate this guideline, please be prepared to pay ticketing and
towing fees. Each time any vehicle outside of the allotted staff parking spaces is cited,
MetropolitanPolice,HowardUniversityCampusPoliceandourcontractedtowingcompanywill
becontacted.Regardlessofthetime,dateorcircumstance,studentsandguestsshouldusestreet
parking or another campus parking lot. Please be advised that parking in the surrounding
neighborhood govern by zoning policies can or will result in parking fines or towing.
