It is not the intent to specify all the details of the design & manufacturer. However, the equipment shall
conform in all respect to high standard of design, engineering & workmanship and shall be capable of
performingtherequireddutiesinamanneracceptabletoEngineer/Owner,whowillinterpretthemeaning
of drawing & the specification & shall be entitled to reject any work or material, which is not in full
accordanceherewith.
1.4
Incaseofanydeviation,theBiddershallindicatethesameclausebyclauseinthedeviationschedule.Inthe
absenceofthesameitwillbeconstruedthatthebidconformstrictlytothespecification.
1.5 Generalterms&conditionsinstructionstothebidderandotherattachmentsreferredtoelsewhere,made
part of tender specification. The bidder shall be responsible for all governed by requirements stipulated
hereinafter.
1.6
Incaseofanydata/requirementstipulatedinthedrawingsbutnotinthespecificationandviceversa,such
data /requirement shall be deemed to be contained in the both. Contradictions between drawings and
specifications, if any, shall be brought to the attention of the purchaser/consultant by the bidder and the
correctrequirementshallbeobtainedinwriting.
1.7Intheeventofanyconflictbetweenthevarioussectionsofthespecification,biddershallobtainnecessary
confirmationinwritingfromthepurchaser.Else,purchasersdecisioninthisregardshallbedeemedbinding.

SCOPE:
Thescopeofthissectioncoversthebasisofdesign,systemdescription,equipmentselectionaspects
andcontrolphilosophyforOxygendosingsystemfor2X660MWBARHSTPP.Theabovesystemshall
be skid mounted. Two numbers skid (one number for dosing at CPU outlet and one number for
dosingatdeaeratoroutlet)perunitshallbeprovidedforoxygendosingsystemforeachunit.

3.0 DESIGNPHILOSOPHY:
Theobjectiveofprovidingthedosingsystemsistomaintainthechemistryoftheboilerfeedwater
and also to comply with different modes of operation i.e. Combined Water Treatment mode
during continuous plant operation and Ammoniacal mode or AVT(O) mode during startup &
shutdownconditions.
The chemical feed for Combined Water Treatment (CWT) involves the feed of only aqueous
ammonia and gaseous oxygen. The principles, equipment selection and control philosophy of
ammonia feed system has been covered separately in the design philosophy and P&ID for LP
Chemicaldosingsystem.
It is emphasized that CWT will be operated only with boilers which have deepbed condensate
polishers, a copperfree condensate / feed water, a copperalloy free metallurgy downstream of
condensatepolisherforgoodwaterchemistrycontrol.
Thefollowingphilosophyofchemicalfeedsystemisconsidered:

OxygenfeedneedstobestoppedonehourbeforeshutdownanddeaeratorandLPheater
ventsneedstobeopened.
AmmoniadosingrateneedstobeincreasedtoachievepHintherangeof9.29.5.
Startupsequence:
Deaeratorventiskeptopen.
AmmoniaisdosedatCPUoutlettoachieveapHof9.29.5.
Cationconductivityreachesbelow0.15s/cm(at25C)andthetrendisdownwards.
Deaeratorventsareclosed.
OxygenfeedismanuallystartedfromDCS.
Duringnormaloperation:
pHismaintainedat8.28.5bydosingaqueousammoniasolution.
OxygendosingraterecommendedbyBHELTRICHYis30150ppb.Exactdosingrateshallbe
decidedbytheoperator.Forsizingofoxygendosingsystem,150ppbcontinuousdosingof
99%pureoxygenhasbeenconsidered.

DosingshallnormallybedoneatCPUoutlet.Howeverprovisionshallbegivenfordosingat
deaeratoroutletalso.Forthispurposetwoseparateskidbasedoxygendosingsystemsshall
besuppliedforeachunit.However,dosingshallbedoneatoneplaceatatimeonly.
Dosing rate shall be controlled from DCS (Customer scope) by regulating pneumatic flow
control valve (PCV) provided on each O2 dosing skid under full load conditions based on
dissolvedoxygenlevelateconomizerinlet.Oxygendosingratecanbeadjustedintherange
of 30150 ppb from DDCMIS. However, customer may also chose to manually feed a
particularsetpointwithinthisrangeandoperatetheoxygendosingautomaticallybasedon
thissetpoint.
Theoxygendosingshallautomaticallyturnoffbyclosingthepneumaticcontrolvalve(PCV)if
cationconductivityinthecyclegoesabove0.3us/cm.
EquipmentforOxygenDosing(2skidsperunit/Total=4skids)
Asmentioned,twooxygendosingskidsshallbe supplied foreachunit.Eachskidshall beidentical
unlessspecificallymentionedotherwise.Sinceonlyoneskidofthetwoshallbeunderoperationata
time,thecylinderstorageforthetwoskidsshallbecommonlocatedatthevicinityoftheoxygen
dosingskids.Eachskidshallmainlyconsistofthefollowingcomponents:
Cylinderbanks
Each oxygen dosing skid shall consist of a bank of two oxygen cylinders, dosing at downstream of
deaerator/CPUoutlet.Oxygencylinderbankisprovidedtocaterdailyrequirement.Theautomatic
changeoverofcylinder takes place on the basisof pressure i.e. the cylinder banks dosingat CPU
outlet will switch over at 47 kg/cm2(g) and the cylinder banks dosing at deaerator outlet at 17
kg/cm2(g). Separate storage rack for 30 cylinders and 30 filled oxygen cylinders per unit shall be
suppliedtocateronemonthsoxygenrequirement.
PressureRegulator:
Thelinepressureregulatorisusedforreducingahighsupplypressure(204barscylinderpressure)to
50kg/cm2(g)pressureinskiddosingatCPUoutletandto20kg/cm2(g)pressureinskiddosingat
deaeratoroutlet.
Valves,tubing,ventsandinstrumentationshallbeaspertheattachedP&IDandthedatasheet.The
MOCandspecificationofalltheequipmentshallbeaspertheattacheddatasheet.
ControlandInstrumentation:
ThemodeofoperationoftheoxygendosingsystemshallbefromBOPDDCMIS(customerscope)
only. All the logics, controls and interlocks shall be implemented in BOP DDCMIS. Local manual
interventionisnotenvisaged.Bothmanual/automaticcontrolsmaybeimplementedintheBOPC&I
DDCMIS. The provision to select Auto or Manual mode shall be provided in the BOP DDCMIS
OWS(NTPCscope)only.
Theoxygengasshallbeathighpressure(204Kgf/cm2)inthecylinders.Thesameshallbebroughtto
alowerpressurebythePressureRegulator(setpressureof50Kgf/cm2forskiddosingatCPUoutlet
andsetpressureof20Kgf/cm2forskiddosingatdeaeratoroutlet)attachedwitheachcylinder.
Eachofthetwooxygencylindersintheskidshallhaveadedicatedsetofsolenoidvalve,pressure
gaugeandpressuretransmitter.Twocylindersprovidedonskidareconnectedandonecylinderwill
serveatatimebasedonthepressureattheinletofsolenoidvalve.Incasethepressureattheinlet
ofSV1reachesatthesetpoint,thesolenoidvalveSV1willcloseandsolenoidvaleSV2willopenand
other cylinder is taken in to service provided the pressure at the inlet of SV2 is not low and vice
versa.AlarmforpressurelowattheinletofsolenoidvalvesshallbeprovidedinDCS.

Apressurereliefvalveshallbefittedatthedownstreamofsolenoidvalvetorelievesystempressure
ifthesystempressuregoesabovesetpressure.
Thepressureoftheoxygenshallbefurtherreducedbypressurereducingvalveintheskidbasedon
the feedback received from pressure transmitter (set point ADEQUATE(Set points45 kgf/cm2
for skid dosing at CPU outlet & 15 kgf/cm2 for skid dosing at deaerator outlet) downstream. The
flow and pressure of oxygen can be monitored from BOP DDCMIS by the signal from flow meter
(coriolis type) cum transmitter and from pressure transmitter provided at the downstream of
pressure reducing regulating valve. The flow of oxygen dosing will be controlled
manually/automaticallyfromDDCMISbyadjustingpneumaticflowcontrolvalve(PCV)(airtoopen
type) provided on skid based on the feedback from the dissolved oxygen analyzer (NTPC scope)
located in the economizer inlet. The PCV shall have a position feedback transmitter that shall
transmitthefeedbacksignaltoBOPDDCMIS.
Allsolenoidvalvesmountedintheoxygendosingskidshallbe24VDCpoweredfromDDCMISand
routed through the local skid mounted junction box. All the field instruments, pneumatically
controlledPCVandsolenoidvalves(SV1&SV2)shallbeterminatedatajunctionboxintheskidby
BHELsoxygendosingvendorforfurtherconnectiontoBOPDDCMIS(customerscope)bycustomer.
Ateachdosingpoint,viz.CPUoutletanddeaeratoroutlet,aninjectionassemblycontaining15NB
tubing, fixing collar, solenoid valve and NRV shall be supplied loose by oxygen dosing vendor. 24
VDC power for these solenoid valves shall be given by NTPC. Instrument air supply for the
pneumatically controlled PCV shall be given by BHEL through its IA distribution network. BHEL 'S
oxygen dosing vendor will terminate all instruments/devices as per NTPC tender drawings/NTPC
providedterminationdiagramsgiveninsectionF&tobefinalizedduringdetailedengineeringand
willprovideJBsandcablesfromfieldinstruments,pneumaticallycontrolledPCVandsolenoidvalves
(SV1&SV2)uptoJBaccordingly.
Bidder to note that the set points indicated below for operation of pressure reducing valve are
tentative. Final value of the same may be decided by bidder during detailed engineering as per
therequirementoftheflowmetercumtransmittermanufacturer.
Biddertofurthernoteincasethemanufacturerofflowmetercumtransmitterrecommendsgas
filters for proper functioning of the instrument, the same shall be deemed included in bidder
scope.
Consideringthesafetyaspectsoftheoxygendosingskid,biddertoprovideaflamearrestorinthe
ventheaderofeachofoxygendosingskids.

Injector Assembly: Eight numbers injector assemblies as described in the P&ID of this
specificationshallbesuppliedloose,tobefittedbyBHELatthedosinglocations.
ii.
SS tubing: 400 m of 15 NB (1/2 in) SS 316 tubing (Sch 80) tubing shall be supplied loose to
interconnect dosing skids with injector assemblies. The specification of tubing shall be as per
datasheetA.
iii.
SS316Tubefittings(tees&90elbows):10numbersteesand10numbers90elbowsshallbe
supplied loose to help connectinjector assemblies to pipeheader. The specification of fittings
shallbeasperdatasheetA.
iv.
Filled oxygen cylinders (Each of 50 lt water volume filled at 204 Kg/cm2 pressure): 60 filled
oxygencylindersshallbesuppliedloosetocateronemonthoxygenrequirementoftwounits.
Thesecylindersareinadditiontotheeightcylinders(twoperskid)alreadymountedonskids.

QUALITYASSURANCEPLANS
Biddertonotethatallinspection&testingshallbecarriedoutasperapprovedmanufacturingQPto
besubmittedbythebidderduringdetailedengineeringfortheproject.Howeverthesameshallbe
inlinewiththerequirementsmentionedinBHELInspectionrequirementmentionedinthesectionD
oftechnicalspecification.
Any changes/additional tests insisted upon by Customer during detailed engineering shall be
acceptedbybidderwithoutanycommercialimplicationtoBHEL/Customer.

Painting:
Bidder to note that painting shall be as per approved painting schedule to be finalized during
detailed engineering. However the same shall be prepared in line with the schedule enclosed as
Annexure6ofsectionC2oftechnicalspecification.
DRAWINGS/DOCUMENTATION
Documentstobesubmittedalongwiththebid:
Biddertonotethattheonlytechnicaldocumentrequiredwiththebidisthedulyfilled,stampedand
signed copy of the Confirmation Sheet attached as Annexure 5 Section C2 of this Technical
Specification.
Incase,bidderhastakenanydeviationfromthetechnicalspecificationrequirements,thesameshall
beclearlymentionedinthebidintheBHELprescribedformatofScheduleofclarificationsattached
asAnnexure4SectionC2ofthistechnicalspecificationandthisdocumentshallbesubmittedalong
withtheconfirmationsheetmentionedabove.
Noothertechnicaldocumentisrequiredalongwithbiddersoffer.Anyotherdocumentsubmitted
bybiddershallnotbeevaluatedbyBHELandshallbeconsideredaswithdrawn.
Biddertonotethatanyundeclareddeviationmentionedinbidderofferotherthanspecifiedinthe
scheduledofDeviationsshallbeconsideredasnullandvoid.
Documentstobesubmittedafterawardofcontract:
Successful bidder on award of the project shall prepare drawings/documents as per Annexure 4
Section C3 in project specific title blocks and submit the same for formal approval by
BHEL/customer.
Documentstobesubmittedafterdispatchofskids:
Bidder shall submit soft copy/hard copy/CD ROMs of all the finally approved drawings and O&M
Manuals as required by Customer/consultant/BHELsite/BHELPEM. The exact number of copies of
thesedocumentstobesubmittedshallbenotifiedtothebidderatthetimeofdetailedengineering
andbiddershallsubmitthesamewithoutanycommercial/deliveryimplicationstoBHEL/customer.
PACKING:
Topreventdamagetotheequipmentoftheskidduringtransit,wooden/angleiron/steelframe
supportstobeprovidedwhereverrequired.Specialattentionshallbeprovidedwhilepackingand
loadingforoverheadequipment.

TheinspectionofoxygendosingsystemshallbedoneasperthemanufacturingQualityPlanwhichshall
besubjecttoapprovalbyBHEL&NTPCduringdetailedengineering.AnychangesinsisteduponbyNTPC
shallbetakencareofbybidder.HowevertheminimuminspectionrequirementofBHELshallbeasgiven
below.
1. WelderQualification
a) Review of welders qualification (WPS & PQR) shall be done by BHEL & NTPC during final
inspection.
2. Emptyoxygencylinder
a) InspectionreportofBISapprovedinspectionagencyforallthetestsperformedasperIS7285
shallbesubmittedforreviewbyBHEL&NTPCduringfinalinspection.
b) ApprovalcertificatefromCCE,Nagpurshallalsobefurnishedifapplicableasperstatutorynorms
forreviewbyBHEL&NTPCduringfinalinspection.
3. Valves(Ball,Check,PRV,solenoid,needle)
a) Material test Certificate/lab report for both physical & chemical test (physical test for trim
materialisnotrequired)forbody,bonnet,cover,trimmaterial,ballshallbefurnishedforreview
byBHEL&NTPCduringfinalinspection.
b) Hydro test, pneumatic test, dimensions of valve assembly shall be as per BHEL approved data
sheet. Manufacturers test certificate shall be submitted for the same for review by BHEL &
NTPCduringfinalinspection.
c) Allvalvesshallbeoxygencleanedandsuitableforoxygenservice.ManufacturersCOCcertifying
thesameshallbesubmittedforreviewbyBHEL&NTPCduringfinalinspection.
4. Instruments(PressureGauge,PressureTransmitter,Massflowmeter,pressurereducingvalve)
a) MaterialTestcertificateforwettedpartasperapproveddatasheetshallbefurnishedforreview
byBHEL&NTPCduringfinalinspection.
b) CalibrationreportshallbefurnishedforreviewbyBHEL&NTPCduringfinalinspection.
c) Manufacturers COC for degree of protection of enclosure (1/similar frame size) shall be for
reviewbyBHEL&NTPCduringfinalinspection.
d) All instruments shall be oxygen cleaned and suitable for oxygen service. Manufacturers COC
certifyingthesameshallbesubmittedforreviewbyBHEL&NTPCduringfinalinspection.
5. Controlvalve
a) Hydro test report for body and pneumatic test report of actuator chamber and seat shall be
submittedforreviewbyBHEL&NTPCduringfinalinspection.
b) Manufacturerstestreportsshallbesubmittedfor100%controlvalvesforoveralldimensional
checks (as per BHEL approved GA/data sheet) and functional tests (including valve travel,
opening & closing time, linearity/CAM characteristics, hysteresis) as per BHEL approved data
sheetsforreviewbyBHEL&NTPCduringfinalinspection.
c) Manufacturers test reports for CV test (including valve characteristics, PR vs discharge, PR vs
opening 0 to 100% in steps of 10%) shall be submitted for 1/similar type of control valve for
reviewbyBHEL&NTPCduringfinalinspection.
