COMPOSITION OF HELATH, SAFETY, SECURITY AND ENVIRONMENT COMMITTEE

A health, safety, security and environment committee for every project shall be formed for the following
purposes:
1. To establish a forum where safety and health issues are discussed.
2. To develop safety consciousness and safe work practices.
3. To lessen the incidence of fire an accident hazards.
4. To coordinate, promote and develop safety inspections.
5. To investigate any deficiencies and recommend corrective measures.
6. To assist in the enforcement of safety rules and regulations.
The Health, Safety, Security and Environment Committee shall be formed and shall hold meetings at
least once a month. The suggested members are:
Chairman
President/CEO/Senior Manager
Secretary
Safety officer/Engineer
Members
Project Engineer/Supervisors
Foremen/Craftsman (to be nominated)
Observer
Clients representative
These are the following responsibilities of the members:
President/CEO/Senior Manager
1. Account for the overall implementation of the health, safety, security and environment plan on
site.
2. Inform the management and client on the safety status of the project.
3. Administer the health, safety, security and environment policy or he appoints a member of his
staff to do so.
4. Supervise the sites safety officer/engineer.
5. Reprimand erring employees and workers for non-compliance with HSSE rules.
6. Serve as a model of a health-and-safety-complying employee.
7. Chair safety meetings.
Safety Officer/Engineer
1. Enforce and implement the Health and Safety Plan.
2. Conduct regular inspection of work-sites and fabrication shops.
3. Serve as the secretary of the Construction Coordination meetings.
4. Investigate accidents and prepare relevant reports.
Project Engineers/Supervisors and Foremen
1. Organize the site so that the work is carried out to the required standards, with minimum risks to
personnel, equipment and materials.
2. Assign responsibilities and provide precise instructions on the proper work method.
3. Plan and provide for good housekeeping.
4. Incorporate safety instructions, routine orders, and see to it that they are followed.
5. Cooperate with the safety engineer and act on safety recommendations.
6. Correct unsafe conditions such as horse playing or taking unnecessary risks.
7. Report unsafe conditions and defects in equipment.
8. Conduct weekly safety/toolbox meetings with his men.
9. Serve as a model of a health-and-safety-complying employee.
Workers
1. Always use the correct tools and equipment for the job.
2. Avoid activities that would endanger other workers.
3. Keep tools in good condition.
4. Refrain from horseplay.
5. Report all unsafe acts and conditions.
6. Report any injury or accident immediately.
7. Make safety a part of everyday job.
8. When in doubt, please consult the immediate supervisor.
