SINGLE-ENTRY APPROACH (SENA) - CONCILIATION MEDIATION


PRIOR TO COMPULSORY ARBITRATION

Clients/Customers: Any private worker/employee or employees who files a request for


assistance
Documentary Requirement: Duly accomplished Request for Assistance (RFA) Form in two (2)
copies

STEP BY STEP PROCEDURE

Interviews and evaluates the request, and Single-Entry Approach


assists the requesting party in accomplishing Desk Officer (SEADO)
the RFA Form

Assigns a reference number in the duly SEnA Unit Head or


accomplished RFA Form, designates a Designated Assistant
Conciliator-Mediator and sets the date of the
initial conference

Prepares the Notice of Conference. Have the SEnA

copy of notice signed by the SEnA Unit Head Staff/SEnA Unit Head or
and received by the requesting party, while Designated Assistant
copy for the responding party/ies may be sent
by personal service, fax, or registered mail

Step 2

Encodes the RFAs received with all the SEnA


required reporting indicators and delivers the Staff
copy of the RFA and Notice of Conference to
the designated Conciliator-Mediator

Conducts conciliation-mediation and reports SEnA


the result to the SEnA Unit Head on the Mediator
required reporting period

Conciliator-

Within thirty (30)


days from initial
conference

If pre-terminated, records the date


and cause of pre-termination;
If settled, prepares the Agreement of
the parties using SEnA Form signed
by both parties and/or Quitclaim and
Release signed by the requesting
party and attests the same;
If not settled, informs the requesting
party/ies of the option to file the
appropriate complaint before the
office having jurisdiction over such
complaint.

Collects and consolidates the report of the SEnA Unit Head or


Conciliators-Mediators and submits the Designated Assistant
required reports to the Research, Information
and Publication Division

Documentary Requirement: Duly accomplished Complaint Form in six (6) copies
