SCTP PATH FAILURE

Description
During the supervision period, the TCH time slot has suffered
EXCESSIVE INTERFERENCE in idle mode that is equal to or higher than
the operator-defined alarm threshold percentage. That is, the
INTERFERENCE in the time slot has lasted longer than is acceptable.
The INTERFERENCE level classified as EXCESSIVE is defined by the
operator. The alarm is used to supervise the BTS traffic capacity.
The bit error ratio is determined by evaluating the CRC checksum and the frame alignment word. As a result, the exact bit error
ratio cannot be measured, but rather an approximate value is obtained.

Consequence:
1. AIS is connected to all received Flexbus channels.
2. FEA alarm (TS0/B3) generated to far-end AIS to Rx direction.

The mean holding time on the channel specified exceeds the
operator-defined threshold during the measurement period.
The alarm is used to supervise the functioning of the traffic and
signalling channels. It reveals unreleased calls.
The rate of calls terminating in failure on a channel is above the
threshold value set by the operator. The alarm is used to supervise
the functioning of traffic and signaling channels, and to detect
the possible faulty channels.
The BTS has had NO successfully terminated calls or SDCCH TRANSACTIONS
during the supervision period.

The system has blocked the radio time slot because the call
control has failed a number of times in the ACTIVATION of
a radio CHANNEL.

A piece of transmission equipment receives an ALARM SIGNAL from another
piece of equipment
Calls have been cleared repeatedly on the same A interface circuit due
to BTS and transcoder unsynchronisation and the number of successive
releases has exceeded the limit defined in the PAFILE alarm parameter
(alarm limit for successive remote tc failures)
The PCU digital signal processor (DSP) has not answered to a supervision
message sent from the PCU Power Quicc processor, or the DSP has reported
that a critical process running on it has died.
Due to the failure, the signal processor and the data channels
handled by it are temporarily out of use.
The PCU Power Quicc processor tries to reload and restart the DSP.
Two paths to each SCTP association are normally created in
the SCTP association establishment. If the primary path fails,
then the traffic is automatically transferred via a secondary
path and traffic is not affected. If the secondary path fails,
then the traffic is transferred via the primary path normally
and only the redundant connection is lost. If both paths of an
association are lost, then the alarm is set twice: first time
for the primary path and second time for the secondary path.
The alarm indicates a failure in the SCTP association. The
system possibly takes into use an alternative path or the
alternative path is lost.
