Request for Proposals for Marine Engineering and Project Management Services for
Repairs to the Airport Ferry Landing
A topside, water level and underwater inspection of the existing ferry landing;
A project description for the Boroughs use in securing a Nationwide Permit (NWP)
The design of repairs and the preparation of plans, specifications and estimate (PS&E);
Assistance to the Borough in bidding the work and with a Recommendation for Award; and
Services during construction, including periodic construction progress and final inspections.

Project Manager
The following section details the proposed management of the Moffatt & Nichol Team including the
qualifications of key individuals selected from among our talented in-house and subconsultant
personnel:
Shaun McFarlane, PE will lead the design and construction team and serve as the Boroughs Project
Manager and principal point of contact. In addition to nearly 20 years of waterfront project
management experience, Shaun manages Moffatt & Nichols Alaska operations and has the authority to
bind the company and secure priority resources as needed to fulfill our commitment to this contract. As
an accomplished and certified bridge and marine facility inspector, Shaun understands what it takes to
get a small but high priority repair project if this type to construction, quickly and economically.
Peggy Confer, PE will serve as Engineer of Record, and in that capacity will assume responsibility for the
inspection, design, development of contract documents and bid assistance, and will work closely with
field inspectors during facility assessment and construction. She brings many years of structural design
and repair experience along with specification writing expertise, and is licensed in Alaska and
Washington.
Bruce Ostbo, PE has extensive experience in inspection and rehabilitation of marine structures in Alaska
and around the world as a diver/inspector and structural engineer. He is a certified diver, bridge
inspector; licensed in Alaska, Washington and other states; who will serve as a Senior Advisor, offering
advice on repair methodologies and performing independent Quality Control (QC) reviews of all project
deliverables.
DOWL/HKM (Ketchikan)
Steve Andersen, PE is DOWL/HKMs Ketchikan Office Manager and will serve as Lead Inspector for the
project. In this capacity, he has demonstrated his ability to coordinate multiple services with a variety of
specialties and clients, and his balance of civil and mechanical design will serve this project well. His
experience includes construction supervision and inspection, land development, and roadway design.
Steve provided inspection services on Ketchikans Jackson Street Reconstruction and on the Whitman
Lake dam. He has engineering, design, and educational experience in timber, steel and concrete
structural engineering.
The Moffatt & Nichol Team will leverage the extensive expertise of our rehabilitation and repair
engineers, ferry system experts, and structural designers with our local partner DOWL/HKM, who will
provide local knowledge, boots on the ground and eyes on the project. Our PM, Shaun McFarlane will
match staff expertise to specialized tasks for efficient production while our structural designer Peggy
Confer will maintain an overview of the work to make sure drawings, specifications, and cost estimate
are coordinated and complete. Steve Andersen of DOWL/HKM will also assist in developing the Opinion
of Probable Construction Cost (OPCC) or Engineers estimate using local knowledge and contacts.
We will approach the design and document preparation beginning with data gathering and delineation
of the extent of the pontoon damage to be repaired using a topside, water level and underwater
inspection with field measurements. We will determine field conditions critical to the effort such as
extent of the foam fill in the pontoon and location of the void space in evidence by the access manhole

near the damage location. Steve Andersen will provide on-site liaison services with the parties involved
in repair, and with the client; will provide Moffatt & Nichol with details about on-site conditions; and will
assist in design. This established partnership will significantly reduce startup time when construction
begins.
We will specify repair products and methods that can be used in the wet since the pontoon cannot be
taken out of service to perform the repairs, and a significant amount of the work will therefore need to
be done underwater. The donut fenders, fender face, and support bracket will be replaced similar to the
original structure using attachment details designed to allow for field adjustment.
Special attention to specifying work conditions and hours of access will be critical to obtaining bids that
reflect an accurate understanding of owner constraints and expectations. We will require that the
contractor submit a work plan with their bid, demonstrating that they can meet the stated
requirements. We also will solicit unit prices for all quantities that will be difficult to estimate and which
are potentially costly, such as the required volume of repair grout.
Steve will provide construction observation services out of DOWL/HKMs Ketchikan office. He be wellacquainted with the details of the design, and will have ready access to Peggys expertise in the event of
unanticipated changes or modifications. Steve will adjust his schedule to suit the dynamics of the
construction job there when inspection is needed and working on other projects when it is not. His
presence in Ketchikan will result in very efficient, cost-effective inspection services.
Our Price Proposal articulates specific scope items and deliverables, along with assumptions, which we
will not repeat here in the interest of brevity.
Project Understanding
The singular objective of the project is as follows: to return the Ketchikan Airport Ferry landing to full
functionality, and to do so expeditiously and cost effectively while maintaining scheduled and
emergency ferry operations. This is clearly articulated in the Request for Proposal (RFP). On August 28,
representatives of Moffatt & Nichol and DOWL/HKM met on site with the Ketchikan Airport Manager to
view and discuss the project: a site visit and meeting that greatly enhanced our understanding of the
scope and span of the repairs, and which allowed us to develop an approach to the work with the right
level of participation, detail and effort.
The landing pontoon and fender system have performed well over the years in normal service: the
damage to be repaired is as the result of mechanical and control failure of the vessel, therefore
replacement in-like-kind with similar components and construction will satisfy the Boroughs
functional and maintenance objectives. We understand that the Alaska Department of Transportation
and Public Facilities (ADOT&PF), the original designer of the facility will be involved in the review of the
design and contract documents.
Maintaining operation of the ferry throughout construction is critical to the Borough, its citizens and
visitors to Ketchikan. The ferry provides regular passenger and vehicle access to and from the Ketchikan
airport during scheduled operation; and 24/7 for emergency medical evacuation (medevac) services.
The damaged fender panel is not absolutely essential to normal operation, and as such its temporary
removal will not affect critical operations. Construction must accommodate the ongoing operation of
the ferry terminal during regular hours, and will be subject to suspension on short notice during night
work hours if the landing is needed in an emergency.
Moffatt & Nichols Environmental Permit Specialist that a Nationwide Permit (NWP) for repair and
maintenance will be required from the U.S. Army Corps of Engineers (USACE), driven by the in-water
component of the work. Since this comprises a low impact repair exercise, we expect that it will be a
straightforward, noncontroversial permit application and based on recent past experience in Southeast
Alaska, we estimate three (3) months for its award. Although straightforward and outside of our scope
of work this step is critical to project scheduling. Moffatt & Nichol would be pleased to provide
permitting support as an additional service if the Borough finds that they need this service: we have not
proposed or priced this service, beyond the preparation of a written Project Description for use in
submitting the NWP application, as permitting was not specifically requested in the RFP.
Subconsultants
DOWL/HKM of Ketchikan will provide on-site liaison services and condition assessment and
construction inspection services. DOWL/HKM is a multi-disciplined consulting firm that has provided
project development services in Alaska and the Pacific Northwest for over 50 years. They have 375
employees, in 20 offices spread through Alaska, Arizona, Montana, North Dakota, Washington and
Wyoming.
Alaska Commercial Divers, Inc. of Ketchikan will provide underwater survey support to accurately
assess, delineate and quantify the damage needing to be repaired below the waterline. They will work
closely and iteratively with, and under the direction of DOWL/HKMs Lead Inspector to ensure that all
relevant visual and tactile observations and measurements are made.

NOAAs hydrographic survey ships was considered. The feasibility study is currently nearing completion
as ADOT&PF/AMHS considers funding alternatives. Preliminary design is anticipated to begin in late2013, with construction expected to commence in 2015.

Steve Anderson provided inspection services for the 2013 construction season for a project involving the
removal and replacement of sanitary sewer mains and service laterals, water mains and services, storm
drains and services, and reconstructing the roads and sidewalks. The construction involved 4,800 lineal
feet of roadway on Jackson and Monroe Streets, and 4th and 7th Avenues.

Project Schedule
The Moffatt & Nichol Team is prepared to begin work immediately upon Notice to Proceed, and will
make the project a high priority in light of the importance of the Ketchikan Airport Ferry Terminal, and
these repairs, to the Borough, the citizens of Ketchikan, and visitors to the City.
The RFP articulates dates for project advertisement and award. Addendum No. 1 to the RFP included a
two-week extension for proposal submittal, and we thus assume that Notice of Intent to Award and
Approval of Contract Award by Assembly will likewise be extended by two weeks, to September 26 and
October 21, respectively. Based on these start dates, we propose to complete the work as described in
this Proposal and accompanying Price Proposal, subject to the following project timeline:
Please consider this an initial attempt to articulate a realistic but expeditious project timeline, based on
our understanding of the Boroughs needs as articulated in the RFP, and in our site meeting on August
28. Once under contract, Moffatt & Nichol will conduct a kickoff meeting with the Borough where we
will together review the project timeline and adjust the period of any elements of the work to better
align with the Boroughs needs. Moffatt & Nichol will subsequently develop and retain an active, up-todate task schedule for the duration of the project.
As with all other aspects of this written Proposal, the Moffatt & Nichol Team will be pleased to work
with the Borough to right-size the level of effort, emphasizing or de-emphasizing any elements of the
work that, in the Boroughs opinion, we may have under- or over-scoped based on our current limited
knowledge of the facility.

has managed site selection, conceptual development, design, permitting, mitigation, bid document

evaluation was to determine repairs prioritized to near-, mid-and long-term horizons, and to estimate
the residual life and as-is residual value of the structure. Project Cost: $7.6M
Deepwater Dock Condition Assessment, Cold Bay, Alaska. Project manager and inspector for topside
structural assessment, recommended repair strategy and budget-level costs for rehabilitation of an
aging pile-supported trestle. Project Cost: $4.2M
I & T Docks and Travelift Condition Assessment, Seward, Alaska. Project manager and lead inspector for
above- and under-pier condition assessment, residual life analysis and planning-level cost estimates to
upgrade and rehabilitate a deteriorating timber dock and loading facility serving the local fishing fleet.

Cordova Dock Condition Assessment, Cordova, Alaska. Lead inspector for detailed conditions assessment

structural design support, assessment, and bid document preparation including drawings, specifications

Skagway Ore Dock Condition Assessment, Skagway, Alaska. Marine structural engineer-diver for the
facility condition assessment of the Skagway Ore Dock. The dock, used for loading ore and providing
berthing space for cruise ships, consists of approximately 900 piling and is approximately 1,800 feet
long. The condition assessment report included findings, recommended repairs and costs, an estimate
of the remaining useful service life, and the present value of the dock. Project Fee: $169K
Port of Tacoma Asset Management Program, Tacoma, Washington. Marine structural engineer and dive
supervisor for the facility condition assessment of eight wharves at the Port of Tacoma. Assisted with
the above- and below-water condition assessment of the structures and the development of the
condition report, including findings, repair recommendations and costs, and assessment of level of
service. In addition, he was responsible for the creation of asset inventories for the eight wharves to be

infrastructure, military facilities, buildings, and seismic rehabilitation. Her experience includes work with

extensive experience in renovation and remodel projects. She has extensive experience with
multidiscipline teams, design of phased repair and rehabilitation of facilities in continuing operation, and
seismic design.

Denman Island East and Hornby Island Ferry Terminals Rebuild, Vancouver Island, British Columbia. Design
of loading ramp and head frame for two ferry dock replacements. The overall project involved
preliminary and final design engineering services to BC Ferries for reconstruction of the two terminals
with minimal impacts to ongoing ferry service. The loading ramps, wing walls and dolphins were
replaced as part of the project. Project Cost: $14M
BP Seattle Terminal Repairs, Seattle, Washington. Provided design and construction services for
replacement of the existing fender system with a new HDPE fender system including fender supports
along the wharf. Work also included replacement of the access float and ladder. Project Cost: $600K
Explosives Handling Wharf Waterfront Facilities Inspection and Repairs, Bangor, Washington. Design and
construction support for pile replacement under building. Concrete piles installed in the mid-70s have
deteriorated and require replacement. The work is being done in phases over several years as the facility
stays operational. Project Cost: $6.2M
North Marina Combined Projects, Des Moines, Washington. Structural Engineer for design of travel lift pier
and various upland structures at the Des Moines Marina. The project included demolition of the sling
launch and launch floats; replacement of the bulkhead wall; replacement of two existing gangways;
construction of a new travel lift pier. Project Cost: $3.1M

Ted has over 30 years of experience in transportation engineering with a specialty in ferry terminal
design and operations. He has worked with all of the major ferry operators in the North America and
internationally conducting ferry planning, operations analysis, repair and rehabilitation, and
implementation of capital improvements. He brings a broad range of experience on over 50 ferryrelated projects, from planning, environmental studies and permitting through design and construction.
Mr. Bell was Director of Terminal Engineering for Washington State Ferries (WSF) and has worked with
every WSF ferry route. He is a member of Interferry, PIANC, ShipPax and the Passenger Vessel
Association.

Lopez Island Ferry Terminal Floating Wingwalls, Washington State Ferries, Lopez Island, Washington.
Project principal for WSF task to repair/refurbish floating wingwalls at the Lopez Island Ferry Terminal.
The wingwalls were originally built in the early 1980s and consist of concrete floats, timber and rubber
fender elements and steel pile reaction frames to moor the floats. The ferry terminal is a critical lifeline
for the inhabitants of Lopez Island, which number several thousand year round. Several repair and
replacement options were analyzed. Moffatt & Nichol provided structural design services. Construction
was completed in 2012. Project Cost: $2.0M
Woods Hole Ferry Terminal Reconstruction, Woods Hole, Marthas Vineyard and Nantucket Steamship
Authority, Woods Hole, Massachusetts. The steamship Authority operates vehicle and passenger ferries
between Woods Hole on the mainland and Marthas Vineyard. Moffatt & Nichol, is responsible for
marine, coastal, civil and traffic engineering for the project. Lead marine engineering for ferry slip
reconstruction, along with traffic and civil engineering associated with reconstruction of the entire ferry
terminal. The project is completing the feasibility study phase now, and will initiate design in early 2014.
Project Cost: $40M
Ward Cove Marine Terminal, Alaska Marine Highway System, Ketchikan, Alaska. Project manager
responsible for terminal planning and site/civil design elements for marine terminal. Alaskas state ferry
system is redeveloping a former industrial site as a ferry terminal and maintenance facility. During the
summer, ferries will operate out of the terminal and during the winter, vessels will lay up for
maintenance. Prepared vehicle and passenger forecasts, and site/civil preliminary design, plus cost
estimates. Project Cost: $76M

Steve is well-suited to provide local project coordination for projects involving elements from multiple
engineering specialties. Steve has 18 years of practical experience in structural engineering, civil
engineering, traffic engineering, equipment design, and equipment fabrication. His structural designs
include working with steel, timber and concrete structures. He has provided roadway and traffic design,
geotechnical investigation, site plans, and subdivision design. Steve has developed Storm Water
Pollution Prevention Plans (SWPPP) and Erosion and Sediment Control Plans (ESCP). Among Steves
notable agriculture designs are custom dairy machinery, and automated slaughter equipment. He has an
appreciation for the business end of projects, having been a partner in an equipment design and
fabrication business, and having provided contract design services as a sole proprietor.

provided inspection services for the 2013 construction season. This project involved removing and
replacing all sanitary sewer mains and service laterals, water mains and services, storm drains and
services, and reconstructing the roads and sidewalks. Construction involved 4,800 feet of roadway on

PROPOSAL CHECKLIST
This Proposal Checklist is a summary of the forms and materials required as part of
your firms proposal. Respondents are urged to thoroughly read the entire proposal. It
may be helpful to use this checklist to help ensure compliance with the submission
requirements.

PROCEDURAL QUALIFICATIONS
Respondents must be registered (company name, address, telephone number,
and fax number) with the Borough Procurement Officer as indicated in this
solicitation.
Proposals must be received in the Office of the Borough Clerk no later than the
date and time indicated in solicitation.
Proposals must be in a sealed envelope or box clearly marked with the name of
the project on the outside of the envelope or box in order to be considered
responsive.
Respondents must fill out the Subcontractors List included in the Proposal
Documentation indicating the name(s) of any anticipated subcontractors for the
proposed project. Use multiple pages if necessary. For portions of the work
where a subcontractor will be selected by competitive proposals at a later date
enter the type of Work to be subcontracted followed by To be Determined. For
example: Electrical To Be Determined. If the use of subcontractors is not
anticipated, N/A or NONE is to be written on the form.
One electronic copy (CD) of the Price Proposal is requested for the convenience
of the Borough. If provided, the CD must be included in the separate sealed
envelope marked as the price proposal component.
If required by the RFP, Respondents must provide a properly executed Bid Bond
(Bids or price proposals between $25,000 and $100,000 require a surety of 10%
of the total bid or price proposal. Bids or price proposals greater than $100,000
require a surety of $10,000 plus 5% of the bid or price over $100,000 (e.g., a
$110,000 bid or price proposal requires a surety of $10,500)).Use the Bid Bond
Form included in the Price Proposal Form package. If a Bid Bond is not
necessary for this project, N/A or NONE is to be written on the form. If a bid
bond is required, it must be included in the separate sealed envelope marked as
the price proposal component.
Proposals must respond directly to the evaluation criteria for this project as
specified in the Select Criteria Section and must include the contents specified in
the Proposal Content and Format section. (Note: The determination whether a
proposal responds directly to the evaluation criteria for this project will not be
made by the Borough Clerk or designee at the time of the opening of the
proposals. Instead the Proposal Review Team or the Borough Manager will,
during the proposal review process, determine whether each proposal responds
directly to the evaluation criteria. Proposals that do not meet that requirement
will be considered non-responsive.
