Our main concern is the stability of Somalia, as it contributes to

the stability of East Africa, Africa and the whole world. The world
has only one enemy and that that is the terrorist. So while we are
dealing with our own domestic problem we are also sharing with
our international partners and neighboring countries the same
plight. So what we want for Somalia, is to have one police force,
integrated, coordinated and under one command

It is a historic step because first of all we bring together people
from all over Somalia. It is not that easy. So we bring them
together and what is important is that this is the first step to come
to a final new policing model for Somalia so that the police will be
able to serve and to protect and will be a professional force to the
Somali citizen and society,

They must come up with a decision on what future they want for
the Somali police. How it should look like in terms of the new
constitution that they are coming up with; and us as AMISOM, we
are here to support the process and whatever decision they come
up with, is what we shall support

A consultative workshop aimed at developing a new

policing model for Somali Police Force (SPF), concluded in
Mogadishu on Tuesday the 29th September 2015.
Discussions focused on policing models in the federal
states and legal frameworks that would support them,
structures and mechanisms for operations and integration
enablers that would pave way for a new integrated
policing model for Somalia.
The leadership of the Somali Police Force, representatives
of the Interim Regional Administrations, the United Nations
Police and African Union Mission in Somalia (AMISOM)
police component attended the three day consultative
workshop, organized through the support of the United
Nations Assistance Mission in Somalia (UNSOM).
Recommendations from the workshop will be forwarded to
the political leadership for approval before it is adopted by
the Federal Government of Somalia.
In his remarks, the Commissioner of the Somali Police
Force Maj. Gen. Mohamed Sheikh Hamud said if adopted,
the new policing model will enhance national and regional
peace.

UNSOMs Senior Police Adviser Mr. Hans Wanderstein said
the workshop sought technical advice from the Somali

police on a model that would be most appropriate to the

Somalia situation. The model, Mr. Wanderstein added,
would have to turn the force into a robust and effective
outfit, capable of responding to the security needs of the
country.

Also speaking at the consultative workshop, Deputy
AMISOM Police Commissioner, Ms. Christine Alalo,
expressed confidence that the process will result in an
effective force ready to confront the policing realities
facing Somalia.
They must come up with a decision on what future they
want for the Somali police. How it should look like in terms
of the new constitution that they are coming up with; and
us as AMISOM, we are here to support the process and
whatever decision they come up with, is what we shall
support Said Ms. Christine Alalo
The need to identify and develop a new policing model for
Somalia is in line with the Heegan plan, which seeks to
establish a professional and accountable police force in
Somalia.
