AN ORDER ORGANIZING THE UGNAYAN NG BARANGAY AT SIMBAHAN

(UBAS) BARANGAY ACTION TEAM AND PROVIDING ITS FUNCTION
AND RESPONSIBILITIES
WHEREAS, the recognizes the barangay as basic political unit which
serves as the planning and implementing arm of government policies, plans,
programs, projects and activities in the community, and as forum wherein
the collective views of the people may be expressed, crystallized and
considered;
WHEREAS, in line with the government campaigns to eradicate
corruption, the DILG continues to encourage the involvement of various
stakeholders in the community to achieve good local governance.
WHEREAS, the barangay, expected to be the center of development,
is likewise encouraged to institutionalize a system toward establishing
collaborative efforts among all service providers in the community.
WHEREAS, Ugnayan ng Barangay at Simbahan (UBAS), a tri-partite
linkages between the government, the faith-based organization and the
barangay leaders where information, volunteerism and participation flow
freely among the stakeholders was introduced to ensure sustainable
development at the barangay level.
WHEREAS, in areas where UBAS is being implemented, it is proven to
be an effective mechanism in achieving the goals of good governance.
NOW, THEREFORE, I, HON. CIRILO I. PIMENTEL, JR., Punong
Barangay of Barangay Linasin, Municipality of San Marcelino, by virtue of
the power vested in me by law, do hereby the UBAS Barangay Action Team
(BAT).

Section 2. Responsiblities
To ensure the effective implementation of program, projects and activities of
the UBAS Barangay Action Team, BAT members shall:
a. Identify the needs, issues and concerns in the barangay;
b. Plan and implement collaborative undertakings to address the needs,
issues and concerns identified;
c. Monitor and evaluate Bottom-Up Budgeting (BuB) and other projects
(e.g. compliance to Barangay Full Disclosure Policy).
d. Submit periodic report to the UBAS City/Municipal Technical Working
Group.
Section 3. Meeting and Quorum
The BAT shall determine the schedule of their regular meeting (may conduct
special meetings whenever necessary) to be attended by all of the members
and shall be presided by the Chairperson.
Section 4. Secretariat
The Barangay shall provide administrative support services to meetings and
undertakings of the BAT. On the other hand, the Barangay Secretary shall
act as the secretariat to the BAT.
Section 5. Effectivity
This Order shall take effect immediately upon approval.
