Senior Business Analyst supporting the Under Secretary of Defense Personnel and Readiness (Information
Management) (USD P&R (IM))
Led team of three business analysts who created new and updated existing HRM Enterprise Standard (HRMES)
business rules in RuleSpeak compliant format resulting from changes to law, regulation, or policy (LRP). Expert and
timely support to the DoD wide Accession Modernization Working Group was instrumental to the group being able to
accomplish its mission to review changes needed to DoD accession processes and procedures. The Under Secretary
of Defense for Personnel and Readiness (USD P&R) recommended that accession modernization be a component of
the Secretary of Defenses Force of the Future initiative as a direct result of the white paper prepared outlining the
DoDs current personnel accession processes and systems. 24 problem statements/business cases required further
evaluative scrutiny prior to being reviewed for a decision on certification of funds as a direct result of them having been
qualitatively reviewed.

Senior Business Analyst supporting the USD P&R (IM)
Provided project management, HRMES development and maintenance, and JOM process development support as the
lead. Project management support materially contributed to Booz Allen Hamilton receiving grades of excellent in the
Contractor Performance Assessment Report System. Procedures developed for capturing HRMES business rules
from LRP and writing those rules in RuleSpeak compliant format resulted in the first-of-its-kind DoD consolidated
personal and pay (HRMES and Finance and Accounting Enterprise Standards (F&A ES)) business rules repository.
Leadership provided to and training and empowerment of subordinates resulted in the personnel and pay business
rules being completed two months ahead of schedule. Led team of business analysts to develop Joint Officer
Management (JOM) Enterprise Architecture related products, processes, and business rules which resulted in the first
process map within the DoD of the JOM business processes and rules.
Army National Guard (ARNG) G6, Arlington, VA

Deputy Automation Program Manager
Developed, briefed, and defended program objective memorandum (POM) automation requirements for the Army
National Guard (ARNG) headquarters and the 54 state and territory ARNG organizations for Fiscal Years 2008-2012;
Managed the execution of budgets for those organizations; Coordinated information technology programs and
activities with the staffs of organizations at all levels; Took action as the single point of contact within the ARNG for the
Army Microsoft Enterprise License Agreement (ELA) and made decisions on requests from ARNG organizations on
software license requests through the Army Small Computer Program. $132 million program objective memorandum
(POM) requirements developed for the Army National Guard Headquarters and 54 state and territory automation
budgets resulted in a 45% funding increase. Modifications to ARNG processes and procedures for procuring,
accounting for, and controlling Microsoft server and workstation software licenses through the Microsoft Enterprise
License Agreement resulted in savings for the ARNG and much better accounting of software licenses. Leadership on
the management and technical source selection panel evaluating the $125 million performance based proposal for
network operations resulted in the award of the first-of-its-kind contract in the ARNG for network operations.

Assisted the Ft Sam Houston Inspector General (IG) to be the eyes, ears, voice, and conscience of the Commander;
Provided IG assistance to soldiers, civilians, retirees, and their family members; Conducted IG inquiries, investigations,
and sensing sessions for the command and as directed by higher headquarters. Improved internal office effectiveness

and efficiency by coaching, teaching, and training subordinates to write more clearly and concisely and pushing them
to become more knowledgeable of and effective at using the IG automated system. Materially improved the economy,
efficiency, discipline, morale, and esprit de corps, of the installation by habitually conducting visits to commanders in
their unit areas and exchanging ideas and information with them and requiring NCOs to do likewise with enlisted
leadership.

Chief, Personnel Plans and Analysis Branch
Single point of contact for personnel systems specific issues at the headquarters of the USMEDCOM, a worldwide
Army Major Command with a total soldier and civilian employee population of over 52,800. Formulated and instituted
procedural changes which resulted in MEDCOM installations collectively meeting the Armys no-show processing goal
for reassignments for the first time in the commands history. Intensive management of automated systems ensured
continuous automation personnel support despite over 500 individual unit activations, deactivations, and redesignations. Workload collection process within the USMEDCOMS Deputy Chief of Staff for Personnel (DCSPER)
resulted in 100% of the DESPERs positions being validated during a manpower staffing review.
US Army South (USARSO), Ft Clayton, Panama

Adjutant General/Senior Military Personnel Officer
Planned, coordinated, and directed HR support to all Army personnel assigned, attached, or deployed anywhere in
Central and South America. Extensive and complex coordination with personnel elements of the Army's Personnel
Command, US Southern Command (USSOUTHCOM), and subordinate commands ensured the successful drawdown
and relocation of over 6000 Soldiers from Panama and Honduras, to include the relocation of USSOUTHCOM to
Miami. Coordinated and dispatched responses for USARSO to over 400 inquiries from members of Congress.
Successfully planned, coordinated, and implemented a Panama cultural tour for newly assigned soldiers and their
family members during in-processing which facilitated them visiting a number of significant cultural sites in Panama
and being provided a free lunch of native Panamanian food while viewing a demonstration of Panamanian folkloric
music and dance.
