The Institute of Banking

Welcome

Introduction

With close to 30 years expertise

and experience, Ireland rightfully
enjoys a reputation as one of
the leading global international
financial centres.
There are many reasons cited for this success. However; as I
have travelled around the world as President of IFSC Ireland,
one factor is consistently highlighted and that is the quality,
skills and professionalism of those working in the international
financial services industry. This is confirmed by the IMD World
Competitiveness Survey where Ireland is ranked first for
availability of skilled labour in the world.
Notwithstanding this significant success, the international
financial services industry in Ireland continually faces competition,
both from established industries in other jurisdictions but also
from emerging competitor locations. This, together with the
transformative change that the industry is experiencing globally,
emphasises our need to continue to develop our most significant
asset, industry talent.

With a suite of programmes in funds, compliance and complex

instruments the Institute is an established education partner of
the international financial services industry.
The Institute offers undergraduate and postgraduate programmes,
specialist and generalist programmes, all accredited by University
College Dublin (UCD), and all of which have been developed in
consultation with industry. Anticipating and recognising the global
trends that are shaping the industry and under the banner of
the College of Professional Finance, the range of programmes
has been tailored to the current needs of the wider international
financial services sector including, for example, risk and
alternative investments.
A recognised college of University College Dublin (UCD), the
Institute has as its core objective the raising of professional
standards in financial services.
Through its academic programmes rooted in the learning needs
of organisations and professionals working in the international
financial services industry, the colleges programmes have been
developed to support the future and continued success of Ireland
as a leading international financial centre globally.
I wish you every success in your studies.

It is for this reason I am very pleased to introduce the first

dedicated prospectus from The Institute of Banking for the
international financial services sector.

Professional Certificate in
Financial Crime Prevention

WHO IS THIS PROGRAMME FOR?

There has been a significant increase in

the complexity and volume of regulation
underpinning compliance in the area of
financial crime prevention. Consequently,
practitioners operating in this complex
environment have to fulfil their fiduciary
responsibilities of ensuring ethical and
legal compliance within this regulatory
environment while contributing to wider
organisational objectives.
The role of the Head of Compliance with responsibility for AntiMoney Laundering and Counter Terrorist Financing legislation,
often the Money Laundering Reporting Officer (MLRO) in a
regulated firm, is now a Pre-Approval Control Function under the
Central Bank Fitness and Probity regime. MLROs within firms
carry serious legal responsibilities and those who fill the roles
must know and understand what these responsibilities are.
Relevant law and standards apply both at a domestic and
international level and material breaches can result in personal
accountability for MLROs as well as significant reputational
damage and fines for financial services firms. The wider
damage caused by financial or white collar crime to individuals,
communities and the public at large is immeasurable. Effective
prevention of fraud and financial crime, combined with thorough
investigation if and when it does arise, yields very positive
outcomes.
The Professional Certificate in Financial Crime Prevention
has been carefully designed to equip MLROs and others who
specialise in this area with the necessary competence to fill this
role and is the only accredited qualification at this level.

44

The Institute of Banking

This certificate has been designed in consultation with the Garda

Bureau of Fraud Investigation and the Suspicious Transactions
Unit in the Office of the Revenue Commissioners.

financial crime prevention
Design, complete and report on major financial crime prevention
projects, which may be required to enhance your firms
positioning within the sector
Determine, on an ongoing basis, the performance of a financial
crime prevention framework within your firms framework
Apply professional knowledge and skills to investigate a
suspected financial crime
Maintain, develop and apply contemporary professional best
practice.
AWARD
When you successfully complete this programme, you will
be awarded the Professional Certificate in Financial Crime
Prevention from UCD (at postgraduate degree level 9).
The Professional Certificate in Financial Crime Prevention also
forms part of the Graduate Diploma in Compliance. Candidates
who achieve an honours award classification in this Graduate
Diploma are eligible for entry to the MSc in Compliance.

Certified Investment Fund Director Programme

Further
Information

At a time when regulators and investors are

focusing more on the quality and composition
of a fund board, the CIFD Programme was
excellent in that it encapsulated all the
pertinent issues of a fund and the integral role
the Certified Investment Fund Director can
play. This can only enhance the marketing
profile of the fund and its promoter and at the
same time safe-guard the interests of investors
and ultimately its beneficial owners.
Philip Craig
Certified Investment Fund Director

APPLICATION PROCESS

ASSESSMENT

As the number of places on the programme is restricted, early

applications are encouraged. An application form is available
from the Programme Director. Applications for the programme
must be received on or before 15 August 2015 (Cohort 5 in
Zurich)/31 December 2015 (Cohort 6 in London). The fee for the
programme is c10,500. (Some participants may be subject to an
additional VAT cost).

An assessment is attached to each block to ensure that the

learning outcomes associated with the block have been achieved.
Sufficient time will be left between each of the blocks to facilitate
the completion of the block assessment and to prepare for the
following block. The assessment will take the form of a learning
journal recorded by programme participants during and on
completion of each block. A learning journal is a reflective log
that records a participants learning experience of a particular
topic/module. It allows participants to reflect on how their study
and learning has developed during each module, what they are
learning and the relevance or application of this learning to their
own experiences in a work setting. The content of the learning
journal will be unique to each participant and will reflect their
experiences during the class and their own interpretation of the
material presented. The learning journal will be evaluated and
graded to assess the participants knowledge, synthesis, analysis
and development.

FACULTY
The Programme Director, Dr Margaret Cullen, has brought
together an expert group of lecturers, consisting of academics
and practitioners, to present on the programme. Contextualising
the programme material in the day-to-day experiences of
participants is an integral ingredient of the Certified Investment
Fund Director Programme. Active participation and discussion,
where participants can draw on each others experiences, will
be encouraged and facilitated by lecturers. Details of the CIFD
faculty are available on The Institute of Banking website:
www.iob.ie/cifd.

Chapter Weightings - Multiple Choice

Question (MCQ) Modules
MCQ module learning plans include the
exam chapter weightings. The exam chapter
weighting is broadly proportionate to the
weighting of questions in the exam paper,
ie how many questions will appear from
each chapter. This is intended to help you to
prioritise your studies.
eLearning
Many of our modules are accompanied with
elearning content. This content is available
24/7 and is a key support in studying and
revising the programme material. eLearning
material provides the opportunity for multiple
viewings. Combined with active reading, this
enables students to improve their learning by
reviewing the important topics or any areas of
difficulty.
Exam Preparation Webinars
A number of modules have an interactive
online live webinar per semester. Each
webinar is approximately 40 minutes in
duration with an online lecturer working
through exam questions. Students can
request specific areas to be covered and
ask questions to the online lecturer in
advance. During the webinar you will have the
opportunity to interact with the lecturer online
and they will review the questions received
during the session. Students registered to
these modules will receive information on
what areas will be covered in the webinars
to help them prepare and make the most of
these sessions.

How we help you pass your module

Learning Plan
The Learning Plan is an invaluable study aid
for students studying level 7 programmes as
it shows you how the module is organised.
This online document:
- Introduces you to the module you are
studying
- Specifies the learning outcomes and also
the assessment requirements for the
module
- Shows you how much study should be
completed each week
Lectures/workshops
Face-to-face lectures and/or workshops are
available for certain modules. Information on
the content and format of these workshops
is available in each modules learning plan/
study guide.
Manual
Most modules in our level 7 programmes,
and some at level 8, are accompanied by a
manual which contains the primary content
for the module. The manual is sent to you
after you register. It is essential that you have
a thorough knowledge of all areas covered
in the manual - there is no substitute for
studying the manual. An electronic version is
available on My Institute for students making
a resit attempt at the module.

Past and Sample Papers

Past or sample examination papers are
made available on the My Institute section
of the website. For modules with written
exams, there are past papers available on My
Institute to help you prepare for your exam.
For modules assessed by MCQs, there are
sample questions and papers available as
past exam questions are not published.
Student Discussion Forums
In 2015/2016, we are introducing student
forums as a new support on some modules.
These forums will allow students to discuss
module content, assignment progress and
other module information. Further information
will be available on My Institute.
Student Handbook
There are handbooks at level 8 and 9
which contain key information about the
programmes, assessment guidelines and
regulations and also information on the
submission of online assignments.
Study Guide
Each module on a level 8 or 9 programme
has a Study Guide which provides you with
key information about the module including
the learning outcomes, summary of content,
delivery plan, and assignment requirements.

Online MCQ (Take a Test)

This tool allows students to take sample tests,
either on a chapter-by-chapter or a full test
basis. On completion of each test students are
given a report which details which questions
were answered incorrectly and the exact subsection reference in the manual. During the end
of chapter tests, if you answer any question
incorrectly the correct answer is shown to you
before moving on to the next question.

Text Book
Textbooks are recommended for many
modules at level 8 and 9. On your registration
you will receive a reading list for your
modules which will let you know if there are
compulsory or supplemental textbooks that
you need to purchase. Where a textbook
is used, the study guide will indicate what
chapters are important, and when they will be
discussed in a workshop or lecture.

Registering to a Programme
Terms and Conditions

REGISTRATION
In order to avail of the Institutes qualification programmes and
services you must become and remain a current member of the
Institute. The Institute of Banking membership fee of c40 applies
for the calendar year and for new membership is payable on
registration. It is then payable annually and falls due on 1 January
each year.
If you are registering for the Professional Certificate or Diploma
in Compliance, Professional Certificate in Financial Crime
Prevention, Professional Certificate in Data Protection or the MSc
in Compliance a yearly membership fee of c150 to the ACOI is
applicable, payable on registration to the programme and on 1
August each year thereafter. You do not need to be a member of
the Institute also to register for these programmes.
When you are registering to a programme of study you can register
on a module by module basis to that programme. On registration
a notice of confirmation of your registration will be emailed to you
and posted online to My Institute; you should read this to confirm
that the details are correct. If not, you should inform the Institute
as soon as possible. If you have not received a confirmation email
within 10 working days of your initial submission you should
contact us at info@iob.ie or +353 (0) 1 611 6500.
Entry Requirements - The second level educational requirements
for employment in financial institutions are normally acceptable
for entry to the Institutes educational programmes at level
7 (unless there are specific entry requirements stated in the
programme overview in this prospectus). These educational
requirements are five passes in the Leaving Certificate including
English and Mathematics or five O Level/GCSE passes including
English Language and Mathematics. Mature applicants, who are
over 21 years of age, are exempt from these entry criteria. You do
not need to enclose a copy of your Leaving Certificate/GCSEs
results with your registration if you are employed by a recognised
financial institution or classified as a mature applicant (over 21
years of age). In all other cases you should send a copy with your
registration. For all other programmes (levels 8 and 9), see the
entry requirements specified under each programme.

66

The Institute of Banking

Registrations for level 7 programmes can be made online, by post

or email using the relevant registration forms, or by telephone.
Registrations for level 8 and level 9 programmes can be made
by post or email only using the relevant registration forms, or by
telephone for continuing students. Where students are registering
for the first time, the verification of admissions criteria may be
involved and so early registration is strongly recommended.
Applications from members who do not meet the standard
admission requirements in particular often require extra time for
verification and processing.
In all cases the terms and conditions as set out herein apply.
Module registration forms are available at www.iob.ie. At peak
times, due to large volumes of registrations received, it can
take between 5 and 10 working days to process hardcopy
registration forms (online registrations are processed live and
hence are a very speedy method of registration). We must receive
complete registration forms before the registration closing
dates. Submission of incomplete forms will result in delays in
processing your registration and/or your form being returned
to you. The Institute does not accept responsibility for delays in
communications sent through the postal system or the internal
mail system of your employer (if applicable). All programme fees
are payable in full in advance. Partial or incomplete payment will
not be accepted and registrations that do not include the correct
fees will not be processed.
Pre-requisites and co-requisites: Some modules within
programmes have pre-requisite or co-requisite modules. If you
wish to register for these modules you must: In the case of
pre-requisite modules, have passed or be exempted from the
prerequisite module before you register; In the case of corequisite modules, have a simultaneous registration in, have
passed or have been exempted from the co-requisite module
before you register.

Terms and Conditions

If you are registering for more than one module you should
ensure that you have sufficient time available to dedicate to your
studies. We strongly advise you to register on time, i.e. at the
start of the semester, and to carefully estimate the workload of
the modules you are registered for. A 5 ECTS credit module has
a notional workload of 100-125 hours approximately and a 10
ECTS credit module has a notional workload of 200-250 hours.
We strongly recommend no more than 10-15 ECTS credits in
a semester. Module credits are listed in this prospectus in the
programme information.

details on specific implications of not completing assessments
(examinations or continuous assessment), in particular for
programmes at level 8 and level 9.

minimum of one module per semester/term. Students who wish
to take a break for a semester are required to formally request
a Leave of Absence in advance of the semester and should
contact the relevant programme manager for relevant information.
Students should note that when they return they are governed
by the Institutes Rules, Regulations, Codes and policies and
procedures in place on their return. They are also subject to the
programme curriculum and programme requirements in place for
the programme on their return. Students should be reminded that
the Institute cannot guarantee that the same modules available
prior to or during a leave of absence period(s) will be available
when they return.
EXAMINATION REGULATIONS
You are advised that the conduct of the examinations is governed
by the Examination Regulations of the Institute. You must read
