CONCLUSION
1) INTRODUCTION
It is indeed that Indian Education system is one of the ancient
education system, which is more effective system of Education with
Teacher Student relation i.e. Guru-Sishya, like ParentChild, which
produced several noble scholars who contributed immensely for the
mankind; the Ancient Indian History reveal that Indians Excelled in
Science, Technology, Medicine, Finance, Administration, Fine arts, etc,
if one reads the contributions of Noble Scholars like Aryabhata,
Varahamihira, Kautalya, Dhanvantri, Nagarjuna to name a few
substantiates that how must knowledge was given to the world by the
Ancient Indians, in fact the entire spirit of BHAGAVAD GITA which is
the narration of Lord Sri Krishna was a massage to the Entire Mankind
of World of how to Lead a Life from Delusion to Dynamism to
Development to a Decent meaningful Life, by
all individuals by
following the Dharmas in the life. But in spite of such rich ancient
history of Indian Education system India possessed, still India could
not able to excel in Science, or Technology, Economy; As it is fact that
even though India Produces millions of graduates, lakhs of Engineers,
thousands of Doctors, every year, still Millions of people Lack Basic
Education, Basic Healthcare, and Basic Infrastructure and millions are
un employed, and Indian being considered the Brain Capital/Intellect
Capital of the World with maximum Youth Population, country
producing finest brains in the world from IIT and IIM (irrespective so
called world rankings of top universities/ educational institutions) etc
by government spending substantial amount of Tax payers money on
them, but very unfortunately country is not able to unleash the
potential of the intellects from the IIT & IIMs as most of their brain is
subjected to brain drain, as they serve the so called Multi National
Companies in the Foreign Nations which in turn has their Maximum
Market is INDIA (all MNCs in west even though incorporated by foreign
nations, but certainly majority of them got substantial growth due to
Indian employees in that organisations, as such the MNCs making
Indians who contributed in that organisations as CEO/COO CFO etc) ,
how strange it was, but government do not stop this brain drain, had
the brain drain stopped long back, certainly the country could have
better living standards prevailed by this time; also whatever little
talent left in the other Universities and Institutions, most of the
University Campuses are becoming centres of Drug Addicts, Narcotics
Addicts, Alcohol and Tobacco consumption is very open secret
otherwise, and almost of the youth are indulging in Pre matrimonial
Sex as per Government Department Survey, in addition most of the
students are wasting precious time in the so called Social media chit
chat, gossiping in mobile phones, bunking classes and going to movies,
also partying, wasting the precious time in addition to wasting hard
earned money of their parents, all these due to lack of proper systems
Page 14 of 238
school/ get educated; in this process the first step is to impart basic
education for all citizens both literates as well as non literates/ non
formal educated about their rights, how to rise their child, how to give
better food/balanced diet, better education to lead a meaningful life
contributing their best for themselves as well for the overall
development of the nation; in order to achieve this the citizens need to
be active and ensure their elected representatives, civil servants in
government deliver without leakages, corruption, bias, favouritism
nepotism, that is possible only when there is transparency and
accountability in the system of governance, which is possible again
when there exists proportionate representation as per percentage of
pollution of castes, religion, income group gender in education,
employment, and in electoral system by ensuring Social justice and
Social equality Prevailed by putting an end to the Neo Feudalism in
which is in the mask of Democracy. This document provides realistic
solutions to all the issues of society, education, to fix the shortcomings
in the present education system to make every child/ student,
empowering the downtrodden sections people with Basic Education, to
become perfect human being who is can deliver selfless service with
full potential for the overall development of India and the World.
BASIC EDUCATION
2) MANDATORY BASIC EDUCATION FOR ALL CITIZENS WITH
INCENTIVES FOR LEARNING & QUALIFYING IN BASIC
EDUCATION; MANDATORY TO GET QUALIFIED IN BASIC
EDUCATION TEST TO CONTEST FOR ANY ELECTION FROM GRAM
PANCHAYAT TO PARLIAMENT, ALSO FOR EMPLOYMENT IN
GOVERNMENT & PRIVATE; ALSO FOR ENTREPRENEURSHIP; ALL
EMPOWERING PEOPLE FOR BETTER LIFE.
The first step in Reforms in education sector is to impart Basic
education in all Adults in India, aged above 18 years and less than 80
years, especially in villages and in rural areas, slums in urban areas,
and the suppressed downtrodden sections of society.
The course for basic education is alphabets in the local language, basic
mathematics, basic science, basic of how to lead better life including
need for personal hygiene, nutritious food, childcare, adolescent girls
care, pregnant women care, home remedies, basics about religious
dharmas, basics about yoga, meditation, basics of constitutional law,
i.e. fundamental rights, how constitution provides protection for
individuals, also Basic Hindi, English (being widely used in the country),
National Anthem, National Days importance, duties/ functions of
various govern authorities, Social obligations of the citizens.
The course should be for 30 days of 2 hours or 3 hours per day, mostly
on weekends and public holidays, so that entire course can be
completed in 6 months; soon after completion of the course those who
attended this course can go for test. The training course is necessary
for all those who do not posses any formal education, all those who
possess formal education can appear for the basic education course
test on registering with the government.
In order to Train people in basic education, millions of Trainers are
required, All the Existing Qualified Teachers, all Government
Employees who are possessing Degree should be provided training in
Basic Education Trainer Course, so that the trained Basic Education
Trainers will provide Basic Education to all Adults in the Mandal/block
Training Centres. Also Government must provide Basic Education
course Training in online, also though Cable TV, also on demand by the
individuals who are having Digital TV, all free of cost, at any time they
can start the course. In order to ensure more people get trained,
Government must make it mandatory that for employment,
entrepreneurship, and to contest elections/ holding positions in political
party organisations / being part of NGO, one must mandatorily get
qualified in basic education test.
To encourage people to get the Basic Education, government must
provide appropriate incentives in cash (Ex Rs 1000 / Rs 2000) in ten
instalments in the bank account for learning the basic education and
qualifying in the basic education examination, in addition some other
long term benefits to ensure majority of the people are attracted
towards this measure and be part of this measure; this measure should
be applied to all uneducated especially the slum dwellings, all the rural
areas where still major percentage of population in that territories do
not have formal education. The qualifying test of basic education
should be done under CC cameras each ward wise/ election voting
polling booth wise; to qualify for this each un educated person in the
country should get registered with government each polling both wise/
ward wise, and their free time to learn. By this measure in less than 2
years span of time majority of the people of the country are well
educated, have basic knowledge about their rights, health care, and
write, read etc.
In order to ensure the Elected representatives deliver the best, they
should first possess the basic education, know about basics of
constitution, duties, responsibilities of elected representatives and
government servants and basics of economy etc without which they
cannot lead / guide the people of that territory after being elected (to
be a leader there is no requirement of minimum formal education like
degree, but they should be aware of all the aspects which affect the
public life most), as such it should be made mandatory that to contest
Page 17 of 238
banking, share market, inflation, investments etc so that they can lead
for bribe/corruption free business/governance in a professional/
systematic manner.
This measure will certainly make maximum people, especially
downtrodden sections get basic education, know about their rights,
also by providing basic education training course in television
maximum number of house wifes will also get educated about home
healthy remedies, the basic legal rights, entitlements, constitutional
provisions, measures to identify food adulteration, measures to prevent
food adulteration etc safeguarding environment, so that maximum
people entire country will be fully aware of what are their rights, how
government should function, as such the corruption, mal practise will
certainly get reduced, so that the overall development of the country
will occur due to overall improvement of health of the people of the
country, in addition to reduction of corruption, in addition people
question their elected representatives for their rights and make then
deliver, development of the territory.
SCHOOL DISTANCE
3) NEED FOR ESTABLISHMENT OF KINDERGARTEN SCHOOLS IN
EVERY WARD/ VILLAGE FOR EVERY 2 KM IN URBAN AREAS AND
EVERY 3 KM IN RURAL AREAS
Since India has more Youth population below 21 Years of Age, there is
acute need for quality Kindergarten Schools, Also it is fact that from
the very child hood the child should be made to go for education, made
to understand education through play, to make them disciplined in one
or other way at that tender age. As such Kindergarten/Play Schools
should be established in every village, ward. Since the industrialisation/
urbanisation is rapidly occurring he pollution levels are on the rise and
at that tender age of 2 /3 years making these toddlers travel for long
distances is very unhealthy, the distance from home to Kindergarten
School should be Minimum, as such mandatory that Kindergarten
Schools must not be more than 2 km radius from the residence in
urban areas and not more than 3 km in rural areas. It is up to the
parents to join in which Kindergarten School, but they should follow the
distance of 2 km in urban areas, so in case their home is more
distance, they should shift their home to near the area of Kindergarten
School. All Existing Anganwadi Kendras must get modernised with
state art of centres with modern learning equipment and hygienic
conditions prevail, and the Anganwadi Teachers should get trained in
simple, better effective modern ways to educating and caring the
toddlers, who are otherwise deprived of quality life (food / health /
shelter /care) due to poor financial background of their parents.

CASTE RESERVATION
8) MANDATORY HENCE FORTH TO REMOVE CASTE NAMES IN THE
GENERAL NAME REGISTER AND IN EDUCATIONAL INSTITUTE
RECORDS
It is a fact that as per the latest census of India over 79% population
are HINDU Religion and other 21 % population is other Minority
religions, and It is a fact that HINDU religion divided into castes (upper
castes, lower castes), and caste creates disparities among the people,
especially the students, in the event of providing proportionate
representation in admissions in all educational institutes, which is
otherwise very necessary in order to ensure equal development of all
sections for inclusive growth of all sections through education, which
was otherwise denied to them indirectly till date; as most of the private
education institutions students are elite, mostly belong to upper caste,
as such government must ensures castes will not be reflected in
individuals names, in order to do so government must make it
mandatory all parents has to register their Childs name within 90 days
of birth of the child without caste names anywhere with complete ban
on using caste names which should be criminal offence to hold the
caste name anywhere in their name. Or calling any person by caste
name irrespective of the caste lower or upper should be criminal
offence hence forth; and no case names with caste should be reflected
anywhere in any registers whether government or private however
they should mandatorily mention their caste in the birth register and in
all education, employment and electoral records or ensuring propionate
representation as per percentage of caste in future for achieving no
reservation after 30 years from the year of implementation of
proportionate representation; also the present educational records of
all the students must be corrected to remove the caste names in their
register including their parents names with caste at the end of their
parents names to make the generation next at least caste free; by
implementing the proportionate representation for the castes, for
twenty to thirty years from now, and then gradually reduce the need
for reservation, to no reservation in the 30th year from the year of
implanting proportionate representation as per caste population in
education, employment (government and private) and electoral system
will certainly ensure in future there is no relevance for birth caste as
equality can be established by way of proportionate representation for
2 to 3 decades; it is really absurd that some section of society (upper
caste/ elite) suddenly expressing that in this modern digital age caste/
need for reservations do not arise, only so called MERIT/ ELITE is
sufficient is utter hypocrisy and non-sense, as the Upper caste/ elite
has suppressed / exploited the downtrodden in one other manner, the
upper castes / elite enjoyed all the 68 years of independence the
dominance and since in the digital age, transparency is going to
Page 25 of 238
happen, so they do not want other castes to get their due, so the
upper caste/ elite try to curb the lower caste / downtrodden
suppressed sections of people in the name of merit. whereas for the
merit of a student several factors influence; poverty, lack of nutritious
food and un hygienic surroundings will deteriorate the merit sharply for
sure, these are the reasons for lack of scoring marks by the
downtrodden section students/ lagging behind the upper caste / elite
students; also it is a fact that due this caste tails at the end of names
of the students are the biggest cause of creation of hate rate and
disparities among the students, by the upper caste students against
lower caste /downtrodden students, without knowing the realities of life
of these downtrodden how pathetic conditions they are overcoming to
get even that much percentage of marks, and getting admissions on
reservations, when it is a fact that these upper caste students if face
those kind of pathetic conditions what are faced by the downtrodden
SC ST then for sure these upper caste students even do not get 10% of
the marks what that downtrodden sections of SC ST students are
scoring under these extreme native atmosphere. As such as a mark of
beginning of transformation of society/ change the government must
initiate the measure of removing caste names anywhere in the name of
the Hindus, JANIS, SIKHS etc (it is free will that if Hindus wish to keep
a Muslim name or Muslims wish to keep so and there should not be an
objection). Also government must remove the caste names for the
existing government buildings and all education institutions.
9) THE TEACHER SHOULD NOT HAVE MORE THAN 4 CLASSES PER
DAY WITH NO BACK TO BACK CLASSES (A GAP OF ON
PERIOD/45 MIN REQUIRED BETWEEN EACH PERIOD) FOR
BETTER DELIVER THE SUBJECT
Also in order to ensure quality education delivered by the teachers,
the number of classes per day should be limited to have more span of
attention on all students in each class; as such it should be mandatory
that the teachers should have daily maximum of four classes in a given
subject, also it should be mandatory that no back to back classes, and
mandatory gap of 45 minutes/ one period required to teach after one
class to take the next class (either same standard or higher standard),
to improve the effectiveness of teaching, as the teachers can prepare
well for the next class, also the teachers can take some rest in between
after teaching & preparing as teaching stress is more than physical
stress, after all the ILO recommended for efficient physical work of the
shop floor workers 10 minutes rest for every two hours of work, brain
energy drains faster than physical energy, so for best results in
education government make it mandatory for all educational
institutions must follow this norm of allocation of teaching work for
teachers to have quality education delivered to students.
10)
AUTONOMOUS BODY TO DECIDE THE CONTENT IN
SUBJECTS FOR VARIOUS CLASSES, ALSO FOR INTRODUCING
NEW INNOVATIVE SIMPLE & EFFECTIVE WAYS OF TEACHING
TECHNIQUES IN EDUCATION SYSTEM
In order to ensure that education is quality and impart the required
knowledge and the course subjects must be subjected to changes
according to time due to developments/ changes occurred in the world,
in order to ensure imperial/ in biased quality education, government
must establish an autonomous body to decide the content of the
subjects that students from different classes. The subject should be
reviewed every three years. Also this board approve the introduction of
innovative methods of teaching techniques in education system of the
country after due scrutiny and experiments in some educational
institutions.
The autonomous body for education should be constituted by the
government being funded by the government, only recruitment for the
board should be done by the government, not have any role in its day
to day functioning except financing for the autonomous body
functioning. The autonomous body should have all experienced
educationalists
comprising of
ex vice chancellors, ex Secretary
Education Government, Retired Judges etc with proportionate
representation as per percentage of population of religion, caste,
gender; so that the autonomy is fully functional with no room for bias/
favouritism/ nepotism / political interference for these boards
Also it should be mandatory that Autonomous body members should
not be a primary member of any political organisation or any religious
organisation in the last 30 years prior to the appointment for ensuring
the Autonomous body is fully autonomous, no elected representative
sitting or ex should not be eligible to become part of autonomous
body; also the recruitment for these boards by the government in the
manner of Election commission for ensuring no ruling party favouritism
happens during their tenure; with tenure of these autonomous bodies
should be for four years with no further extension for any board
member with no further employment for the board member in any
education related intuitions/fields or otherwise in government , in
addition barred from holding any position in any private educational
institutions or private business enterprises where the promoter or their
immediate family members or relatives of the company has some or
other private education institution. Nor they should be eligible to
establish any education related business, institution, in addition during
their tenure their immediate family members are barred from doing
any representation/ business related to education.
This measure
ensures absolute independent functioning of the Autonomous
educational recruitment and promotion boards.; All the matters related
Page 27 of 238
able to adjust in the remaining left over time in that quarter of year in
that regular classes, then the autonomous educational body provide
approval for conducting such extra classes; also the standard practice
that all SC ST OBC and any weak students (of all castes/ religions)
should mandatory attend special classes designed exclusively for them,
the criteria for weak candidate is a student scoring less than 50%
marks in the quarterly examinations in any subject. This measure not
only contains lot of stress in bright students, but also improves the dull
students performance.
14)
MANDATORY
COORDINATION
COMMITTEE
AMONG
TEACHERS OF ALL SUBJECTS IN EVERY CLASS FOR PROVIDING
APPROPRIATE HOME WORK ENSURING HOME WORK OF ALL
SUBJECTS DO NOT EXCEED 2 HOURS OF STUDY AT HOME;
MANDATORY WEEKLY PLAN FOR EACH CLASS, TO BE UP
LOADED IN WEBSITE AND ALSO INFORM TO PARENTS
THROUGH E MAIL, SMS, DAILY PLAN OF SUBJECTS/CHAPTERS
FOR NEXT DAY.
Also since almost all the students are subjected to 5 to 6 hours of
study in class room with 2 to 3 hours of travel time to & fro, for lunch,
which means students spent near to 8 hours for class room study, the
students cannot be over stressed in mind by giving them heavy loads
of home work, which otherwise may lead to undue stress in the
budding minds, as such in order to provide a ideal home work of two
hours study at home, which otherwise should cover all most all the
subjects thought in the class, there should be coordination among all
teachers in each class (the subject wise of that class like maths,
science, social, history, geography, English/ regional language etc)
before the start of the class; else there should be weekly/ fortnightly/
monthly planner among the teachers ; all the teachers in each and
every class of each and every subject should give homework to
students in such a manner that entire home work for a student
pertaining to all subjects should not take more than 2 hours (maximum
of 20 min a subject), so that the students can have healthy memory
due to stress free life at home and 8 hours of sleep.
Also the schools / collages/ universities must have a detailed weekly
plan with the time table for each class, each section each day of the
working days of that week; which must up load on the website of the
educational institute, also inform the parents through E mail/ mobile
SMS about what is going to be through next day, after the end of that
days work, so that the parents will in turn alert the students to carry
that chapters etc, in addition it enables students to prepare in advance
what is going to be thought next day so that when teacher explains,
they can better understand that part of the subject in each subject.
15)
ALL STUDENTS MUST BE THOUGHT & ALL PARENTS MUST
ENSURE THAT THEIR
CHILDREN
(STUDENTS) FOLLOW
STANDARD DAILY TIMETABLE IN DAILY LIFE FOR EFFECTIVE &
EFFICIENT USE OF TIME (TIME MANAGEMENT) FOR SUCCESS IN
EDUCATION & IN LIFE.
In order to ensure every student uses his daily time from getting up
from sleep after 8 hours of sleep in the morning to going to sleep in
the night, which is near about 16 hours, which need be used judiciously
by all students, the best way for using the time judiciously for better
results in education and life is to get up from sleep at 6 am, one hour
for yoga, meditation, 7 am to 8 am bath, breakfast, dressing 8 am
should leave home to school / collage / university which should start at
8.30 am and end at 3.00 pm, so that by 3.30 pm reaching home,
3.30pm to 4.30pm at home fresh up and Eat snacks and relax for some
time; from 4.30pm to 5.30pm play; 5.30pm to 6.15pm bath & lighting
evening lamp/prayer, little meditation; 6.15pm to 8.15pm study at
home, home work with low volume plain / simple traditional Indian
music as back ground music, 8.15 pm to 8.45 pm dinner; watching TV
surfing internet, etc 8.45 pm to 9.45 pm and go to sleep mandatorily
by 9.45 pm, as in general for most of them to get into sleep it may
take 10 to 15 minutes so actual sleep starts at around 10 pm, and
after 8 hours of sold sleep should get up at 6 am (the time table
should be adjusted 30 min to 1 hour + or based on the sunrise and
sun set in that territory as in the North East and East part of India
there is Early Sun rise and early sun set; and in the West part of India
late Sun rise and late Set); also this measure of before 7am-8 am
breakfast at home and 11.00 am to 11.30 am lunch will ensure
children are given timely lunch (3 to 4 hours gap of eating) and in
addition children are protected from maximum sun radiation period i.e.
11.30 am to 3.00 pm, as during this period students are in the class
room in a fully covered space, this itself saves lot of energy for the
children, protects them from dehydration. Exposure to heat /
ultraviolet radiation and conserves lot of energy; this measure makes
the child healthily, intellect, memory power gets improved, brain works
efficiently due to proper regular sleep / rest/ body will support brain
due to small quantities of food in equal intervals of 3 to 4 hours better
digestion (7am 8 am breakfast, 11 am-11.30 am lunch, 3.30 pm 4.30 pm evening snacks and 8.15 pm to 8.45 pm dinner, a perfect 3-4
hours gap food intake for perfect digestion), also yoga in the morning,
play and mediation in the evening, also twice bath (one in the morning,
other in the evening) will make perfect body mind energy due to
perfect the blood circulation, which provides better physical stamina
as well as mental stamina. As such the above measure is very
necessary to be thought to students and parents to ensure their
children follow this time management by inculcating this daily time
table from the very child hood of KG so that till PG the students follow
Page 32 of 238
the same. This measure will yield the beast results when provided with
standard quality, quantity food to all the students.
16)
MANDATORY ALL STUDENTS MUST MAINTAIN A DAILY
DAIRY FROM 5TH STANDARD ONWARDS TO INCULCATE
DISCIPLINE IN THEM FROM CHILDHOOD TO FOLLOW TIME
MANAGEMENT AND TO BE TRUTHFUL
Also the government must make it mandatory that all the students
must maintain a digital dairy and submit it digitally in the online dairy
to the care taker teacher or make it on paper and submit to the school/
collage to get it scanned and stored, in addition the care taker teachers
signature (each student should be under the care of one teacher in
every class); this dairy should indicate what all they have done from
getting up bed to till they retire the day with time; Digital daily Dairy,
every student must contain what all he observed, experienced at
home, educational institution, his/her life about what all he/ she
experienced from getting up from bed in the morning to going to bed in
the night; like all extra circular activities, social service activity, the
orator ship performed, the plants raising, the cow raising etc should be
up loaded in the Childs digital space (only up loading, the child cannot
delete / alter to delete the authorisation from parents, educational
institute and government necessary, also for up loading any un
warranted, un related things should lead to heavy fine), and as the
child become young/ adult the entire data of the childs carrier will be
recorded in digital form, this measure creates more disciple in the
students, time sense in the students, in addition it makes the students
to be truthful in their life. the daily dairy also makes the parents to
behave with reasonably (not abuse the child, beat/ do canning, also
the parents will not quarrel among themselves in general especially in
front of the children, also mostly parents do not indulge in tobacco
consumption, alcohol consumption, dugs/ narcotics, adultery at home
when their spouse was away at home, or women beating/beating the
wife, bigamy, etc etc); even these home issues can be addressed
appropriately by pursuing the parents and children in exclusive
counselling, with penalising/ criminal offence for certain types of
offences. This measure makes by and large the home atmosphere of
the students is peaceful. If any student writes one wrong facts/
conceals the facts, and in case found the truth in future, the student
should be penalised. There should not be any privacy issue for
mandatory dairy by the students, after all everyone is positing in the
Social media all activities from getting up from sleep to going to sleep
with photographs about their daily activities, then there should be any
issue in making their daily dairy submission to teachers.
17)
MANDATORY LARGE SCREENS/ FLAT TELEVISION SETS
WITH INTERNET & INTRANET IN ALL CLASS ROOMS IN ALL
EDUCATIONAL INSTITUTIONS FOR REGULAR EDUCATION &
SOCIAL EDUCATION
It is a fact that students understand better and memorize better a
visual picture produce higher recognisation memory than the items
studies or heard. As such in order to enhance the memory power in all
students for better understanding and recollecting the subject
government must ensure the subjects in class rooms are thought in the
PPT/ pictures/ video form. For this government must make it
mandatory that all educational institutions from KG to PG should have
large screens/ flat TV in every class room, and government design the
courses in such a manner that the teachers explain in the PPT and the
audio video with live examples or video graphs of all science and
history, maths, science etc, the coursers should be online broad band
or through memory card readers of the TV sets, so that it enables the
children to learn quickly by better understating & permanent memory,
rather than just by-hearting which will lead to temporary memory.
Also this large screens in every class room should be used to exhibit
the social education curriculum of real videos of different sectors like
agriculture, animal husbandry, textiles, handlooms, manufacturing
etc, also lively hood & hardships of different professions/ service
providers like farmers, construction labour, safai karmachari/ garbage
sweepers, etc, in addition Indian culture and heritage and history and
latest developments in innovation etc every day one period in the
schools/ colleges and universities based on their level of education.
Also in every school / collage in the last period 15 minutes of comedy.
Humour / healthy jokes etc should be shown to the students to relive
stress in them by making them laughing for 15 minutes in class room,
before going home.
Also this PPT/ audio/ video education of part or full of subjects of
different class must be made mandatorily available free of cost in all
the dish TV and all cable TV and students can subscribe the same and
learn it at home to re collect what is learned in the educational
institute, even adults who missed the formal education can learn about
the same at home, especially for those students who are forced to stay
at home due to illness/ accidents etc.
WEIGHT OF BAGS
20)
other children of same class in the next year batch (being laminated
each paper); in case the papers are damaged, not submitted then, the
parents should be fined double the cost of the books (cost of book,
pages + penalty for negligence, callousness and non discipline of the
child); All the students should be supplied with study material with
unique bar coding on each paper to identify the school, child; this will
ensure absolute care and discipline of keeping the study material intact
by the students and proper filing of study material each chapter wise,
each subject wise. This method reduces the use of paper for printing
the school, collage books, this will reduce use of wood pulp, printing
inks, and reduce cutting of trees as well as harmful chemicals used for
printing to a considerable extent. This also reduces global warming.
The home filled lunch box should be banned for students, all students
should eat standard nutrition food provided by the school canteen
within the school premises, this will further reduce the weight of the
school bag, also it provides balanced diet at least one time intake by
students, which improves health, growth, stamina etc
The school bags meant for carrying the school books should be of light
weight standard material of standard design (same for all schools and
colleges to follow), so that the weight of bag carrying by students do
not have physical strain on students; It should be the duty of the
teachers to inspect the condition of the school bag every day in the
first period or last period so that they can inform the parents it there is
any touring or damaged handles etc so that it will be replaced
immediately to reduce strain in students.
All schools should be turned to E learning centres in less than 10 years
so that the weight of school bags can be reduced permanently.
21)
DIGITAL TEXT BOOKS BY THE GOVERNMENT EDUCATION
DEPARTMENT; FREE ACCESS TO DIGITAL LIBRARY
Also Government must ensure that all the standard course material,
text books content what is being thought in the schools/ collages/
universities must be digitalised and made available in the digital format
only in the government education department website, all the students
who wish to read online can do so, also if the students wish to print
they can do so, which should be the same manner/ order of the
original text books in the hard copy supplied in educational institute to
the students, with the information to the government by providing ID
of the student etc. Also government must maintain a digital library with
all books, documents related to each and every subject / sector; the
digital library should be free to access by the students and people who
are members of free lance R&D for more knowledge and research in
very subject. These measures enables students to use paper and
Page 37 of 238
paperless study, and need not required to carry the books all the time
everywhere for best use of ideal time for study of education, to go
through the subject already thought in the schools/ collages, when
they are ideal on long journey or sitting ideal in out station during
family visits for any specific occasion etc.; This measure is the first
step in digitalisation of education, as it enables the students to start
using the internet / broad band enabled computer systems for
education. This measure also reduce weight of the school bags in
future, also reduce the use of paper thus reducing environment
degradation/ global warming by reducing the cutting of trees for
making paper, in addition billions of litres of water saved due to water
used in the processing of wood pulp to make paper.
22)
MANDATORY USE OF GPRS ENABLED SCHOOL/ COLLAGE
BAGS TO BE CARRIED BY ALL STUDENTS FOR IDENTIFYING THE
LOCATION OF STUDENTS TO A GREAT EXTENT. MANDATORY
BIO METRIC ATTENDANCE IN ALL EDUCATIONAL INSTITUTIONS
FOR STUDENTS & TEACHERS.
Also government must make it mandatory that all students from
nursery to PG should carry the educational bag with special electronic
device embedded with unique ID number which is a GPRS enabled
tracking system, which also has in built emergency response alert &
alarm button to press the same in the event of any atrocity/ attack etc
on them; so that the bags itself will determine the location/presence of
students.
In addition Also it should be mandatorily all the educational institutions
must be equipped with Bo metric attendance system to record the
attendance of students and teaching staff; the bio metric attendance
devices should be at the entry of the educational institute so that the
time of entry and at the time of exit of the student should be record;
also ideal one device at each and every class room for students from
10+2 onwards so that every time they go out of the class room they
should do biometric exit, which ensures students attended all classes,
otherwise they may be in the compound of the educational institute,
but may not attended the classes. Also it should be mandatory that all
the attendance and departure from the educational institute should be
automatically on sent as SMS to the parents/ guardians mobile on real
time bases.
These two measures of bio metric attendance and GPRS enabled
Education Bag not only induces discipline in the students to attended
the classes and to return home immediately after the school/collage
and also it reduces to a great extent students bunking the classes and
visiting the food courts, movies, other entertainments, in addition it
provides safety and security by way of emergency alarm which can be
Page 38 of 238
India aware of the Indian traditional art, music, dance and get the
benefits out of this in their life, government must make it mandatory to
learn basics of Indian art, music, dance as part of education
curriculum. Also in addition the students should choose one of the
trade either art, music, dance with sub classifications in it (ideally
regional, Local traditional) as their choice field of interest as part of
educational curriculum. The course should be designed from 5th
standard onwards and the students have to learn the same till the
course is completed, and there after the students can perform the
same every week once as a regular weekly class to ensure they do not
forget what they learned, also making them more perfect in that art as
practice makes them perfect. As it is a fact that the Indian music
instruments produce divine sounds, which provide a calm and
composed mind, similarly the Indian dances provide best of the
exercises, similarly the Indian art/ sculpture makes them to think more
creatively. So these kind of benefits will be obtained by the students
due to learning and practice; All those students who learned the art an
exhibit their talent on any public platform on holidays; also even
government or private can use the talent of the students (already
learned and obtained perfection to some level without any further
training) in government programmes if it happens to be a holiday or
during the summer holiday period. In addition this measure ensures
that Indian traditional art, music, dance are preserved and carry
forwarded for generations to come.
27)
MANDATORY ALL EDUCATIONAL INSTITUTIONS MUST
CONDUCT THE LECTURES OF PERSONS BELONG TO VARIOUS
SECTIONS/PROFESSIONS LIKE FARMERS, COBBLERS, TRADERS,
ETC THEIR STORIES OF SUCCESS TO PROVIDE INSPIRATION TO
STUDENTS.
Also in order to make the students get inspired by the success in life by
various sections of people by overcoming the drawbacks of income
group, caste, religion and gender; as such government must make
compulsory that the educational institutes invite eminent people from
the territory to provide a lecture for 30 to 45 minutes, twice in a month
for entire strength of students of that educational institute in the
auditorium, as part of educational curriculum; in addition all the
educational institutions must show to the students the audio visuals of
eminent personalities international, national, state who are otherwise
an inspiration for millions of people as they excelled in their aim/ goals
of achieving something in life to make their lives meaningful; these
measures will certainly make the students understand about the
society as already part of social education they are able to know the
theory part of various sections of people, the live speeches will
certainly make them fully understand and get inspiration and may
apply their thought in one or other sectors which the student feel
Page 42 of 238
he/she can deliver the best to the society. Also the educational
institutions must provide a brief literature about the eminent
personality in writing a day before the audio visual show/ live lecture
so that students can better understand the person as well as his/ her
way of leading life and it will also be like a record for future reference
for the children/ students.
28)
MANDATORY ALL THE STUDENTS FROM 10TH ONWARDS BE
THOUGHT ABOUT DISASTER MANAGEMENT, RESCUE & RELIEF
WORK,
AND
COMMUNITY
POLICING;
THIS
TRAINING
MANDATORY FOR EDUCATED / UN EDUCATED TO GET
EMPLOYMENT.
It is a fact due to lack of knowledge / training of First Aide millions of
people are losing their life/ suffering for life long, also due to lack of
training in disaster rescue and relief, thousands of people are losing
life/ valuable property, also due to lack of community policing the
crimes are rise; as such in order to over comes these existing lacunas
in the country and make people more responsible and rescue
themselves before the government authorities or professional experts
reaches the place. As such government must make Mandatory
education of disaster management & fir aid, the course includes all
common types of first aid, immediate necessary measures in any
accident like measures in case they got injuries, bruises, abrasions,
locked up in lifts, or electric shocks, or drowse in water etc etc, in
addition in the basic / fist hand disaster rescue and relief operations in
case of natural calamities/ accidents. All the students 10+2 should be
thought of doing first aid for the major accident cases, hear attack, in
the fire accidents, in the building collapse, also during earth quakes,
incest rains and floods, during the collapse of electricity wires, trees, or
electric shocks/fires at home and factory, chemical leakages etc etc,;
also it should be mandatory that all children/ students in the vicinity of
rivers, lakes, all those areas prone for frequent floods, heavy rain fall
should be trained in Swimming from class 3 onwards. All the students
in the vicinity of earth quake prone areas must be thought about
measures to take during earth quake.
Also special curriculum for all those 10+ onwards which should include
basics of community policing as a part of educational curriculum;
students should be thought of identifying the criminals in the colonies
for protecting the colonies from all kinds of crimes, and also how to
rescue women in distress etc etc; as it is really shameful that in the
event of any accident or natural calamity, almost all the adults
especially the male are simply indulged as mute spectators simply
waiting for the government persons to come and help, by this time lot
of damage is already happening, also since lack of community police
system in the country, the crimes are happening, especially the
Page 43 of 238
measures enable the students to develop the skills and fully unleash
their potential when needed.
30)
MANDATORY CURRENT AFFAIRS TEACHING IN EVERY
EDUCATIONAL INSTITUTE IN ADDITION TO TEACHING OF
GENERAL KNOWLEDGE
It is a fact that most of the students do not have basic general
knowledge and basic current affairs except the knowledge of cinemas,
the actors, actress / music albums, which they are following in the
social media, regular media, and most of the students do not have
interest in the political developments, economy, etc which is why they
are becoming a memory machines of subjects and the connectivity
between realities of society and the people is not happening, only they
study the current affairs/ general knowledge for appearing competitive
examinations for obtaining employment, after getting employment,
mostly they forget to have current affairs Knowles of all sectors, only
they may go through sports page or film news page, since people not
aware of the current affairs, they are not able to stand up, rise their
voice against various maladies of society, corruption / callousness of
the government. If students start making a habit the current affairs
pertaining to various sectors, they will raise their voice in the social
media/ media appropriate time appropriately in the larger interest. As
such government make mandatory the general knowledge and current
affairs as part of educational curriculum. So that current affairs can be
thought / learned every day by all students from 6th class onwards
covering all subjects like politics, administration, economy, sports,
science and technology etc based on the level of class, the higher the
class the the more the coverage and more the depth of the current
affairs; by inculcating them to read news papers, watch television and
every day; the subject should be thought weekly once, a simple exam
for all students to test students Current general Knowledge skills every
month which should counted for annual examination marks; This will
the understand of what is happening in the world for leading their life
in a perfect manner.
31)
MANDATORY GROUP DISCUSSIONS FROM CLASS 7TH
ONWARDS ONCE IN A MONTH AT THE EDUCATIONAL
INSTITUTE; MANDATORY QUIZ IN THE CLASS EVERY MONTH
MONTHS ON THE SUBJECTS THEY STUDIED IN THE LAST
MONTHS
The students from 7th standard to PG must be mandatory undergo
group discussions on some topic or other once in every month; this
measure is to ensure every student develops the competitive spirit and
study the subject and also develop the attitude of free expression, this
measure to shed down the shyness to speak/ express in the students,
Page 45 of 238

UNIFORM
33)
STANDARD
UNIFORM
FOR
ALL
EDUCATIONAL
INSTITUTIONS FROM KG TO PG; WHITE TOP, BROWN/KHAKI
BOTTOM WITH WHITE SCARF/ OPTIONAL ASTROLOGY SCARFS
ON WEEK DAYS.
In order to inculcate discipline, uniform thinking and reduce the
disparities between elite/ upper echelon/ middle class/ lower class/ BPL
students in the educational institutions from KG to PG government
must introduce standard uniform for all students, in addition to all
teaching staff. As uniform dress code will create like mind thinking,
also will make the students more concentrated on studies rather than
the dress colour, design, brand, value etc, which otherwise plays a
major part of status in the society and youth minds are effected due to
dress which they wear, as most of the students especially downtrodden
do not have much pair of cloths (they own few pairs of ordinary
cloths), especially the girls, and repeatedly wearing the same pairs of
cloths will affect their self esteem, make them feel low/poor in the
collage/ class, when some of other students who are from elite/ upper
echelons wear expensive cloths and change the dress every day
wearing new cloths; the case is the same with teaching staff, especially
the female teaching staff feel disturbed by wearing same few cloths
repeatedly, so by making students and staff wear standard uniform the
concentration on education can be improved by and large, especially
from 10+2, degree, university students.
The ideal dress code in the educational institutes should be white
shirt/top and brown/khaki trouser/kurta-pyjama full length hand & leg
long with white scarf, in addition based on the day the students should
wear scarfs of colour of that day according to planet of the day for
better behaviour and favourable results, as per INDIAN traditional
VASTU/ASTROLOGY (which is a certainly a science, not superficial),
wearing colours as per day like Monday white colour, Tuesday red
colour, Wednesday green colour, Thursday yellow colour, Friday white
Saturday blue, Sunday red/orange provide harmony with plants for
providing additional stability of mind and these are positive catalysts
only, the students must have basic substance in them by way of
understanding the teachings of the students. This vatu/astrology only
helps them to fine tune their inner mental substance, make them to
get them in tune with the subject. The students should have the option
to wear the colour day scarf or not if at all they have any objection for
religious beliefs or they do not believe in religion, but in any case they
should wear white scarf every day mandatorily. All the items used by
the students should be non leather, ideal made of cloth, belts, bag,
shoes (as leather do not absorb water/moister the sweat will create
boils/soars in foot due to bacteria development, mostly if water
Page 47 of 238
Also mandatory that all students should be provided with solar lamp,
to ensure that in the event of power failure the study at home should
not be effected; as it is a fact that due to acute shortage of power in
most parts of the India, especially in the rural areas with more than 10
hours of power cut in peak time, which is effecting the studies of the
students, also the case is same with urban areas except in some metro
cities, as most of the power generated in India are hydel or coal, so in
case of shot fall of rain the demand supply gap is wide as such
frequent power cuts across the country.
35)
MANDATORY BAN ON STUDENTS WEARING SHOTS, MINI
SKIRTS ETC IN THE EDUCATIONAL INSTITUTE CAMPUSES
/HOSTELS
Also government must ban Students/ staff wearing shorts, miniskirts
etc by boys and girls in the educational institute premises and in
hostels at any point of time. This measure is necessary to infuse
traditional dress sense and ensuring students do not fall in the trap of
so called western out fits/ influence of the western cultural intrusions.
It is up to the students to wear any kind of cloths of their choice
design, make inside their home or when outing, if their parents has no
objection, but when they are in the educational institute premises they
should adhere to decent traditional dress code; the case is same with
hostel students should wear traditional dress during their stay in the
hostel, with ban on hostel students moving in the hostel building
corridors or to the canteen in the non traditional exposing western
cloths like shots etc; or in the night dress. This measure is necessary
to inculcate traditional dress sense, decent dress sense, and disciplined
dress sense, also to reduce laziness / callousness due to wearing the
night dress in day time. Also this measure reduces the happing of /
addiction for pre matrimonial sex/ homosexuality/ gay/ lesbian, as it is
a fact that the youth in western exposing out fits may develop the
tendency of gay/ lesbian in the hostel premises, by making it
mandatory the traditional dress code the gay / lesbian tendency can be
reduced to certain extent.
36)
MANDATORY APPROPRIATE UNIFORM HAIR CUT FOR ALL
STUDENTS ACCORDING TO THE GENDER
Also all the students should have appropriate hair cut (minimum of 3
inches maximum of 6 inches for men, girls should tie the hair properly)
every month (for all students from nursery to post graduation) except
for those religions which they wear a turban as per their religious
customs. As it is fact that most the students, especially boys has
different haircuts, or some even do not cut the hair for what so ever
reason, also most of the students are following different hair
treatments/cuts with change of colour of full or part hair, one side
Page 51 of 238
long, other side full shave, or pony tails for boys on getting inspired
due to hair of so called celebrity actors, singers, players etc, some
parents allow to have choice hair cut for their kids treating it as
personal liberty/ choice, some parents deny these kinds of indecent
hair cut so the students whose parents deny develops anger/
depression for not having his/ her choice when some of his/ her friends
are having their choice hair cut,; in case if all parents allow choice hair
cut to their student children then the uniformity in education institutes
does not have meaning, educational institutions becomes a FASHION
TV PARADES, all this kind of perverted non sense behaviour of the
students should be contained by fixing the minimum and maximum
hair length and set of standard decent hair cut patents to choice
among them according to the liking of the student for boys, as far as
the girls are concerned they should maintain decent hair style which
otherwise should symbolise dignified Traditional Indian women Hair
style. It is up the girls / boys to have any kind of choice hair styling
(not colour, only style) outside the educational institute.
Also government ban clean shaving of Head/ no hair during the
academic year running, if students has any kind of liking for clean
shave or following religious sentiments he/she should get clean shave
during summer vacations only. The above measures reduces
distraction among the children and will help in inducing discipline in the
budding minds and thus it will reduce the behavioural changes by and
large thus enables the child lean the education more effectively and
become a god responsible citizen in future.
37) MANDATORY
REGULATING/RESTRICTING
WEARING,
JEWELLERY IN EDUCATIONAL INSTITUTIONS, BRINGING
GADGETS AS EDUCATION DOES NOT REQUIRE LUXURY
ACCESSORIES
Since jewellery is not necessity but a luxury item, and education does
not require luxury, and many students cannot afford to this luxury of
wearing jewellery, and it is mere wasteful expenditure made on the
students by their parents, also in extreme cases the students who are
addicted to wises like narcotics, alcohol, drugs, so called love,
prostitution, pre matrimonial sex are using this jewellery for fulfilling
their wishes, by making imitation and wearing it to pretend their
parents that their jewellery is intact, also some say they might lost it
etc, as it is a fact in order to impress the girls in the name of so called
love they wish to provide expensive gifts, make them to roam around
expensive restaurants, which require huge amounts of money, and
their pocket money will not be sufficient to impress the girls, the
students who are wearing jewellery are using their jewellery for this
purpose, in case the parents demand they tell all lies they are
somewhere when actually they sold/ put on mortgage, and in order to
Page 52 of 238
get back their jewellery, they take loans from drug peddlers/ financers
at higher rate of interest and manage to pay interest with their pocket
money, and slowly they become fully trapped in the debt, so they
indulge in drug peddling, becomes gigolos (male prostitutes), the case
is more or less same with girls with jewellery. Also jewellery brings
distraction and depression in other students who cannot afford to own
/ wear due to the financial condition of their parents.
As such in order to avoid all negatives due to wearing luxury item of
jewellery, government must ban students aged below 21 years should
from wearing jewellery to School/collage/ university; aged above 21
years students & teaching and non teaching staff can wear jewellery if
they wish which should not exceed 10 grams of jewellery gold, with
every month such jewellery should be tested for quality to be produce
to the educational institute/ hostel from approved jeweller.
Also all educational institutes must provide standard watch to All
Students should to wear during the their stay in the educational
institute/ hostel or must ban wearing watches as most of the parents
cannot afford costly some students wearing expensive items will
distract attention of other students, this kind of distraction can be
reduced to a great extent by this measure, also it induces equality of
all thought in the students by and large.
Also Complete ban of carrying, wearing Sun protecting Glasses in the
Educational institute premises. Only under medical needed students
can wear on doctors prescription, advice in the medical check up of
the student in the educational institute.
Also Complete ban of students carrying Electronic gadgets like I-pods,
Tablet Pcs, Spy camera pens etc in all educational institutes; All the
mobile phones of students as well as teaching staff (if allowed from
10+2 students) should be deposited at the entrance of the class room
or in the corridor of the class room in the designated storage space for
this purpose; Severe punishments with heavy fine for students carrying
electronic gadgets in the Educational institutes, especially the Spy
cameras, video Tablet Pc and Video recording, video viewing within the
Premises of the Educational Institute. Severe punishments for Using
Social Media by Students and Teachers during the Working time of
Class / Period running time.
38) MANDATORY EVERY CLASS ROOM HAS A WALL CLOCK;
SAME WALL CLOCK SHOULD BE PROVIDED TO STUDENTS TO
KEEP AT HOME STUDY PLACE.
Also government must make it mandatory all educational institutes
posses one wall clock in each class room, and the same wall clock
Page 53 of 238
should be given to all student to hang it in their home; the wall clock in
the class room and at home is of same make same design and should
have same time, this will not only provide time sense to the students
but also symbolically they feel in the same delicateness for reading/
writing as was in class room at home while doing home work;
government must supply free of cost to all the students from the
downtrodden sections one in the family, every house hold to hang it on
in their house in the study room where the student generally do study.
It is a fact that most of the students who use mobile just tap the
mobile every now and then to see the time, but that should not be the
way; also by installing the same type of time piece in every household
of all sections of students symbolises that every student is equal and
has the same time and it is up to them use their time to excel and
prove their intellect in education; also by providing the same time
peace the equality among the students Can be established. All the
students irrespective of income group must hang the time piece if not
the students should get negative marks for none obeying the equality
law and non maintenance of time sense.
TRANSPORTATION
39) COMPLETE BAN ON USE OF PERSONAL VEHICLES (EXCEPT
BICYCLES)
IN
ALL
EDUCATIONAL
INSTITUTES;
ALL
EDUCATIONAL INSTITUTIONS MUST HAVE MASS TRANSPORT
VEHICLES FOR USE BY STUDENTS & STAFF.
It is a fact that pollution causing various health disorders, in the cities
the pollution is mostly vehicular pollution, also it is fact that due to use
of personal vehicles by majority of the students (parents are dropping
and pick up from educational institute), causing heavy levels of
pollution in educational institutes vicinity, as hundreds of vehicles start,
stop start at the educational institute, and within that short period of
entering to the educational institute or leaving the educational institute
is causing excessive pollution, which on regular bases causing severe
health disorders to the students, as per the study reports most of the
children/ students in cities are having lower lung capacity, suffering
with breathing related disorders like asthma, bronchitis etc; these
issues can be contained to considerable extent by banning use of
personal motored vehicles in educational institutes/university
campuses; un order to ensure students are transported from home to
educational institute and back, the best is mass mode of transport; as
such it should be mandatory that all private educational institutes must
have own vehicles to pick up and drop the students from the
designated pick up points in the residential colonies; so that parents
can drop their children from home to the pickup location; the
government educational institutions must also organize separate buses
Page 54 of 238
form the road transport to pick up and drop from designated locations
from the residential habitations. This measure reduces both air
pollution as well as noise pollution to a great extent in the educational
institute/ university campuses vicinity. Also educational institutions
must encourage bicycle riding. All vehicles used for carrying students
must have non alcoholic non smoking, driver/ helper; also regular
check up for health, fitness of the drivers, and conductors of the
school, collage vehicles; the data of maintenance etc should be up
loaded on the web every time, also it is the duty of the parent
committees to check up the details of vehicles carrying students.
40) MANDATORY SPEED GOVERNORS FOR THE VEHICLES
CARRYING THE STUDENTS, ALSO SPEED RESTRICTIONS IN
THE EDUCATIONAL INSTITUTE PREMISES OF 500 METERS
RADIUS.
Also it should be mandatory that speed governors should be installed
in all vehicles carrying students with top speed of 45 km per hour; Also
hence forth Government must strictly impose restrictions of speed
limitations in the educational institute zones (whether it may be a
government or private school/collage/university), in order to monitor
the speed of the vehicles passing that zone of educational institutions
government must install speed guns in appropriate number along with
high resolution CC cameras in that zone, and violations of the speed
restrictions should lead to heavy fine, more than three times violation
should lead to suspension of the driving licence, after revocation of
suspension if the same driver violates one more time his/her driving
licence should be cancelled and should not be allowed to drive for rest
of their life, as they are a potential threat to do some accident in
future, for not having stability of mind and respect for the rule of law.
These measures reduce accidents to a great extent. Also along with
speed restrictions, also horn restrictions/ pollution restrictions; no
vehicle should do honking, also no vehicle should emit more than the
permitted limit of pollution from the vehicle that was passing the
educational institute zone; the same should be applied and
implemented in the hospital zones also.
41) MANDATORY STUDENTS GET TRAINING IN BICYCLE
RIDING FROM 5TH STANDARD ONWARDS AS PART OF
EDUCATIONAL CURRICULUM; ALSO GOVERNMENT MUST
CONSTRUCT MULTI LEVEL VERTICAL BICYCLE PARKING
CENTRES IN EVERY 5 KM DISTANCE IN THE CITY IN THE
VICINITY OF THE EDUCATIONAL INSTITUTIONS/ OFFICE
ESTABLISHMENTS.
In order to contain pollution and encourage use of bicycle riding which
otherwise has many health benefits to the individual who rides the
Page 55 of 238
bicycle, It should be made mandatory hence forth that all parents must
provide mandatorily the standard bicycle to the students from class 5th
onwards (it is up to the parents, if they provide bicycle even before 5th
standard), also it should be mandatory that from 7th standard onwards
that students must come to the school weekly once on bicycle; this
measure is very necessary to create a physical exercise for the
students during the peak age of growth i.e. 10 years onwards to have
a regular exercise, bicycling is one of the best exercises; also as
proposed in this document that the distance from educational
institutions (up to 10th) should not be more than 7 km from the
residential habitations, the children can easily ride the distance of 14
km up and down; Also government must construct multilevel bicycle
parking stands in every 5 km radius which has multipurpose use, which
should be provided free of cost to park bicycles for those educational
institutions which do not have space for bicycle parking, they can use
public parking place at the nearest location to educational institute,
Since once in a week they have to ride the bicycle, they have to
practice the same at home daily as a part of play, or the students must
visit the play grounds in every ward/ village on bicycle to play, or even
they may go little little distance to help their parents for getting the
house hold requirements / groceries etc as and when required by going
on bicycle. This bicycle riding provides absolute growth and health to
the students. This becomes a habit, and also government must make it
mandatory that all employees both in government or private must use
the bicycle once in a week for a minimum distance of 5 km, hence
forth (even if they come from far way places, they should park their
personal vehicles near by the bicycle stands and use the bicycle to
cover 5 km distance to come to their work place and 5 km back from
work place to the parking place of their personal vehicle), so this
bicycle riding habit makes them comfortable to do so. this measure
truly reduces the level of pollution to a considerable extent.
42) ALSO
GOVERNMENT
MUST
MAKE
IT
MANDATORY
LEARNING OF MOTORED TWO WHEELER FOR ALL STUDENTS
BY AGE 18 AND BY AGE 21 THE FOUR WHEELER DRIVING AS A
PART OF EDUCATION CURRICULUM; GOVERNMENT MUST
ESTABLISH MOTOR VEHICLE DRIVING SCHOOLS (TWO
WHEELERS, FOUR WHEELERS), IN EVERY MANDAL/BLOCK
AND IN EVERY DISTRICT HEAVY VEHICLE DRIVING LICENCE.
Also it should be mandatory hence forth that all the parents must
make their children learn the driving of motored two wheeler by the
age of 18 or when they enter degree and obtain a valid licence, and by
the age of 21 the students should be thought of driving motored four
wheelers and obtain a valid licence and should submit the same to the
educational institute as part of educational curriculum of social
education. This measure is very necessary, as most of the people who
Page 56 of 238
obese due to lack of balanced diet, as such even though they are
talented they are unable to unleash their potential due to health
disorder/ illness/ weakness. As such inculcating good food habits is
very necessary from the very kindergarten age.
Also all the schools must provide audio video of the need for health
foods, need for hygienic foods with films showing kids who are victims
of un hygienic foods, un healthy junk foods, how it will impact the
overall health and education by eating junk foods regularly (once in a
while they may take but not make it a habit of eating only junk foods)
for all class from KG to 10th standard periodically, so that students
understand better and will implement eating healthy and hygienic food
and even reduce eating / drinking so called fast foods/ junk food /
aerated drinks.
45) MANDATORY ALL EDUCATIONAL INSTITUTIONS PROVIDE
LUNCH IN THE PREMISES FOR ALL DAY SCHOLAR STUDENTS
& STAFF; ALL HOSTELS SHOULD BE PROVIDED WITH BREAK
FAST, LUNCH, EVENING SNACKS, DINNER; IN ADDITION ALL
EDUCATIONAL INSTITUTIONS MUST PROVIDE REVERSE
OSMOSIS FILTERED WATER.
Also it should be mandatory hence forth all educational institutes
(schools, colleges, universities) must maintain Kitchen to serve Lunch
to all the students, and complete ban on students / staff carrying lunch
box to educational institutions, the students and staff must eat lunch in
the educational institute premises; his measure is necessary as most of
the students Tiffin boxes are either filled with junk foods or non
balanced diet, as a result the students are becoming obese or
anaemic; so in order to ensure at least one time balanced diet is
provided to the students as per the requirement of their age/ weight/
other body parameters government must make it mandatory that all
educational institutions must provide lunch to students from KG to PG
and to all staff members. All kitchens should be HACCP Certified or pre
cooked food should be sourced from organisations who got HACCP
certification like AKSHYA PATRA etc.; Also in order ensure no constraint
of space in the Educational institute Canteen to accommodate all
students during lunch time, a standard empty lunch box should be
provided by the educational institute to all students (name and class of
student identity sticker should be pasted to differentiate among
individual lunch boxes of students), and all students must carry the
empty lunch box to the educational institute and deposit the same
while entering the educational institute every day morning, the
educational institute staff should re wash it and fill cooked food; all
the food served as lunch should be nutritious balanced diet food
prepared in hygienic way in quantity and quality according the
age/weight of the student based on the sticker of the lunch box which
Page 59 of 238
indicates the codes for the quantity for that age based on the height
weight ratio, and the same is distributed each class wise in the lunch
hour, so that students can consume the food and carry back home the
empty lunch box container for getting cleaned and to bring it back next
day (non brining of food container or brining un-cleaned container
should attract fine, also educational institute should possess reserve/
excess empty containers to serve food who lost, did not bring
containers/ un cleaned containers). (in case students suffering from
any health disorders or doctors advise not to take particular food or
only take certain food during medical treatment, the parents must
inform the educational institute with the doctors prescription in that
regard, such students can be permitted to bring home food only during
the period of treatment);, This measure ensures by and large
nutritious food being consumed by students, most health disorders can
be contained by and large by ensuring students/ staff consuming
quality food in required quantity; Also all the Hostels should serve the
breakfast, lunch, evening snacks, and Dinner in quality and quantity
with strictly no outside food during the hostel stay, except only once in
a month students may be allowed to go out of the hostel on holidays;
Also all restaurants / fast food eateries should be banned within 500
meters of educational institute premises; only fruit juices, fruit chat,
fruits can be permitted to sell for ensuring students do not consume un
healthy/ unhygienic outside food/ non home food.
Similarly all the Educational institutions must have Reverse Osmosis
water treatment plants to serve pure filtered water, all the students
and staff must be provided with empty water bottles, and the students
must bring it every day and deposit the same while entering the class,
so that the educational institute staff re wash and fill with RO water
and supply the same in the class wise, student wise; this measure not
only reduces the weight of school/ collage bag to certain extent, but
also it ensures students consume safe drinking water by and large, it
protects many water related disorders to some extent, it also helps
students consume water during the class, reduces the de hydration to
a great extent, improves concentration on studies to a great extent.
Also there should be Canteens in the premises of Educational
institutes, all the Canteen should serve only vegetarian natural foods
and complete ban on fast foods, junk foods, aerated drinks (colas);
Canteens must serve fruits, fruit juices, coconut water, non oily foods,
non Maida (white refined floor) foods in order to ensure health of the
students, visitors taken care, the Canteens should be open to only
visitors, visiting parents/ staff, and every staff, visiting person should
be provided with token and all sale in the canteen should be only
through token under CC Camera.
advisors are by birth vegetarians (in the later stage of life they might
be turned as non vegetarians due to various factors, as it is a fact that
for most of the so called elite morals, values are a trash and free
culture living habits of all sorts of enjoyment is not a taboo for such
people, also it is a fact that those by birth vegetarians are directly and
indirectly controlling the country, as most of the MEDIA are controlled
by the vegetarian by birth persons, many educated downtrodden
sections are firmly of the opinion that this is the reason that Media do
not provide space to Non vegetarians by birth mostly downtrodden
sections, but if the non vegetarian eaters by birth {other than
downtrodden} are elite/upper echelons/ so called celebrity they are
welcome being rich & famous, as elite-ness has no barriers; one should
ask their inner conscious swearing on themselves, whether they are
indulging in such acts/ aware of such acts; also most downtrodden
hard working physical labour doing persons who are educated are of
the strong opinion that the vegetarian by birth persons use their
tongue power and mind power to control others without really doing
any real productive hard labour work otherwise because they used to
do so, which do not up hold /bind the spirit of equality & justice as
these sections indirectly dominate over others, and mind power/
intellect is not the sole property of any section of people in the
country??? (of course there are some exceptional gentlemen, poised
persons in pure vegetarians by birth who are selfless and do not
indulged in suppressing non vegetarian eating downtrodden sections,
in fact they contributed directly and indirectly a lot to the country), and
in future in the digital age information revolution age, era of change,
transparency, all suppressed downtrodden sections people will certainly
demand for prevailing of
equality and no particular section can
dominate/ control any more the other sections (upper caste/ upper
echelons cutting across castes/religions) in any manner, in any field,
sector, everything hence forth will be a team effort with every person
should do all kinds of works, as it will be the sustained model to work
in perfect harmony, else many educated downtrodden feel that in
future if equality not granted there is no doubt that the aggression of
suppressed classes will surface like TSUNAMI, following the theory of
physics, that for every action there is equal and opposite reaction as
small percentage f total pollution castes people suppressing majority
people in the country for generations, for several decades; thanks to
the social media revolution, to unite the downtrodden sections, in spite
of suppression from main stream MEDIA; so the pure vegetarian food
provides that mind power, as it is near to the nature, and every power
is embedded in the nature, every individual in the country must eat
more vegetarian than non vegetarian to excel in life, and government
must promote vegetarianism, irrespective of any political party/
sections of population opposition in the larger interest of people of the
country, especially the downtrodden sections.
not be more than 24 hours to ensure every time fresh food was
consumed; this measure is necessary to prevent food poisoning due to
consumption of stale/ adulterated non vegetarian raw material, as it is
a fact that most of the restaurants which serve non vegetarian food
store the non vegetarian raw material for long without proper storage
mechanisms, and most of the restaurants the raw non vegetarian is
stale/ rotten, but still cook the same with mixture of spices / flavour
ingredients to get rid of the rotten smell, and consuming such foods
leading to short term and long term serious health disorders; this
measure certainly improves the health of those who consume non
vegetarian, especially the youth, more specifically the students, saves
more precious time.
Also government must ensure all Indians hence forth consume only
cage free eggs / chicken, which are otherwise considered free from
antibiotics being raised in natural environment as most of the poultry
chicken and eggs are fully transports of antibiotics to human being
reason that the caged chicken are grown on heavy dosages of anti bio
tics to resist viruses/ bird flues etc as millions of birds stay in small
cages in a single shed; Since whatever egg/ chicken coming out
contain large amounts of traces of anti bio tics which if consumed by
human beings are transmitted to human beings, as a result, most of
the viruses which effect the human beings are becoming resistant to
these antibiotic doses and over a period of time regular dosage of anti
bio tics are not sufficient for humans, and consumption off heavy
dosages results in more side effects. So keeping all this in view and
young population of INDIA government must implement the
elimination of use of caged chicken/ caged eggs in a span of ten years
so that the people working in poultry farms can be shifted to other
trades, To begin with government must ban use of caged eggs in all
commercial preparations/ packaged preparation in all restaurants and
in food industry. Also government must make it mandatory hence
forth agriculture/ cultivation should be in cooperatives, village
agriculture cooperative associations (VACA) an association of 5 to 20
small farmers to make large holding by join their farm lands to do
cooperative cultivation, in that VACA system of cultivation each VACA
to rise poultry with cage free birds to get additional income source for
the VACAs; so these millions of VACAs are sufficient to produce the
eggs/ chicken that is sufficient to match the consumption in INDIA, the
poultries can do collecting the cage free eggs and sell in the market
which are safe for consumption to people especially young students.
51) MANDATORY FAMILY LUNCH/ DINNER AT LEAST ONCE IN
A WEEK EVERY WEEK
Also government must make it mandatory that all the students must
have family get together, family lunch/ family dinner at least once in a
Page 66 of 238
week. The students must mention this in their daily dairy. The family
get together is very necessary as in the nucleus families and everyone
in the family are busy themselves (employment, entertainment etc by
parents) and hardly not able to meet once in a week together and
talk, have a good family time, this is the main reason for deterioration
of family values in India, also children becoming either depressed for
negligence by parents or if they are hyper active they are becoming
out of control of parents after attaining certain age, in order endure
family values and parental care is intact it is necessary at least once in
a week the parents and children mingle and enjoy the get together by
having lunch or dinner. Also it should be part of social education, and
marks for the family get together, as per their personal digital daily
dairy. The % of marks should add for arriving grading. Out of 52 weeks
at least 30 weeks in a year family get together to have that 1% marks,
less than 20 weeks it should be 0.5% and less than 10 weeks no % of
marks. This measure compels parents to provide time to their children.
52)
QUALITY NUTRITIOUS BALANCED DIET FOR STUDENTS
FROM DOWNTRODDEN SECTIONS IN WELFARE HOSTELS & AT
THEIR HOME
It is a national shame and utter atrocious the way the students from
downtrodden sections are being subjected to by the government and
others, it is a fact that most of the downtrodden section students are
low in BMI, anaemic, due to lack of balanced diet. The fact of the
matter is government is spending thousands of crores of rupees of tax
paid money for providing quality food for the students via MID DAY
MEALS in government schools for all students, where as maximum
students in government educational institute; in addition the welfare
hostels provide breakfast, dinner but the fact of the matter the
innocent students from Kg to 10th standard are served food prepared
from rotten, fully spoiled, with insects raw material prepared in very un
hygienic conditions, in fact the raw material it itself is un suitable for
the consumption of even animals, otherwise, but such food is served in
majority of the schools, welfare hostels. It is really pathetic that the
conditions / environment the future of the nation, is getting treated by
the system due to lacunas; even though government is providing on
paper the required funds, but due to leakages and lack of proper
monitoring the gen next downtrodden students are subjected to abuse
in this manner; is this budding young children only sin is born to a
downtrodden section parents is the budding students only big sin is
joining in government school/ hostel for education to earn knowledge
and do service to the nation???; and the parents of the budding
downtrodden sections sending them to the government school and
welfare hostel with the hope that their children get educated for a
better life and they should not languish and face poverty like them, but
due the contrary is happing as these budding children who are eating
Page 67 of 238
this food due to hunger are fully subjected t various kinds of health
disorders, their growth is happening, their BMI are sub standard, their
energy levels are bare minimal, and in these kind of circumstances
these students are either drop outs from education or even if continued
they are not able to get marks and as such they are settling in small
jobs, again they are trapping in the vicious cycle; most of them not
able to continue education and drop out at 10th class or 10+2 are
migrating to urban areas and working as as maid servants, or auto
drivers, or some other lower rank jobs, again their children are
subjected to poverty,
as the cost of living in urban areas are very
high, they are living in slums, in a very de congested un hygienic
surrounded one room /two room (bedroom, kitchen, hall, all in that
room only) houses of 100 to 200 sft total carpet area; and the very sad
part is that in spite of facing hardships in their life they still want their
children to study, and their children are also subjected to same kind of
problems, and most of them are day scholars, so they come home and
assist their parents in one or other manner. And also in one way again
at home they are eating the same type of rotten food, as most of the
house maid mothers get them food given by the employers who are
urban middle class/elite; these urban middle class/ elite without
planning prepare excess food, or even planed and prepared the food
due to so called western junk food habituated student children of these
middle class/ elite eat the fast foods and waste the food prepared at
home, and such food if given immediately to the down trodden is good,
but since most of them prepare in them in the morning and without
proper storage they will be lying for long hours in open room
temperatures till late even when they keep in the refrigerator, and give
it to the maid only after 3 or 4 days, because most of these urban
middle class/upper class mothers do not have heart to give food fresh
to their maid, and only when it appears fully un usable or getting foul
smell then instead of throwing in the dust bin they provide it to the
servant maid, and most of the servant maids due to their poor financial
condition accept the same food and provide it to their innocent
children, again they are getting all sorts of health disorders, as already
they are subjected to rotten food in the mid day meal, in addition most
of the groceries purchased by the BPL/ Low income group in mom&pop
stores are substandard, and most of the vegetables they purchase are
left over in throw away condition in the retail shops after they stocked
it for several days,
so over and above these kind of rotten
food?????????????????? Really pity, pathetic, no words for expressing
the sorry state of life of these innocent talented gen next downtrodden
sections children.
It is a fact that only and and only when proper nutritious food is
provide to the children at budding age they will be able to acquire
knowledge and intellect, as with empty stomach or with sub standard
food they cannot acquire the best of the knowledge and contribute to
Page 68 of 238
syndrome, also neck, shoulder and back pain and pinched nerves in the
neck, may also trigger digestive problems, skin rashes and headaches,
Some studies have found improper use of bra is leading to breast
cancer. Also improper size leads to premature sagging that only
surgery can reverse. And it is a fact that most of the girls/ women
consider that their entire beauty lies in their breasts, improper shapes,
sagging causes them severe mental unrest in them which causes some
un known stress in their mind, even though they may not share with
others, internally they get humiliated for not having perfect breasts,
which leads to psychological disorders, which distract their
concentration on studies, work at hand, causes martial issues etc. All
these kind of health issues can be contained by and large if the adult
girls are educated in the female related issues.
Also it is a fact that due to improper bra size, most of the girls are
subjected to slumping and slouching, with closed shoulders, which is
impacting the confidence levels lowered, as to be confident one has to
be in straight posture; it is a fact that most of the Indian girls and
women are subjected to this slumping, as it is considered a taboo to
walk strait putting the shoulders and chest strait, which is otherwise
considered as signs of sexuality, indecency of women, it is a fact that
the main reason behind many Indian girls and women who are
subjected to suppression/ one or their kind of atrocity (which may not
be sexual, but verbal, financial etc)
is most of the India girls
confidence levels are down which has a direct link to use of improper /
ill fitted bra and also not waking straight. It is ultra high time such
wrong notions should be wiped out from the mind set of girls and
women, and make them live healthy and confident all the time. When
the world is taking about gender equality, it is high time that young girl
need to be educated and make them to live health not subjected to un
mindful traditional issues in this regard, who ever keeping in view of
the society at large which is still consider women as sex object, so the
girls and women should properly us a Dupatta to cover the upper chest
in the safety and security, as it is a fact that due to walking straight
the nipples will protrude from the cloths, which are otherwise most
erotic for men than the cleavage show, this is the reason most of the
humble women bend forward and walk, and also this is the reason that
society considers indecency women who walk straight with chest area
up; so proper Dupatta should be wear-ed by all girls and women in
case if they are wearing any dress other than traditional Indian Saree.
The government must design standard course with audio visuals of
various disorders pertaining to women issues which should be shared
with the girl students during their monthly special female health
education classes for better understanding and assessing their body
type and for use properly the information. Also the educational
institutions must train the mothers of all students (male and female)
the records through security codes, and this will help in tracking and
monitoring the health of the child, as health care data in chronology/
history of the individual child can be accessed from anywhere, even
when the child changes school in the same territory or changes school/
collage/ university to any other district or state or country. This
measure is really a boon in arriving exact diagnosis of any health
disorder; also it helps in taking preventive medical care in the children
& youth of the country. In order to conduct health care check up all
educational institutions must have permanent doctors or have tie up
with doctors / hospitals in that vicinity for monthly health check up of
the students.
56) MANDATORY HENCE FORTH ALL BIRTHS / DELIVERY OF
PREGNANT WOMEN MUST TAKE PLACE IN HOSPITALS
Also it should be mandatory hence forth that the deliveries should be
made in the hospitals, only in exceptional emergency cases under the
supervision of trained AMN etc in the villages/ urban slums can be
permitted, also government must provide free 7 day pre and post
delivery stay and hospital facility to all pregnant women, in all
government and private hospitals/ nursing homes, and it should be
mandatory that private hospitals do they deliver free of cost (it should
be a criminal offence to deny admission to pregnant women who is
going to deliver the child),
government may provide some tax
concession or subsidy for all hospitals for providing free delivers of
pregnant women in their premises, in addition government must
provide some incentives for all pregnant women and their family for
encouraging them to go for hospital deliveries of child
57) MANDATORY HENCE FORTH ALL HOSPITALS, PARENTS
MUST PRESERVE THE STEM CELLS (BLOOD PRESENT IN THE
UMBILICAL CORD WHICH IS THE LINK BETWEEN MOTHER
AND BABY AFTER DELIVERY OF BABY) OF THE NEW BORN
CHILD, GOVERNMENT MAKE IT FREE STORAGE
Also like blood banks, government must create stem cells storage
bank facility (blood present in the umbilical cord which is the link
between mother and baby after delivery of baby) in every Mandal in
the stem banks, also government must ensure that it is mandatory on
the part of the hospital & parents to preserve the stem cells ( this is
the reason that government must make it mandatory that hence forth
all the pregnant women deliver the babies in the hospitals either
government or private); the government must provide free of cost
storage of stem cell in preservation banks; (even if pregnant women
got delivered in the private hospital the stem cells should be preserved
in the government stem cells bank if it was collected by the ANM in the
villages / remote places ); in order to ensure that no child misses the
Page 74 of 238
format, all the students from the 7th standard onwards has to maintain
themselves personally, the inventory of their own belongings in digital
form, which should be endorsed by the parents (all those who do not
have digital access, should do so on paper and submit to education
institution for record & digitalisation); all students must update the
inventory as and when a new thing is added, and deduct as and when
anything is discarded or destroyed. Also the disclosure of inventory of
jewellery, bank deposits etc by the parents or students should be the
same as disclosed in the income tax returns of their parents who are
earning ad investing in the students.
Also all the child must be thought about the value of money, how hard
it to earn and how many hard working poor are living without food/
suffering due to lack of food, so not to waste the food either at the
home or outside, and to consume only required quantities; also to
inculcate that inventory in the kitchen, refrigerator so that only what is
required will be purchased, preferable every day for the daily
consumables like fruits, vegetables etc which have short shelf like, and
whatever is purchased should be consumed or given to others , but not
to get that items expired and throw it in the dust bin; similarly for the
cloths should be purchased for the correct size, all un used / like to
discard should be given as charity to the NGOs which refurbish and
distribute to the poorest of the poor etc etc
Also the tax authorities should have free access to of all tax payers
student childrens digital inventory, in case of suspicion the non tax
payers students children digital inventory. This measure reduces the
circulation of black money in the individual homes. As either the
parents do not use black money to purchase anything to their children
or has to make their child habituated to become a liar's from child
hood. Also it should be mandatory that in case of income tax
authorities found during course of scrutiny that the parents invested in
belongings of their student child and did not disclosed in the student
inventory by the parent till 7th standard or by the student from 7th
standard onwards and knowingly/ unknowingly the student concealed
the facts about the investments like jewellery etc then the student
should be debarred from all formal education for rest of their life.
60) MANDATORY PARENTS OF HOSTEL STUDENTS AND HOSTEL
STUDENTS JOINTLY DECLARE INVENTORY OF THE ITEMS
THEY ARE BRINING INTO THE HOSTEL.
Also it should be mandatory that hence forth that all the parents of the
hostel students should submit in an affidavit form the inventory of the
items that they are providing for their child every time when the
students enters the hostel premises. Also when every student in hostel
premises brings any articles while arriving to hostel for stay he/she
Page 76 of 238
must report in writing to the hostel, the item description, the value of
individual items (no individual item should cross more than 1000 Rs
value). Also all the hostel students must be restricted not to keep
more than 7 pairs of dresses other than the uniform which should be
three pairs. This measure is necessary to ensure equality, as in the
hostel all income group students stay, the high income group students
possess lot of dresses and the low income group may not have couple
of pairs other than the uniform, the elite students feel proud of wearing
expensive dresses and the poor students feel depressed to some
extent for their poor financial background, it creates disparities, in
addition since drugs, narcotics are a big menace in the hostels, so by
providing the inventory the students are careful and answerable to the
parents and hostel care takers, otherwise it is a naked truth that most
of the drug addicts, narcotics addicts either exchange their belongings
from jewellery to dress to watches to mobile phones to cameras etc etc
for the drugs or even they may mortgage or sell for getting money to
buy the drugs, etc even some do the betting and in case they lose they
will give it away their belongings etc all such un ethical
behaviour/menaces can be contained to a large extent by this
measure; also it should be mandatory hence forth that each hostel
students should have specific unique number, and that number should
be printed on their belongings (all belongings, including their under
garments), as it is fact that even the students are exchanging or
getting mixed /exchanges or misplacing or stolen, it is really ridiculous
acts, so by numbering each and every item including cloths (it should
not have any objection, after all the washer men will put marks on the
cloths to identify the cloths, in the laundry, then putting marks on the
inner side of the cloths should not be an objection) of the student with
their personal identity hence forth such heinous acts can be contained
by and large, also punishments for exchange of dresses/ belongings
among the hostel students, if they wish to donate they should do so
with the knowledge of the parents and hostel care taker teacher/
warden in writing; also there should be punishments for misplacement
or non tally of the inventory or the items found in some others room
etc etc to ensure this measure of inventory give desired results.
HOSTEL
61) MANDATORY THAT OUT STATION STUDENTS SHOULD STAY
IN HOSTEL, OR IN BLOOD RELATED FAMILY MEMBERS PLACE,
COMPLETE BAN ON STUDENTS STAYING IN FRIENDS PLACE,
OR TAKING SEPARATE ROOM AND STAYING; GOVERNMENT
CONSTRUCT PUBLIC HOSTELS IN EVERY MANDAL FOR
OUTSTATION STUDENTS; GOVERNMENT BAN ON PROVIDING
PREMISES ON RENTAL FOR STUDENTS, IN RESIDENTIAL
COLONIES & IN COMMERCIAL ESTABLISHMENTS.
It is fact that most of the out station students may indulge in un
lawful/ immoral/ bad habits due to lack of direct monitoring of parents,
and some bad elements/influences makes even very disciplined child
also a spoiled child; and it is an open fact that most the hostels across
India are centres of drug addiction, alcohol consumption, etc, most of
the out station students who are staying in separate rooms are
indulging in pre matrimonial sex, prostitution in addition to drugs,
alcohol, cigarettes etc; so in order contain all these maladies/
addictions and to ensure disciplined students are not subjected to
addictions, government must make it mandatory hence forth that all
the students must stay in the Educational institute hostel premises
which should be within a walk able distance from the educational
institute or the Educational institute must ensure monitored transport
of the students from that educational institute to hostel (in any case
the Hostel premises should not be more than 5 Km away from the
Educational Institute); Also all educational institutes must have hostel
facility ; Also government should construct hostels in every Mandal /
Block in the country where ever the Higher education institutions are in
existence and provide free lodging for the downtrodden students and
on nominal charges for all students other income group; All the hostels
must charge uniform standard fees; also in case the out station
students stay in the relatives place they should be blood related and
barred from staying in any other kind of relation (no to family friends,
or acquaintances or ex colluges of parents etc); also those blood
related relatives should act as guardians of the out station students,
they must attend all the teacher parent meetings in person; and the
details of students should be shared with such blood related persons in
addition to parents; Also in order to contain the happing of un healthy,
un ethical acts/ bad habits by the out station students who are living in
separate premises individually (other than parents, blood related and
hostels)
are indulging in such activities due to lack of physical
personal care/ monitoring of parents, and even lack of what so ever at
present little monitoring of hostel wardens; as such in order to contain
students become such soil child government must make it mandatory
that students should be barred from hiring any premises on rent, also
it should be a criminal offence to provide premises for students either
Page 78 of 238
students do not carry alcohol to rooms, also for preventing any social
elements use students hostel facility for storage of any arms, or
explosive material.
63) GOVERNMENT BAN DOING MORE THAN ONE DEGREE/POST
GRADUATION/ DOCTORATE STAYING IN THE HOSTELS; NO
RESTRICTION ON NUMBER OF DEGREE/PGS/DOCTORATES
ANY INDIVIDUAL WISH TO DO IN HIS/HER LIFE TIME; NO
HOSTEL FACILITY FOR THOSE WHO ARE SUSPENDED FROM
EDUCATION, ALSO FOR THOSE WHO FAIL TO COMPLETE THE
COURSE IN TIME BEYOND ONE YEAR GRACE PERIOD.
Also in order to reduce unlawful activities in the hostels, government
should make it mandatory that hence forth any individual student can
do Only one degree+ one PG + one doctorate by staying in the hostel
of the educational institute campus, whether it is government or
private; as it is a fact that most of the students are doing double triple,
4th 5th PG in different disciplines to stay in the hostel accommodation
and prepare for so called competitive examinations, as the hostel
facility is cheaper and in the process they are indulge in every
unlawful activity being a student, and in case caught they will do all
hungama to create a student educational institute issue or student
police issue, and fully turn that issue in to a big political issue with
political parties jumping into without knowing the ground realities soon
after such incident surfaced in media; it is a fact that those who are
over staying in the hotels are potential cause for all illegitimate
immoral un ethical acts in the hostels and spoiling many fresh young
students; if such over stayed students are really intended to prepare
for competitive examinations, they can do so by doing some part time
job and staying out side, but majority of such students who are
addicted to some or other wises who are used to use the hard earned
money of their parents/ government scholarships, or used to earn
illegitimate money by supplying the so called STUFF (as peddlers/ for
profit , as regular business) in the language of students which may be
drugs, narcotics, etc are intentionally over staying in the hostels. Also
since the age is getting more most of the over staying students un
doubted-ly indulging in pre matrimonial sex, prostitution gay sex; As
such in order to contain this kind of activities in the university hostels,
government should not allow more than one degree, one PG , one
doctorate (with different hostel facilities for different levels of
education) to study by staying in government hostel or private hostel
(ANYWHERE IN INDIA), however one can study any number of degrees
by staying in with their family there will not be a restriction, also one
can do any number of degrees/ pg through distant learning. Also in
case a student failed during the course of education degree/ PG, the
student must allowed to stay only one more year in the hostel to
complete the Degree/ PG, afterwards the student should be get
Page 81 of 238
vacated from hostel, however the student can go home and pursue his
study to write the examinations for two more years, even if the student
fail to clear the examination with additional grace period of two more
years the student should be discarded from appearing and he/ she
should be delisted to appear any examination of that discipline for lack
of required skill. Also the hostel facility should be barred for the
students who are under suspension for indulging in some illegitimate/
immoral act, till the suspension is over. This measure will certainly
reduce the happening of illegitimate acts in the hostel premises.
DRUGS, NARCOTICS, SMOKING, PRE MATRIMONIAL SEX
64) MEASURES TO CONTAIN
DRUG ADDICTION, TOBACCO
CONSUMPTION / SMOKING, PORNOGRAPHY, PROSTITUTION,
LIVE IN RELATIONSHIP, COMPLETE BAN ON SO CALLED LOVE
FOR STUDENTS, PRE MATRIMONIAL SEX, ADULTERY,
PROSTITUTION IN EDUCATIONAL INSTITUTIONS
Also it is a fact, hard to hear, but a reality that day by day the
percentage of youth in India getting addicted to bad habits/ behaviour
such as indulging in Smoking, chewing tobacco, consuming drugs,
consuming alcoholic beverages, watching pornography, indulging in
masturbation, pre matrimonial sex with students, or neighbours or also
visiting prostitutes etc are on the rise alarmingly. The main reason is
lack of proper monitoring systems in place to track the students
attendance in educational institute, in addition lack of monitoring of
what time the student leaves the educational institute and how much
time it took for the student to reach home, as it s a fact most of these
addictions are occurring during this time period, as most of the parents
are of the opinion/ impression that their students went for educational
institute and attending the classes, as such they do not even suspect
their children, and noticing only after their child is fully spoiled. So in
order to prevent the children from becoming perverted criminal minded
person / potential future criminals, government must ensure such all
steps to contain these menaces in all educational institutions; for this
government must make it mandatory that all educational institutes
must have CC Cameras; in addition all hostels must have CC cameras
in every floor, with live feed available to parents for watching their
children (only parents should get security password to access the live
feed of the CC cameras to ensure privacy) .
Also at the entrance of the educational institute bio metric devices
should be installed with mandatory entry into educational institute only
on bio metric record, in addition every class room must be provided
with bio metric attendance device, and every time a student/ teacher
enters or leaves the class should do by putting bio metric entry & exit.
This data of attendance of the students and teachers should be kept as
Page 82 of 238
of which with 75% are young working age between 21 and 50, then
one can image the loss of productivity of the country, over all
development and quality of life of entire people of the county is going
to be effected.
Also 1 in 10 deaths among working-age adults aged 2064 years is
due to alcohol consumption, also excessive use shortened the lives of
by about 30 years due to health effects from drinking too much over
time, such as cancer, liver disease, and heart disease, in addition
consuming large amounts in short duration leads to violence, alcohol
poisoning, and motor vehicle crashes. Also alcohol consumption
reduces memory power, concentration on studies in the students.
Also regular watching porn/ addiction to porn, there is every possibility
that they even may lose values, ethics and they do not find difference
between sister, mother and wife, and see females body is required for
sexual acts; also there is a danger that most of the youth may turn as
sex psychos, and also most of the youth start live in relation rather
than marriage, and there is a danger of wide spread STD for changing
their partners, having multiple partner sex, in addition there is increase
in Fruit of Adultery/ Worsens, and due to negligence of both live in
partners (in case the they part way simply after living for some time
and on getting the children) the child gets suffering unnecessary due to
sinful acts of their live in relation parents.
In addition such students are barred to get married in their life time; in
addition male students, male non students indulging in sex with female
students should get chemical castration on proven charges. Hence
forth the term mutual consent sex should be removed from Indian
laws. Sex should be only between legitimate couple, not between any
two adults who wish to have sex because they feel sexual urge, if it is
the case then there is no difference between animals and human
beings?. If there is really love then they should get married, if a man
or women wish to have sex without marriage then they should get
registered to have live in relation if both man and women are single
(never married or legally divorced or widow); in case if man or women
in marriage, and wish to have sex from other person then he/she
should go for divorce and get marry the other person. Sex is not a
hotel food to have just because we feel like having the taste order it
and enjoy??? All the youth / students must be thought of this massage
and make them correct their mindset, not to get influenced by the so
called WESTERN CULTURE and also constitutional freedom of life is not
meant for free sex just like that.
As a part of educational curriculum all the students from 8 th standard
onwards should be thought of audio video visuals of all the health
discords of those who indulge in tobacco, smoking, alcohol, drugs,
Page 84 of 238
under full surveillance the mobile numbers, social media id like Whats
App, etc of the PAN SHOPS/ persons in the pan shop by GPRS Location
for containing the drugs/narcotics trade by them, after all those who
sell drugs need to be in touch with one or other narcotics peddlers/
dealers ?????, also this surveillance can provide which students are in
touch with, and soon such calls/ SMS goes from the students or from
the pan shop / tea seller to others, in that network single territory of
the educational institute periphery of 500 meters , so that in the event
of addictive material sale they can be caught red handed to brought
them to justice; all the searches should be camera recorded, this
measure contains to a great extent severe punishments for drugs/
narcotics trade, especially in the educational institutions, which should
be a non bail able case with life imprisonment on proven charges; Also
the educational institute / hostel should under the coordination of
parents committees conduct/ perform the blood test on random bases
to students who frequently visit such PAN SHOPS or those who visit the
pan shop and visits others rooms; to ensure they will not consume in
addition to contain non addicted persons from becoming peddlers/
carriers of drugs for others (may be friends/ class mates or for
seniors); this measure helps to a great extent in containing the sale of/
use of drugs, narcotics etc in educational institutes/ by the students.
68) NEED FOR GOVERNMENT SURVEILLANCE ON ADDICTIVE
MARTIAL, SOCIAL MEDIA USE OF INDIVIDUALS TO CONTAIN
ADDICTIONS, PROSTITUTION
As it is a fact that like entire world corporate / retail is entering INDIA
for the advantage of Youth power, the same way the DRUG Mafias,
PROSTITUTION mafias across the world are already established in
INDIA (the DRUGS/ NARCOTICS sale in India is a fully organised mafia,
where the drug peddlers are mostly foreign origin countries; also most
of the so called Hi profile prostitution in INDIAN METROS & CITIES are
White Skinned foreign origin, as it is a fact that open secret that the
news paper advertisements, advertisements in internet social media
sites of Whats app, face book, and even when surfing for some
reputed company sites for news. The advertisements of so called
ESCORTS, BODY MASSAGE are appearing openly, which is nothing but
open prostitution, if government do not act to contain these kind of
advertisements in addition to complete surveillance on the people who
posted, also who are contacting/using these sites ESCORTS/ BODY
MASSAGE / FRIENDSHIP sites on the internet there is every possibility
of prostitution is going to expand in exponential rate/ mushroom as
those indulge in such acts fully presume that it is nothing but indirect
state endorsed by not containing publishing/ exhibition of such
advertisements in media/ social media for promotion of tourism???.
Also government must regulate the sale of medical drugs, (all medical
drugs should be under the doctors prescription sale only), as it is a
fact most of the youth are prey for the so called party pills, which
provide them instant energy (not to get tired even after long standing
and dancing nonstop for many hours), also some of the youth are
addicted to even cough syrup, some very pathetically addicted to even
liquid chemical spirits used as ink eraser (all stationary shops
mandatorily sell against mobile number for these eraser spirits) ; also
the sale of the So called VIAGRA the sex stimulus pills should be
restricted that only under doctors prescription of sexual dysfunction,
complete ban on online sale/ e commerce sale of so called VIAGRA in
India as it is a fact many male youth are irrationally buying and using
the VIAGRA pills in the pre matrimonial sex and adultery sex to prove
that they have better stamina and do long sex to impress their
partners (female, male if gay), which is otherwise effecting his entire
health and immune system and are subjected to life risk; these kind of
menaces can be controlled to certain extent by regulating the sale of
such items which are being used as addictive material, by making it
mandatory that all such sales should be only through providing mobile
number missed call in the sale point and issuing mandatory bill, with
clear special audit for all such manufacture, stock, sale of items.
69) ALSO
GOVERNMENT
MUST
ESTABLISH
DRUG
DE-ADDICTION,
SMOKING
DE-ADDICTION,
ALCOHOL
DE-ADDICTION CENTRES IN VERY BLOCK IN THE COUNTRY
In order to bring the spoiled youth to bring them back to normal life
government must establish de addiction centres for tobacco, alcohol,
drugs, pornography, sex; in every block in the country, also
government must provide full training course for the trainers in the de
addiction centres; also government must establish research centres for
innovative, simple, less time consumption de addition methods, as it is
fact that millions of youth in INDIA are already addicted to some or
other addiction, and in the coming years there is every danger it may
rise in exponential rate, after all majority of the population is youth in
INDIA, in such circumstances unless De addiction centres in adequate
number in the neighbourhood with free of cost treatment, faster
treatment for de- addiction, INDIA may not able to unleash the full
potential of youth power of INDIA.
& restaurants, Also government must make it mandatory that in all bar
& restaurants the lighting should be in such way it has that minimum
lumen of a common 40W tube light for every 200 sft carpet area, for
entire area of the bar & restaurant, and complete ban of DIM LIGHTS
or excess focus lights or any coloured lights, only white light or half
white light should be installed, with full white light at the entry, and
with all entry only through bio metric AADHAAR based entry; with CC
cameras; Also all foreign tourists /students / employees must be
provided with AADHAAR LIKE CARD with full bio metric soon after the
arrival to INDIA within the premises of the INTERNATIONAL AIRPORT/
SEA PORT/ LAND/ RAIL ROUTE ENTRY POINT, and it should be
mandatory that all the foreigner tourists/ foreign students / employees
must use this special bio metric card like any other Indians in all the
places. Also complete ban on cubical/ patricians / opaque areas in all
coffee shops, so called lounge bars, all restaurants and bars as most of
the youth especially students who do not find space for cosying,
groping are using the coffee shops, lounge bars with cubical, patricians
for fulfilling their sexual fantasies. Also some of the coffee shops are
offering liquor coffees/adds liquor in some preparations, is such it
should be mandatory that in the menu card itself all the coffee shops,
restaurants must clearly specify ingredients of each item wise with
clear symbols for alcohol content, non-alcohol content like vegetarian
food, non vegetarian food symbols, also it should be mandatory hence
forth that all the restaurants must provide a detailed bill of each item
ordered with ingredients of the ordered items, before they finalise the
order, and also on finalising the order the bill should be printed and
provided or e mailed to the customer; also it should be mandatory that
all the restaurants bills of the students must go the parents via the
bank card payment or mobile wallet payment. This measure is
necessary to contain happing of un ethical immoral acts by the
students in coffee shops, restaurants, bars, discotheques etc.
71) COMPLETE BAN OF SO CALLED PARTIES IN THE
EDUCATIONAL INSTITUTIONS, ONLY TEA/SNACKS SHOULD
BE SERVED ONLY IN DAY TIME PRE LUNCH OR AFTER LUNCH
ON ANY OCCASION.
In order to inculcate disciplined life and healthy habits, government
must ban the so called celebrations of freshers day or farewell party or
any other occasion in collages/universities, especially in the so-called
prestigious institutions of IITs/IIMs, as these parties are turning into
an smoking, alcohol parties where students and teaching staff jointly
smoke, consume alcohol, eating non vegetarian food, also some use
these occasions for sexual advances, sexual harassments start mostly
during/after this occasions, as such government must ban all parties
with non vegetarian food and also ban all parties with alcohol in the
larger interest of students either in the educational institute premises
Page 92 of 238
CELEBRATIONS
IN
school authorities and the parents should not post any photographs,
videos, or comments about the accused in any media print, electronic
or social media; even the victim cannot send any e mails to any other
person, other than the collage authorities.
In case the incidence happens outside the campus, organisation
premises then the victim can directly approach police either visiting
police station or lodging complaint over phone after establishment of
national toll free number to lodge police complaint else the victim can
complain to the educational institute about the incident for further
processing. Any kind of leaking of information without FIR by any side
should be criminal offence hence forth; even ELECTRONIC MEDIA or
Print media Should not show / write any news about any incident till
the formal complaint of the victim and FIR lodged, media should be
liable for punishment for airing such news, it is very necessary as just
for sensation some perverted girls and women are using this social
media and media to get instant popularity, at the same time the
MEDIA is airing it because they wish to get more TRP through airing
such news, which is otherwise provides some TRP due to the fact that
youth are more curious to know about sexual harassment/ rape news
rather than about the innovations or issues of downtrodden sections. If
this measure is not in place, there is every possibility the MEDIA will do
only sensation-ligation in future as the relevance of print or electronic
media importance already started downfall/ decline due to the rise of
social media; After establishment of National Toll free number for FIR
registration, there will not be any question of failure on the part of
police to lode FIR, what is required is to change law to ensure after FIR
police should provide prima face report within 48 hours to provide
confidence to the victim that police are acting on the FIR. Still in case if
the police do not enquire/ register FIR then the victim can use social
media, and also the print/ electronic media must highlight such
incidences to ensure police take immigrate action, in addition the
government administration take action against the police who refused
to lodge FIR.
Also it should be mandatory hence forth that only after FIR, if the
police post the picture of the accused only in case they could not trace
the accused within 48 hours after FIR, it is up to the accused to get
surrounded to police within 24 Hours of FIR mandatorily, the police
can inform the media about the FIR the basic details without naming
the victim and accused, only narrating the incidence and place and
time of the incidence, so that the accused where ever may be listen/
go through media or social media and may surrender if he/she is not
guilty, also the accused may get bail if the crime is not a serious
offence such as rape, but all accused should wear radio collar tags till
the courts acquit them; in case the accused surrounds himself and in
the event of proven case, for cooperating the police in the
Page 97 of 238
PUNISHMENTS
FOR
CRIMES
residence and fully blurring the face of the persons whos interview/
views are aired/ photograph shown or printed; this measure is very
necessary in the larger interest of the student future, if any media
violates this norm, the rules should be made in such a manner all the
media persons involved in this process should face punishment for
spoiling innocent life of the budding student in case of acquittal, just
because their private business need some profit in the form of TRP,
Media should not make others life suffer for rest of their life time.
Also government must create separate prisons for the students
convicts to ensure students are not mixed with the hard core regular
criminals, after all these students are done crime due to young blood
without wisdom, if these student convicts mixes with the hard core
criminals, these hard core criminals may change the mindset of the
students by brain washing the student jail mates, to become hard core
criminals in future for luxury / vengeance; so this measure of special
prisons is very need of the hour.
CONSERVING STUDENTS TIME
79) GOVERNMENT
MUST
BAN
ALL
NATIONAL
AND
INTERNATIONAL EVENTS OF SPORTS, CULTURE, FILM ETC
DURING EXAMINATION
PERIOD; COMPLETE BAN ON
STRIKES/ AGITATIONS/ PROTESTS DURING EXAMINATION
PERIOD; GOVERNMENT MUST MAKE IT MANDATORY THAT ALL
EXAMINATIONS FROM 7TH STANDARD TO DEGREE INCLUDING
ALL COMPETITIVE ENTRANCE EXAMINATIONS SHOULD BE
HELD BETWEEN FEB 15TH TO 15TH APRIL 47
Also it should be mandatory hence forth that government must ban the
conducting any events either international/ national/ regional sports,
film festivals (including promotion, release of new films in theatres,
advertisements in media regarding new films), exhibitions (art,
products etc), etc during the final examination period, and government
must make it mandatory that all the examinations from 7th standard to
Degree, all entrance examinations for professional courses admission
in the degree/ post graduation (academic) should be conducted during
a specific period (ideal Feb 15th to April 15th); this measure ensures
that there will not be any distraction for students during the
examination period; also the stress on the budding minds can be
relived to a great extent as all entrance examinations are also got
over by that date (ex: 15th APRIL) and government should ban
conducting of any kind of coaching/ classes during summer vacations;
also government must ban airing (live/ recorded of the events in
media), only news can be given about the progress of the
tournament/events only after the end of the days events, and
certainly not minute by minute up date/so called BREAKING NEWS
Page 100 of 238
about the events of sports, films etc conducted outside India, even in
case Indian Teams are participants, in the television/ internet any
events of international (cricket, Foot ball, etc, ASIAD / Olympics
happened outside INDIA even though India participated) in order to
contain distraction for students due to these events during their
examination period; this period should be treated like general
elections, how code of conduct comes into force once the dates of
election are announced, the same spirit should be followed here also
once the dates of examinations are announced they should not be any
kind of distractions to the students directly or indirectly. It would be
advised to international organisation, evens to adjust their dates
accordingly hence forth as India has 1/5 of the population of the world.
In addition government must make it a criminal offence and complete
ban of protests, strikes, bands, Rasta Rokos etc during this
examination period; Also the government must ensure during this
period no kind of political party rallies/ mass meetings, happen; in
addition the government must ensure no kind of direct or indirect
elections happens for any level from Gram panchayat to parliament
during this period. (the general elections can be shifted to JUNE LAST
WEEK/ JULY so that political parties can make their rallies/ meetings
etc after 15th APRIL); Like the holy month of SRAVAN, KARTHIA for
Hindus, and RAMADAN for Muslims, etc, the EXAMINATION PERIOD OF
60 DAYS should be considered that much HOLY period of STUDENTS,
after all it is the future of millions of individuals, over all development
of nation, and it is the foundation period of future of generations and
progress of nation depends up on the gen next education. So the whole
60 days period should be fully dedicated/ supported by all sections in
the country. This measure yields the desired results of development of
majority of intellects/ knowledge persons in various sectors, thus
leading to over all development of the nation.
80) BAN
ON
USING
STUDENTS
TO
GREET
ELECTED
REPRESENTATIVES, DOING FORMATIONS DURING NATIONAL
FUNCTIONS ETC
Also government must ensure the students are not used as the private
paid servants/bonded labour for the elected representatives or
government; it is utter ridiculous to use children from the schools/
collages to greet the elected representatives, bureaucrats, minsters etc
during their visit to the schools/collages standing in the hot sun to
welcome them to the educational institute, waiting on the roads or
making the students to do the acrobats/formations during any
government functions, even on the national day functions /festivals;
after all students have to spend substantial amount of time on
learning, then on rehearsals (during that period they have to stay extra
hours in the school/ collage), then the parents has to spend money on
Page 101 of 238
SECULAR
to the school/ collage in time, and also they become little tedious in
the little journey from home to the school/ collage as most of the
students are anaemic/ low BMI especially the downtrodden students
and girl students, so in such cases soon after the morning assembly in
the school, after the national anthem, all the students should perform
suitable yoga asana / mudras {hand postures of ancient methods of
breathing exercises with hand posters
for improving health and
concentration} and meditation for 15 minutes to relax themselves to
get mental stamina to listen to the teachings with concentration and
understand the subject in a perfect manner.
Also government must make it mandatory training and daily practice
before the classes begin in the morning from KG to PG students in all
educational institutions such a technique of Breathing and meditation
combined for the students, which otherwise need of the hour for the
students; as it is a fact that due to the abnormal rise in the pollution
levels, most of the young children are subjected to respiratory issues,
and their lung capacity is getting reduced drastically, it is fact that the
more the lung capacity, the more is the inhaling capacity of air in the
human beings, the more the inhale capacity, the more will be the
oxygen in take and the more the oxygen supply to the brain, the more
active the neurons in the brain, the more active neurons results in
perfect function of the body, the perfect functioning of the body along
with more active neurons in the brain leads to better energy levels ,
which results in more concentration, more memory, more intellect, all
leading to success in every walk of life, especially in the education for
students. So breathing exercise should be mandatory to the students
from the first standard onwards so that their lung capacity will be
more, this should be a daily activity for students whether they are in
the class room or at home, in order to inculcate them the breathing
exercises the government must make mandatory for all students in all
educational institutes irrespective of religious affiliations in order
ensure students are healthy in body & mind forever in spite of adverse
pollutions etc.
This kind of body mind breathing meditation exercises was being
promoted by one of the scientific spiritual foundation, from North India
in the name of MAHA MEDHA KRIYA, so government should make this
kind of breathing & meditation techniques as part of education
curriculum in all schools, colleges, universities across India.
87) MANDATORY THAT ALL EDUCATIONAL
MUST CELEBRATE ALL RELIGIOUS FESTIVALS
INSTITUTIONS
ENERGY in it, Strangely in spite being near about 4/5 of the population
is Hindus and only informal education/ hereditary education in the
Veda patasala's, and till date the VEDAS are thought only to
PARTICULAR UPPER CASTE as if the VEDAS ARE ONLY MEANT FOR that
particular upper caste, WHEN VEDAS ARE UNIVERSAL, HAS THE
POWER TO BRING THE ENTIRE UNIVERSE ENERGY TO THE MIND OF
THE PERSON WHO PRACTICES; So government must establish
EXCLUSIVE VEDA PATASALA'S in every block / Mandal, with admission
at the age of three years as toddler, with mandatory proportionate
representation as per caste, income group in the Veda patasala's (if
non Hindus want to lean Vedas they too should be made to join the
Veda patasala's and provide them training like other hind students) ; in
order to ensure sanctity of the traditions, where the Vedas need to be
a pure vegetarian (science behind this pure vegetarian system to learn
& practice VEDAS), it should be a mandatory condition that the parents
must shed down the non vegetarian eating on oath one year before the
child is born, and till the child is joined in the Veda Patasala by age of 3
as toddler day school Veda Patasala, the child should be a pure
vegetarian, all Veda Patasala otherwise provide only pure vegetarian
and till the age of 8 onwards when the child will be a residential
student in Veda Patasala, till that time either the parents or the child
should not consume non vegetarian, those who study Vedas must be
pure vegetarians forever, else they should be ethically morally not
eligible to perform Vedic rituals, and it is up to the parents after their
child is joined in the residential Veda Patasala by age 8 years, they
may consume non vegetarian if they wish to do so.
It is otherwise ridiculous to keep the VEDAS only to a particular upper
caste in INDIA, it should be mandatory hence forth that in all HINDU
religious temples / rituals both by the government and private must
employ either on permanent bases or on contract bases only those who
passed out from the Veda patasala's (including DALITS, ADIVASIS,
OBC if they learned and passed Veda Patasala); also the mutts/
shankarachary's should be headed by persons from downtrodden
castes who are qualified in VEDAS hence forth to prove that these
mutts do not have caste discrimination, discrimination of people based
on the birth, which is otherwise crime as per constitution of India, also
as per the religious dharma which advocates all human beings are
equal, if the mutts treat all people equally without UNTOUCHABILITY,
PATHETIC HATE RATE FOR ANY CASTE PERSON, believe every human
being has the same potential and the education and practice makes
them to unleash their potential for universal good, then they should
make way for other castes to learn Vedas and provide them with head
ship of the mutts ,after all majority population in HINDU RELIGION are
from the so called DOWNTRODDEN LOWER CASTES. Also all the temple
trust boards should be constituted with proportionate to percentage of
population of caste, gender and income group, and hence forth all the
Page 113 of 238
mandatory that the students whose family owns the cow must visit
physically the community cow centre once in every three months; if
the students are Hindus they may even perform religious ritual
(GOMATA SEVA/POOJA) on the designated annual days if they wish to
do so; all the visits of the cow centres of all sections of students should
be reported to the educational institute; other religion (other than
Hindu should simply raise the cow for milk, they should treat it as only
getting proteins through milk, after all irrespective of they own or not
every day most of them who can afford to have milk are consuming, if
they do not have objection for consuming a milk produced by a Hindu
and most of the Hindus who raises cows perform pooja / ritual and
consider milk as PRASAD of Almighty, So When the other religion
people do not have any objection to consume such HINDU GODDESS
PRASAD i.e. GOMATA, then they should not have objection to JUST rise
a cow FOR MILK TO THEIR CHILDREN, in case they feel objection, they
should stop drinking milk without any hesitation?????; all those who
raise cows should get and visiting the Community cow centres should
get marks for final count of annual exams in social education category.
This measure of community cow centres in urban (city outskirts) and
rural areas, and milk exchange will not only saves lot of money,
provides satisfaction, reduces milk adulteration, but it also generates
lot of permanent employment (other than government created
community cow centres for the BPL families remaining cow centres
should be operated by private dairy farms, which delivery the cost is
more, for the charges towards maintaining dairy; this measure is
necessary to ensure at least some amount of proteins will be obtained
by consumed milk by all Students especially belonging to BPL families
as most of the BPL children, adult girls and women are anaemic.
93) INCENTIVES FOR RISING PET DOG BY STUDENTS OF 7 + IN
THEIR HOME TO REDUCE THEIR STRESS TO A GREAT EXTENT.
Also ideal that every house hold rise the small domestic human friendly
animals especially DOGs which are otherwise considered as deity KALA
BHAIRAVA, the form of lord SHIVA for HINDUS, Also KALA BHAIRAVA
is sacred to Buddhists, Janis; So DOGs should be raised in every
home, especially those who are living in Independent houses, even in
the apartments they can rise with more care (ideal small breeds of
dogs and cats, or even birds so that while moving from top floor to the
ground floor either on steps or in lift will not harm others), as it is a
proven fact that pet animals, especially the dogs are greatest stress
relievers for human beings as they provide un conditional love and
loyalty for just giving them little food and also protect the human
beings from evils (theft, any atrocity by strangers etc); so the students
should be encouraged to have dog in every home, especially from 7 th
onwards (feel stress due to detention system), more specifically the
Page 116 of 238
INSTITUTES
CONDUCT
FINANCIAL
DISCIPLINE
INSTITUTIONS
IN
STUDENTS;
EDUCATIONAL
The choice for collages should be based on the lottery system within
the territory of the Rank holders, and also in case the rank holders
wish to study in a particular collage then lottery system from among
the rank holders; one can apply to all the collages; Also complete ban
on CAPITATION FEE if any of the Education institute collects
capitation fee in any form (any money collected from students without
approval from government should be considered as capitation fee)
they should lose the right to govern and government must take over
and had it over to new management in addition to imprisonment; also
those who pay capitation fee should liable to imprisonment, in addition
the students admission should be nullified, however the student can
appear for next year entrance examination and if get qualified he/she
can get admission on merit. This measure is very necessary as it is
open fact that medical education, is the second biggest black money
circulation sector in INDIA, also still for engineering courses the
capitation fee is being charged in some engineering collages, same is
the case for other professional courses , also even in nursery/
kindergarten, / so called prestigious educational institutions and also in
the so called international schools; so the above measures can
minimize the black money circulation...Also in order to contain the
black money circulation, unearthed the black money circulated to the
educational institutions Government must keep intelligence on the all
215 odd private medical collages, their managements, the so called
agents (if patents of the probable students can access the so called
agents, why can not the police/intelligence not access the agents) and
un earthen the black money (already generated, going to generate),
if Government of India is really serious to unearth black money in
INDIA, they can un earthed lot of black money not only from the
managements of Medical collages, but from the parents of the students
who paid capitation fee in black (all the medical students in the last 20
years should be probed for their finances, some parents who sell assets
and paid the capitation fee, need to explain that sort of big moneys
how they spent, whom they have given etc,; it is an open secret that
almost all admissions in all management quota are only those who are
possessing black money earned through corrupt practices whether they
are in business or bureaucracy or elected representative only get their
child admitted in medical collages with capitation fees, also in some
engineering and Management collages;
Also government must make it mandatory that all the students joining
in the private medical, engineering and Management collages, all
private universities so called international schools, must file an affidavit
of their family income and assets, with full bank account details of
statements from last three years prior to admission, and every year
their family members bank accounts statements should be furnished
during the course of study; as far as other private educational
institutes (from KG to PG across) are concerned their parents must
Page 123 of 238
Also its really a nation shame to divide the children like elite and
downtrodden and infuse in their minds from the child hood that they
are above all, they should enjoy luxury all time at any cost (the air
conditions are cause of global warming directly and indirectly, also they
consume more power, when due to power shortage millions farmers
unable to perform cultivation, their lively hood, and many more) as
they are sophisticated etc etc is very heinous act, in case government
allowing this to happen, downtrodden sections are of the impression
that it is nothing but state it itself officially endorsing the elite and
downtrodden divide, because most of the children of the elected
representatives family children and most of the bureaucrats families
are studying (most of the business persons are otherwise close friends
of elected representatives and civil servants due to the linkage of
finance) in these kind of AIR CONDITIONED SCHOOLS; so government
in order to prove that they do not endorse discrimination of students
based on their income group, must ban immediately the use of Air
conditions in
the class rooms and in the school buses; if the
temperatures are above 40 degrees the educational instructions must
be declared holidays or the timings of the educational institutions must
be changed or cut shot till the 11 am, by staring an hour early, (most
of the places in general the heat strokes touches after 11 am and 4
pm; so by ending the school before 11 am to reach home within 30
minutes in the school bus will not affect the students, when millions of
students are studying, who do it effect the few thousands of elite
students, if elite parents has any objection, they should not send their
child to the schools for formal education, or else they should make
their child study school in foreign countries; but in INDIA THIS
INEQUALITY SHOULD NOT BE TOLERATED ANY MORE. however in the
cold places like where the temperate are less than 10 degrees in most
of the days during winter, the schools may use the non electric
operated wood fired room heaters if the cold is below 10 degrees, after
all the students wear the standard uniform sweaters.
100) INCENTIVES FOR INDIVIDUALS AND CORPORATE FOR
ADOPTING SCHOOLS/ EDUCATIONAL INSTITUTIONS EITHER
PERSONALLY OR IN-GROUP
Also government must provide incentives like tax concessions for
individuals, corporate, group of individuals or group of corporate
adopting each government school/collage/ university/ hostel/welfare
hostel and provide / maintain the facilities / amenities for the
educational institute/ hostel. Also this should be under Corporate Social
Responsibility; the minimum term of Adoption should be not less than
5 years, and the adoption may be in material or just provide the
finance (mostly NRI, those who wish to adopt educational institutions
in remote places where they may not provide attention due to time
constraints for such people funding for infrastructure improvement
Page 125 of 238
normal charges, the call girls will talk in husky voice for friendship,
shame some of the mobile operators degraded to this level to spoil the
youth for few rupees of revenue from individual mobile customers.
These measures are required as there are numerous incidences that
due to the non maturity of the budding minds of the young children,
they become prey to the missed called LOVE (talk in a very attractive
husky voice to lure / tempt the students to call back again and again to
become a friend and love or loot/ exploit the students), also becoming
pray to the online criminals with fake social media ID's and becomes
friends and later get the information from the young students and
black mail them with threats of revealing what all information shared
publicly (about love, their personal photographs mostly nude photos
etc) for money, sex etc and many young children/ students are
trapped like this, may hardly dare to complain to the police, so in order
to avoid such kind of criminal black mail's, the parents should be alert
from the very beginning by tracking the students/ Childs social
activities, this is not a spying / intrusion into the privacy of the
children, it is the basic duty and responsibility of the parents and the
students/ child should be obligated in his/her larger interest. If any
adult child after 21 years he/ she has interest in any individual they
should inform the parents after getting employments about their
interest and get married. No love, no marriage during education/ un
employment period.
Also required is mandatory Geo mapping of students in hostels, so that
when they are out of the hostel, they should wear the radio collar tag
(at the out gate) and go out of the hostel; so that their travel location
can be identified in case of any emergencies, also it makes the student
to explain the places visited; also if any hostel students goes out of
hostel premises, then they should give in writing the purpose for
outing, the place of visit, the persons whom they met in an online dairy
of the hostel premises, which should be CC to the parents on real time,
which should be at the hostel warden as well as to the parents. This
measure will inculcate discipline in the hostel students, also parents
know about activities of their children, feel safe about their children.
103) GOVERNMENT MUST REGULATE SOCIAL MEDIA USE IN
INDIA TO ENSURE THE SOCIAL MEDIA SERVICE PROVIDERS
MAKE SURE THAT ALL UNDER AGED (BELOW 18 OR 21 YEARS)
SHOULD AUTOMATICALLY BE SHARED A CARBON COPY WITH
PARENTS AND TEACHERS ACCOUNT.
Also it should be made mandatory that Students below 18 years / 21
years should be victims of the abuse by the perverts in social media,
as these budding minds do not have that much sharpness/wisdom, as
such fall prey for the perverted online criminals; also most of the
Page 129 of 238
ensuring the CC cameras the positioning will not affect dignity of any
individual especially the girls and women; Also Those who use the CC
cameras should provide an affidavit that they will not be used to record
others private activities (especially girls & women), and will not share
the CC camera / Spy camera Recordings with any private persons or
agencies including SOCIAL MEDIA/MEDIA, only share with government
on official authorisation, violation should be a non bail able criminal
offence; this measure is necessary as most of the residential colonies,
gated communities, apartments, commercial establishments are using
the CC cameras and there is every possibility that the so called
association of the apartments, gated communities and residential
colonies, in charges of the commercial establishments misuse the same
in the absence of this measure (the management may not aware), the
staff or the private security guards may misuse as they keep on
changing from time to time being no permanent employment in that
places (due to low non uniform salaries) these private staff may use
the CC camera footages with any vested interests, for personal benefit
with criminal intend; and every one using the CC cameras must exhibit
the certification/permission for installation of CC cameras, at the
entrance that their premises (commercial or residential) also need to
exhibit in writing that this premises is under CC camera surveillance
with location map of the CC cameras; it is a fact that when a
Government of India Union minister (women) is a prey to the
perverted installation of CC cameras, then how do one can believe that
all CC camera installations in Commercial Establishments, Educational
institutions, Hotels etc are safe ???; so these measures of audit of CC
cameras and Spy camera users DATA with permission to use spy
camera only on authorisation in a particular situation will make girls,
women and also in general many people to exercise their freedom of
speech and reduce stress in them.
105) MANDATORY ENTRY TO CINEMA HALLS ONLY THROUGH
BIO METRIC ENTRY TO PREVENT STUDENTS BUNKING
CLASSES AND VISITING CINEMA HALLS
All cinema halls should provide ticket only on providing mobile number,
and entry into the theatre on bio metric entry or personal Swipe of bar
coded Voter ID card or AADHAAR card, and there should be integration
of data of all people who visiting movie theatres and the student
mobile numbers with the government, in case students visit the movie
theatre the same can be easily identifiable and the same should be
automatically informed to parents and teachers, this measure is
necessary to contain students bunking classes and going for cinema,
also for containing students / under aged/ Students watching Adult
movies A certificate movies, bunking classes or otherwise.
STUDENT COMMITTEES
106) BANNING STUDENT UNIONS & ELECTIONS; MANDATORY
STUDENTS COMMITTEES (IN PLACE OF CLASS LEADER &
STUDENTS UNION); BANNING POLITICAL AFFILIATIONS OF
STUDENTS COMMITTEES; BANNING STRIKES BY STUDENTS
Also there should be student committees in every class from 1ST
standard onwards in place of class leader/ class Capitan, the
committee should be formed with 10% of the students of the class,
with every month rotation of 10% of the students so that within a year
all the students are part of the students committee, this measures
ensures opportunity for all students and no discrimination of abilities of
any child in the class, this measure also helps in developing leadership
and administrative capabilities in the students. The role of the students
committee is to interact with all students of the class, find out their
difficulties, short comings, etc also identify, monitor the activities of
rest of other children activities. If any wrong activity committed by the
student (like fighting, theft, smoking, watching porn etc etc), the
student committees will disclose the same to the teachers as well as
parents committee members. So that elders take appropriate
measures to rectify the students short comings. In case if the Student
committee member indulges in wrong activity, or conceals wrong
activity which he/she aware of such wrong activity done by other
students or he /she conceals/ deliberately not reported even though
they are witnessed to such wrong behaviour, in case such incident was
noticed at a later date by others, in such cases the Student committee
member loses the opportunity to become a student committee member
next year in the next higher class, in addition, there will be reduction
of up to 3% of the annual marks for bad conduct of the Student
committee member, and also the students indulged in wrong activity
should get the same. This measure will certainly ensure ethical, moral
and responsible behaviour of students by and large.
As it is a fact that leadership is universal not the only ability or trait of
upper caste/ elite {irrespective of caste/ religion}, due to lack of
opportunity the talented leaders in the downtrodden are not able to
exhibit their traits, are forced to remain as mute spectators / followers;
many educated persons & many students from the downtrodden are of
the opinion that it is utter criminal offence on the part of the
Educational system/ those parents/ those children (only section of
parents/ section of children) belonging to upper caste/ Elite
(irrespective of caste/ religion) who think/ intended to promote even
student leader ship in every class from first standard (class 1 in
schools) onwards should be the sole prosperity right/ birth right
(directly/indirectly) of upper caste/ elite and rest of the students
PARENT COMMITTEES
107) MANDATORY ESTABLISHMENT OF PARENTS COMMITTEES
IN EDUCATIONAL INSTITUTIONS
It is a fact the parents role in shaping the students education,
behaviour is very significant in students life, as such in order to utilise
the role of parents in education system in the larger interest ,
government should ensure establishment of parent committees in
every educational institute mandatorily in every
school, collage,
University (up to graduation); there should some fixed assignments
that the parents committee members must perform to act as bridge
between students and educational institute/ teachers, and it should be
mandatory that every parent should devote time for the parent
committee, and the committees should be formed on lottery system
every month 1/10 members from each class, and those parents who
are chosen in lottery should monitor the School, collage, University
Cleanliness, hygienic toilets, Safe drinking water, Nutritious food in the
canteens, teachers attended the classes, etc in addition visiting the
hostel rooms of the students to interact with the students on daily
bases every student to provide a sense of home feeling, the students
are free to share any difficulties, short comings in the school, collage
or hostel with the parent committees, so that they can ensure school,
collage authorities will rectify the same. These parent committees will
be one way acting as a support system to the students, support
system to school/collage/ university management/ authorities, also a
social obligation, social responsibility on every all parents for the well
being of the children. this measure will help in getting quality hygienic
prepared nutritious food available to students; also this will help in
identifying the illness in the students of what so ever disorders and
ensure immediate medical attention for the well being of the students,
especially in government run schools, collages, hostels; And it will
improve the performance of the students due to better facilities
ensured at their school, collage, university, also this patents
committees will certainly help marginalize happening of ragging in
schools, collages, and in universities,; Also it will help in ensuring good
behaviour by all students; also this will help in getting reduced the
happening of illegitimate, immoral acts by the perverted students like
consumption of drugs, alcohol, tobacco consumption, prostitution, so
called love etc, as some or other students will reveal the same.
Also any parents in the vicinity of the school, collage, university, hostel
can register to be a volunteer to be in the parents committee as guest
members, and can be invited in case of any other parents chosen in
the lottery system not able to attended for that day, the volunteers can
be part of the parent committee of that day; the parents committee
should be minimum of 20 members or 1% of the strength of the total
Page 138 of 238
HYGIENIC
HOMES
any lowering of morale/ self respect by cleaning the toilets (when the
father of the nation MAHATMA GHANDI cleaned toilets and given call
for others to do same, hope the young students exhibit basic respect
for the FATHER OF THE NATION by cleaning the school/ collage/
university / public toilet twice in year); this measure is necessary as
most of the students feel insulted / feel that their self esteem/ self
respect is lowered by cleaning the toilets or even for that matter the
dining table at their home, where they eat food everyday at home,
they feel that cleaning the dining table or lifting the plate which they
eat food, is the duty of the mother or girl child or maid servant duty,
also in most of the homes elderly grandparents stay, most of the aged
people has prostate disorder and do not have control over the urine,
and when they sit for long duration and get up they have to pass the
urine, (also India is otherwise the Diabetic capital of world, and
diabetic patients urinate frequently) sometimes in most of the houses
with aged people irrespective of elite or downtrodden drop the urine in
the middle before reaching the toilet or most of the time they drop the
urine in the toilet/bath room soon after enter that room before
reaching the commode; in all such cases they cannot clean the bath
room / living room due to their body do not permit them due to aging,
and in most cases in the present era the wife and husband are working
and the maids come only in the morning or evening or maid stay for
limited time, in all such circumstances instead of waiting till their
mother comes and cleans or till the maid comes and cleans the mess;
the students watch this as mute spectators over and above they abuse
and scold with all filthy language sighting agedness as their biggest
bad omen on the elderly grandparents; in case if the child / student is
trained from the very tender age of 7th standard onwards to clean
school/ collage toilet once in a six months, they do not feel shy to
clean the toilet occasionally dropped by their grandparents (strangely
these type of students in case if they rise a pet dog/cat, they do not
have any hesitation in cleaning the urine of the pet dog/cat during the
very baby, as baby pet dogs/cats before 2 months just drop the urine
everywhere, and they cannot get trained until minimum of 2 months,
but they feel insult to clean the bath room of their own house, the
urine of their own grandparents, strange?????); all the students must
be through that service to the sick, aged, disserving considering it as
the service to almighty and the blessings of almighty save them all the
time; also they should be thought that soon their parents become
grandparents and they too may face the same, also they too become
old and may face the problem. And doing service to the grandparents
is not a sin, and it is really a sin if one thinks that serving the
grandparents / parents in need are the duty of paid servant maid. So
students must be thought of sanskar by making them clean the toilet
once in six months in the educational institutes irrespective of caste,
religion, gender, income group of the student from 7th standard to Post
graduation, and the same should be under camera as proof of cleaning,
Page 141 of 238
if any student denies doing this he/ she should be suspended from
educational institute for the rest of the year, and in case failed to do
the next academic year the student should be debarred from education
as he/ she do not have basic respect for Father of the Nation Mahatma
Gandhi in addition insulting the Valmiki Dalits indirectly.
110) MANDATORY THAT STUDENTS / PARENTS OF THE
STUDENTS MUST MAKE THEIR HOME PREMISES CLEAN, NEAT
AND CLUTTER FREE, AND MARKS FOR CLEAN HOMES.
Also it should be mandatory that all the students make sure their
personal home is clutter free, clean and neat daily; in order to ensure
the homes are clutter free and neat it is the responsibility of the
parents (till class 6th) from class 7th onwards it should be the
responsibility of the students and parents. in order to ensure the
students home are dust free/ clutter free , clean and neat (within the
available space of the house of the student whether it is pucca house
or a kutchaa house);; the parents committee members along with the
local elected representative of the ward should visit the home of the
students once in a month and ensure the students house is fully clutter
free, dust free and things are organised by and large, all the corners
are clean with no spiders/ insects in home, all the water preserved
area is dry, no still/ stale water inside and outside the home, no stinky
smell/ foul orders in the home, proper ventilation in the home etc,
greenery in the home, all the energy devises are energy efficient, the
lighting for the study of the student is proper with right lumens and
optimal "lux" level of the lights is maintained in each and every house,
there will a toilet in the house which should be clean and hygienic, etc
etc; in case the house is not organised the parents committee
members must help in doing a demo to the the students family how to
better organise; the need for taking the local elected representative in
this regard is to ensure that in case of any deficiency on the part of the
local municipal authorities or interference of local authorities required
for ensuring cleaning of the surroundings the local elected
representative can ensure it will be done; also by this measure the
local Elected representative will at least visit each house hold and each
house hold will tell their local issues, all the points raised by the
residents should be recorded and tabulated, and it should be the duty
of the elected representative to bring it to the notice of the concerned
government authorities as well as elected representatives in the
hierarchy (i.e. Mandal / block elected representative, MLA. MP of that
territory) the public short comings and the performance of each local
elected representatives can be gauged by this measure; this measure
ensure the house of the students are clean, dust free and right
atmosphere inside and outside the house is created for study
peacefully. Marks should be provided for cleanliness for year long.
similarly the parent committee members and a care taker teacher in all
hostel rooms once in month on random days and random rooms/
dormitory, so that every hostel student maintain the room/ dormitory
is clutter free, make the room dust free every day Also the committee
members verify the inventory of the belongings the student possess
(this measure ensures that the students cannot hide any items like
cigarette packs, alcohol, drugs, condoms, porn CDs, literature, or
extremist literature etc etc, as it is a fact that even in the nook and
corner government hostels where poor students are staying are getting
addicted (in the beginning stage), otherwise the students in urban
Areas where children of middle class and elite are studying are
addicted to use drugs/ narcotics, ganja etc etc (are alarmingly high) all
in the hostel rooms/ all dormitories.), and proper ventilation, proper
lighting will be available to students also the students should not store
any tobacco, drugs, alcohol in their room/dormitory premises, also the
committee ensures that all the toilets in the hostel premises are clean,
and the entire hostel premises is clean and hygienic. Also this measure
ensures no hostel room/dormitory is pasted / fixed with naked / semi
naked photos of film actress/actors/ porn actors etc etc; A report is
maintained every month by the school authorities in the childs account
about cleanliness of the house of the child, and there should be marks
for cleanliness of the house. This is called REAL SWATCH BHARAT.
111) MANDATORY HYGIENIC ENVIRONMENT IN THE PREMISES
OF EDUCATIONAL INSTITUTIONS, ALSO WITHIN 500 METERS
RADIUS OF EDUCATIONAL INSTITUTIONS; MANDATORY
PLANTING OF MOSQUITO REPELLENT PLANTS IN THE
COMPOUND OF EDUCATIONAL INSTITUTIONS
Also government must make it mandatory that all the premises of the
educational institutions are 100 % hygienic in class rooms, corridors,
inside the compound wall, (all educational institutions must have full
covered compound wall) toilets, drinking water surroundings; and the
must periodically monitor and perform the fogging (in all class rooms,
all inside the compound walls etc), spraying of chemicals for
preventing the rise of mosquitoes and also the bacteria, fungus
especially during rainy season and winter seasons. Also all educational
institutions must raise the mosquito repellent plants like Mari gold,
basil (TULSI), citronella grass (main substance used in organic
mosquito repellent liquids), lemon balm (a mint family plant) or catnip
plants in the educational institution premises so that most of the
mosquitoes / bugs will be naturally repelled within that vicinity.
Also in the thick green areas or in the rural village schools or in the
tribal area schools/ collages / universities the snake repellent plants
should be grown such as sarpgandha {rauwolfia serpentine} etc; also
snake repellent treatment (natural way with garlic paste, garlic oil, and
Page 143 of 238
edible oil mixed in water sprayed all along the buildings) should be
mandatory in all the educational institutions with lush greenery;
especially in the government welfare hostels which are mostly located
in rural areas and are prone to these serpents; Also all those students
should be advised to grow these mosquito repellent and snake
repellent plants and simple home remedy of snake repellent should be
done at their home compound to protect the children from the
mosquitoes as well as snakes. Also all the welfare hostels, all canteens
of educational institutions/ hostels should be done pest control
treatment to prevent pests growing in the educational institutions and
hostels, also the rat, lizard repellent, cockroach treatment should done
on regular bases to all the kitchens, canteens and all hostel buildings
to safe guarded the students from the dangers due to these creatures.
Also it should be mandatory that all educational institutions especially
the government institutions must make wood treatment and bed bugs
treatment and pest control treatment for all wooden furniture in the
class rooms, also the bed Lenin in the hostels, as bedbugs is the
common issue after mosquitoes in the government hostels, also in
other hostels and where ever wood furniture used.
Also all the educational institutions and in the hostels must mandatorily
do once in six months the soil treatment in an organic way with
substances diatoms earth to treat the soil to contain growth of the
insects/ pests in the soil, so that when children play in the soil/ mud
they are not affected much due to bacteria/ fungus/ insects in the soil
gets killed naturally due to the structure of the molecules of this
organic diatoms earth powder substance, which is otherwise widely
used to treat grass/ grounds.
112) MANDATORY THAT COMMON WASHING MACHINE FACILITY
IN ALL HOSTELS FOR EASE OF STUDENTS WASHING CLOTHS.
Also it should be mandatory hence forth that all hostels of educational
institutors must have the provision of large industrial grade laundry
washing machines to wash the cloths of the hostel students; this
measure is necessary that all the students to enable them wash their
clothes in the giant washing machine, the number of clothes should be
six pairs for the student per week along with once in a week the bed
Lenin should be allowed to wash free of cost; this measure saves lot of
precious time and energy for the students, in addition to saving health
of the students as most of the detergents, and washing process and
water causes health disorders in students especially in the winter and
rainy seasons, also getting the cloths dried in the rainy and winters
season is very time taking and that wetness / moisture causes lot of
respiratory and neural disorders in the students; the giant washing
machines with dries makes the life of the students in the hostels easy
Page 144 of 238
and almost home life feeling so that they use that precious time on
study rather than they themselves washing the cloths are giving cloths
to a washer man to wash, and which waters then they wash cloths is
not known and students may get skin disease, which is a common
thing /health disorder in most of the hostel students. The water
discharged after washing should be collected and pumped back to the
toilets flush tanks, so that lot of fresh water can be saved. Following
this measure millions of litters of fresh water can be saved across the
country.
Also government must establish in every residential habitation,
especially in the slums and habitations of the downtrodden sections the
giant washing machines operated at nominal cost for the cloths of the
students, as well as adults. This measure ensures that all the students
will wear clean cloths every time, and the possibility of getting skin
related disease is very negligible. Otherwise the skin diseases are
contactable and spread to others, which will affect studies of students.
113) STUDENTS SHOULD BE MADE AS BRAND AMBASSADORS
FOR SUSTAINED POSITIVE CHANGE IN ALL SECTIONS OF
PEOPLE FOR BETTER LIVING HABITATIONS AND INCLUSIVE
GROWTH
Also government must make the students as brand ambassadors of
change; as it is a fact that students are future of the nation and what
they thought will practice by and large with sincerity ; so government
must make every student from 7th standard onwards till post graduate
must be trained in social issues that affect the entire country/
humanity like CONSERVE WATER by using it judiciously, preventing the
waste and saving the fresh water, containing the contamination of
fresh water bodies, etc; Also saving & conserving the electricity,
judicious use of electricity, more use of natural ventilation, use of solar
power, use of alternative building material to ensure the temperatures
in the house during hot sunny days especially in summers under
control, use of building material in cold areas to prevent cold etc; Also
the need for nutritious food, ban tobacco consumption; ban alcohol
consumption; etc etc; All students may do this campaign during the
public holidays and during their summer, and winter vacations ; every
student must do 150 hours of total brand ambassador job, with weekly
two hours of brand ambassador job, during summer holidays they
should do more campaign covering their limit ; students must form in
groups of 5 to 10 and may conduct the same in their territory of limits
of their educational institute say 5 km radius from their home. Also
these ambassadors of change should be given marks to be counted in
the overall grading.
can collect additional fees for recruiting the fully qualified up date skills
teachers; the ability of teachers can be determined based on their
skills tested every year to upgrade themselves, in addition the
percentage of marks obtained by the students in that subject of the
class the teacher teaches as well as the overall marks obtained by each
students in the annual examinations should be considered for
determining the ability of teaching skills of the teacher. This makes the
teachers more responsible, do efforts for the betterment of the
students by delivering their best to the students.
Also if the
performance of the students is below average then there should be cut
in the pays for the teachers; the average % of marks for all students in
that class in that subject should be 60% and the average fail in the
subject should not be more than 5% of the total students in that class
(after all teachers need to assess the students performance every
month in case the student is weak in grasping, such student should be
given special coaching within school premises by informing parents)
122) REWARDS FOR INNOVATIVE METHODS OF TEACHING
WHICH ARE EASY, SIMPLE, COST EFFECTIVE DEVELOPED
EITHER BY THE EDUCATIONAL INSTITUTES OR INDIVIDUALS.
Also government must establish on its own the research and
development centres for innovative methods of teaching to various
classes from Kindergarten to universities; in addition government must
provide reward for all those who provide innovative ideas/ techniques
whether the individual freelancers/ teachers or the institutions. for this
government must create a portal for up loading and exhibiting simple
and innovative methods adopted by various schools, colleges across
the country, also any individuals who has some innovative idea or
developed some simple way of education methods, the autonomous
body constituted by government will decide best method among the
innovative methods of teaching based on the perforce of the students
etc, to get implemented for three years in all educational institutions in
that class, subject, chapter etc, afterwards there should be review and
new more simplified methods get induced if developed.
123) GOVERNMENT
MUST
PROVIDE
INFRASTRUCTURE
&
ESTABLISH TEACHERS TRAINING INSTITUTE IN EVERY
MANDAL/BLOCK FOR TRAINING THE TEACHERS, UPGRADING
THE TEACHERS SKILLS EVERY THREE YEARS.
Also govt should build infrastructure in every Mandal for teachers
training and testing skills and every teacher in that Mandal both private
as well as government must undergo periodic testing, for the
knowledge / skills for the teachers. All the teachers working at present
should be tested for skills, in case of short fall, the teachers should be
provided with special training in Teaching Skill Up gradation; Also as
Page 152 of 238
BODY
FOR
PROMOTION,
TRANSFERS
AUDITORIUMS
IN
EVERY
Also hence forth every school/ collage/ university should have covered
auditorium space within the compound of that educational institution,
which should have seating capacity of total strength of students in that
educational institution. These auditoriums should be utilised in multiple
ways, for conducting monthly visits of inspirational people, also for
monthly cultural programmes etc, also for conducting examinations for
5+ onwards. For all those educational institutes which do not have
auditoriums should build within two years, or posses a reusable
assembly units for installing/ erecting as and when required and
dismantle the same, for lack of space, using the play grounds to create
a temporary auditorium every time, or using the terrace of the
buildings as auditorium,
in case there is no possibility of such
provision for making temporary auditorium, they should either shift the
educational institute to some other location and build the entire
educational institute or alternatively hire nearby place with provision
for common auditorium throughout the year on the specific days and
the transportation to that hired auditoriums, which should not be more
than 2 km radius from the educational institute; all expenses should be
barred by the educational institute.
130) MANDATORY WHITE WASH AND PAINTINGS IN EVERY
EDUCATIONAL INSTITUTE EVERY ACADEMIC YEAR, ALSO
CHANGE OF BED AND BED LENIN FOR EVERY STUDENT IN
HOSTEL FOR ENSURING FRESH NEW LOOKS, WHICH HAS
IMPACT ON THE STUDENTS CONCENTRATION TO A GREAT
EXTENT
Also government must make it mandatory that every year all the
educational institutions must do white wash soon after the end of the
academic year and before beginning of new academic year, this
measure will provide brighter fresh look, fresh feeling for the students
which will make the students more enthusiastic to learn the subjects
rather than studying in a dull / pale/ rooms with marks, patches etc.
All the class rooms must be milk white all the time so that it provides
better feeling, peace in the students. All the doors, windows, and
panels should be made of aluminium and glass so that they will not be
required to change/ paint every year, since daily maintenance is done
Page 156 of 238
areas including the metro cities the condition is same, with water all
around the house, sometimes even water enters inside their home,
over and above noise pollution from surroundings for several days,
especially during festival seasons, within & outside the home, all
leading to distraction from the study or cannot concentrate all leading
to poor understanding of the subject, poor memory of the subject
which in turn leading to poor performance in examinations, leading
difference in the marks scored to other caste upper echelon/ upper
caste people majority of them has better conditions for study
compared to the Downtrodden dalit, adivasi, minorities and OBC, of
course very minute section of upper caste also living in poor condition,
but that is very minute fraction compared to the volume of the non
upper caste downtrodden students. So this Community Student study
Community Centres will enable the students overcome the difficulties
to study at home.
The students community centres are more or less like a big library
hall, with seating arrangements (study chairs with one side arm pads
for writing); these student community centres should use solar power
or alternative energy to ensure in the evening times for three hours
the light will be available as in the common homes, the community
centres should be open on all holidays, festive days from morning 8 am
to evening 8 am, and on all working days from 4 pm in the evening to
8 pm in the evening (the timing may be as per local regional conditions
of sun rise and sun set and standard school/ collage timings); most
part of the student community centres should be build with clear glass
with sound proof mechanisms so that who are inside are visible to
outsiders, at the same time the insiders do not able to hear the outside
noise, all the entry and exit to these student community centres is
biometric entry/ smart card entry, all the community student study
centres should be under CC camera surveillance so that no one can use
this student community centres for anti social activities by any anti
social elements or political or elected representatives; any students
irrespective of income group can use this facility to study at the
student community centres; Student community centres should within
1 km radius in every slum /ward/ village, with separate enclosures/
patrician/ entry for girls and boys to ensure no kind of distraction / so
called LOVE develop inside the student community centres ; the Gram
Sabahs/ ward members and the parent committees should manage/
monitor the students community centre maintenance with cleaning
every day, etc etc; also the corporate or individuals should be allowed
to built the students community enters as CSR initiative also
individuals can contribute the same. Also the MP/ MLA Land Area
Development funds should be used 50% of the funds in their territory
till such student community centres are build in all the areas of
habitations of Down downtrodden in all slums/wards/ villages in
appropriate number in their respective constituencies ; Also with
Page 160 of 238
take the corrective steps like spending immediate FUNDS from MLA/
MP LAD FUND, also dealing with the relevant government department
for swift actions for any issues etc according to their territorial
jurisdiction, for sure they take special interest, after all most the
elected representative see the parents of under aged as vote bank, and
also all youth with voting as in collages as their voters, in this age of
communication revolution, social media activism, which demand
actions and not just mesmerizing words, so most of the elected
representatives act to prove their commitment to retain their seat/their
political party in that territory. This measure should be first
implemented on priority bases in the model of ADARSH GRAM this
measure of adopting the educational institutions ADARSH VIDYALAYA
will yield the desired results.
137) INCENTIVES FOR CONVERTING
USED / OLD
TRANSPORT VEHICLES AS MOBILE EDUCATION UNITS
MASS
Also it is ideal to take mobile schools to slums and remote rural areas
where the strength of the children is comparatively low; for this all
road transport vehicles which are about to be scrapped (due to the
book value of the vehicle is depreciated to zero, and the vehicle has
done excess millage) if they are in perfect condition, so that it become
a school/ library (already some NGOs in Mumbai are doing this kind of
service), in addition the old vehicle can be used to keep the readymade
tents and all basic education material; this mobile education vans can
also be used to teach Basic education for adults who do not have
formal school education in their child hood, also the same mobile
education van be used as farm-education van in the villages, in an
audio visual form by installing the large screen equipment and power
generators in the mobile education van; this measure will certainly
bring a sea change in the under privileged both in slums and in rural
areas, and also all nomadic tribes and remote rural village people by
and large to improve the quality of life and lead a dignified life
exercising their constitutional rights.
GREENERY & ENVIRONMENT
138) MANDATORY
GREENERY
IN
EVERY
EDUCATIONAL
INSTITUTE, HOSTEL, A GARDEN FULL OF MEDICINAL VALUE
PLANTS
LIKE
TULSI,
NEEM,
EUCALYPTUS
PLANTS
SURROUNDING THE COMPOUND, IN ADDITION THERE
SHOULD BE INDOOR AIR PURIFIER PLANTS IN EVERY CLASS
ROOM WHICH PROVIDES FRESH AIR BY SUCKING POLLUTANT
GASES WITHIN THE CLASS ROOM.
All the schools and collages should rise greenery with medicinal &
Herbal plants like neem, eucalyptus, Tulsi Gardens should be rise in
entire premises of entire school, collage, university buildings, open
Page 164 of 238
places (other than play grounds); in addition indoor air purifier plants
like peace Lilly, bamboo palm, fish tail fern, areca palm etc in every
class room which absorb pollutants within the room in every class
room to ensure fresh air all the time which ensures the students breath
fresh clean air most of time so that their body mind metabolism
synchronizes perfectly and the neural network is active all the time
making the student alert and attentive all the time; after all the entire
brain function depends up on the amount of oxygen consumption by
the individual ; It is a fact that various toxins are present inside every
room like toluene, xylene, ethyl acetate, methylene, acetone and
chloroform, none of which are healthy. In addition other toxins
present, like benzene, trichloroethylene and formaldehyde, which could
lead to serious health problems like asthma, cancer and various
allergies; the indoor plants will by and large remove these kind of
gases and balance the air; also the air with medicinal value plants
surrounding the educational institute ensures fresh air with medicinal
values are inhaled for almost 6 hours of stay in the educational
institute, which provides the students better breathing capability, even
may heal certain health disorders, makes their mind fresh, as it is a
fact most of the cities, even some of the rural areas are getting air
pollution, more shameful is due to the pickup and drop by the parents,
hundreds of vehicles are entering and exist the small area within the
premises of educational institute which causes excess exposure of the
carbon monoxide and other pollutants emitted from the vehicular
pollution, already due to normal pollution in the city the children lung
capacity to inhale is getting reduced, added to this every day exposure
to such heavy pollution for a short duration of 10 to 30 minutes in that
school premises causes severe damage like a fast reaction catalyst
further weakening the lungs capacity of the children leading to several
health disorders from neurological issues, to memory, loss of
concentration on studies and even cancers etc so by providing green in
the educational institutes this can be reduced to a great extent, this
measure is in addition to having mandatory walk ways inside the
school, collage premises, and permitting only electronic operated
vehicles to be used inside the school, collage, university compound, in
addition students are barred from coming to and going from
educational institutes using personal motored (bicycles can be
permitted to use) or private vehicles, all students must use multimode
transport or bicycles. also all the vehicles carrying school children,
collage children, university students bus/ minivan operated by the
educational institute should run on Electric Battery operated/ CNG/ Bio
diesel/ Eco friendly; so that the entire atmosphere near the school
should be pollution free with more clean air with medicinal values for
ensuring Health and better Education of the Students.
Also government must supply free of cost the plants marry gold, etc
and certain verities of grass that acts as mosquito repellent, snake
repellent and other natural plant remedies for containing harmful
insects in and around the resident in a natural way. Also the students
should be thought about home gardening and terrace gardening/
kitchen gardening to rise their loved plants like flower plants or
kitchen vegetables like tomato, cabbage, green chillies , curry leaf,
coriander etc etc be grown to have more personal satisfaction. Also
putting water daily to plants and caring plants is one form of exercise.
140) WATER CONSERVATION METHODS IN EDUCATIONAL
INSTITUTIONS; MANDATORY USE OF RECYCLING WASTE
WATER TO USE FOR TOILET FLUSH.
Also the toilets should have hygienic surroundings (order control, no
stagnated water), water facility (sensor based water dispenser without
touching the tap jut putting hand under the tap the water get
dispensed for absolute hygiene) and waste disposal mechanism for the
used water as well as the wastes from change rooms. Also all the
educational institutions hence forth going to provide lunch and most of
the children use the water for washing, cleaning hands after toilet etc,
in such cases to conserve the water, and best use the water, all the
educational institutions, (for that matter all public places and even all
the residential houses) should have water treatment plants to collect
the used water (other than used in the commode which goes to the
septic tank) used in wash basins, used for cleaning the vegetables,
clean the utensils, lunch boxes, also used for washing clothes etc must
be filtered, recycled with addition of little germicides and pumped to a
separate tank, from where it will be supplied to the commodes flush
tanks, also for the urination flush water supply; this measure will
certainly reduce millions of litres of water use every day in the country
as most of the water used will be for the purpose of toilets is fully
waste which can be prevented by and large; Also the government must
make it mandatory that all the toilets hence forth should be ecofriendly with less water consumption, perfect cleaning (bio toilets);
Also the electronic water dispenser installed in the wash basins and
taps will ensure the reduction of wastage of water to a large extent.
EXAMINATIONS
141) MANDATORY ALL EXAMINATIONS SHOULD BE UNDER CC
CAMERA WITH BIO METRIC ENTRY, ADMISSION CARD LINKED
TO AADHAAR CARD.
Also it should be mandatory hence forth all the examinations from 10 th
standard onwards should be under CC camera survive lance, and the
question papers should be provided randomly by the computer from
the question bank covering all parts / chapters of the subject in each
subject and the same should be printed in the examination centre; all
the students for all examinations 10th standard onwards, also for all
entrance examinations, Job examinations etc the students should reach
the examination hall 1 hour 45 minutes prior to their exam time and be
seated in their respective allocated seats (when just flying in domestic
airlines one hour prior to departure we are reporting, and for an
international flight minimum of two hours prior to departure people are
obeying , then for the entire future of the students cant they reach the
examination centre 105 minutes prior to exam???); this methods
reduces the stress in the students and better recollection of memory,
as it is very common syndrome among majority of the students they
read the books till few minutes before the start of the examination??
And they are certainly under unknown stress, and under such stress
they may not perform well, even though they studies well, and they
are fully having answers for all questions, but they fail to re collect or
provide proper answer while writing the examination due to stress, as
such by staying ideal in a meditative mind in the examination hall for
more than 90 minutes (of the 105 minutes, 15 minutes for attendance,
etc), the students majority of the students can perform better than
normal circumstances) all the students, administrative staff in the
examination centres should deposit their mobile phones at the
entrance and should undergo checking with latest electronic gadgets
for finding out if any of them are carrying any electronic recoding
(audio/video) equipment inside the examination centre, also the
examination centres should have mobile jammers, also the internet in
schools / collages conducting examination centre should be limited only
to the head of the examination centre to download from govt /
autonomous body website and strict monitoring of the internet IP
address of all the schools/ collages/ examination centres during the
examination period; Also government must ensure Telecom companies
block internet / services during examination to all those mobiles of
students, in the vicinity of the examination centres the chances for
leaking of question papers, is very marginal, also the chances for mass
copying or copying is very marginal, hence the merit of the students
will prevail by and large, (all the examination written papers should be
stored in the similar manner of elections voting ballot boxes, and
ensure no tampering, also when the examination written papers are
Page 168 of 238
EXAMINATION DETENTION
144) MANDATORY ATTENDANCE OF
80% OVER ALL IS
REQUIRED TO APPEAR FOR EXAMINATIONS; CUMULATIVE
MARKS
FROM
THE
QUARTERLY
EXAMINATIONS
FOR
ARRIVING FINAL MARKS
Also government must make it mandatory that 80 % overall
attendance required to appear annual examinations, with minimum of
70% attendance in every quarter (since in the proposed reform that
every quarterly examination marks should count for final arrival of
grading, the final grading is the average of all quarterly, half yearly
and final examination, in addition Since in the proposed method of
education curriculum the theory accounts 70% marks, other 30%
marks for practical learning of arts/music/ dance & sports & social
obligations & of various activities, so attendance in every quarter is
very necessary current affairs, general knowledge, leadership, orator
ship etc the minimum attendance of 70% in every quarter is
necessary) ; else student should be detained in the same class if
minimum attendance not achieved, only on medical grounds certified
by school visiting doctors can be allowed to attend the examination,
and even in such medical cases minimum attendance should be 60%.;
Also it should be mandatory that all the detained students on the
grounds of lack of minimum attendance should be shifted to other
school/ collage in that vicinity for safe guarding the self esteem of the
student, as the student feel un known depression by daily watching
their old friends in the higher class and they are one class less than
them. So by shifting to new school in the vicinity in the new academic
year, this kind of depression can be reduced to a great extent as they
have new friends, new environment and old memories may fade away
slowly and they can concentrate well in their studies.
145) MANDATORY DETENTION OF STUDENTS FROM 7TH
STANDARD ONWARDS FOR ENSURING FUNDAMENTALS OF
EDUCATION
ARE
STRONG
FOR
BRIGHTER
FUTURE;
MANDATORY RE EXAMINATION BEFORE DETENTION
Also government must make it mandatory hence forth all students
from 7th standard onwards get Detention in case of student fail /do not
get minimum marks of 35 in every subject, irrespective of caste,
religion. This measure is necessary, after all if the students do not get
1/3 of the marks in any subject even at the 7 th standard, then How do
one expect that the student perform well in higher studies, also if the
students fundamentals are weak, for sure he/she cannot succeed in
further studies, also their IQ will be below average, and such students
should not be further promoted, if promoted country is making only
third rated / non standard educationalists in the country.
Also there should be special examinations just before the start of next
higher class (during summer vacations), for re appearing in the
examination in the subjects failed, (the examination results should be
out with 15 days of last examination). Also in case if a student failed to
obtain less than 35% marks in any single subject in any class or failed
to appear any single or whole annual exam on the medical grounds
(even though has 80% of attendance), or due to any tragedy occurred
in immediate family during the examination period, then he/she should
be given a chance to re appear the special examinations just before
stating of next academic year of higher standard class, in case they
pass in the exam they should be promoted to next higher class; else
they should be detained; this detention should apply from 7th standard
onwards; it is fact if the foundation of the child from 7th standard
onwards is not strong then the future of the child is at jeopardy.
All the weak students irrespective of caste, religion should be provided
with special coaching on the weak subjects to make them attain at
least minimum marks, based on the first quarterly, half yearly
examinations performance, with detention should be immediately
implemented for all upper echelons irrespective of caste, and in a
phased manner for the other income groups and by next four years for
all the income group students face detention as by this time due to
monitoring of health, and providing balanced diet, and making all the
children almost equal BMI, and equal opportunities and the parent
committees visiting the individual students house to ensure hygienic
atmosphere and proper light is available to all the students especially
the BPL & low income group; this measure is a win win and will yield
the desired results of at least basic standards for all sections of
students followed for balanced knowledge/ foundation of the students.
146) MANDATORY DECLARATION OF EXAMINATION RESULTS
WITHIN 15 DAYS OF LAST EXAMINATION.
In the event of detention system from 7th standard onwards,
government must make it mandatory to declare the examination
results within 15 days from the last exam, the valuation of the answer
sheets must start from the third day of the end of the first examination
(first subject); all preparations for decoding of answer sheets should be
in place, and the answer sheets should be valued by other educational
institute teachers on random. Also This measure enables that all those
candidates/ students who failed in the examinations (either due to lack
of subject or due to illness or not able to attended due to any reason
any exam etc); also Re Examinations should be conducted within one
month of the results of the examination and re examination results
should be out before the opening of the educational institute after
summer vacations, so that in case the students get passed in the re
Page 172 of 238
148) BAN
ON
EDUCATIONAL
INSTITUTIONS,
COACHING
CENTERS OR ANY INDIVIDUALS FROM ADVERTISING IN
MEDIA, SOCIAL MEDIA ABOUT THE ANNUAL ACADEMIC
ACHIEVEMENTS OF THEIR STUDENTS LIKE OUR INSTITUTE
GOT 1ST RANK, GOT 50 RANKS IN TOP 100 ETC TO WOO
STUDENTS, HOWEVER THEY CAN CLAIM WITH PROOF IN
THEIR DESIGNATED WEBSITE.
Also government must ban the Educational institutions from claiming
themselves they are number one, or their students got this much
marks, that much rank, this many students got admission in that
institute this institute etc etc; after all educational institutions are non
profit making trusts, and not the business organisation to advertise
their products ??????? also it is a fact that most of the students now a
days taking coaching from multiple places, and the success / so called
rank, so called over all percentage is the marks obtained in all
subjects, in this process all the educational / coaching institutes claim
that they are their students, also some feel that some of the
educational institutes even hire/ buy the students who excelled without
any coaching to be their candidates, and these kind of so called
corporate educational institutes do not impart quality education, but
indulge in making the students like cogs in oil mills and make them
memory machines, taking entire energy of the students, making
students live under undue stress, as a result most of the students in
the corporate collages/ coaching centers are committing suicides due
to acute mental stress, also these kind of corporate educational
institutions/ coaching institutes use indirect third degree method of
torturing physically and mentally the students to make them learn,
even parents are mute spectators for this barbaric behaviour /
atrocities of some of this kind of corporate educational institutions/
coaching centers because the corporate education institutions collected
/ charged heavy fees from the students, in addition in the hope that
their children get better education in future for bearing this stress, but
straggly forgetting anything abused at tender age, will have a lifelong
impact, so is the mental condition of the students in the corporate
educational institute who indulge in claims of ranks are subjected to
these kind of atrocities; so government must ban the advertisements
by the corporate educational institutes or students or any third party
claims of achievements of their students/ institute; however they can
claim in the social media/website of the educational institute with proof
of such claims with the permission of students and their parents in
writing in addition to approval from the government education
department for full authenticity of claim of the educational institute.
This measure ensures students are not subjected to mis
communication/ claims of the corporate education.
institute itself must provide extra coaching free of cost both in private
and government run educational institutes), and it should be
mandatory on the part of the parents to inform the educational
institute about the private training of the student in that subject. And
there should be uniform fees throughout the country for these private
teachers who are qualified teachers awaiting employment; also it
should be mandatory the private teachers register with government
territory wise to become a private teacher and only registered teachers
can teach the students privately in the residential colonies with
premises under CC cameras with government approval for such
premises from educational institute for safety and security especially
from ensuring the childrens (boys & girls) are no exploited sexually in
the name of private tuitions. All the private tuition teachers must have
mandatory interaction with regular employee teachers of educational
institute regarding the subject about each and every student for
ensuring better way of teaching to the weak/underperformed students.
150) GOVERNMENT PROVIDING NATIONAL TOLL FREE NUMBER
FOR
PROVIDING
COUNSELLING
/
ASSISTANCE
FOR
STUDENTS IN DISTRESS
Also government must establish National toll free number operating in
all regional languages to provide counselling to the students who feel
depressed due to what so ever reason; the toll free number should
operate 24/7, 365 the trained people in counselling will talk to the
students to persuade them to be normal, infuse them the confidence in
them; the toll free will soon inform the parents and parents committee
members to observe and do necessary assistance in appropriate
manner to bring student to normal state of mind; all the parents /
parent committee members are trained in students counselling being a
parents who otherwise spends more time with their children can
persuade the students better to be out of depression by redressal of
their grievances / supporting them to fix the root cause of depression
in appropriate manner. This measure saves lot of students turning into
psychos/ saves from committing suicides etc
RESPONSIBLE BEHAVIOUR OF STUDENTS TEACHERS PARENTS
151) IT SHOULD BE A SERIOUS CRIMINAL OFFENCE TO DO
CANNING/ BEATING OR ABUSING STUDENTS BY THE
PARENTS OR TEACHERS, TOTAL BAN OF CORPORAL
PUNISHMENTS, ONLY PERSUASION
Also government must ban canning/ beating/ abusing/ giving stangs
against the students by parents as well as teachers; it should be
criminal offence with imprisonment for doing so, just because they
have given birth does not mean they have right to beat/ cane/ abuse/
give stangs to the children/ students causing physical and mental
Page 176 of 238
without the basic English/ Basic Hindi it is really a misery to lead life in
any other state other than their regional language; this is the main
barrier for millions of youth even though have talent, but not able to
communicate in the other states, so millions are staying as un
employed/ under employed (especially from the southern states for
lack of Hindi, and most of the northern states students even though
lack of English Knowledge are unable to get employment/ rise in
carrier, almost all states students lack basic Knowledge in English); So
if the case of banning of mandatory non English, Non Hindi teaching
justified, then those state students are going to suffer for their elected
representatives or political parties un-wisdom thoughts in one way or
other; after all the English and Hindi are very necessary tools of
communication, after all India is rapidly Urbanizing with more than
50% Indian population population expected to move to cities by 2050;
so the opportunities for the educated across the country are plenty
provided they are able to have basic knowledge of National Language
Hindi and also the Basic Common Communication language English. So
government must make compulsory education of ENGLISH, HINDI and
REGIONAL LANGUAGE in all educational institutes across the country
as part of educational curriculum.
156) GOVERNMENT MUST CONSTITUTE A BOARD WITH
DIFFERENT SECTORS OF INDUSTRY REPRESENTATIVES FOR
DECIDING STANDARDIZATION OF MINIMUM QUALIFICATION
REQUIRED FOR EACH LEVEL IN DIFFERENT SECTORS FOR
EMPLOYMENT, AND ALSO THE DESIGNATIONS, WHICH
SHOULD BE UNIFORM FOR EACH SECTOR
Also it is very ideal that government must constitute a board
comprising of persons from government and different sectors of
business/ industry. The main purpose of the board is to coordinate
between the education, business/ industry linkage, and also this board
will decide the minimum qualifications for each job in each sector, and
also the board should decide standardisation of designation for
employment, also this board decides minimum maximum payment
for each job in each sector wise (so that same designation and same
experience, same educational qualifications in the same sector working
in different companies whether in private or government must get
more or less same pay; the maximum pay depends up on the
performance of the individual employ contribution to the business/
growth etc); also this board decides the campus selection of
candidates; this measure ensures uniformity in education as well as
employment, education directly linked to employment.
particular sector where the student posses core subject of that sector.
similarly bank loans to start business only in that particular field where
the promoter having basic knowledge; else they should undergo basic
test for their skills in the field other than their basic education for
getting into entrepreneurship in the noncore education filed for
obtaining start up bank loans for other than their educational field;
alternatively can hire the educated experts in that particular filed. Only
exception is cultivation where experts from government provide free of
cost advice, support. This measure ensures every entrepreneur run
business successfully, the rate of NPA will be marginalized to a great
extent, due to better use of finances due to possessing basic
knowledge about the trade.
RESEARCH LABORATORIES
160) RESEARCH LABORATORIES OF EVERY FIELD SHOULD BE
ESTABLISHED IN EVERY UNIVERSITY; GIANT SCIENCE
LABORATORIES
IN
EVERY
DISTRICT/
MANDAL
FOR
STUDENTS; MULTI DISCIPLINE RESEARCH & DEVELOPMENT
CENTERS IN EVERY DISTRICT WITH LATEST EQUIPMENT,
FACILITIES FOR FREE LANCE RESEARCH
Also government must establish Research and development units/
laboratories in all UNIVERSITIES, both in Government as well as in
private, with state art of equipment with up grading the equipment as
and when new technologies add in that filed anywhere in the world;
Also government must provide t minimum of 2% of the GDP for R&D
in UNIVERSITIES & other Educational institutions, after all the entire
future generations depend on R& D out comes to face the challenges
and overcoming them in the larger interest of not only people of India,
but entire mankind, It is a fact that R&D makes life simple, easy,
effective, and efficient; Also it should be made mandatory hence forth
that all private universities must make 5% of their turnover on R&D in
that university.
Also government must establish giant Science laboratories in every
Mandal/ block exclusively for students to demonstrate science in a
practical manner, so that students can understand better rather than
reading or viewing on the television. These giant laboratories must be
open to all government and private students, different class students
can be made to visit covering most part of their science subjects
syllabus. These giant laboratories are really creating basic foundation
in the budding minds for R&D.
Also government must create state art of facilities centres for Research
& Development in every district for free lance R&D in almost all every
district (for every 10 Lakhs population one R&D centre); these free
lance R&D centers are open for all (other than University students &

161) ESTABLISHMENT
OF
RESEARCH
CENTRES
IN
BIO
ENGINEERING, BIO INFORMATICS, NANO TECHNOLOGY,
AUTOMATION, ROBOTICS ETC IN THE COUNTRY; MAKING THE
WORLD PATENT FREE FOR INNOVATIONS RELATED TO
HEALTH CARE AND HUMAN LIFE.
Also government must establish at national level exclusive research
centres in Bio engineering, Bio informatics, Nano technologies,
Automation (home, industry), Robotics etc in various such other fields
which will make the life of human being simple, perfect, more efficient
with less energy and also improve the quality of life of the individuals
and also improve the output of the products, whether agriculture or
industry with zero / reduced waste etc. Since India has enormous
talent and intellect and majority of the young population, these
exclusive research centres will make be of great help for better
innovations for better life of not only people of INDIA but he entire
world; also ideal that government must push for NON PATENT for all
innovations related to medicine and health care, not only in INDIA but
entire world, where every there are innovation. Research related to
curing of diseases/ increase of life span of the people they should be
out of so called EXCLUSIVE PATENT of the research organisation
whether it may be private corporate company or government. It is
really inhuman to claim the patent and sell for money for such
innovations which can make someone live. However such innovations/
innovator institutions/ individuals should get some recognisation from
the entire world in the form of honouring them with their name should
be kept / used worldwide for such innovative formulas/ process etc, in
addition the government of the nations which uses such innovation
must provide free space for establishment of their research centres,
also government must invest some seed capital for further research in
that field. This measure is required after all majority of the people in
the world who require innovative ideas are INDIANS as INDIA has
almost 1/5 of the world population, and majority of the world youth
population is from INDIA; as such India should set example for the
world to provide patent free innovation to the world.
162) GOVERNMENT ESTABLISHING INCUBATION SEED FUND
FOR ALL R&D TO TRANSFORM INTO SOCIAL BUSINESS
Also Govt should create Incubation fund in all IITs, IIMs and other
Universities and based on the research and projects the students have
done, the fund should be given as seed capital to establish the
business by the students soon after completion of education, based on
the innovate ideas; in addition government must create a national
innovation social business seed capital to fund any of the innovative
ideas generated from any individuals to transform into social business;
this measure should be open to all sectors, so that the country can
Page 186 of 238
become the social innovative capital of the world over a period of time
making better living of people of the country.
EXCLUSIVE EDUCATIONAL INSTITUTIONS
163) NEED FOR ESTABLISHMENT OF SPORTS SCHOOLS/
HOSTELS IN EVERY DISTRICT AND SPORTS UNIVERSITIES IN
EVERY STATE
Also government must establish sports schools/ hostels the residential
schools for training in sports from the childhood onwards; all those
aged above 9 years with 6th standard and above formal education are
eligible to get selected for the sports, based on a special test for their
basic skills in any particular sport and also basic physical fitness for
that age; based on these the students should be selected for a inhouse training for 6 years in the sports to make them sports persons,
this is along with formal education; in this the other extracurricular
activities and other activities get reduced as more time is required for
sports learning, the other activities should not take away time/ divert
attention from sports. This sports schools/ sports hostels should be
established in every Mandal.
Also need for creation of sports education Universities in each state to
for full degree for the sports enthusiasts and sports persons, to
become sports analysts, sports commentators, sports statisticians,
sports coaches, sports umpires, sports journalist, sports fitness
trainers etc in the regional language, in addition to training in English
and Hindi. The minimum eligibility should be trained in sports hostel for
6 years. also these sports education universities should provide
certification courses of 6 months or one year with written examination
and provide certificates. It should be made mandatory that only sports
degree holders should be eligible for becoming coaches in the district
sports training hostels, also in media as sports journalists, sports
commentators, also in the tournaments as sports umpires etc etc; also
this university should can earn revenue though charging the fees for
the training in different disciplines, also this sports university can get
more revenues by training the foreign nationals. These sports
universities must be established in every district with minimum
population of 50 Lakhs.
These measures are necessary as government must promote sports in
general in the country, especially in the educational institutions and
hence forth every educational institute must have sports instructors
(multi discipline, must be a qualified instructor about the basics of the
sports and for ensuring every student chose to play mandatorily one or
other sports as a part of educational curriculum for ensuring physical
fitness as well as reducing stress in the budding minds, especially the
7th onwards due to detention system, more particularly in the 10 th, 11,
Page 187 of 238
universities in all foreign nations, with free admission / nominal fee for
admission for the foreign nationals in that country to ensure more and
more foreigners learn and patronize the INDIAN traditional music,
dance and art in that foreign country. After all INDIAN music dance
and art are Devine and the instruments/ forms etc are from times
immemorial, in spite of rich heritage, INDIAN YOUTH and foreign youth
are patronizing so called western music, which is otherwise most the
western music rises blood pressure/ stress un knowingly, where as
Indian traditional music provides calm and composed mind, so let the
youth of INDIA and world know the real essence and power of Indian
music, dance, art, which provides peace and pleasantness; also it is
considered that INDIAN music has healing touch, which will relieve the
stress to a great extent for normal people with stress; once stress is
out most of the health disorders are out, after all most of the health
disorders are stress linked in the modern day world everywhere in the
world stress is considered biggest enemy of health, also for the
specially able people some special Indian music to cure their disorder
to a great extent.
Also in order to ensure most of the Indian youth tuned to the Indian
Music and Dance, government must ensure that the parents of the
students play a light INDIAN traditional music in the home mandatorily
during the study at home/ doing home work by all students from KG to
PG; this music for education should be designed by the Indian
Traditional music experts for relaxed mind along with improving the
concentration and memory which should be supplied by the
government to all educational institutions and all household of the
students to play their choice among the given sets of music so that the
students can get their minds relaxed free from external stress and
concentrate on the study/subject and understand and recollect what
was told/thought in the class room and
concentrate and better
memorize, this measure will certainly improve the performance of the
students by and large.
Also government must make it mandatory that every village/ward
there should be community halls, mini community halls in every colony
and every week end there should be an Indian traditional music and
dance programmes, along with some social message.
Also government must make it mandatory that the FM Radios, which
are more popular in the music in India should be directed to ensure
mandatory promotion of Indian Traditional Music in a gradual manner,
first six months 10% of the air time, next six months 20%, like that in
next 5 year it should reach that of the music aired in FM Radios
should be traditional Indian music this should be done in a phased
manner inducing the history, positivisms, how this traditional music
help them provide peace ; how it induces calmness of the neural
Page 189 of 238
system rather than the so called western high volume sounds creates
unknown rise in blood pressure and unknown stress in the minds, even
though it provides some happiness to the western music patronizing
Indian youth, almost all do not know the real meaning of that western
music or do not know the value of Indian Music, the happiness of
western music is nothing but sugar coated pills, it provides temporary
happiness but doing permanent damage to the mind/body due to
creation of undue stress in them etc should be expressed to the
listeners to induce interest and experience the bliss in the traditional
India music. This measure is very necessary in the larger interest;
similarly since the cinemas influence the youth government must make
it mandatory that all cinemas hence forth must use at least 50% to
begin with and over a period of 5 years the entire music whether it is
songs or back ground music should be Traditional Indian Music, and
Dance and not the western music; all the religious out fits and so
called political parties if at all they have respect for Indian tradition
music, dance and art, they should endorse this measure and sure this
a reality, when some organisations on and off gives diktats to the film
industry to do this to-do that on single films telling that they tarnished
the image of their leaders / region/ language etc, if they have real
commitment towards Indian traditional music and dance, they should
make sure that they will support this measure.
Also it should be made mandatory hence forth that all office
establishments should mandatorily establish music system with
speakers in their office in every room appropriately and they should
play the Indian traditional music in low volume all the working time,
this will certainly reduce the stress to a considerable extent and
certainly the improve the quality & quantity of work in the office
establishments whether in government or private. Ideal that all the
office establishments may simply air the standard uniform Indian
traditional music (only instruments, no chanting or film/ religious
songs) played by the government on certain days or all days
(throughout the country), and the All India Radio Music Division along
with National Music academy will design the music to relieve stress and
improve work in all desk work office establishment. Also it should be
mandatory that all hospitals, all the doctors clinics must play the
Indian Traditional Music in the background in a lit volume for reducing
stress and faster relief from the health aliments. Also in all police
stations, all court waiting halls, all bus stands, railway stations, air
ports, so that the stress levels in the people can be reduced to a great
extent; also in all rails, buses run by the government/ long distance to
reduce stress / fatigue feeling in the travellers. The same should be
provided to the armed forces appropriately.
Also ideal that government must start exclusive Indian Traditional
music Radio and Television national channel to air the Traditional
Page 190 of 238
Also this culinary and cuisine institutes must provide diploma course /
certificate course in free lance nutritious balanced diet, for house wifes
for improving their personal culinary art by individuals especially the
women to make nutritious balanced diet food within the locally
available cost effective material; these free lance nutritious balanced
diet food trainers should be provided with master trainer certificate,
who in turn can train the others to be a trained in preparing the
nutritious balanced food and on completing the certificate course they
should get a onetime reward of Rs 1200 incentive in the form of 12
coupon numbers, which can be redeemed/adjusted in 12 months on
their monthly purchase groceries bills in any store in India, this
measure will ensure over a period of time will develop that all house
hold will get nutritious balanced diet every day; Also in order to ensure
that each family will be nutritious balanced food, government must
make it mandatory all parents of the students must attend this
certificate course in nutritious balanced diet; this measure will yield the
desired results of ensuring at least every student get balanced diet at
home within their resources from locally available groceries &
vegetables.
Also it should be mandatory that hence forth all the restaurants in
India should have the trained chefs only; as far as the street food
joints are concerned government must provide training for them like
balanced nutritious food experts in their choice food preparation (north
India, south India, or regional foods of India like Bengali, Marathi,
Guajarati, Panjabi, Assam etc) or general food preparation to make
them understand and practice how to prepare hygienic and health
food; and it should be mandatory hence forth to run a street food
vendor he/ she should obtain a certificate from the Indian culinary and
cuisine institute by attending a certificate course for street food , there
is no minimum educational qualification required for street food
certificate course or for free lancer certified balanced diet expert
course; this measure ensures more people will learn the art of cooking
Indian traditional foods and
whether in the street or in the
restaurants the food prepared will be in hygienic atmosphere and will
be nutritious by and large.
Also government must provide interest free loans for setting up of
Indian food restaurants in every ward/ village in the country by these
trained chefs/ street vendors to popularise Indian food, as it is a fact
due to the western junk foods especially the pizzas, burgers etc Indian
children are turning into obese, which do not provide required nutrients
for the balanced growth only provides fat, and are stomach filling
agents; the case is the same with so called Chinese food, which are
mushrooming in every nook and corner in India; also government must
levy junk food tax of 2 times the normal food tax on all the non
Page 192 of 238
169) NEED
FOR
ESTABLISHMENT
OF
EARTH
SCIENCE
ENVIRONMENTAL STUDY & ENGINEERING CENTRES IN EVERY
DISTRICT.
Also government must establish special institutes in every district for
atmosphere, geographical
and environment and pollution study
institutions, these institutes should offer degree and PG courses in
environmental science & technology and pollution control mechanisms
exclusively with Research and development; these institutes should
work in coordination with earth sciences department of government of
India; These institutes develop the engineers with full / specialised in
atmospheric sciences, in the cloud seeding process, water
management, soil management, pollution control etc ; it is very
necessary that country like India with large population requires to
conserve the natural recourses, best use the natural recourses and
with cost effective solutions with more efferent solutions. It is a fact
that due to large consumption of water for various uses from
residential habitations to industrial use the sweet water is completely
getting dried up , at the same time billions of gallons of fresh water is
getting wasted, at the same time due to environment pollution created
by vehicles, industrial gases and for the production of electricity
through thermal power etc are causing the deficit in rain fall, so in
order to balance all these specialised environment sciences and
technology education is required, to increase the water table
availability in the rivers, more rains are required which can be made
through doing cloud seeding to precipitate the clouds artificially to shed
rain, and these rains need to be utilised properly in a very cost
effective manner. The success of CHINA is mainly due to availability of
water due to cloud seeding being an everyday affair for thousands of
cloud seeding engineers. So like this the many other fields, so
specialised courses Earth Science, Environment Study & Engineering
centred in every district is required to make INDIA self sustained.
170) NEED FOR ESTABLISHMENT OF MILITARY SCHOOLS IN
EVERY DISTRICT
Also government must establish specialised military schools like Sainik
schools in very district, and it should be mandatory that hence forth
education in these military schools to get employment in armed
forces,; in these specialised military schools from the very 5th standard
on wards students should be trained in the basic services of armed
forces as part of educational curriculum; and it should be mandatory
that these students are barred from serving in private and mandatorily
to join the services (police/ armed forces); also they can appear for the
police services in the states; Also government must reserve 100% of
the police services at all entry levels in all direct recruitment for the
students of military /sainik schools. Also all the military schools must
Page 198 of 238
Also as far as the physically challenged but mentally fit children (polio
etc), government may start a separate schools and colleges, it is up to
the students that they wish to study in the special schools or in the
normal schools along with other physically able children; and
government must reserve the seats for every educational institute
every class at least one seat for the physically challenged but mentally
fit children; also it should be mandatory on the part of all schools to
necessarily make the ramps for the physically challenged students
movements, all the physically challenged mentally fit students should
be provided with wheel chair from the entrance of the educational
institute to the class room and back with one person assisting in this
process, this service should be provided free of cost by all the
educational institutes, also it should be mandatory hence forth all the
classes should be conducted in the ground floor where ever physically
challenged persons are studying in that class in that educational
institute, else there should be electric operated elevator; or a complete
ramp with permanent staff to move in move out these physically
challenged persons in the educational institutions. If any educational
institute fails to deliver these norms, they should be fined heavily and
in case non rectification should lead to removal of the management
and government must take over such educational institute to run on its
own or to hand over to new management.
172) SETTING UP OF TRIBAL INSTITUTIONS IN ALL THICK
TRIBAL POPULATED DISTRICTS/ MANDAL; MANDATORY
TEACHING IN LOCAL TRIBAL DIALECT IN THE TRIBAL
HAMLETS/ TRIBAL RICH DISTRICTS
Also Government must establish Tribal institutions/Tribal Schools/
collages to teach in the local Tribal Dialect, also the institute develop
the literature in the Tribal Dialect if it has Script, Else develop a script
to the Tribal Dialects; it is one of the Main draw backs that most of the
Tribals are not literates because the teachings are not in their local
dialect; by government establishing special tribal schools to teach
everything what normal school teaches including the audio visuals of
History, science etc etc etc in local tribal dialect, the education in
tribals will improve a lot. Also the teachers and staff in the exclusive
tribal schools should speak the local dialect of the tribal language. This
measure not only improves literacy and education in the tribals but
also it provides an opportunity to preserve and protect the rich
traditional tribal culture, art in the country, in addition that this
measure certainly makes tribals more alert , the exploitation by the
middlemen others will get contained to a great extent. Also this
measure enables to get promotion of tribal, arts, dance, to outer world.
BY
otherwise came to India for study and indulge in all unlawful activities
in INDIA for several decades without valid visa as their stay might
have expired long back, and indulging in drug rockets, prostitution
rockets and also financial frauds of online lottery etc etc.
Also hence forth all the foreign nationals staying in INDIA or visiting in
INDIA Should possess a INDIAN Payment debit card provided by INDIA
(there should be a financial mechanism for this to transfer their credit
cards, debit cards in the foreign countries to Indian rupees), and all
payments in INDIA done by the foreigners should be through debit
card or credit card, with maximum limit of cash withdrawal of Rs
5000 cash payments for petty payment in a month; All the rental
payments of the foreigners staying in INDIA whether staying in hotels,
resorts on tourist visa or business visa or employment visa or staying
in residential colonies on rent in the houses / apartment by student
visa holders should pay their rent mandatorily through bank cheque
or INDIAN Payment debit card; it should be a non bail able offence for
both the foreign nationals as well as Indians who paid / accepted any
payments above Rs 1000 Rs in cash from any foreign nationals. Also
it should be made mandatory that all payments made to foreign
nationals by any Indian individual or company for employment or any
transaction should be through bank cheque/ debit card only. And it
should be mandatory that all payments made to Indian bank account
of foreigner by any Indian, the bank account transfers will be shared
with the police and local intelligence, It is the responsibility of the
persons who transferred the amounts to the foreigner account the
purpose of the transfer; all those who transferred money should be
answerable. Also the foreign national should be barred from depositing
cash in India. This measure will certainly reduce financial frauds/ drugs
trade/ prostitution by the foreign nationals in India.
As it is fact that already India is turning into a major destination for
drugs, narcotics and prostitution as the India is having large youth
population (Students, Working employees), also a growing economy;
and many foreign nationals are drug peddlers in India, also many of
the females from some foreign countries where value of their money is
much lower compared to Indian Rupees, are just coming to India on
Visit visa or student Visa and indulging in prostitution. The foreign
nationals prostitution rocket / mafia is fully organised and many elite.
Wealthy Indians, youth are patronizing this foreign prostitution, and in
fact that foreign nationals prostitution is quite expensive (all white
skin, except those from neighbouring countries of Nepal, Burma,
Bangladesh, Srilanka etc few countries) and a lucrative business for
both those who are doing prostitution, as well for the pimps; this can
be read / assed from the advertisements in Main National News Papers
in India in the name of ESCORTS, BODY MASSAGE by Indians, foreign
nationals Afghan, Russian, Ukraine, etc Hotel/ five star etc.; So
Page 204 of 238
India, they should not admit any Indian Students in their native
campus (original university main campus in that foreign country), or
any of its campuses other than India; Without this clause there is no
meaning for setting up of foreign university campuses in India; Also it
should be made mandatory that only education/ teaching should same
as in their origin main campus of the foreign university, and as far as
security, health check up is concerned, all students, teaching staff in
that foreign university campus situated in INDIA are subjected to same
conditions as other Indian University Students are going to undergo;
i.e. for the health of the Students, to ensure the Foreign university
campus are Drug free, Alcohol Free, Ganja, Tobacco and other
Narcotics free Campuses, this measure is very necessary, as already
Indian University campuses are facing acute issues of Drugs, alcohol,
narcotics, prostitution etc, in the event of absence of stringent
measures (as suggested in this document even for Indian Collages,
Universities, Hostels), the foreign University campuses might turn as a
centres of Drug addicts, Centre for Narcotic Addicts, Centre for Pre
matrimonial Sex/ Prostitution with possibility of turning into centres of
all illegal activities and people who come out of the campus my turn to
be psychopaths in one or other way. Not only this if there is no
regulation of the above said ways, even due these foreign university
campus may breed drug peddlers in the entire country and youth of
India may turn into Drug addicts in future.
BRAIN DRAIN PREVENTION, PAY BACK TO SOCIETY
178) EVERY IIT/ IIM GRADUATED SHOULD BE BARRED FROM
GOING TO ABROAD TO SETTLE IN ABROAD; ONLY FOR STUDY
THEY CAN GO AND COME BACK.
Also government must make all necessary measures for containing the
IIT/ IIM Graduates going abroad in the name of further studies or
employment, when government spent huge amounts of tax paid
money on their personal education, these IIT/ IIM educate students
are working in the MNC and making the MNC profitable, also more
shockingly, most of the MNC are making INDIANS as their CEO/ COO
to get the emerging market place/share for their products in INDIA
tapping the YOUTH for their products, without knowing this
fundamental truth behind the MNCs, making Indian IIT/IIM educate
persons their CEO/ COO most of the Indians do CHEST THUMPING that
one of the fellow INDIAN reached such a high position in that MNC with
such a billions of turnover etc etc. its really shameful to the core that
even most educated people in INDIA are behaving like the uneducated.
Imagine if these IIT/IIM might have done the part of same hard work
done in that MNC, in INDIA, then the Indian companies might have
catered the entire world. when some youngsters from IIT can create a
billions of turnover online e commerce business empire in less than a
Page 206 of 238
decade after stating business in India, if all these IIT/ IIM educated
contributed their best they could have developed better social
networking sites etc in INDIA, or much more better soft ware and
other R&D, manufacturing, services etc. Also it is a fact that most of
the innovations comes from so called Silicon Valley, are due to the
efforts of India talent, Also most of the star up companies in various
fields in the foreign soil are from the Indian origin, it is really pitty that
these so called intellectuals educated due to the hardships of billion
odd peoples contribution to the tax and government supported their
education with hard tax paid money, but they do not have basic
respect for the mother land?.
In order to ensure that such things would not repeat in future and tax
paid money do not get wasted, also the talent of the INDIAN youth are
utilised best for the country first, Government must BAN the IIT/ IIM/
any students where government funded from tax payers money
directly or indirectly, from going abroad and settling in abroad, only
they may go abroad for further studies with strict condition they will
return back to India and serve. Government must collect from
retrospective from the inception of IIT/IIM who are all gone for abroad
and settled to pay a fine with interest 10 times the amount spent
during their study from the tax paid money for their education on the
IIT/ IIM graduate; for all future candidates hence forth an affidavit with
bond worth 10 times the actual investment per one IIT/IIM candidate
by government, otherwise it is nothing but state is encouraging brain
drain as most of the students who are going to abroad for study and
settling are from UPPER CASTE / UPPER ECHELONS and a lot of the
public money for the personal benefit of these few individuals when
millions of people belonging to downtrodden sections are dropped out
from schools for lack of basic amenities, quality food, financial support.
179) MANDATORY THAT ALL WHO AVAILED TAX PAYERS MONEY
FOR THEIR STUDY LIKE IIT/IIM/ SC ST OBC SCHOLARSHIP
STUDENTS SHOULD PAY 2% OF THEIR ANNUAL INCOME FOR
THE DEVELOPMENT OF EDUCATION FOR DOWNTRODDEN
SECTIONS.
Also it should be made mandatory that all those who availed tax paid
money for their studies whether belonging to SC, ST, OBC Minority or
students studying in IIT, IIM Etc where government provided tax paid
money for their education should mandatorily extent 2% of their
annual earnings (either salary as employee of government or private,
or as an entrepreneur in INDIA or ABROAD) for the seed capital for
creation of infrastructure for education in remote rural areas and
slums, and also for establishment of enterprises by the people belong
to SC ST OBC, MINORITY and also persons with Innovative ideas that
need seed capital to establish a business enterprise or development of
Page 207 of 238
skills for lively hood among adults who never had formal education,
especially women in rural areas and slums. This measure will certainly
makes every individual who used public tax payers money will return
back to the people who are instrumental in what they are today, as
without tax payers money being used to support their education, they
cannot get education, without which they cannot get employment or
start business.
LOW COST COMPUTERS, E WASTE
180) MANDATORY GOVERNMENT SHOULD PROVIDE ULTRA LOW
COST REFURBISHMENT & RE-USE-ABLE COMPUTERS, LAPTOP
&
SMART
PHONES
FOR
STUDENTS,
ESPECIALLY
DOWNTRODDEN SECTION STUDENTS, SHG, MICRO SMALL
MEDIUM ENTERPRISES, FOR EDUCATION, E-COMMERCE,
E-GOVERNANCE;
BY MAKING IT MANDATORY THAT ALL
GOVERNMENT,
PRIVATE
ORIGINATIONS
SURRENDER
COMPUTERS AFTER EVERY 2 YEARS AFTER THE BOOK VALUE
BECOMES ZERO
Also since government promoting the DIGITAL INDIA in order to
ensure the fruits of digital India are harnessed fully, government must
ensure all the society able to afford the computers in that process
government must ensure that the computers and tablet PC are
available to all the students, all teachers, all SHG, all MSME at ULTRA
LOW COST/free; in order to ensure that the ultra low cost computer
devices are available to all the students who are otherwise the
beginners / learners in the computer education, the refurbished
computers THE BEST SOLUTION , which are enough for the beginners/
students till class 12; in order to ensure ultra low cost computers are
available to the students government must make it mandatory that all
the government and private organisations using the computer systems
/ lap tops/ Tablet PC must discard from operation every two years or at
max three years and government must establish its own refurbishment
of the used computers units by completely formatting and up loading
appropriate software and sell it to the educational institutions and
students (only to students through educational institute, and the
students computers should be at their home only, when the parents
committee visits the same should be at the home in the working
condition, and also as suggested in this document for maintenance of
daily digital dairy by students, also inventory of personal belongings,
all should be possible through using this internet enabled computer;
Also it should be a criminal offence to selling or buying these student
computers with unique numbers to prevent students selling the
computes for money, as it is a fact most of the brand new lap tops
supplied by the some of the state government for the students in some
states are being sold to the local computer vendors for a throw away
Page 208 of 238
price, since the students know anything about computers are they do
not know the value of the computer, without any basic training just to
get so called political mileage and in addition some cuts in the
expenditure on computers some states supplied computers to
students, and there is no process to inspect that the computer) at the
nominal price; these refurbished computers should be internet ready
and Wi-Fi enabled so that the students can use the systems in free WiFi benefit in future.
Also since the computers and lap tops are getting 60% tax depreciation
which means within one year 8 months the book value of the computer
or lap top becomes zero; then it is ready for discarded. But still it has
more life, the same should be continued for few more months or a year
more and should discard by the end of two years or three years;
especially in the software companies since all the work in the laptop
also stored in their intranet or cloud there will not be any issue to
discard the same and induct new in that old lap top with a single day.
Also it is a fact most of the private companies claim the deprecation for
existing computers and laptops, when they use the same computers
and lap tops for longer period for several years but claim deprecation
of new computers giving false purchase bills that the entire computers/
lap tops/ software being purchased after 1 year 8 months or two years
after the book value becomes zero; this is otherwise causing huge loss
to the tax money after all tax money is being compensated for
depreciation; this kind of frauds can be contained totally; government
must maintain the data of computer / lap top census in all government
and private organisations. This measure of providing ultra low cost
computers (say maximum of Rs 500 to 1000) is really boon to the
students, also government must provide free of cost to students belong
to all downtrodden section students of BPL, low income group in all
government students from class 7th onwards before that government
must provide free training to every student. These ultra low cost
student computes enables the life easy for the families of the students,
as they can do banking, bill payments and use e governance for any
kind of requirement.
Also these ultra low cost computers should be provided to all the SHG
and all the MSME for maintaining their accounts, banking,
and e-governance and also for exhibiting their products in the e
commerce market sites and doing the business from village to
International level. This will change the entire dynamics of country, the
real development occurs through this measure. As it is a fact the
MSME, SHG accounts for maximum number of employees in the
country.
discarded ; All the used phones collected by the mobile retailers must
be surrounded to the government for refurbishment and re sale at
lower price; this measure ensures most of the citizens will have the
access to the refurbished smart phones; also it should be made
mandatory obligation on the part of the smart phones manufacturers /
mobile manufactures to do the refurbishment as CRS corporate social
responsibility; so that government may provide the refurbished smart
phones at very nominal cost, and all ordinary phones free of cost to the
MNREGA female workers, workers etc. This measure creates REAL
SWATCH BHARAT of DIGITAL INDIA.
182) MANDATORY TRAINING OF COMPUTER BASICS FROM
CLASS 5 ONWARDS TO ALL STUDENTS; GOVERNMENT MUST
ESTABLISH COMPUTER BASICS TRAINING INSTITUTES FOR
MAKING THE CITIZENS COMPUTER LITERATES FREE OF COST,
THOSE WHO PASS THIS TEST SHOULD GET SOME INCENTIVE
TO
ENCOURAGE
MORE
PEOPLE
LEARN;
MANDATORY
COMPUTER BASICS TRAINING FOR SHG S & MSMES.
Also government must make it mandatory that all the students from
5th standard onwards are given basic training in the computers and the
course should vary in depth till 10th standard all educational institutions
must be equipped with basic computer labs with appropriate
arrangements to make the child learn the computer in the school. All
schools must be provided with ultra low cost re furbished computers
with internet facility for teaching computers to the students.
Also government must establish free basic computer training centers in
all Mandal/ blocks in appropriate number to cover every one lack
population one training centre to teach basics of computer and how to
operate the computer, how to search the computer, how to make use
of government sites for information, for bill payments etc, how to do e
commerce etc ; with a week days/ fifteen days course to all those who
enrolled, and by lottery system every two weeks to provide training
with 100 seating capacity, two hours secession, with daily three
sessions; so that in every fifteen days 300 people get trained, in a year
15000 people will get trained in a single centre with over one lakh
population, so that within three or four years almost all the people in
the age group below 50 years will lean the use of the computer (ideal
that government must use the existing AADHAAR CENTERS for this
purpose) ; this will be help the citizens in a great way, as by the time
RURAL BROAD BAND WILL BE READY in entire India, and government
should provide free broad band to all the 25 core households in India,
for free surfing, use of government sites and some surfing for e
commerce; so that all the citizens can use of the e governance, also
every information of government is at their door steps, and the
corruption / pilferages/ leakages will drastically reduce, in addition lot
Page 211 of 238
of time will be saved for all the citizens for making payments by using
internet on mobile smart phone or home internet for all their utilities
electricity bill, water bill, municipal bill, and also the E commerce trade
will be the booming exponential rate, also it reduces burning of fuels to
travel to places to pay bills, to purchase goods, also it reduces
pollution to a great extent as the travel is reduced to a great extent,
also it improves quality of life as people can concentrate their free time
saved due to saving of time in using online bill payments at home, also
this improves family bonding due to more time they will be able to
spend at home, also the crime rates will get reduce as the social
media use will rapidly increase and the crime will be reported
immediately and the criminals cannot escape from the law and there
will be faster justice and conviction rates may get increased due to
better investigation; So government
must establish free basic
computer education centres in every Mandal with one centre for every
one lakh population, in each territory; also government must conduct
examinations for those who learned free training course and on passing
the same government must provide some incentive of say 1200 rupees
which divided in 12 instalments adjusted against mobile recharge/
basic internet use, to ensure that the non formal educated/ un educate
adults especially the housewifes / un organised employees will learn
perfectly and use the computer for e governance/ e commerce
Also it should be mandatory that all employees both government and
private must be a e literate and must mandatorily undergo this e
learning of basic computer education and must get pass in the test for
continuing in service; Also it should be mandatory that all government
employees and all private employees (organised employees on monthly
salary) must pay their utility bills hence forth only online through their
mobile internet, or through home internet; Also it should be mandatory
that all elected representatives must mandatorily get training in the
basic computer education and must pay their utility bills online. This
measure really saves lot of time for millions of people and billions of
man-hours are saved for the entire INDIA which can be utilised for
better living and productivity.
183) CONVERTING GOVERNMENT SCHOOLS TO LEARNING
SCHOOLS FOR PROVIDING REGULAR EDUCATION FROM 6TH
STANDARD ONWARDS.
Also as a beginning of transformation of formal Indian education to
formal e learning, government should convert all existing government
educational institutions to e learning institutions for teaching education
entirely on the computer systems with paperless learning. Since as
suggested in this document for ultra low cost refurbished computer
systems are available to the government, they should utilise the same
to establish the e learning institutions by converting the present
Page 212 of 238
EDUCATIONAL
INSTITUTES
otherwise very much prevalent in medical filed like doctors with fake
degrees are great threat to the patents, like wise many other
professions lakhs of people are getting employment due to fake
degrees without actually studying the formal education, (when in India
the total strength of doctors is around 8 Lakhs, but in the National
capital, there will be an estimate of over 50,000 fake doctors (quacks)
as per Indian Medical Association Delhi chapter, with more than
2,00,000 {2 Lakhs quacks/fake doctors all over India}; also with fake
degrees people are getting employment as teaching staff and served
for over a decade in prestigious institutes like IITs then one can
imagine about other degree holders circulation in employment both in
government and private organisations??????, when the so called
Elected Representatives themselves are indulging in fake degree
rackets and claim to have degree (when at present there no
requirement of any degree/ minimum educational qualifications to be
elected representative); one can imagine about the youth who are in
search for job, even though there exists talent in some people without
much formal education, also some got employment with their
educational qualifications but, in order to get more / better
employment/ rise in position certain % of population of youth are
finding ways to get a fake degree (PG) and getting job/ promotion, in
this process the real talent is getting full injustice; so government
making education
records
digitalised from school,
collage,
intermediate, degree, post graduation and make the data integrated
and make the data made public as per their voter ID card, it is not a
privacy to tell to world about any individuals education qualification.
Also government must make it mandatory that all the Elected
Representatives and all the government employees and all permanent
employees / contract employees (other than daily wages in un
organised sector),all the un employed registered in the employment
exchanges must mandatorily provide in an online affidavit the details of
their chronology of education from which place, which educational
institute they studied from kindergarten to primary school to
secondary/high school to intermediate (10+2) to degree to post
graduation to doctorates to eliminate the fake degree holders from the
employment (if people has dementia in providing such details they
should be asked to rest at home as with such level of dementia they
are unfit to continue in any kind of formal employment both in
government and private); this is like a VDS of Income tax, on
voluntary disclosure before certain date all fake degree holders, fake
educational certificate holders who got employment should voluntarily
resign from their employment (however such individuals can apply for
employment with their actual educational qualification, also they can
do cultivation or do any entrepreneurship based on getting formal
training to do so, else in a later date after VDS is over and on
integration of data of the educational records if found the degree /
