Project Objective (Purpose) and


Background
Apex Home Builder are currently accepting proposals of all kinds to develop, design, and
construct new buildings for families or individuals that require a new home to live in. The
advancements in technology have opened up doors wide open and have changed the standard
of living around the world. With this evolution and intensification in technology, the
Company sees this project as an opportunity to apply their latest building materials and
codes, and as a result, energy consumption will be reduced. Moreover, reasons that may lead
to the incentive to change ones residential area is possibly due to a change in workplace, or
maybe because the building became old and unhealthy to live in and so on.
The purpose of this Request for Proposal (RFP) is to establish a new primary residence
for Mr. and Mrs. Smith and family. The home will be a free-standing, single-family dwelling
built on a two-acre lot which is located at 200 North Maple Avenue, MyTown,MyState,
20001-1234, USA. Furthermore, Project Maple is expected to start on Monday, February 2,
2015 and assumed to be fully built and operational by Thursday, December 31st, 2015. This is
haste is required because the Smith family will be traveling and relocating during December
of 2015 for two reasons. The first reason, Mr. Smith has will be establishing his new work
place for his companys North American operations by the end of the year in 2016. The
second reason is that they would love to scope out the place and establish residence in the
community in order to enroll their children in the school system to begin a new year of
education.
Apex Home Builders is a small business that was founded in 2009 and is focused on
project management consulting and the implementation of best practice processes and
solutions. Our client base consists of other small and medium-sized businesses as well as

local, state, and federal government organizations which lack project management experience
and expertise.
Apex Home Builders, the prime contractor who may subcontract components of the
construction effort, is consolidated in its headquarters in Atoka, Tennessee along with some
consultants traveling to and working from client sites on a temporary basis. They have quite
an impressive feedback with many clients recommending this Real Estate Building business
and saying that they are the best in the business.
Our services include:
Project and Program Management (all phases)

Building a custom home that fits the needs of each individual family

The APEX builders are actively involved and found on-site during the construction of
said home

The APEX builders treat the construction of the home as if it was their own.

Statement of Work (SOW)


Project Scope
The scope of the project includes all design, development, coding, tasks and licensing of
Apex Home Builders, in which they would be able to provide customers with their wants and
needs in developing the project. Moreover, it was established that Project Maple is Fixed-Price
Contract. That being said, the contractors commitment to the project estimates to about
$750,000 US. Therefore, the budget must not exceed $750,000.
Upon the successful accomplishment of the project, the new residential property will include the
following (as described in the detailed specifications and blueprint:

Landscaping
Foundation (with basement)poured concrete and concrete block
Driveway2000 feet, concrete with brick inlay
Main Home4500 square feet, brick/stucco
Deck / Patio / Screen Room
Garage1600 square feet, two story

The following criteria must be met to achieve a successful project:

Visually and aesthetically pleasing house

Live-friendly environment that is easy to navigate and discover places quick

Consistency of design across all rooms within the house

Structure is powerful and has a long life span

Is huge enough to make an individual family feel comfortable

Proposal Contents
Project Deliverables
The customer expects the contractor to provide a number of tangible items, which we call
deliverables.
The items the customer expects to receive include:

Driveway
Main Home
Deck / Patio / Screen Room
Garage
Heating, Ventilation, and Air Conditioning
Landscaping
Kitchen appliances
Bathroom features
Basement
Attic
Flooring
Laundry
The contractor has an available amount of $10,000 to spend on lighting features for the
house. If the lighting requirements exceed this amount, paper work must be taken before
purchasing these requirements and it is necessary to submit a change request to the
contractor.

PROJECT APPROACH

Prime contractor will maintain all project documents and schedule.

Prime contractor will perform work with contractors own employees who are bonded
and hold the appropriate trade licenses and credentials. In the event that the prime
contractor subcontracts work, all subcontractors employees will be verified by prime
contractor to be bonded and will hold the appropriate trade licenses and credentials.

Prime contractor agrees to pay a 10% single quarter penalty for any project worker found
on the project site without proof of proper trade license and credentials.

Prime contractor will be responsible for all subcontract oversight, deliverables and
management.

Prime contractor has agreed to the terms of the fixed-price contract and schedule.

During planned project execution, prime contractor will provide periodic progress reports
to buyer (biweekly, monthly).

Following any schedule delay, prime contractor agrees to provide progress reports on a
weekly basis until schedule has been caught up.

Approvals
The customer always has doubts in any kind of project which is why credibility and
approvals for a project is important. The most important approvals the customer will
require are:
Funding and Budget Material All funding has been preapproved and placed in
a reserve account against which the primary contract or may draw.
Contractors Boundaries The Contractor may draw quarterly payments of equal
amount beginning with the second quarter following start of work.
Payment Assurances Buyer will withhold first quarterly payment until all work
is completed and approved at end of project close and turnover.
Leverage Pending satisfactory acceptance of project close and transition,
buyer will provide final payment to contractor.
Note: Invoices will be generated by contractor at the close of
each construction quarter.
Invoicing will document all materials purchased during the previous quarter.
Invoicing will document all work completed during the previous quarter.
Payment will be made in four (4) equal quarterly payments.

Anticipated materials or labor cost variance above 2% in any single quarter,


or 5% overall requires detailed explanation and approval of the buyer before
commitment to purchase or perform work.
All cost increases invoiced without prior approval either as defined by the
previous bullet or by the buyer will be paid at the original contract price.

Evaluation Criteria
The submitted proposals are evaluated based on:
1. Approach Assessing the contractors approach and procedure.
2. Schedule A timeline is developed to show how long each task will take to complete
3. Price Fixed Price, which mean less risk for the customer, and high risk for the
contractor

4. Experience Contractor expertise are tested
