NOVELTY CHAMPION Emily Karp and Polly Pocket were crowned Australian Champions at the Royal Melbourne Show and (inset) competing in one of their races.

Skill, stamina and speed

By Jessica Howard
She may be young but that hasnt stopped Emily Karp from
tasting national success.
The 13-year-old Bacchus Marsh resident was crowned the
junior Australian champion of the Sporting Horse Australia
novelty racing championships last month.
Held at the Royal Melbourne Show on September 29, Emily
took out the overall win after riding her mount Polly Pocket
to first place in the under-15 stake race and second in both the
bending race and flag race.
Also a member of the Bacchus Marsh Pony Club, Emily said
she was extremely nervous going into the last race, which

saw her riding at high speeds in order to grab flags from a

barrel.
I went into the last race nervous because she [Polly Pocket]
runs out of stamina, she said.
I felt really good finishing but missed the second barrel
with the stick and had to go back around.
Emily said she was extremely excited to take out the
prestigious award and loved being presented her ribbons in
front of such a large crowd.
Other Moorabool competitors included Chanel Radburn,
Aaron Karp and Isabelle and Fiona Sandkuhl.
Whilst Chanel won first prize in the under-15 flag race and

second in the stake, Aaron placed third and fourth in the

stake and bending races.
In the under-18 section, Isabelle took out the flag race in
front of her sister Fiona, who placed second in the bending
and stake races.
Meanwhile, Emily will now go on to compete in the Pro
Series with her new horse Inna Spin.
I have a new horse and I aim to get a placing in the pro
series and first in the mini series on Polly Pocket, she said.
Emily competes throughout the year at SHA events and
points are tallied for a Horse of the Year (HOTY) gala
presentation evening at Tabcorp Park next May, which
concludes the 2015/16 season.

Scouts honour
By Jessica Howard
The voluntary efforts of
four local Scouts have been
honoured.

Shannon Trew, Samantha

Camilleri, Linda Mackenzie
and Dougal Mayor from the
Bacchus Marsh Scout Group
were among 244 of Scout
Victorias 8000 adult volunteers to be recognised at the
national Scouting awards.

Assistant Joey Scout Leader,

Samantha and Cub Scout
Leader, Linda each received
the Meritorious Service
Award, which is presented
to adult members and supporters for a service period
of at least six years.

Assistant Scout Leader,

Shannon was awarded the
Special Service Award for 12
or more months of outstanding service and Group Leader, Dougal Mayor received
the Silver Emu Award,
which represents four to five
years since the awards of the
Silver Koala.
The criterion for the Silver
Koala includes 14 or more
years
of
distinguished
service.
Mr Mayor said he was very
honoured to take out the
award, which he said was
very reflective of the work of
a lot of different people.

All the awards are for service far beyond a persons

BMScreens+Blinds

role, so for the other three

leaders they do so much
more than just support
Scouting in Bacchus Marsh,
he said.
For example, Linda lead
a pack of 36 children from
Melton, Bacchus Marsh and
Ballan at a major camp of
3000 cubs, whilst Sam has
helped start and run Joey
mobs around the region,
and not just in Moorabool
but also in Wyndham and
Melton, he said.
Shannon, who received the
Special Service Award, has
supported many district activities for the Scout section,
which is ten to 14-year-olds.

Mr Mayor said Scouting

was important for the com-

munity as it developed the

leaders and community citi-

zens for both now and the

future.

We are developing resil-

ient young people who have

an opportunity to gain ex-

periences that they wouldnt

otherwise get, he said.

The Chief Scout of Australia

and Governor-General Sir

Peter Cosgrove presented

the local volunteers with
their awards on World Scout
Day, Saturday August 1.

Community helps Sienna

pack her bags
By Jessica Howard
And shes off!

The Bacchus Marsh community have dug deep into

their pockets and Sienna
Cordell will soon be en route
to the US to fulfil her wish of
walking.
A whopping $75,000 was
raised in order to help cover
the cost of the 5-year-old
girls radical spinal nerve
surgery, which will take
place in St Louis Childrens
Hospital in America.

Suffering from spastic cerebral palsy, Sienna is currently unable to talk or walk
on her own. Her parents
Brad and Briohny believe the
surgery is her best chance of
living an independent life.

Since 2014, the whole community has offered everything they can to support the
little girl with a huge heart,
with fundraisers ranging
from trivia and bingo nights
to sporting events and rock

and roll dances.

However in the months
leading up to the surgery,
over $17,000 was still left on
the total tally - a figure the
Bacchus Marsh community
were able to raise within just
a few weeks.
A social media initiative
titled Auction for Sienna
saw local businesses and
residents auction anything
they could in order to raise
the remaining funds.
Items for auction were uploaded online and bid on by
residents, with all the money
going directly into Siennas
account.
Siennas mother, Briohny
said the family was absolutely overwhelmed by the generosity of the community.
We are just so blown away,
we always knew we had a
lot of support in Bacchus
Marsh and have always been
so grateful but the last two
months we have just been
absolutely speechless, she

said.

When Sharyn Moloney

from the Bacchus Marsh
Residents [Facebook] page
knew we were still short she
started the auction for Sienna and all of a sudden all
these local businesses had

got on board. We honestly

thought we werent going to
make it but now because of
that last effort, and thanks to
Sharyn, Sienna will have the
surgery.
Mrs Cordell said while it
was mainly local businesses

that donated items and

vouchers, there were also
contributions from residents
and young children.
I had kids donating their
PlayStation
games
and
money from their own piggybanks, and even a mother
who had a sick child of her
own who couldnt help financially so donated some
homemade goods from her
fruit trees instead everyone has been so sweet and it
just makes you cry.
Some of the local businesses
that contributed to the cause
included Interior Motive,
Darley Bakehouse, Village
Chic, Roselea Blinds and
Curtains, Darley General
Store, Paul Sadler Swimland,
Busy Kids and Bacchus
Marsh Natural Health.
Mrs Cordell said she
couldnt believe the moment
was finally here for Sienna,
who had dreamt of walking
her whole life.
This has just been such a

rollercoaster ride of emotions. This operation is her

last chance for independence and all she wants is to
be able to walk, she said.

This operation has a 100%

success rate of moving the
spasticity from her lower
body so that she is able to
walk and stand by herself,
however after removing
those fibres from the muscles she will have to spend
the next two years in rehab
teaching herself how to actually do that. It will be a very
long and hard road for her
as she has to go backwards
before she can go forwards
but we absolutely believe it
will happen.
On behalf of her family, Mrs
Cordell acknowledged the
entire Bacchus Marsh and
surrounding community for
their support, with special
thanks to Sharyn Moloney,
Jenny Kearney and Natalie
Rabottini.

And Moorabools next Mayor is ?

By Kate Taylor
Its not all robes and fancy titles; serving as Mayor requires
many hours, dedication and
the support of fellow councillors in three weeks time.
The Mayoral election will be
held at the Statutory and Annual Appointments Meeting
of Council on Wednesday 28
October, in the Ballan Council
Chambers.
Out of the seven current councillors, four have previously
served as Mayor and it seems
that three is the not-so-lucky
charm, with each having served
two terms as Mayor (although
Allan Comrie served one as
Mayor and one as Shire President before amalgamation.)
While there has been the occasional upset in the formal vote
in previous years, the decision
is most often made by councillors in the weeks leading up to
the official meeting.
But so far, Moorabools councillors are remaining tight-lipped

on the upcoming election.

Current Mayor Paul Tatchell
would not be drawn on whether he will stand for re- election.
I really havent even considered it; its been an extraordinary privilege to serve as Mayor for the past two years, but it
would be highly unlikely that I
would get a third, Cr Tatchell
said.
Having previously served as
Mayor for back-to-back terms
in 1998/99 and 1999/2000, West
Ward Councillor Tom Sullivan
was reluctant to comment on
whether he would seek a third
term.
I havent discounted it; I
havent ruled it out at this
stage, Cr Sullivan said.
Woodlands Ward Councillor Pat Toohey said he also has
not given the idea of running
for a third term as Mayor any
thought, but appeared to discount the idea.
Ive been Mayor a couple of
times and its a great honour, a

position of great responsibility

and youve certainly got to have
a significant amount of time to
devote to that role; Id have to
say no at this stage, Cr Toohey
said.
East Ward Councillor Allan
Comrie was Mayor in 2002/03
as well as the last Shire President of Bacchus Marsh before
council amalgamation racking up 25 years serving on
council but said he has not
yet decided on seeking another
term as Mayor.
I dont think so but you
wouldnt know whats going to
happen but at this stage no, Cr
Comrie said.
Fellow East Ward Councillor
Tonia Dudzik responded to the
question of whether she would
put her hand up for the role of
Mayor.
I would love the opportunity
to be Mayor. However it does
not matter what I want. It comes
down to what a collective of
Council wants and therefore it
is unlikely I will ever be May-

or, Cr Dudzik said.

East Ward Councillor Dave
Edwards said that, at this point
in time, he doesnt believe that
his day job would leave him
sufficient time to be an effective
Mayor.
I would only consider running for Mayor if I believed that
I was the best person for the job
and I could commit to the extra
hours required, Cr Edwards
said.
Meanwhile, current deputy
mayor John Spain would not
be drawn on whether he would
put his hand up for the role,
remaining diplomatic but
with a Hitchcock-esque ulterior
motive.
I think its important that the
person who does get elected as
Mayor is the best person for the
job in the current climate - its
a very important job, Cr Spain
said.
But we have to build the suspense, make sure people turn
up on the night!

All things ancient and

exhilarating in Peru
Peru is one of those countries
that has so many fascinating
and varied things to see that
you simply cant see it all in a
short trip. The nations thriving
melting pot of cultures reflect
a vibrant, diverse community,
many with roots as far
back to the Incas and other
sophisticated pre-Columbian
civilisations. The country is
riddled with archaeological
sites that tell the story of these
civilisations, which left a legacy
that still lives on in the art,
customs and traditions found in modern-day Peru.
Of course, a visit to South America isnt complete without
a pilgrimage to the glorious Inca citadel of Machu Picchu,
which Katie Dean from helloworld Bacchus Marsh was able
to experience this year. It literally took my breath away and I
was truly astonished by its beauty, says Katie.
In the capital of Latin cooking, Peru has so many food
choices, where you can treat yourself to grilled anticuchos

HELLO
PERU

(beef skewers) on the street corners

or splurge a little on exquisite alpaca
or guinea pigs, which Katie says
were surprisingly nice! Its no
wonder that cooking lessons are
a must do on the road to Cusco
along with the ancient Inca ruins.

The best thing about travelling to

South America was the beauty of
going in a small group with Intrepid
Tours. We had the perfect balance
between group and personal
time to explore, explains Katie.
Because the tours have an average of just 10 people, they
are small enough to feel like youre exploring a destination
independently, but big enough to create a good social vibe.
Plus youll have the unsurpassed knowledge of a local
leader, taking you out of the guidebooks and into a world
youre waiting to discover.
If you would like to know more about the Peruvian
experience then contact Katie at helloworld Bacchus Marsh

vices as a celebrant to add to

the gift to the lucky couple,
Mr Raine said.
I think its about time marriage equality happened; anybody should have the right
to be married to the person
they love without it being
controlled by the state or by
the church.
Mr Davson, married with
two children, has long been
vocal in his support of marriage equality - and said its a
matter of putting his money
where his mouth is.

Its the principle of the

thing, and its one of those
things that Im quite passionate about. Youve got to
put your money and your
time and your energy where
your mouth is; and this is a
12 hour day and 25 hours of
post-production work.
I know people who have
travelled to New Zealand
and Canada to get married.
Its economically a good idea
for us to pass a marriage
equality bill - theres a whole
new market buying local
products for their wedding.

be married in the Moorabool
region if and when a marriage equality bill is passed
in Australia will receive free
local services.
The idea was started by local photographer Mick Davson who put an ad for the initiative on his Facebook page.
The first same sex couple
to marry in the Bacchus
Marsh, Central Highlands,
Macedon or Ballarat areas
will get myself and another
photographer, Liza Caminiti
of White Lux Photography
from Gisborne, to cover the
whole wedding - a full wedding package, he said.
And you dont even have to
like or share the page - its
not a competition. The first
couple, well do it for free.
The photography is valued
at $3,500 and will cover
wedding preparations, the
ceremony, a post-ceremony
portrait and the reception.
But thats not all.
Carlie Taylor, owner of Bacchus Marsh home business
CJ Sweet Treats who Mr
Davson says makes the best
wedding cakes in Australia
- is also offering her services
for free.
I believe that it doesnt
matter who you are, you
should be able to get married and have a wedding
cake like everybody else,
Ms Taylor said.
She will provide a wedding
cake valued at $500 for the
package.
If this law gets through,
then theres going to be a hell
of a lot of weddings, she
added.
The couples ceremony will
also be covered local celebrant Dudley Raine will
perform it for free as part of
the package.
Its a very worthwhile
thing that Mick is doing and

Have you seen

Keith Foggin?

No support
from State
government

Police are appealing for public assistance to

help locate a 46-year-old man who went missing from Bacchus Marsh last week.
Keith Foggin was last seen at a Millbank
Street address in Bacchus Marsh about
10.30am on Thursday 24 September.

Police and Keiths family have concerns for

his welfare as he usually has regular phone
contact with his daughter, however she has
not heard from him for more than a week.

Noose tightens around peri urban councils

By Kate Taylor

Keith is about 170cm tall, with a medium

build, short dark hair, grey beard and hazel
eyes.

Investigators have released a photo of Keith

(pictured) in the hope that someone may have
information on his current whereabouts.
Anyone who sees Keith is urged to contact
Bacchus Marsh Police Station on 5366 4500.

Marsh murder
By Kate Taylor
Police are remaining tight-lipped over the
suspected murder of missing Melton mum
Simone Quinlan in Bacchus Marsh.
Charges have been laid against three Melton
men over the suspected murder, which
Police believe occurred in Bacchus Marsh on
25 August this year.

The Moorabool News 6 October, 2015 Page 9

Human remains were discovered at

Kangaroo Flat last week, and are believed to
be those of Ms Quinlan.

It is also believed that one of the three men

charged with the murder led Police to the
site.
The three men will reappear in court in
February 2016.

Moorabool is part of a ring

of disadvantaged councils
around Melbourne.
The Peri Urban Group of
councils, which serves as
the food bowl and weekend
playground for Melbournites deserves stronger state
government support according to the Peri Urban Chairman and also Moorabools
representative, East Ward
Councillor Dave Edwards
Cr Edwards called on local
member Don Nardella to
work as hard for Moorabool
as he has for Melton.
The government has made
available special funding
streams in the budget to
recognise growth pressures on local government
infrastructure to interface
councils such as Melton,
unfortunately that funding
stops at Anthonys cutting,

Cr Edwards said.
Hopefully our local representative who has worked
hard for the interface councils is now working to remove the ring of disadvantage being created in the Peri
Urban Shires.
Cr Edwards said it is disappointing that the current
government appears not to
recognise the significant issues facing the Peri Urban
Region, particularly when
considering the growth rates
of towns such as Bacchus
Marsh.
The Peri Urban group contains ten councils, including
Moorabool.
The discussion started after Shadow Local Government Minister David Davis
visited Bannockburn, in the
Peri Urban Golden Plains
Shire, and called on the state
government to strengthen
recognition of Peri commu-

nities in its re-write of Plan

Melbourne.
The former Labor Governments Melbourne 2030
doesnt contain a single
reference to the peri urban
region. By contrast, the Coalitions Plan Melbourne provided a clear and positive
recognition, Mr Davis said.
Peri Urbans Chairperson,
Murray Cook, said that the
group has been advocating
strongly for greater recognition of the region and the
pressures of managing rapid
population change, productive farming areas and vital
tourism, environmental and
heritage areas.
Put simply, our region is
essential for the health and
well-being of Melbourne
and its residents and our
communities expect that we
will try to protect all that
makes it special, Cr Cook
said.

distributed to households throughout Moorabool Shire, and is accessible through our Have

Marg Card

News

The Moorabool News 6 October, 2015 Page 11

By Kate Taylor
She may have missed out on her hope of
one last Christmas, but Marg Card had an
appreciation full of more love than any
holiday.
Her name is recognised by most in
Moorabool as a former Mayor and last
week, Marg Card was farewelled after a
short illness, the same week she would have
turned 68.
But it wasnt a funeral it was an
appreciation of a life well-lived, and much
missed.
Hundreds turned out for the standingroom only appreciation held at the Ballarat
Mechanics Institute, with Margs six
children, brother, and husband Allan all
speaking and singing.
Workmates spoke of her at the funeral, her
children spoke and sang at the funeral but
they didnt call it a funeral, they called it an
appreciation and thats truly what it was,
said long-time friend Judy Pepi.
Judy and Marg were elected to council on
the same day back in the 1990s and had
been friends ever since.
Marg was also well known for owning the
Greendale Hotel with Allan, before moving
to Bungaltap and moving back to Greendale
and also living in Mollongghip for many
years - finally retiring a couple of years ago.
And as for Margs legacy its nothing to
do with the community house, or Egans
Reserve, according to Judy; Marg was just
doing her job when she achieved things for
the community.
I see Margs legacy as not anything
material, her legacy is one of what she was;
the person she was, thats her legacy. She
was just the most amazing person, shes
impossible to categorise because she was
unique.

Being on council was nothing at all about

Marg Card, it was about the people she was
there to serve, and she did that for every
aspect of her life.
The true legacy will be with the people who
knew her.
She was wonderful; she was caring, she
was non-judgemental, she was loving she
was the best friend you could have.
She was a wonderful mother and
grandmother, a wonderful social person, a
wonderful workmate. I dont know anybody
that doesnt admire her for the person she
was. Its a huge loss, everyone feels that.
The appreciation also featured a box in
which people could place memories of marg,
such as poems and stories and photographs,
for her family.

Dr Rod Stobart (middle) was presented his Life Membership by President Luke Mullane
(left) and Life Member Mick Winter (right).

Rod gets life

The Ballan Jockey Club has a history

steeped in racing, dating back over 150 years,
and now one Greendale resident will be part
of that history.
Dr. Rod Stobart was declared a Life Member
at the clubs recent Annual General Meeting.
Mick Winter, also a Life Member, said Dr
Stobart had been the clubs doctor on course,
for over 20 years.
Rod has made a continuous and fantastic
contribution to the Ballan Jockey Club and

has been involved for over 26 years.

Also a horse racing enthusiast, Dr Stobart
said he would wear his Life Membership
badge with pride.
The club is doing a great job and I am proud
to have been associated with it and also
appreciate this recent acknowledgment, Dr
Stobart said.
The Ballan Jockey Club will hold their
annual Cup Day at Geelong Racecourse on
Saturday 7 November.

Scrap heap not permitted in CBD

By Jessica Howard
Ballan residents are furious
over an out of control scrap
metal site located on a residential street.
The site, located in Steiglitz
Street and zoned in a commercial/residential
area,
mirrors a wreckers yard
with piles of cars (three to
four high), car parts, broken
glass, plastic taillights and
screws and bolts, that also
litter the roadside shoulder.
Local resident Tor Roxburgh
said she usually enjoyed seeing a bit of industry around

the town, however believed

the site had gone too far.
I like seeing people working. Thats part of the pleasure of living in a regional
town, but opening a wreckers yard 70-metres from the
towns centre, which is spilling broken car parts onto the
nature strip, isnt fair to the
community, she said.
One passer-by said they
have seen smashed and
crushed cars being loaded
onto car trailers with a forklift and a rope, on the road,
with unregistered vehicles
parked illegally on the

shoulder regularly.
Local police and the Sheriff
has been seen regularly at
the property.
Moorabool Shire Councils
CEO, Rob Croxford said
Council had received six
complaints in the past few
years relating to activity on
the property including
dumped cars, a skip on the
nature strip and garbage.
The owners of this land
currently have separate
permits to use one block as
a mechanics workshop and
the other block for a restaurant. They do not have a per-

mit for materials recycling,

he said.
Several warning notices
have been issued. Very
recently, we wrote to the
owner advising that they
do not have the appropriate
permits and have requested
they cease operations. If they
do not work with us, we will
follow an enforcement process to have the vehicles
removed.
The two businesses located
on the separate blocks are
signed Ballan Tandoori Indian Restaurant and Ballan
Automotive.

Car parts that litter the roadside include nuts, bolts and
broken tail-lights.

Pattons Prayer
with Pastor Merv Patton

12 steps down a long road

There are more than 35 organisations
that use the 12 step program. Everything from Alcohol to drugs to clutterers, food addiction, gambling, sex or
workaholics. Necessity is the mother
of invention, and the 12 step program
came about from desperation, as alcoholics were taught that the best way to
get free and to stay free is to find someone who needs help, and assist them till
they are free. Anyone who has tried to
help people with addictions, invariably
have watched people die. With our current ice epidemic, addictions are claiming peoples work, family, dignity and
money.
The 12 step program began with Bill
Wilson, a 22 year old ex-soldier who
returned from war in 1934. He studied
and worked his way into Wall Street,
where his acute mind made large
amounts of money for himself and his
clients. He drank heavily all the time,
a tumbler full of gin followed by half
a dozen bottles of beer would be required if he were to eat any breakfast.
His weary and despairing wife was informed that it would all end with heart
failure during delirium tremens, or he
would develop a wet brain, perhaps
within a year. They would soon have to
give him over to the undertaker or the
asylum.
An old school friend and drinking
partner rang Bill, and he was delighted
to catch up and have a drink with him.
To his surprise, Bills friend refused the
drink and explained how that he had
been on the scrap heap of life, seriously
ill and about to be locked up as insane,
when the thought came that he should

believe in a power greater than himself

and hand his will over to God as he understood him at the time.
He said I placed myself unreservedly under Gods care and direction. I
admitted for the first time that of myself I was nothing; that without Him
I was lost. I ruthlessly faced my sins
and became willing to have my newfound Friend take them away, root and
branch. I have not had a drink since.
Indeed, four months later Bill would
carry this message to another alcoholic.
On a business trip to Ohio, afraid he
might relapse, Bill arranged a meeting
with Dr Bob Smith. It certainly was an
experience of one alcoholic talking to
another. Bill stayed at Dr Bobs home,
working with him from May 12 to June
10, 1935, when Dr Bob took his last
drink.
Bill and Dr Bob are recognised as the
co-founders of Alcoholics Anonymous.
And along with the Oxford Group, AA
got its ideas of self-examination, acknowledgment of character defects and
making restitution for harm done.
The reason that 12 step groups can
work so well is the admission of powerlessness over a very nasty disease and
the invitation to The Almighty to come
and affect change in ones life. For those
who are serious, there is intervention of
the God kind, allowing one to regain
their sanity. But dont try and do it by
yourself: it is easier and more successful with a support group or a friend.
The 12 Steps
1. We admitted we were powerless over
alcohol - that our lives had become
unmanageable.

2. Came to believe that a Power greater

than ourselves could restore us to
sanity.
3. Made a decision to turn our will and
our lives over to the care of God as
we understood Him.
4. Made a searching and fearless moral
inventory of ourselves.
5. Admitted to God, to ourselves and to
another human being the exact nature of our wrongs.
6. W
ere entirely ready to have God remove all these defects of character.
7. Humbly asked Him to remove our
shortcomings.
8.
Made a list of all persons we had
harmed, and became willing to make
amends to them all.
9. Made direct amends to such people
wherever possible, except when to do
so would injure them or others.
10. Continued to take personal inventory and when we were wrong
promptly admitted it.
11.
Sought through prayer and meditation to improve our conscious
contact with God as we understood
Him, praying only for knowledge
of His will for us and the power to
carry that out.
12. Having had a spiritual awakening
as the result of these steps, we tried
to carry this message to alcoholics
and to practice these principles in
all our affairs.
God can do things such as remove our
defects of character and our shortcomings (Steps 6 and 7).

New vehicle
wastes no time
cleaning up

Western Waters commitment to speedy customer service

has been taken up a notch after the addition of a new hydro
vehicle to its work fleet.
Western Water General Manager of Customer and
Community Relations Graham Holt said the vehicle is used
for sewer and water maintenance and response.
It operates like a large vacuum cleaner, removing dirt,
water and waste to allow our Field teams to quickly get to
the cause of the problem, Mr Holt said.
Importantly for our customers it will also reduce the
likelihood of our crews having to dig up large sections of
nature strips to repair bursts.
Health and safety for staff will be improved by the removal
of some manual handling activities previously done by staff
members.
Mr Holt said previously the technology was used only on
extremely large water bursts and had been a contracted
service.
Having an in-house fast response hydro vehicle will help
us further minimise any disruptions caused by bursts in the
Western Water service area.
The hydro truck was commissioned in June 2015.

Environmental Opinion

with Tom Kingston

Clean diesel cars not so squeaky clean

This week I will move from

bees to Volkswagen. As I was
ruminating over the past
two weeks, maybe the life of
the honeybee is reflected in
our own. The dangers they
face, we face and our care
for them will ultimately be
good for, not only the bees,
but for us as well. A win/
win as they say all over the
place these days. This week
I ruminate about the case of
Volkswagen as a story about
big business and the environment. Can they coexist?
It now appears certain that
without safeguards they
cannot and, even if these
safeguards are in place, they
can be not only ignored but
deliberately acted against.
The current Tasmanian
government and also the
Australian government is
promoting a simpler way
of development by cutting
the red and green tapes;

especially the green tapes.

According to these governments spokesmen (generally), by removing such green
tapes business will be able
to move faster and we can
all grow stronger and faster
into a bright and beautiful
future. These green rules
and regulations, so they
say, are not really needed
and only stand in the way
of development. So what
are these green rules and
regulations? Well, it seems
to me, they are there to protect us from environmental
dangers. And here lies the
problem with Volkswagen.
Volkswagen, from all reports, chose to simply go
around these unnecessary
rules and regulations. Volkswagen fitted 500,000 VW
and Audi diesel cars with a
code that allegedly tricked
regulators into under-recording noxious emissions.

(In fact a number as high as

11 million vehicles has been
mentioned in this sad saga).
The turbodiesel engine cars
had been marketed as clean
diesel automobiles. So what
Volkswagen did was treat
these green laws with distain. And this breaking of
the laws was not about some
shoddy work on car seating
of cheaper colouring it was
a direct attack on air quality. It was a direct attack on
all who breathed in these
noxious fumes. The United
States government has regard for air quality, a higher
regard than the Australian
government, and this business chose to deliberately
ignore this regard.
This action is a direct threat
to the health of people. Can
anything any company does
in the future be more cynical than this? Perhaps the
bigger question behind this

Volkswagen saga is: is this

behaviour, and total disregard of environmental laws,
confined to Volkswagen?
Perhaps a little on diesel
engines is needed here? For
this brief overview I am indebted to Francisco Szekely,
Professor of Leadership and
Sustainability at IMD and
Director of IMDs Global
Center for Sustainability
Leadership. Diesel engines
generate higher nitrogen
oxide emissions (NOx). Accordingly, government authorities have established
stringent standards on nitrogen oxides because these
pollutants in combination with volatile organic
compounds and sunlight
can cause smog, respiratory illness and increase the
chances of death from heart
and lung diseases. Children,
people with respiratory diseases such as asthma and

people who work or exercise

outside are particularly susceptible to adverse effects of
smog such as damage to the
lungs.
Europe has always favoured the use of diesel engines as an environmentally
friendlier technology. As a
result, 75% of all diesel car
engines have been sold in
Europe. One wonders if the
same tests will find the same
results in Europe as they
found in the U.S.
Martin Winterkorn, VW
chief executive, produced a
video where he said that he
was endlessly sorry and
that the misconduct was a
result of the grave errors of
very few employees. Now
I find this rather hard to
believe. Martin Winterkorn
resigned soon after saying
this.
Is the senior manage-

ment of Volkswagen different from those of other

big companies? This senior
management allowed the installation of a technology designed to mislead regulators
and its own costumers as
well as create greater damage to the environment with
higher levels of pollutants.
No company should be
allowed to evade our environmental laws or promise consumers a fake bill
of goods, said New York
Attorney General Eric Schneiderman. Environmental
laws are there for us and our
health. They need stronger,
not weaker, enforcement.
We need more green tape.
What is your opinion?
Next MEG meeting: Thursday October 29th Bacchus
Marsh Library 7.30pm.
All Welcome.

Renovating
to sell

with a reasonable contingency fund, and talk to local

agents about what return
on investment you might
be able to achieve when it
comes to selling.

Looking For A Big Back Yard?

Enzo Raimondo
CEO, REIV
Its easy to be attracted by
reality TV home improvement programs, which show
do-it-yourself
renovators
adding significant value to
their properties.

21 Walsh Street, Ballan

Price: $329,000
Look no further! This 3 bedroom ranch style timber
home is set on a large block of appx 2000M2. All
bedrooms have BIRs and are carpeted, with the lounge
offering a combustion wood fire and a gas heater. The
kitchen contains electric cooking and a dishwasher with
tiled floor coverings. The family bathroom provides a
shower over the bath, with a vanity and toilet also. Step
out side onto a large rear deck which overlooks the big
backyard with a SLUG plus a free standing 2 car garage
and carport, a garden shed and lets not forget the vegie
patch.

So, if youre looking to

sell this spring or summer,
should you be considering
some renovation projects
first? Seek some advice.

Theres no doubt that, for

the most part, a home requiring extensive renovation may well attract a lower
price. But if youre lucky
enough to have a large block
of land and your local council allows it, some properties
will be sought after because
of their development potential rather than the condition
of the home.
If youre among the last
free-standing homes in your
street and other blocks have
already been redeveloped as
units, townhouses or apartments, renovating to sell
may not add value.

B A L L A N

But if development potential isnt the most attractive

thing about your property
and you want to present it
in the best possible light, be
very careful about the style
of renovations you embark
upon and the cost.
Prepare a thorough budget,

Remember, not all renovations result in an improved

selling price. The renovation
needs to be of a high quality,
and sympathetic to the style
of your house, to make a significant impact on buyers.
Again, ask your agent: what
are buyers looking for in
the area? Is an unrenovated
bathroom a deal breaker and
what renovations are likely
to give you the best return
on your investment? They
can advise you on what
might be effective in the current market and help you
avoid over-capitalising.
Agents look at properties
every day; they hear feedback from prospective buyers on what works and what
doesnt and they are more
than happy to share that
knowledge with you, so you
can achieve the best possible
outcome.
And remember: renovation
and stylising a home are two
different things. It may just
involve some fresh paint, a
few new soft furnishings
and attention to all the little
jobs around the home youve
been putting off, such as replacing light fixtures, fixing
a broken blind or weeding
the garden.

If you are going to invest

some sizeable funds in a
renovation, talk to your
agent about what will make
your home as appealing and
memorable as possible for
potential buyers.

Two wheel whiz

By Jessica Howard
Teenage cyclist Graeme Frislie has capped
off another fantastic year with a win at the
2015 National Junior Road Championships.
The Bacchus Marsh 14-year-old took out
first place ahead of two interstate cyclists
in the Criterium event held on Sunday,
September 13.
Graeme also earned fifth place in the
individual time trial and sixth in the road
race, each in the under-15 category.
A member of Brunswick Cycling Club,
Graemes success follows five national
championships, which he took out on the
velodrome earlier this year.
Graeme said he enjoyed the competitive
events, as it allowed him to socialise with
kids from all over the country.
Competing is always fun and I am pretty
excited to finish the season on such a high,
he said.
That is pretty much it now but the next
season starts early next year and Im hoping
to gain some more experience in the next age
group.

Clubs could
kick goals
with points

By Jessica Howard
A new statewide system
confirmed by AFL Victoria
will help target equalisation
in football.
The Community Club Sustainability Program will
place a limit on the amount
of money each team can
spend on player salaries and
encourage player loyalty and
junior development by introducing a points system.
AFL Victoria Community
Football and Engagement
Manager, Brett Connell said
feedback from metropolitan
leagues and region commissions indicated strong support for the program.
The feedback was comprehensive and overwhelmingly supportive of a system
that addresses equalisation
concerns in community football, he said.
A player points system will
take a number of factors into
account including population base, ladder position
and previous player history.
Players who have competed
in 40 junior matches for a
single club will cost just one
point and anyone who has
played at AFL level in the
previous three seasons will
receive a maximum of six
points.
BFL teams have been allocated 45 points for the 2016
season whilst CHFL teams
will receive 42.
Additional points will be allocated to teams who didnt
qualify for finals in the previous year and a reduction
will occur for teams who
have won multiple premierships in a certain number of
seasons.
Darley president, Grant
Wright said he couldnt find
a fault in the point system.
I think its all positive, as
long as all teams receive
points fairly then I think it

Springbank senior coach Terry Simpson.

is a fantastic thing for the

league, he said.
Meanwhile, the Player Salary Cap (PSC) will be introduced across all AFL Victoria Metropolitan Leagues
and Regional Commissions
for the 2017 season, with a
pilot season in 2016.
Mr Connell said the policy
would include enforcement
provisions and an extensive
education program outlining the roles and responsibilities of the clubs.
The Working Party will
continue to work with all
stakeholders to achieve an
outcome that will improve
the sustainability of community football throughout
Victoria, he said.
Grant Wright said although
the salary cap was a great
way to enforce equalisation
in the game, it was vital to
have an equal playing field
across all leagues.
Im hearing BFL leagues
will have a cap of $140150,000, but the metro sides
are given up to $250,000. If
that is the case it will make
it near impossible for the
eastern side to compete for
players, he said.
If all the Melbourne sides
have the same cap as us it

wont make a difference because everyone will have the

same opportunity to field a
really, really good side but if
it is different we just wont be
able to keep up.
Meanwhile, CHFL Springbank senior coach Terry
Simpson said the new sustainability program had
a number of positive and
negatives.
The [salary cap] would
make the competition more
even and give young local
players more chance of playing senior football. It makes
them more valuable with the
points system, he said.
However it may stop the
league from getting stronger, there may be not as much
interest from supporters and
outside footy followers may
lose players to work and
other commitments.
AFL Goldfields has determined that the PSC allocation for each league will be
as below, with expected adjusted totals for the 2017 and
2018 season also listed.
Breaches of the salary cap
will result in penalties including fines, loss of points,
and suspension from finals
and player suspensions.

Bowling them over

with new wicket

By Jessica Howard

The Ballan cricket pitch is

rolled and ready for action.
Moorabool Shire Mayor
Paul Tatchell visited the new
ground last week, which
was laid just in time for the
start of the 2015/16 season.
Ballan Cricket Club treasurer, Peter McGregor said
the surface had recovered
extremely well and credited
the Shire for their work earlier in the year.
The playing surface will
have a full spring and summer for the grass to develop,
which will ensure a more
mature root growth and will
protect the ground in the
next football season.
Cr Tatchell said he was
impressed with the new
ground, which he believed
would provide a good, even
contest between bat and ball.

It looks great, I reckon both

batters and bowlers will
fancy themselves a chance,
he said.
When Local and State Government work together with
local volunteer organisations, like in this case, things
get done.
The works are the final
component of the Ballan
Recreation Reserve Oval Redevelopment Project, which
included reshaping the oval
to encourage greater efficiency of water run-off,
installing an extensive sub
surface drainage system and
the establishment of turf to
improve the year round condition of the sports ground.
Ballan Recreation Reserve
Committee of Management
Chair, Billy Smith said he
was glad the project was finished well ahead of the next
season.

The cricket club has full access to the reserve which will
mean theyll no longer have
to travel to other grounds for
home games.
The latest works mark the
conclusion of a $100,000 project joint-funded by Council
and the Sport and Recreation Victorias Country Football Netball Program.
Recreation Reserve Committee of Management also
contributed significant inkind support toward the
multi stage project.
Peter McGregor acknowledged the effort made by
Billy Smith in liaising with
the Shire to have the ground
ready in time, whilst Cr
Tatchell thanked both the
State
Government
and
the Reserves Committee
of Management for their
contributions.
