SCOPE OF WORK
1.

INTRODUCTION
CDRI has taken up a project for construction of new campus at Sitapur Road, Lucknow.
This portion of tender is for works related to supply, installation, testing & commissioning
of 3x 200 KVA UPS System with 15 minutes battery back-up & required accessories,
MCCB panels for UPS input power, MCCB panels for UPS output power distribution,
flexible XLPE insulated copper conductor power cables. All these equipment/items shall be
installed in main substation of new CDRI campus. The UPS system planned under this
contract shall cater to meet power requirements of laboratory equipment, sensitive
electronic equipment, computers and networking devices in new CDRI campus.

2.

SCOPE OF WORK
In general the scope of works to be performed under this contract shall include but not
limited to:

(i)

Design, engineering manufacture, inspection & testing at works, supply, transportation to


site, storage, installation, testing ,commissioning and integrated commissioning of :

(a)

3 nos. UPS of 200KVA to be run in 2+1 parallel redundant load sharing configuration,
complete in all respects with Lead Acid SMF batteries to provide 15 minutes back-up at full
load to feed UPS power to laboratory equipment, networking devices and computers etc. in
different buildings.

(b)

Single core flexible copper conductor XLPE insulated power cable 1c x 185sqmm
(minimum size) conforming to IS 7098, Part-1 (latest revision) and other applicable relevant
IS for cables. This cable shall be used for interconnection between UPS and MCCB panels
(Ref. Drg.No:NI-499-I-001-Rev 00 ). Termination of power cable at both ends ( UPS and
MCCB panels) with required hardware and accessories shall be in the scope. Bidder to
check & confirm the suitability cable ( size- 1c x 185 sqmm) for interconnection between
UPS & MCCB panels.

(c)

UPS input power supply panel (MCCB Panels) and UPS outgoing power supply panel(
MCCB panels)) with required accessories. (Ref. Drg.No:NI-499-I-001,Rev.00)
Designing, engineering, providing all materials, equipment and services specified or
otherwise, which are required to fulfill the intent of ensuring operability, maintainability,
completeness and reliability of the total work shall be in the scope of the bidder.
Item wise bill of quantity (BOQ) as indicated in price schedule based on which work shall
be executed. Any equipment, material, component, accessories which are not specifically
mentioned in price bid and technical specifications, but necessary for satisfactory
installation and trouble free operational and maintenance of the equipment / system
adopting good engineering practice shall be in the scope of the bidder .

( ii )

Providing complete design, engineering data, calculations, detailed drawings, BOQ,


schemes, commissioning procedure, O&M manuals, catalogue etc. for EPI/CDRI
review/reference and records before procurement action/manufacture.

( iii )

Supply, installation, testing & integrated commissioning of the complete system as per the
approved drawings/documents.

( iv )

Execution of works shall be as per tender conditions & technical specifications


Part I (internal) 2005, Part -II (External) 1994, Part IV (sub station work) as amended up
to the date of receipt of tender, CDRIs requirement , requirements of the electricity supply
authority (local) and other regulations & safety codes in the locality where the equipment
will be installed.

(v)

Ensuring interlocking/integration/interconnection among various equipments/system,


earthing of equipment, and safety aspects as per standards/requirements.

( vi )

All statutory approvals / license for the equipment(s) / system(s) shall be obtained by the
contractor as needed including approval of relevant drawings from the electrical
inspectorate of UP Govt. / competent authority & approval of the entire installation, after
completion of work as per the approved drawings/documents.

( vii ) Effective co-ordination with the other agencies ( internal & external) to carry out the work
smoothly.
( viii ) Proper handing over of the installations in satisfactory working conditions alongwith
required as built drawings, documents and items as specified in the tender.
( ix )

The work shall also include all incidental job connected with the installation of equipment.

(x)

All electrical equipment except battery shall be designed considering 50 C as ambient


temperature.

(xi)

Supply of commissioning spares, special tools, test equipment.

(xii)

Providing training to CDRI.s personnels for operation & maintenance

(xiii)

Providing complete set of final drawings & documents ( 6 sets of hard copy & 2 soft
copy)

( xiv ) Any work like chipping/breaking of existing structure like walls ,floors, fabrications etc.
required for installation shall be done without any extra cost and after prior approval of the
EPI/CDRI representative.
(xv) Repairing of the damaged structure to the satisfaction of the EPI/CDRI representative
without extra claim, in case any existing structure is affected/damaged due to the
installation work.
( xvi ) Any modification/rework required to be done on account of wrong practices .No extra claim
is admissible for this type of work.
3.

TECHNICAL SPECIFICATIONS AND STANDARDS:

The specification defines the requirements for a continuous duty; highly reliable, latest and
state of art technology; solid state type microprocessor based true on-line double conversion
Uninterruptible Power Supply System. The UPS shall provide high quality AC power to
sensitive electronic equipment, laboratory equipment, computers , servers and networking
devices etc. The output load for UPS system (3X200 KVA) shall be 400KVA ( Approx.).
The UPS system and components shall comply in all respects with the requirements of the
latest editions of the relevant codes and Indian Standards./International Standards .
The UPS system shall conform to the latest issue of relevant applicable International
standards/IEC standard /Indian standards for design, manufacturing, safety, inspection and
installation.
The system shall also conform/comply to the provision of Indian electricity rules and other
statutory regulations in force time to time and IEEE requirementsfor UPS and battery
design.

INSPECTION OF SITE :
The bidder to inspect and examine the site and its surrounding and shall satisfy as to the
nature of the ground and sub soil, the quantities and nature of work, materials necessary for
completion of the work and their availability, means of access to site and in general to
obtain all necessary information as to risks, contingencies and other circumstances which
may influence or affect his offer. No extra claim consequent on any misunderstanding or
otherwise shall be allowed.

PRICE :

Price shall be inclusive of all taxes & duties whatsoever, excise duty, sales tax,
CST/VAT, service tax, octroi (if any), work contract tax, commissioning spares,
labour, tools & plants, packing, freight/ transportation & insurance up to the site,
loading, unloading, fee (s) for testing, license, inspection, documents, etc, where
applicable.
CDRI does not give any confessional forms/ certificates/ permits towards any taxes,
duties & other levies like sales tax, customs duty, road taxes/ permits, etc.
Prices shall be firm through out the contract period.

8.

BOQ QUANTITIES:
The quantities given in the tender BOQ may vary as per the site / system/CDRIs
requirements. Only required items & quantities are to be supplied/ installed. The rate shall
remain valid for any variations in the estimated quantities given in price bid. Contractor
shall take detailed site measurements for the items like supply of power cables; earth
strips/wire etc., before placing purchase order/taking procurement action.

MAKES :

In general make of various items shall be as per the list enclosed. Wherever makes have
not been indicated in the list, the items shall be of ISI marked subject to approval by
EPI/CDRI.

Sample of the items or makes or the items for manufacture/ supply/ use in the work
irrespective of appearing in the approved list shall be got approved from Engineer- incharge before incorporation.

SPARES :
The bidder shall indicate and include in quoted price, all the start-up and commissioning
spares. The bidder shall also furnish the complete list of recommended spares with unit rate
of each item for 3 years of normal operation of all equipments alongwith the bid.

NEW MATERIALS:
All equipment, materials used in the work shall be brand new and free from manufacturing
defects.

12.

REPLACEMENT OF DEFECTIVE/ DAMAGED ITEMS


All defective/damaged items shall be replaced with the good ones without any extra cost
as per guarantee clause.

TOOLS & TACKLES:

All the required special tools & tackles for executing this work shall be in the scope of
the vendor

MAN POWER:

Authorized, experienced, competent work force shall be deployed with competent


supervision.

They should possess requisite qualifications/ valid permits/ license/ competency


certificates to work on LT Electrical Installations.

The Electrical Engineer shall have minimum qualification of degree in electrical


engineering. Where as Electrical Supervisor shall have minimum qualification of
diploma in electrical engineering and technicians shall have minimum ITI.

15.

QUALITY OF WORK & WORKMANSHIP:


The quality of work, workmanship, finishing etc should be satisfactory to the CDRI / EPI.

16.

ACTION PLANS/ PROGRAMME/ WORK SCHEDULING/ CPM & PERT CHARTS


/ PROGRESS REPORTS/ BAR CHARTS /REPORTS & RECORDS :
The successful bidder shall submit the necessary reports during various stages of contract
which include action plans/ programme/ work scheduling/ CPM (Critical Path Method) &
PERT (Project Evaluation and Review Technique) charts / progress reports/ bar charts and
various records, statements, reports, documents related to the work.
A comprehensive action plan/programme/schedule has to be made based on the completion
period, inter related activities and got approved from CDRI/EPI

REVIEW MEETINGS/ SITE INSPECTIONS:


As and when required contractor shall attend the review meetings and take necessary
actions with regard to the pending works, targets, co-ordination with other agencies.
senior/ competent officials/ engineers who can take decisions and implement from the
vendor side to take stock of the situation and do the needful shall also make regular site
inspections.

18.

PRIOR APPROVAL FOR DISPATCH SCHEDULE:


Dispatch schedules are to be informed and got approved by the vendor from Engineer in
charge, before dispatch of materials.

19.

TESTING AND INSPECTION:


-

All equipment/systems to be supplied shall conform to type tests as


per the relevant standards. The bidder shall furnish the reports of all the type tests carried
out within five years of date of bid opening. These reports should be for the tests conducted
on identical/similar components/equipment/systems to those offered /proposed to be
supplied under this contract. In case bidder is not able to submit report of type test
conducted in last five years or in case type test reports are not found to be meeting the
specifications/relevant standard requirement then all such tests shall be conducted under
this contract by the contractor free of cost to owner and reports shall be submitted for
approval.

-All acceptance and routine tests as per relevant standards and specifications shall be carried
out. Charges for all the tests shall be deemed to be included in the bid price. Routine
test/acceptance test shall be carried out in the presence of the inspecting officer
fromEPI/CDRI.
All major items listed in list of approved makes for electrical items
shall be factory inspected. The decision to inspect/waive shall rest with the CDRI/EPI. .The
list of approved makes enclosed is indicative, CDRI/EPI can add/delete/modify the same in
the interest of organization/work from time to time considering cost, quantity, significance,
completion schedules etc.

At least 15 days advance notice to be given for factory inspection.


While inspection call is given, the actual status and details of test to be offered shall be
communicated. Relevant applicable Indian standards & International standards shall be
made available.

If any equipment/material fails in the tests conducted during factory


inspection, necessary rework/replacement shall be done and equipment shall be re-offered
for inspection without any cost to owner. Further, the traveling, boarding & lodging
expenses of inspecting officer for re-inspection as per CDRI rules shall be recovered from
the bills.
PACKING/ TRANSPORTATION/ HANDLING:

Professional packing shall be made. Equipment/ materials are to be properly packed


with appropriate packing materials & means. Special care shall be taken for fragile
items. Item description, qty, code, instructions etc to be marked for easy identification
etc. The equipment/ materials have to be transported by appropriate transport mode like
Road/ Rail/ Air transport etc. up to the site/ destination.

Due care to be taken for loading, handling, unloading, shifting, lifting, jacking etc by
suitable means like Cranes, Fork lifts, Chain pulley blocks, mechanized means etc. and
experienced man power.

Relevant documents shall be accompanied with the items.

SECURITY NORMS/GUIDELINES:
Contractor shall obtain necessary entry pass/ token/ identity card for work force from
CDRI/BCAS/CISF/CRPF etc who is in charge of security matters. It is the responsibility of
the contractor to fulfill all the relevant formalities viz. police verification, photographs,
addresses and keeping in safe custody etc and bear the fee, if any.

22.

DRAWING & DOCUMENTATION TO BE SUBMITTED WITH BID :


Following information and documentations in addition to what has been asked for in
respective equipment specification shall be furnished by the contractor
-

SLD for the installation with metering and protection scheme.

Filled-in guaranteed Technical Particulars, catalogue & literature for


various equipment.

Performance certificate of all major equipment.

Type test certificates.

List of Past contract of all major equipment.

GA drawings of all major equipment.

Time frame of major activities including Bar chart.

23.

DRAWING & DOCUMENTATION TO BE SUBMITTED BY SUCCESSFUL


BIDDER AFTER AWARD OF CONTRACT:
Following information and documentations in addition to what has been asked for in
respective equipment specification shall be furnished by the successful bidder after award
of contract for approval/reference/record of the purchaser.
-

Electrical layout drawing showing location of equipment, cable


routing, etc.

Single Line Diagram showing rating of components, metering,


Earthing layout showing connections to equipment, structure etc.

Wiring Diagram, Control schemes

Write-up on control philosophy for complete system containing


starting & stopping sequence, interlocks, metering, annunciation etc.

Civil foundation and structural drawing of all equipment for


Installation.

Drawings of all electrical equipment under the scope.


All required drawings/documents/technical information required
during various stages of works shall be submitted as and when required by the
purchaser.
All drawings submitted shall provide sufficient detail indicating type, size, general
arrangement & foundation drawing, weight, the external connections, fixing
arrangement required, the dimensions required for installation and interconnections
with other equipment and materials, clearances and space required between various
portions of equipment and any other information specifically requested.
All the above document shall be furnished in 4 sets to EPI/CDRI for review. One set
shall be returned with comments / approval. The document shall be modified
incorporating the comments given by EPI/CDRI and 4 sets of corrected documents shall
be submitted by contractor within 10 days time.

The bidder shall provide within 2 weeks of award of work a


complete bar chart based on the time period of the completion of the project. The bar
chart shall elaborate procurement, installation, testing & commissioning of the complete
system.

TOOLS & TACKLES:


Wherever special tools & tackles are required for operation & maintenance of
units/systems, the contractor supplying the equipment shall provide the same free of cost.

25.

STATUTORY LAWS/RULES/APPROVALS/LICENSE:
The contractor/agency shall abide by the relevant statutory rules, laws, and guidelines and
arrange for the approvals, if any required. That include adhering to labour laws, abiding
local electricity rules etc.

Where ever formal approvals/ license are essential like CEA approval, clearance by the
Electrical inspectorate etc,. the same shall be arranged by the bidder

FEES FOR TESTING/CALIBRATION/APPROVALS/LICENSE:


Unless otherwise specified, the fees/charges involved for this purpose shall be borne by the
bidder.

SITE TESTS/ PERFORMANCE TESTS:


Necessary site tests/ performance tests shall be conducted on the equipment to ascertain the
functional / design/ site requirements. Reports shall be prepared recording the various
values, parameters, observations, settings made etc. In case of unsatisfactory results, the
same shall be replaced/ rectified as per the requirement without any extra cost.

HANDING OVER/ CERTIFIED DATE OF COMPLETION:


Up on the satisfactory commissioning of the entire system, the system shall be observed for
15 days. After this satisfactory trial period, the work shall be handed over officially and
completion date recorded by Engineer-in- charge with all the prescribed formalities for
handing over.
This date shall be reckoned, as the certified date of completion and the defects liability
period shall commence from this date.
Until the handing over of the installation, the responsibility lies with the vendor for safety,
upkeep etc.

TRAINING/ FAMILIARIZATION ABOUT OPERATION & MAINTENANCE:


Training/ familiarization regarding operation & maintenance of the equipment /system at
site shall be given by the contractor to CDRI staff.

2 sets of Photographs, 4x6 size, of all the major equipment to be submitted. One set
shall be displayed in the substation and one set shall be submitted in a good quality
photo album.

DEFECTS LIABILITY PERIOD:


Defects liability period shall be 12 months from the certified date of satisfactory completion
& handing over of entire work to Engineer-in-charge of work.
During this period, the contractor shall hold himself responsible for reinstallation or replace
with good ones free of cost to the CDRI in respect of any defective
item/material/equipment/component supplied and installed by the contractor. Contractor
shall bear all the cost involved for supply, transportation and installation etc. of such items.

GUARANTEED PERFORMANCE:
The performance figures quoted in Guaranteed Technical Particulars shall be with in the
tolerance permitted by relevant Indian Standards unless otherwise stated in Technical
Specification. Incase of failure of the equipment to meet the guarantee parameters the
equipment may be liable for rejection.

REDUNDANT UPS SYSTEM
1.0

General:
The specification defines the requirements for a continuous duty, three phase, highly
reliable, latest and state of art technology, solid state true on-line double conversion fully
microprocessor controlled, IGBT based ( Rectifier and Inverter) Uninterruptible Power
Supply system to provide high quality AC power to sensitive electronic equipment,
laboratory equipment, computers and networking devices etc. The output load for UPS
system shall be 400 KVA (approx.).The UPS system design should be based on latest
generation of technology with proven performance.
The UPS system should be suitable for installation and satisfactory operation in a closed
substation building with restricted natural air ventilation in a humid & corrosive
atmosphere, ambient temperature upto 43C, relative humidity 95% and altitude to 1000m
above MSL.

2.0

Applicable Standards:
The UPS system shall conform to the latest issue of relevant applicable International
Standards/IEC standard /Indian standards for design, manufacturing, safety, inspection and
installation. The system shall also be conforming to the provision of Indian electricity rules
and other statutory regulations in force time to time and IEEE requirements for UPS and
battery design.

3.0

Configuration and operational requirements:


During the normal operation when mains power is available all the three UPS operating in
parallel equal load-sharing mode shall supply synchronized output power to load though
common output panel. In case, if one UPS fails, the other two UPS should be able to
takeover equally the connected full load and faulty unit should disconnect automatically.
Upon repair of the faulty UPS, it shall be reconnected to the load to resume redundant
operation.Any UPS unit should be capable of being taken off the load manually for
maintenance without disturbing the output load.

The input raw power to UPS shall be fed from MCCB panels and the output power shall
be distributed to load through common output panel ( Ref: Drg no. NI-499-I-001-Rev.00).
Both input and output panels shall have all required electrical protection swithes, Isolators,
MCCBs and metering devices etc.
The UPS system shall have redundant communication cable and control with paralleling kit
for synchronization among each other. When a disturbance/fault occurs, the faulty unit
should be isolated and power to entire load should be fed from the other two UPS.. When
two UPS develop fault, the complete load should be transferred to bypass supply through
static switch (If static bypass switch is in enabled condition) with status indications.

The UPS system shall be provided the following:

Control system to control all the three phases individually in case of unbalancing. there
should not be any change in regulation in phase voltage. with 100% unbalancing.

Forced ventilation through redundant fan for UPS cabinet for normal as well as emergency
conditions. All the air entries to the cabinet shall be protected with cleanable filters.

Voltage frequency independent (VFI) technology standard.

Phase reversal protection and correction.

a) Inbuilt alarm record facility with capacity to store minimum 100 events.

Indoor lead acid SMF battery bank of 172800 VAH capacity to meet 15 minutes back-up
requirements for each UPS complete with suitable battery racks of power coated MS
material stand, connectors, isolator, MCCBs, interconnecting cables. between UPS and
batteries for each UPS and other required accessories Earthing arrangement shall be
provided for batteries rack earthling. From UPS to batteries the cable routing length is to be
considered as 30 meters (approx.).Bidder to supply required length of cable as per the UPS
and battery room layout drawings (Refer NIT Drg no-NI-499-I-002-Rev.01) .

Provision for on-line automatic battery testing facility and display of status indications (in
battery mode) with connected load for:

4.36.

Material and workmanship.:


i) Workmanship shall be first class in every respect.
ii) All material shall be supplied latest and of best commercial grade.
iii) Brackets and securing hardware shall be electroplated with corrosion resistance material.
iv)Internal wiring conductors shall be combined into cable or bundles and shall be tied
securely together and numbered or coded to correspond with documentation.
v)The UPS panes and other panels shall be provided with lifting hooks, detachable gland plates
for bottom cable entry.

4.37.

Battery

4.37.1 The battery shall be lead acid, sealed maintenance free (SMF).
4.37.2

Batteries shall conform to all type test as per relevant applicable IS/IEC standards. All
acceptance tests as required by the relevant applicable IS/IEC shall be carried out at site after
completion of installation work.

4.37.3

The contractor shall arrange all necessary equipment including the variable resistor, tools,
tackles and instruments. A set of special tools & tackles which are necessary for maintenance
and overhauling of the batteries shall be supplied.

4.37.4

The battery shall be supplied with racks, connecting hardware and standard
service
resistance material, accessories. The battery shall be delivered charged and ready for service
alongwith accessories, mats etc.

4.37.5

The UPS should continue to function and meet all the performance criteria
specified, If
the batteries are taken out for maintenance by manually disconnecting the switch.

5.0

Inspection & Testing

UPS system shall be inspected and tested as per the relevant applicable standards and
approved QAP. Quality assurance plan shall be submitted by the supplier for approval
before the inspection, alongwith all the internal test reports, type test
reports/certificates and necessary documents.
6.0

Installation, Testing & Commissioning

Installation, testing & commissioning of UPS system in integrated mode with


connected all input/output equipment, shall be in the scope of contractor. All routine
tests shall be demonstrated. All the accessories, materials, commissioning spares
required at site for UPS installation, testing and commissioning shall be in the scope
as specified
7.0 Training
Training on operation and maintenance of UPS shall be provided to purchasers
representatives/operators by the UPS vendor.

1.

DESCRIPTION OF WORK :
This section covers the detailed requirements for design, manufacture, inspection,
transportation to site, installation testing & commissioning of MCCB. Panels
suitable for 415 Volts, 3 phase, 50 HZ, 4 wire system, in line with single line
diagram ( NI-499-I-001), schedule of quantities and as specified.

SPECIFICATIONS :

3.1
3.1.1

GENERAL
The panels shall be capable of fault withstand capacity of 35 KA for duration of one
second.

3.1.2

The panel shall be metal enclosed, indoor type having sectionalisation of incoming,
and outgoing supply. The design shall be cubicle type as specified.

3.1.3

The panel shall be floor mounted free standing totally enclosed and extensible type.
The panel shall be with lockable arrangement with degree of protection IP - 54 and
shall be suitable for the climate conditions as specified. The design shall include all
provisions for safety of operating and maintenance personnel.

3.2

CONSTRUCTION

3.2.1

The panel shall be shall be fabricated out of CRCA sheet steel 2.0 mm thick.
Wherever necessary, such sheet steel member shall be stiffened by angle iron
frame work. General construction shall employ the principle of
compartmentalization and segregation for each circuit. Unless otherwise approved,
incomer and bus section panels or sections shall be separate and independent and
shall not be mixed with sections required for feeders. Each section of the rear
accessible type board shall have hinged access doors at the rear. Overall height of
the board shall not exceed 2.40 meters. Operating levers, handle etc. of highest unit
shall not be at a height more than 1.8 m, and that of the lowest unit shall not be less
than 300 mm above finished floor level. Multi-tier mounting of feeders is
permissible. The general arrangement for multi-tier construction shall be such that
the horizontal tiers formed present a pleasing and asthetic look. The general
arrangement shall be got approved before fabrication. Cable entries for various
feeders shall be either rear or from the front through cable alleys located in between
two sections of minimum 300 mm width. There shall be separate gland plate for
each cable entry so that there will not be dislocation of already wired circuit when
new feeders are added. Cable entry plates shall therefore be sectionalised. The
construction shall include necessary cable supports for clamping the cable in the
cable alley or in rear cable chamber.All cable entries shall be from the top/bottom as
specified. Gland plate shall be minimum 3 mm thick.The panels colour shall be
-7032 siemenes gray ( Subject to approval of CDRI/EPI). Enclosure protection class
of panel shall be IP-54.

3.2.2

Cable Termination / Bus Duct Terminations:


Panel shall be design for cable entry from bottom / top as required. Sufficient space
shall be provided for each of termination and connection. All provision and
accessories shall be furnished for termination and connection of power cables
including removal gland plates, copper / aluminium lugs, double compression brass
glands with tapped washer and terminal blocks. Bus Duct connection shall be from
the top. All provision for Bus Duct connection with accessories shall be provided.

3.2.3

Instruments
All meters shall be Digital type flush mounted type conforming to class 1.0 for
accuracy and of size of 96 mm2 for incoming feeders and outgoing feeders.

3.2.4

Indicator Lamps

ON/OFF and phase indicator lamps shall be provided suitable for operation on AC
230 Volts supply. Necessary filter G/Y/R/A shall be provided depending upon the
function. All lamps shall be protected by proper HRC fuses. All lamps shall be LED
type.
3.2.5

Wiring
All wiring controls, indication etc. shall be with minimum 2.5 sq. mm suitable
stranded copper conductor cables PVC insulated. Wiring shall be suitably protected
within the panels. Runs of wires shall be neatly bunched and suitably supported and
clamped. Means shall be provided for easy identification of the wires. Identification
ferrules shall be used at both ends of the wires. All control wiring meant for external
connection are to be brought out on terminal board. Brass/Copper thinbles,
insulation tape etc. shall be provided at joints & terminations as required.

3.2.6

Terminal Blocks

i.

All control terminal blocks shall be unbreakable and IP 20 compliant. The metal
parts of the terminal block including the captive screw shall be of Cu. Alloy and its
housing shall be Polyamide class V0/V2 as per UL94. It shall be suitable for
mounting on both C&G type rail and shall be capable to withstand vibration level
upto 5g.

ii.

High current carrying terminal blocks suitable for 25-240 sq. mm wire shall contain
individual terminal sleeve cover on each termination which is also individually
separatable, to avoid accidental touch. It housing material shall be Polyamide as per
UL 94 and shall be separated from each other by separating/partition plate.

3.3

Bus Bar & Bus Bar Chambers


i.

Bus Bar and Connections

a.

The bus bar shall be of copper (electrolytic grade) and of adequate section.
The bus bar system shall comprise a system of totally enclosed main
horizontal bus bars run at the top and vertical bus bars serving all modules in
vertical section on either side in cable entries. In case of rear access,
horizontal bus system shall run suitably either at the top or bottom. All
connections to individual circuits from the bus bar shall be with solid
connections. All horizontal bus bar, vertical bus bar and connections shall be
suitably sleeved with PVC sleeves or suitably insulated in an approved
manner.

b.

The bus bar temperature should not exceed 90o C i.e. 40oC temperature rise
over 50oC ambient. The calculation for temperature rise and bus bar sizing
should be furnished along with shop drawing for approval.

c.

Wherever copper bus bar and Aluminum bus bar are connected to each other,
bimetallic strip shall be used.

ii.

Bus Bar Supports and Attachments


Bus bar shall be firmly fixed on supports constructed from SMC (glass fibre
reinforced thermosetting plastic). The supports shall be sufficiently robust to
effectively withstand electro-mechanical stresses produced in the event of
short circuit.

iii.

Connection to Bus Bars


Connections to bus bars shall be made with bolts and nuts. Holes drilled into
the bus bars may be made. Suitable precaution shall be taken against heating
due to bi-metallic contact. Further for tapping off connections from bus bars,
PVC insulated wire may be used for current capacities upto 100 amps and for
higher current capacities solid conductors/strips suitably insulated with PVC
sleeves/tape shall be used.

iv.

Clearances
The minimum clearances to be maintained for open and closed indoor air
insulated bus bars/electrically non-exposed and working at system voltages

Bus bars and main connections which are substantially in one plane shall be
arranged in order given as follows:
a. A.C. System
i The order of phase connections shall be Red, Yellow and Blue.
ii When the run of the conductors is horizontal, the red shall be on the
top or farthest away from the centre line as viewed from the front.
iii When the run of the conductor is vertical, the red shall be on the
extreme left.
iv When the system has a neutral connection in the same plane as the
phase connections, the neutral shall occupy an outer position.
v Unless the neutral connections can be readily distinguished from the
phase connections, the order shall be red, yellow, blue and black.
b.
Terminations
Incoming terminals shall be suitable for receiving cables.

3.4

PROTECTIVE DEVICES & MCCB

3.4.1

PROTECTIVE DEVICES

Suitable Surge Protection Devices shall be provided at the input of Panel,


conforming to IEC-61643-12 (Stage-I/Class B). The device shall be mountable on
standard DIN Rail. It shall have the capability to arrest external lighting surges (of
10/350 waveform) up to 50 KA between Line to Neutral & 100 KA between
neutral to earth.

3.4.2

MOULDED CASE CIRCUIT BREAKERS

3.4.2.1

Moulded case circuit breakers shall comply with the latest Indian Standards and
IEC standards. They shall have the voltage and current ratings, rated duty, rated
short circuit service breaking capacity and rated short-time withstand current as
indicated. All the MCCBs shall be provided with electronic releases
(microprocessor based)

3.4.2.2

MCCB's shall be of the independent manual closing air-break type, rated for an
uninterrupted duty, unless otherwise indicated.

3.4.2.3

Each MCCB shall have a facility for padlocking in the "OFF" position.

3.4.2.4

MCCB shall have front operating extended door operating handle.

3.5

CURRENT TRANSFORMERS
Current Transformers shall be cast resin type.
a) All phases shall be provided with current transformers of accuracy Class I and
suitable VA burden to operate associated metering.
b) Separate C.T's shall be used for protective devices.

3.6

VOLTAGE TRANSFORMER :
Voltage transformers shall be cast resin type with accuracy class of 1.0.

3.7

RELAYS :
The vendor shall furnish, install and co-ordinate all relays to meet the requirement
of protection, interlock and bus transfer scheme as indicated in BOQ, Drawing,
Specification and system requirement. Relays shall be Microprocessor type.

3.8

EARTHING
All components, frame etc. shall be properly earthed. Al. earth bars of 50 mm x 6
mm shall be provided for the MCCB panels for the full length of the panel and

connected to the frame work. Provisions shall be made for connection from this
earth bar to the main earthing bar on both sides of MCCB Panels.
3.9

PAINTING
All steel work used in the construction of the MCCB panels shall have undergone a
rigorous metal treatment process as follows :-

Effective cleaning by hot alkaline degreasing solution followed by cold water


rinsing to remove traces of alkaline solution.
Pickling in dilute sulphuric acid to remove oxide scales & rust formation, if any,
followed by cold water rinsing to remove traces of acidic solution.
A recognised phosphating process to facilitate durable coating of the paint on the
metal surfaces and also to prevent the spread of rusting in the event of the paint film
being mechanically damaged. This again, shall be followed by hot water rinsing to
remove traces of phosphate solution.
Passivating in de-oxalite solution to retain and augment the effects of phosphating.
Drying with compressed air in a dust free atmosphere.
Primer coating with two coats of a highly corrosion resistant primer, applied wet on
wet and stove dried under strictly controlled conditions of temperature and time.
Finishing treatment shall be by powder coating with 60 micron minimum thickness.
3.10

LABELS
Anodised Aluminium labels shall be provided on all incoming and outgoing feeder
switches. Circuit diagram showing the arrangement of the circuit inside the LT
panel shall be pasted on inside of the panel door and covered with transparent
laminated plastic sheet. Caution notice place shall be affixed at the back of each
vertical panel.

3.11

SPACE HEATER AND PLUG SOCKET :


Each vertical panel shall be provided with thermostat controlled space heater and
5A 3 pin plug socket. Separate transformer for space heating supply has to be
arranged.

INSTALLATION OF CABLES
Cables in UPS room and battery room shall be laid in trench on multi tier trays
covered with trench cover. All cables shall be bent in radius not less than 15 times or
as prescribed by the manufacturer which ever is higher. Cable laying shall be
carried out as per CPWD specifications.

POWER CABLE
The cable shall conform to IS: 7098 (Part I) and as specified in schedule.

4.1

GENERAL
LT power cable shall be supplied inspected, laid, tested and commissioned in
accordance with drawings, specifications, relevant Indian Standards Specifications
and cable manufacturers instructions. The cable shall be delivered at site in
original drums with manufacturers name clearly written on the drum.

4.2

MATERIAL
The power cable of 1c x 185 sqmm size shall be XLPE insulated Copper conductor
flexible cable conforming to IS : 7098 (Part-I). Vendor to ensure the suitability of
the cable size specified.

4.3

INSPECTION
All cables shall be inspected upon receipt at site and checked by the Engineer-inCharge for any damage during transit.

INSTALLATION

5.1

GENERAL
The cable installation shall be carried out in accordance with the specifications
given herein. For details not covered in these specifications, I.S. 1255 shall be
followed.

5.2

ROUTE
i.

Before the cable laying work is undertaken, the route of the cable shall be
decided by the Engineer-in-Charge.

ii.

While shortest practicable route shall be preferred, developments such as


roads,. iii.
While selecting cable routes, corrosive soils, ground
surrounding sewage and effluent etc. shall be avoided.

iii. As far as possible, the alignment of the cable route shall be decided taking into
consideration the present and future requirements of other agencies
iv. Whenever cables are laid along well demarcated or established roads, the MV
cables shall be laid further from the kerb line than HV cables.
vi. Cables of different voltages and also power and control cables shall be kept in
different trenches with adequate separation.
v
5.3

Where cables cross one another the cable of higher voltage shall be laid at a
lower level than the cable of lower voltage.

PROXIMITY TO COMMUNICATION CABLES

5.3.1

Power and communication cables shall as far possible cross at right angles. Where
power cables are laid in proximity communication cables the horizontal and vertical
clearances shall not normally be less than 60 cms.

5.4

LAYING METHODS

5.4.1

Cables shall generally be laid in trenches, pipes/closed ducts, in open ducts, direct in
ground or on surface depending on site conditions.

5.4.2

CABLE TAGS
Cable tags shall be made out of 2mm thick aluminum sheets, each tag 1-1/2 inch in
dia with one hole of 2.5mm dia, 6mm below the periphery. Cable designations are
to be punched with letter / number punches and the tags are to be tied inside the
panels beyond the glanding as well as below the glands at cable entries. Trays tags
are to be tied at all bends. On straight lengths, tags shall be provided at every 5
meters.

5.4.3

Testing of Cables
Prior to installation of cables,the following tests shall be carried out. Insulation test
between phases, phase & neutral, phase & earth for each length of cable.
Before laying.
At the time of issue of cables for laying, the cable shall be tested for continuity and
insulation resistance.
Testing before covering
The cables shall be tested for continuity of cores and insulation resistance and the
cable length shall be measured, before closing the trench. The cable end shall be
sealed /covered.
After laying.
Insulation Resistance Test (Sectional and overall)
Continuity Resistance Test.
Earth Test.
All tests shall be carried out in accordance with relevant Indian Standard code of
practice and Indian Electricity Rules. The Vendor shall provide necessary
instruments; equipments and labour for conducting the above tests & shall bear all
expenses of conducting such tests.

5.5.

Completion plan and completion certificate

a) After completion of the work the vendor shall draw completion plans to a
suitable scale and shall submit to the Engineer-in-Charge.The completion plans
