1.

Introduction

1.1
Preface
This Philosophy defines the OMV Petrom Exploration & Production SA corporate policy on the
design of valve actuation for onshore hydrocarbon production and processing facilities. The
document specifies basic requirements and criteria, defines the appropriate codes and
standards, and assists in the standardization of facilities design across all onshore operations.
The design process needs to consider project specific factors such as the location, production
composition, production rates and pressures, the process selected and the size of the plant.
This philosophy aims to address a wide range of the above variables, however it is recognized
that not all circumstances can be covered. In situations where project specific considerations
may justify deviation from this philosophy, a document supporting the request for deviation
shall be submitted to OMV Petrom E&P for approval.
1.2
Purpose
This document describes the philosophy to be used for designing Valve Actuation for onshore
plants.
This philosophy addresses how the valve actuation is to be implemented in order that the
valve/actuator packages are integrated into the overall control scheme of the OMV Petrom
facilities.

2.2

Requirements for the valve actuation

2.2.1 General
Actuators manufacturer is responsible of the correct sizing of the actuator, which shall be
carried out on the basis of the valve torque, the specified operating time, and the minimum
available power supply rate. Actuator shall be sized including a 1.5 safety factor.
Valve manufacturer is responsible of calculation of the force or torque necessary to operate
the valve considering the maximum specified pressure drop across the valve in closed
position.
Valve manufacturer is responsible of the correct sizing of the supporting structure for actuator
coupling, which shall be carried out considering the static and the maximum dynamic forces
generated by the actuator, and considering the valve/actuator orientation as required in the
project.
Actuators shall be dimensioned so that for all operating conditions the sound level shall be
less than 85 dBA at a distance of 1 m.
The valve shaft shall be sized in order to withstand the maximum actuator force generated by
the maximum specified power supply rate.

The actuator shall be competitively priced, reliable, scheduled maintenance free, fully
resistant to environmental, power gas, and load conditions.
The power and spring modules shall be rigidly attached by external bolting to the drive
module and accurately aligned by a piloted interface. The attachment shall not require special
tools, disassembly, or disturbance of seal of any module.
All module interfaces shall include a precision machine pilot to ensure accurate alignment.
Standard valve position stops shall provide +/- 5 adjustment and be capable of stalling the
actuator at the maximum torque output. Full range extended travel stops shall be provided,
when specified.
In general pneumatic or hydropneumatic actuators shall be used for actuating the valves in
shut-down or control services.
Electrical actuators shall be used for actuating valves used in control services, process
isolation services, lines formation etc.
Typically, MOVs shall be used as switching valves (for e.g. on manifolds), or where valves are
not normally accessible to Operators (are in remote locations) or for large valves where
manual operation is not practical.
MOVs shall not be used where the failure position will leave the process in a hazardous
condition.
2.2.2 Protection
Minimum IP-65 (according to SR EN 60529).
The electrical method of protection shall be in accordance with the code prescribed in the
Technical Data Sheet (according to project requirement), with conformity certificate issued by
official institution.
2.2.3 Connections

2.2.4 Painting
If not otherwise specified, the suppliers standard will be accepted.
2.2.5 Tropicalization
According to the project Specification requirements.
2.2.6 Nameplate identification
Permanent fixing and indelible writings with the following information:
project identification tag number;
manufacturer, serial and model number;
actuator and valve characteristics technical information.
2.2.7 Accessories
The accessories shall be in accordance to the specific requirements of the project and to the
standards indicated (if any).

2.2.7.1 Valve Positioner


Positioner shall be used for:
control valves with nominal diameter DN 50;
all nominal diameters for temperature control loops;
all nominal diameters, if large actuating forces occur (e.g. with high differential
pressures);
actuating pressures other than 0.2 to 1 bar;
dual-acting piston drives;
special drives (hydraulic, electric);
actuators with high actuation speeds.
Particular attention must be given to insensitivity towards mechanical vibrations.
Positioners shall be rated IP65, and certified EEx ia preferably.
Housing shall preferably be in stainless steel, as an alternative aluminium epoxy painting shall
be considered.
Positioners shall be SMART type, capable of adjustment, using the HART communicator,
and/or from remote location from direct to reverse acting, as well as being easily adjusted for
split range operation, and alteration of characteristic.
Valve Positioners shall be side-mounted and fully adjustable in relation to the controller input.
Positioners shall be furnished assembled and mounted on the valve, complete with all the
necessary tubing and pressure gauges. If deemed necessary in order to achieve the correct
response, then amplifiers, boosters and quick-bleeds shall be fitted.
Electro-Pneumatic Positioners. Positioners vibration effect shall be less than 1% of the span
when tested per ISA S75.13.
They shall have integral screwdriver adjustments for zero and span located in an enclosure.
They shall be immune to reversal of normal current supply polarity. They shall be furnished
with an output gauge.
Where specified in the project datasheet, an optional 2-wire position transmitter shall be
incorporated into the positioner, providing a separate 420mA output signal.
Where a valve is fitted with accessories such as a positioner etc an auto drain air filter
regulator for the reduction of instrument air from a design pressure, sized accordingly to
project specification, shall be fitted on the valve.
2.2.7.2 Air Filter / Pressure Reducers
Principally, all instrument air consumers must be fitted with separate air filter/pressure
reducers.
The air pressure reducer shall be continuously adjustable, and must have an after-pressure
gauge and an integrated filter with a mesh size of max. 10 m. Air pressure reducers with low
own consumption is to be used. For actuators with position controllers, the air pressure
reducer must be mounted directly on the actuator.
2.2.7.3 Limit switches, remote position indicators
These must always be intrinsically safe Ex (i), and be constructed accordingly.
Limit switches must be safety-oriented inductive proximity sensors of the slot, cylinder or ring
type. In order to detect a broken lead, the mechanical setup is to be such that sensor is

undamped in the end position (1 signal). If this is not possible for mechanical reasons,
inverse-acting sensors are to be used. They shall be protected from mechanical damage and
from misuse.
For remote position indicators, analog 420 mA standard signals are to be used.
Potentiometers are not permissible.
Position switches shall be of the inductive proximity or magnetic type. The position switches
will be connected to an intrinsically safe isolator/amplifier.
The position switches and amplifier shall have matching characteristics in regard to the
performance and intrinsically safe certification requirements.
The position switches shall have a flying lead terminated in an enclosure mounted close to the
switch. The position switches and enclosure shall be rated to IP65.
The position switches and amplifiers shall be standardised across all facilities. Position
switches shall be positioned with due regard to maintenance access, accidental damage and
vibration.
Where inductive proximity or magnetic switches cannot be used, conventional contact type
mechanical actuated limit switches shall be used.
Mechanical actuated switches shall be used in a fail-safe mode. The spring action shall
push the follower towards the actuation device such that a sticking switch cannot be
interpreted as being in a healthy condition.
Mechanical actuated switches shall be hermetically sealed and rated to IP65 as a minimum.
The limit switch shall be actuated directly from the stem/shaft.
Switches shall be located such that accidental actuation is not possible, including movements
caused by wear. They shall be unaffected by vibration.
Adjustment facilities shall be locked after setting by drilling and pinning.
ESD valves shall be provided with open, closed position switches. When partial closing test is
indicated on project data sheet an intermediate switch shall be provided.
For control valve position switches shall be provided when require by project data sheet.
2.2.7.4 Electropneumatic (I/P) signal converters
They serve to convert an analog 420 mA standard signal into a pneumatic actuating signal of
0.21 bar, and should be mounted in the immediate vicinity of the actuator of a control valve.
The following binding design features apply for electropneumatic signal converters:
- low own air consumption (guide value 0.15 m3/h);
- high air output (guide value 2.5 m3/h);
- adjustable characteristic, rising or falling;
- linear transfer characteristic;
- robustness toward vibrations;
- if possible, also flammable gases should be useable. In this case, suitable Ex-certification
must be provided.
2.2.7.5 Solenoid valves
They are used primarily for control functions, e.g. to shut off control lines, or for venting the
diaphragm drives of actuators. Therefore, they are frequently mounted on the actuator.

The solenoid valves should be designed as 3/2-way valves, and directly operated if possible. If
the magnetic actuating forces are insufficient, pneumatic on-off valves are to be fitted.
The following binding design features apply for solenoid valves:
valve housing made of material no.: 1.4571;
pipe connections;
seat seal: Viton;
pressure range of 010 bar;
with EEx (d) solenoid valves, the coil compartment is to be filled with silicone rubber
according to manufacturer recommendations (not the terminal compartment, which
will be filled on site);
duty cycle 100%;
the coils must not be replaceable.
If 3/2-way solenoid valves are used for safety circuits, the electric circuits must be connected
so that the solenoid valve is de-energized in case of a voltage failure, and the associated valve
goes to its safety position. The solenoid valve is energized during normal operation.
2.2.7.6 Partial Stroke Test facility
The actuators used in safety related applications (SDVs & BDVs) shall be provided with
facilities for testing on regular basis their correct operation in order to reduce the possibility to
fail on demand.
The actuator shall be energized and shall be moved to the pre-determined position. The
actuator shall stop, and shall return to its starting position.
2.3

Technical requirements actuator for control valves

2.3.1 General
For detailed requirements for valves, the following philosophies shall be consulted:

Generally, all control valve bodies used above ground shall be flanged or suitable for insertion
between pipeline flanges. For valves located underground, the endings shall be suitable for
welding.
Principally, pneumatic actuators are to be used. Only in exceptional and technically-based
cases, e.g. if no instrument air is available, is the use of electric actuators permitted
similarly, if unusually large actuating forces or high actuating speeds are required, hydraulic
actuators are also possible.
2.3.2 Pneumatic Actuators
The standard version is the pneumatic diaphragm drive with return spring with a safety
position dictated by the process. The drive must always be designed for an actuating pressure
of 0.21 bar.
Only in special cases can a multiple of this be used, whereby a pneumatic position controller
must be used, however.

If the actuating forces are so large that no suitable membrane drive can be found, piston-type
drives can be provided. With dual-acting piston drives without a defined end position, an
additional air accumulator must be specified, which must be capable of bringing the valve
into the safety position dictated by the process, and to hold it permanently in that position.
The air accumulators must be delivered and stored with a nitrogen filling.
The operating media for all pneumatic drives is dry, oil-free instrument air (in special cases
nitrogen or other pure and dry gases).
Air pressure reducers or position controllers and other pneumatic accessories must be
mounted on the valve.
2.3.3 Electric Actuators
In exceptional and technically-based cases, e.g. if no instrument air is available, is the use of
electric actuators permitted.
Explosion proof protection of the electrical actuators must be in accordance with the
explosive atmosphere existing (if any) in the area of installation.
They will have at least the following characteristics (if not otherwise specified):
type: integral, complete with contactors, limit switches, torque switches and local control
push buttons (open, close, stop and local/remote selector);
power supply: as per Project Data Sheet;
mechanical parts for connection with the valves to be actuated;
dry contact SPDT switches for signalling: open/closed valve position, intervention of
thermal protection, local/remote control presetting;
The actuators shall be supplied with the following accessories (as minimum, further
requirements will be defined in actuator specification/project data sheet):
local position indicator;
seat valve unclamping device;
self-unclutchable hand wheel (only where specified on project data sheet).
2.3.4 Hydraulic Actuators
For exceptionally large actuating forces and/or high actuating speeds, hydraulic piston drives
might be necessary. For every drive or every functionally connected group of drives, an own
hydraulic unit must be provided.
These units must have the following binding design features:
oil container and its cover made of stainless steel;
level indicator at the side in a protected place, and with shut-off valves;
oil pump not mounted on the cover;
dipstick for checking the oil;
draining at the lowest point of the oil container, at least 0.5 m above floor level;
adequate ventilation;
filling coupling DN50 with screen;
temperature indicator;
pressure gauge for pump pressure;
if necessary, manual emergency operation must be possible.
The drive itself must be fitted with a fine filter. The hydraulic pipes (outflow and return) must
be made of stainless steel, and must be isolatable from the valve drive by means of cocks or
small valves for maintenance reasons. Ahead of these shut-off fittings, a bypass with reliably
tight-sealing coupling is to be fitted for rinsing purposes.

The hydraulic actuators shall be designed to operate at the oil pressure stated on the project
data sheet.
2.4

Technical requirements actuators for on-off valves

2.4.1 General
For detailed requirements of on/off valves, the following philosophies shall be consulted:

Generally, all on-off valves bodies used above ground shall be flanged or suitable for insertion
between pipeline flanges. For valves located underground, the endings shall be suitable for
welding.
Actuators for Emergency shutdown valves shall be specified by the Instruments section, while
the valves shall be specified by the Piping section, in accordance with the relevant piping line
specification.
2.4.2 Pneumatic Actuators
The actuators drives are to be designed so that the safety position (open or close) is reached
in case of a power supply failure.
They shall have at least the following characteristics (if not otherwise specified):
type: orientable single/double acting piston;
control medium: instrument air/natural gas;
pressure: as per Technical Data Sheet;
mechanical parts for connection with the valves to be actuated;
mechanical clamps for valve travel adjustment;
travel indicator;
manual operator hand wheel (not for ESD valves);
pneumatic system assembled in a panel fitted on the actuator or supplied loose.
The actuators must be supplied with the accessories and the relevant connections necessaries
to carry out the functions required in the Project Technical Data Sheet.
The Air Receivers (ESD Valves) if used, shall provide actuator energy for 3 strokes where one
stroke is either close to open or open to close.
All emergency shutdown valves shall be able to execute partial stroke tests.
Type orientable single acting spring-return piston shall be used for size valve <8. Type
orientable double acting piston shall be used for size valve 8. Self-unclutchable handwheels
shall be provided. Pneumatic control system shall be supplied assembled in a AISI 316L panel
fitted on the actuator for smaller valves or mounted on a separate stand. The valve complete
with the accessories and relevant connections necessary to carry out the functions required:
open/close valve position, solenoid valves, accumulator for emergency operator (if any), and
electrical junction boxes.
The spring preload shall applying a compression force to positively retain the spring and drive
module interface under all operating conditions.

Safe spring module installation/removal shall be inherent within the spring attachment design
and shall not require special tools. The locking mechanism shall be self-engaging and highly
visible during assembly, assuring that the lock position is attained. The mechanism shall
positively disallow spring module detachment while in a loaded condition, preventing sudden
or violent release of the spring module.
The spring module shall be fully enclosed to eliminate personnel hazards, o-ring sealed and
welded to protect all components from harsh environmental conditions.
The spring and spring retainer shall be self-centered and bearing guided within the spring
module. The spring retainer shall transfer axial tension and limit buckling, minimizing metalto-metal contact between the spring and barrel.
Each actuator shall be fitted with two 316 stainless steel, normally closed vent-checks to
protect the drive module from overpressure. The single-acting actuator power module shall
incorporate a 316 stainless steel bi-directional breather/vent. Each actuator shall be
appropriately sealed in a manner meeting IP65 and high-pressure deluge test without water
ingress.
When the control medium is natural gas, dehydration filter with automatic condensate drain
shall be provided.
Each actuator shall be appropriately sealed in a manner meeting IP65 and high-pressure
deluge test without water ingress.
All pneumatic circuits shall be implemented with AISI 316L tubing and compression fittings.
2.4.3 Hydraulic Actuators
Where Instrument air is unavailable hydraulic actuators shall be considered for ESD.
The hydraulic actuators shall be designed to operate at the oil pressure stated on the project
data sheet.
Hydraulic actuator shall be single acting spring return type.
The required position of the valve when the controlling medium is lost may be Fail Open,
Fail Closed although generally will be fail closed (refer to project data sheet).
The valve hydraulic failure action is given on the project data sheet.
Where requested on the project data sheet, the actuator shall be provided with a suitable
fireproof enclosure, rating as stated on the data sheet. Appropriate parts of the fireproofing
shall be removable to allow full access to all components including gland plates.
Actuators shall be provided with dashpots, in order to prevent any air being drawn in when
stroking.
2.4.4 Hydro-pneumatic Actuators
They will have at least the following characteristics (if not otherwise specified):
type: orientable double acting piston;
control medium: hydraulic oil;
pilot medium: instrument air/natural gas;
oil accumulation tank;
operation speed control device;
mechanical parts for connection with the valves to be actuated;
pneumatic system assembled in a panel mounted on the actuator or supplied loose.

The actuators must be supplied with the equipments, accessories and relative connections
necessaries to implement the control circuit required.
When the control medium is natural gas, dehydration filter with automatic condensate drain
shall be provided.
All hydraulic circuits shall be implemented with AISI 316L tubing and compression fittings.
2.4.5 Electric Actuators
They will have at least the following characteristics (if not otherwise specified):
type: integral, complete with contactors, limit switches, torque switches and local control
push buttons (open, close, stop and local/remote selector);
power supply: as per Project Technical Data Sheet;
mechanical parts for connection with the valves to be actuated;
dry contact SPDT switches for signaling: open/closed valve position, intervention of
thermal protection, local/remote control presetting;
The actuators must be supplied with the following accessories (as minimum):
local position indicator;
seat valve unclamping device;
self-unclutchable hand wheel;
antifreeze resistance.
Explosion proof protection of the electrical actuators must be in accordance with the
explosive atmosphere existing (if any) in the area of installation.
Electric actuators shall be capable of operating at the supply voltage +/- 10%.
2.5

Design considerations

2.5.1 Installation
The actuators shall be designed to facilitate ease of installation and serviceability.
The actuators shall incorporate a true modular design to simplify field service,
interchangeability of the power and spring modules, and the addition of manual overrides and
accessories. Each primary actuator module shall be permanently tagged and documented to
allow accurate identification of components and application criteria.
Integral lifting eyes shall be provided to facilitate safe shipping, handling, installation, and
removal of the actuator. Eight lifting eyes suitable for safely lifting the actuator in all three
major planes shall be sufficiently sized and located to accept appropriately rated lifting
devices.
The NAMUR mounting configuration shall be incorporated for the attachment of all shafts
driven accessories. The attachment configuration shall be identical for all actuator models and
shall provide visual position indication.
All shafts driven control and signal devices shall be protected from mechanical damage by a
bearing centered shaft drive meeting NAMUR dimensional specifications. Device attachment
shall be identical and interchangeable between all models.

2.5.2 Tests
The actuators shall be fully qualified for the purpose intended by passing all aspects of select
industry performance and design test criteria.
All actuator pressure ports shall be appropriately marked to identify proper connection of
control components.
There will be performed at least the following tests:
visual test;
dimensional test;
fire resistance test (if required in the Project Technical Data Sheet);
actuator leakage test (only for pneumatic or hydropneumatic actuators applying 150% of
the normal control pressure);
functional test: check of operation of valve/actuator assembly including all accessories,
check of the opening and closing time, check of the operation of accessories;
applied voltage test;
test of electrical actuator motor.
All actuators and modules shall meet acceptance criteria test specification prior to shipment.
2.5.3 Marking
All actuator pressure ports shall be appropriately marked to identify proper connection of
control components.
2.5.4 ESD Actuator Fireproofing
A fire safe valve must be operable even if it is fire damaged. The fire safe should eliminate
heat distortion of the valve body and operating mechanism caused by thermal stresses and
associated piping stress during a fire. Some increase in torque must be expected and extra
contingency should be considered for actuator sizing.
There can be several protection solutions to ensure that the actuator is capable to withstand
the exposure to both fire and very high environmental temperatures. Some of the solutions
include compact fire retardant blankets, installing Fusible Plug on actuator supply line and
rigid enclosures consisting of high thermal performance materials encapsulated within a
stainless steel skin.
The type of methodology to be adopted shall be decided during the detail engineering stage.
2.6

Maintenance in design

The valve + actuator assembly shall be designed taking maintainability into consideration by
simplifying maintenance and reducing maintenance costs where practical.
The SMART positioners shall have built-in test and diagnostic facilities with fault indication.
2.7

Documentation requirements

Each module shall be tagged with detailed product information minimizing the potential for
incorrect installation, operation, or misapplication of a reconfigured actuator.

- termination diagrams;
- loop drawings;
- data sheets;
- process hook-ups diagrams ;
- pneumatic hook-ups diagrams;
- hydraulic hook-ups diagrams;
- electrical hook-ups diagrams.
The use of database design tools should be considered where they are deemed to provide a
clear advantage in project design, construction, and plant operation and maintenance.
2.8

Certification

Where required by the certifying authority the following documents shall be submitted as a
minimum for review:
- certificates/approvals;
- basis of design document;
- philosophy documentation;
- functional design specification;
- P&IDs.
These should be issued to the CA in a timely manner to obtain approval before commencing
construction.
Equipment will bear CE Mark and will be accompanied by Declaration of Conformity
according to relevant Directive (Machinery, PED, EMC, LVD, ATEX, MID).
Directives which do not apply will be however mentioned in Declaration of Conformity as "Not
applicable".
2.9

Spare parts

Spare parts shall be considered for commissioning and 2 years of operation.


All spare parts shall comply with the same specifications and tests as the original pieces and
shall be fully interchangeable with original parts without any modification at site.
They shall be correctly marked with reference number and the manufacturers part numbers
and shall be properly protected to prevent deterioration during shipment and storage.
To all spares shall be attached metal plates giving full information for ready identification
including makers name, serial number and purpose. All spares will be inspected before
delivery. The protection shall be such as to afford avoidance of corrosion and spoilage for a
minimum 3 years after delivery.
