COURSE OBJECTIVE
Policy analysis is concerned with who gets what, why, when and how. It also
concerns with what policies governments pursue (or not pursue), why the
governments pursue the policies they do, and what the impacts and
consequences of these policies are. Thus, this course attempts to introduce
to the students the study of public policy. It also describes and explains
public policy through the lens of nine analytical models namely systemic
model, elite model, group model, rational model, incremental model,
institutional model, process model, game theory model and public choice
model. These models are not competitive and no one model could be judged
as the best. Each model focuses on specific elements of politics and helps
us understand different things about political life. Finally, this course tries to
examine policy evaluation learning about the consequences of public
policy. Policy evaluation is an important component as well in the study of
public policy because it examines the overall effectiveness of a national
program in meeting its objectives.

INTENSIVE COURSE
It is compulsory for students registered for this course to attend the Intensive
Course at the USM main campus, Penang. Students who fail to attend this
course will be disqualified from sitting for the final examination of this course.
ASSESSMENT
Students will be assessed based on two components:
1.

Course Work Component:

40 %

Continous Examination (Intensive Course)

20 %

(b)

Tugasan / Essay

20 %

is 11 January 2016, 5.00 pm at PPPJJ main office.
