The tenders are to be submitted by the intending bidders in single envelop with
two separate sealed and super scribed envelopes as listed below:
Envelope No.1: Technical bid and Post Qualification bid data, details specification.
Envelope No.2: Price Bid.
Technical and post qualification bid details specification (envelope No.1) will be
opened first and subject to evaluation based on the qualification criteria contained
in the individual bid document.
Price bids (Envelope No.2) of bidders who are assessed and declared as
substantially technically responsive on evaluation of the technical bid will be
opened for further commercial evaluation.
The EMD 1% of estimate cost and tender fee will be accepted by Demand Draft
on any Nationalized Bank only situated at DHORAJI, drawn in favor of
GUJARAT ENERGY TRANSMISSION CORPORATION LTD. Tender without EMD
and tender fee shall be rejected. Two separate demand draft for Tender fee and
EMD should be submitted with technical bid.
The Corporation reserves the rights to reject any or all tenders or accept any
tender without assigning any reason thereof.

SECTION I
SPECIAL INSTRUCTIONS TO TENDERERS
1. The tender should be submitted in original. On cover, it should be distinctly
indicated as Bid against Tender No DTD-06/2011-12 THE CONTRACTOR WILL
HAVE TO SUBMIT THEIR OFFER IN TWO BID (1) TECHNICAL BID (2) PRICE BID.
THEY HAVE TO PUT PRICE BID SEALED COVER INTO THE TECHNICAL BID SEALED
COVER. OTHER WISE OFFER WILL BE REJECTED.
2. The tenders may be sent by Registered Post / Speed Post only as to reach this
office on or before 16.03.10 up to 15:30 hours. Tenders which are received late
after due date of receipt will not be considered.
3. The tenderer who offers the lowest in percentage (%) i.e. lowest total amount will
be awarded / recommended for placement of order. Item wise lowest % / value
will not be considered for placement of order.
4. Failure to furnish full and complete details or furnishing vague information will
make the tender liable for rejection. The tenderer is at full liberty to give
information about his capacity and establishment to execute the work / contract.
5. The offer should be valid for a minimum period of 180 days from the date of
opening of Tender.
6. The Technical Bid shall be opened 16.03.10 at 16:00 hours in the office of
Executive Engineer (TR), GUJARAT ENERGY TRANSMISSION CORPORATION LTD,
TR. Division Office, DHORAJI (if possible).
7. The tenderer offering their Technical Bid against this specification should satisfy
following criteria. The proof of such criteria be submitted in the Technical Bid.
a) The tenderer should have experience of over hauling of EHV class TRF of
complete Job satisfactory within time limit. Experience certificate must be
enclosed.
b) Latest bank solvency certificate from any nationalized bank of a sum of
minimum 20% of the estimated cost shown in the tender.
c) Separate provident fund code number towards your firm registered with
Regional P.F. Commissioner.
d) The Earnest Money Deposit and tender fee will be accepted by Demand Draft
on any Nationalized Bank only situated at DHORAJI drawn in favour of
Gujarat Energy Transmission Corporation Limited. Tender without E.M.D. and
tender fee shall be rejected. Two separate Demand Draft for Tender fee and
E.M.D. should be submitted with Technical Bid. Any tender submitted without
tender fee and E.M.D. will be disqualified.
e) The details of tools and tackles, owned and available for using in this work.
f) The copy of Service Tax registration certificate to be attached
g) The copy of VAT registration to be attached
h) The copy of PAN card to be attached.
8. The Contractor will have to attached a, b, c, d, e,f,g,h of Sr. No. 7 only
with Technical Bid and Tender Paper along with estimate, terms &
conditions must be attached with Price Bid.

SECTION-I
(A) GENERAL TERMS AND CONDITIONS:
1. PERIOD OF CONTRACT:
Contract for overhauling will be 30 Days period from the date of commencement of
work.
In special circumstances the period of contract will be extended up to 1(one) months
on mutual agreement with same terms-conditions and rates.
2. INDEMINITY BOND:
You will have to execute Indemnity Bonds on stamped paper of proper value at your
cost at our Transmission division Office before commencement of works as per
GETCOs prescribed Proforma.
3. INCOME TAX:
Income tax as per rules will be deducted from your bills.
4. SERVICE TAX:
Service tax should be shown extra / separately. Service tax will be reimbursed if
applicable on any part on submission of documentary proof on payment of service tax.
The copy of TIN registration is to be submitted along with bill.
5. VAT:
VAT is applicable on any material part of contract. The copy of VAT registration is to be
submitted along with bill.
6. STATUTORY VARIATION:
Any statutory increase or decrease in the above taxes/duties if it takes place within the
original contractual delivery date will be to the GETCOs account, subject to the claim
being supported by documentary evidence. However, if any decrease in the above
takes place after the contractual delivery date, the advantage will be passed on to the
GETCO immediately without waiting for demand notice from GETCO.
7. PRICE VARIATION:
The rates are on Firm price basis for all items for entire period of contract.
8. SECURITY DEPOSIT:
You will have to pay SD of Rs. 25760.00 for the entire period of contract.
The Security Deposit should be paid within 15 days of placement of order in the form
of Bank Guarantee of Scheduled / Nationalized Bank acceptable to the company
(GETCO) or Government Securities valid for two years and to be returned after
completion of the work. The original Bank Guarantee shall be kept at Corporate
Office, GETCO, Vadodara.
9. WORK COMPLETION PERIOD:
The time limit allowed for the completion of overhauling work is as under from the date
of intimation to commence the work.
(1). 132KV & 220KV class from 30MVA to 50MVA:
30 days

You have to start the work within 7 days from the intimation of concerned EE (TR) to
start the work, other wise Rs. 1000 per day as penalty will be deducted from the bill.
10. PENALTY:
You should return the transformer after overhauling within stipulated period. In case,
the work not completed in the specific time limit, the repairer shall be liable to pay
penalty @ % per week of order value, maximum up to 10% of the order value
will be recovered.
11.

SETTLEMENT OF DISPUTE:
In case of any dispute, the decision of the EE (TR), GETCO, Division office, Dhoraji
will be final and binding to you.
The decision of the EE (TR) about the interpretation of any items & conditions of this
tender specification, terms & conditions, schedules and orders placed under this
tender shall be final & binding on the contractors. The right to change or relax any
condition of the contract is reserved. The contract or any part thereof shall not be
sublet without written permission of the GETCO.

12.

FAILURE TO EXECUTE ORDER:


In case of failure on the part of you to cope up with the works within the specified
period, the same will be got executed through other agency at your risk and cost even
at higher rates and the difference in amount, if any, will be recovered from your other
pending amount available with GETCO.

13. In case of poor progress / performance in overhauling of transformers, GETCO


reserves the right to curtail the quantity. If performance is too poor, cancellation of
order in part or the whole will be considered. The GETCO reserves the rights for
cancellations without any liabilities and assigning any reasons.
14. PAYMENTS:
Payments will be made after observing GETCO general procedures by concerned TR
Division after completion of work as under:
a. 90% payment of total amount of works done will be made on successful testing &
commissioning of the transformer at site. The payment will be made within 60 days,
after submission of bill to concerned EE (TR).
b. Balance 10% will be made after satisfactory completion of guarantee period or
submission of bank guarantee of Nationalized / Schedule bank of equivalent
amount valid up to GP (36 / 42 months).
15. GUARANTEE :
You should give guarantee for 36 months from the date of commissioning of the
overhauled transformer. It is the responsibility of the contractor to handover the job free
of all defects. Any defects observed during GP due to bad / poor workmanship, it is
the duty of the contractor to rectify / replace the same at his own cost. It includes,
1. Leakage from gaskets
2. Drastic decrease in IR value
3. Painting
4. Any other work carried by contractor during overhauling
16. INSURANCE:

Once the receipt is signed by the repairer, the transformer will be in his custody and
he will be responsible for any loss to the transformer by way of fire, theft, damages
etc till the overhauled transformer is handed over to the companys representative.
Initially contractor at his cost will insured the transformer against fire, theft,
damages etc. The cost of the transformer will be informed by the concerned EE
(TR).
To secure the transformer against damage during overhauling works at site,
suitable policy of reputed insurance company shall be obtained by you. The amount
will be reimbursed to contractors, on submission of the copy of the policy to the
concerned EE (TR).

20. The rates are inclusive of required man power, tools and tackles, crane facility, testing
of Oil charge etc.

21. Contractor shall submit the time schedule (bar chart), resources mobilization, safety
plan, and storage and men power plan before commencement of work.
(B). TECHNICAL TERMS AND CONDITIONS:
1. TECHNICAL KNOW-HOW:
Qualified, experienced and efficient engineer should supervise the various activities
such as dismantling & assembling of various costly accessories viz. bushings, OLTC,
top plate, core-coil assembly (if required), de-hydration, testing at site etc. Date-wise
record of various activities should be maintained by you. List of qualified engineers
with their experience should be furnished with the offer.
2. WORK ALLOTMENT:
You will be allotted transformer for overhauling for approved voltage class only. The
quantity of transformers, which may be given for overhauling to you, will vary looking to
the performance of overhauled units, quick delivery within stipulated period. This will
be at the total discretion of the GETCO.
3. TRANSFORMER OIL:
GETCO will provide fresh transformer oil at site during overhauling work of the
transformer. GETCO shall deliver fresh transformer oil in barrels for filling as per the
name plate detail of transformer free of cost at site. The same should be filled through
4500/6000 LPH two stage ultra high vacuum filter machine in presence of GETCO
Engineer. Filtration and filling of oil should be completed in accordance with the IS:
6034-1974, with latest amendment if any. After commissioning of transformer, the oil
sample shall be sent to ERDA for confirming the oil quality as per IS 1866-2000 or with
latest amendment including DGA test. The testing charges will be borne by you.
4. TESTING OF TRANSFORMAER:
o The overhauled transformer will have to be tested for all routine tests as per IS
2026/1977 with latest amendment in the presence of GETCOs representative as
per attached Schedule.
o After commissioning of transformer at site, oil sample of transformer is to be sent to
ERDA for confirming the oil quality as per IS: 1866-2000 & DGA. The charges for
testing at ERDA shall be borne by the contractor.

o The tan delta of bushings, windings & SFRA shall be carried out before and after
overhauling work. GETCO will provide Tan delta & SFRA kit for testing.
o The value of insulation between the core lamination to end frame, core lamination
to tank and between end frames to tank (if end frame is isolated from tank) shall be
at least 1 M with test voltage of 2KV for 60 seconds.
5. IR value of the winding should be achieved as per relevant IS or to the entire
satisfaction of the Engineer in charge.
6. Bidder should furnish the list of equipment available with them for carrying out the
works at site at the time of quoting the rates, so that the ability to execute the subject
work can be assessed. All tools and tackles including vacuum, pump, filter machine (
as per is 6034/1971), oil jet vacuum pumps and crane required for overhauling of
transformer will have to be arranged by you at your risk and cost.
7. Old Filter pads should be replaced by new one in presence of GETCO supervisor
before starting oil filtration work.
8. During overhauling work, the required quantity of gaskets for main tank, inspection
cover, values, HV/LV bushings, pipe lines and other parts are to be provided by
contractors. These gaskets should be of original size & thickness.
9. Your authorized person has to remain present on the site. You shall ensure
workmanship of good quality and shall arrange for qualified supervisors / Engineers
and complete labours who are skilled, careful and experienced in this work.
10. No compensations will be paid for any stoppage of work due to technical reasons.
11. All radiators, conservator tank shall be flushed properly and the same shall be
attended to prevent the leakage.
12. The contractor shall have to follow the instruction of the manufactures representative.
13. The contractor shall have to arrange for blanking plats, nuts bolts and any other
miscellaneous items required during the execution of the work.
14. The overhauling work should be commenced immediately from the date of receipt of
instructions from Circle / Division office and should be completed within stipulated time
limit.
15. The contractor will have to arrange for the following consumables & equipments:
(1) Required lifting & shifting arrangement.
(2) Required nitrogen cylinders.
(3) Oil BDV testing kit (up to 90KV).
(4) IR tester 5KV.
(5) Paints & primer of standard make & shade.
(6) Pressboard crepe paper cotton tape etc.
(7) Rubberized cork sheet for gasket as per IS 4253 Part-II -1980 Grade RC-70 C / 80 C
of approved make.
(8) Rubber adhesive.
(9) Nylon washer for air release plugs.
(10) Air compressor and spray painting equipments.
(11) All other tools & tackles.
(12) Degassing column with separate vacuum pump.

TERMS & CONDITIONS REGARDING INDUSTRIAL LAWS AND OTHER RELATED


MATTERS:

Wages to be paid at time of payment etc. by the contractor.

The contractor shall pay minimum prevailing rates per day or as may be specified
hereafter or rates fixed under the minimum wages Act. Whichever is higher. The
wages or very contract labour employed by him under this contact shall be paid by
him before the expiry of 7th day of the month in respective of which the wages are
payable (i.e. wages of a month have to be paid by him in the first week of the next
month). The payment shall be disbursed in the presence of management
representative during the working hours in factory premises and the contractor shall
get the entries certified in the register of wages by the representative of the
GETCO. Any default will result in cancellation of contract forthwith or also the
contractor shall be paid punishable to the extent of Rs.100/- fine per each day.
The contractor shall give his telephone number and address to the GETCO so that
in case of labour troubles etc. the contractor can be contacted. The contractor shall
arrange to have his office outside the factory premises and the contractor shall
keep himself present through out the working hours.

Person below the age of 18 years shall not be employed for the work.
No. female worker shall be employed in the night shift between 7 p.m. to 6 a.m.
Contractor shall maintain a valid labor license under the contract labour (Regulation
and Abolition) Act for employing necessary manpower to be required by him. In the
absence of such license the contract shall be liable to be terminated without
assigning any reason thereof.
The contractor shall at his own expenses comply with all labour laws and keep the
GETCO indemnified in respective thereof. Some of the major liabilities under
various labour and industrial laws which the contractor shall comply with are as
under :Payment of contribution by way of employers contribution towards provident fund,
family pension scheme, Deposit linked insurance scheme, Administrative charge
etc. at the rates make applicable from time to time by Government of
Gujarat/Government of India or other statutory authority.
Payment of deposit in respect of each contract labour at the rate as per admissible
with the office of commissioner of Labour as per the contract Labour (Regulation
and abolition Act.).
License fee as prescribed under the contract labour (Regulation and abolition Act)
and rules framed there under depending upon the number of workmen employed
by the contractor.
Paid leave facility and wages as per the provision of the factories Act at the rate of
one day for every 20 days of working.
Identify cards as prescribed under the factories Act with photo at fixe there to the
same identification. Liabilities as per industrial Disputes Act any payment to the

contractors employees arising out of any claim or disputes under the industrial
Disputes Act, 1947 or any other labour laws.
Payment of compensation in case accidental inury.
Maternity leave as per the provisions of the maternity Benefit Act. The above are
some of the major liabilities of the contractor in addition to other liabilities.
Prescribed under the various labour laws in force from time to time from statutory
authorities like State Government/ Government of India which the contractor shall
have to comply with.

Provident fund & Family pension Scheme:The contractor shall submit along with his bill (month wise) a statement regarding
deduction against employees provident fund and family pension scheme in respective
of each concerned employee, provident fund and family pension scheme at the rate at
admissible ( or at the rate made applicable by the Government from time to time) of the
wages. The contractors contribution and his workers contribution towards provident
fund and family pension scheme shall be deposited by the contractor with regional
Provident Fund Commissioner, Ahmedabad.

Deposit Linked Insurance Scheme:The contractor shall have to deposit % of the wage in respect of employees who is a
member of the Provident Fund as the contribution to the deposit.
Linked insurance Scheme with Regional Provident Fund Commissioner, Ahmedabad.

Administrative Charges:Administrative charges for maintaining provident fund A/C shall be deposited by the
contractor with Regional Provident Fund Commissioner, Ahmedabad at the rates
applicable.

(6)

Paid Leave Facility:Paid leave facility at the rate of one day for every twenty days worked by the contract
labour shall be provided by the contractor to his workers. He shall maintain leave
Records/leave cards for individual labour which shall be duly verified and
approved/certified by the authorized officer of the GETCO.

(7)

Workmens compensation fund & Employers Liability Insurance:The contractor shall cover all his employees under workmens compensation fund and
under the liability insurance.

(8)

The contractor shall employ adequate number of experienced staff at site for dial
supervision and for maintenance of various register and records required under the law
and contract No. payment for supervision shall be admissible.

(9)

Contractor to Indemnify the GETCO:The contractor shall indemnify the GETCO and every member officer and employees
of the GETCO also, engineering in charge and his staff against all actions, proceeding,
claims demands, costs and expenses which may be made against the GETCO or
Government for or in respective of formance of his obligation under the contract
documents. The GETCO shall not liable for or in respective of or in consequence of
any accident or injury to any workman or other person in the employment of the
contractor or his sub-contractor and the contractor shall indemnify and keep
indemnified the GETCO against all such damage and compensation and against all

claims, demands, proceedings costs, charges and expenses whatever in respective


thereof in relation thereto.

Workmens compensation and employers liability insurance:Insurance shall be affected for the entire contractors employee engaged in the
performance of this contract. If any of the work is subject the contractor shall require
the sub-contractor to provide workmens compensation and employers liability
insurance for the latters employees unless such employees are covered under the
contractors insurance.

(11)

The GETCO reserves the right to terminate this rate contract at any time during its
tendency without giving notice of termination or any reasons thereof.

(12)

The GETCO will be entitled to deduct directly from the bills, to be paid to the contractor
any sum or payable by you and which sum/sums the GETCO is required to pay as
principal employer on account of your default in respect of all liabilities referred to in
above clauses.

Tan delta & SFRA kit will be provided by GETCO. All other testing / measuring instruments
shall be arranged by contractor.

DRY OUT BY VACUUM PULLING, NITROGEN FILLING & EXTERNAL HEATING


Preparation:
Transformer after completion of dismantling work at site, are suitably blanked with gaskets &
blanking plates inside an enclosed shed. A temporary steel structure for mounting of heaters
at suitable distance from main tank wall at different places and heights to be erected.
Then full vacuum shall be pulled & maintained for sufficient time. Also, condensate collection
is to be monitored.
Nitrogen filling:
Dry nitrogen is to be pushed inside the tank to achieve positive pressure.
Heating:
Transformer tank is then heated through heaters to raise the inside temperature of tank,
which is to be monitored by thermocouples. Maintain winding temperature (WTI) @ 65 to 70
C.
Condensate collection:
Heaters shall be switched OFF, full vacuum is to be pulled again & condensation shall be
monitored.
The transformer shall be filled again with dry nitrogen, dew point of nitrogen inside the
transformer tank shall be measured & temperature is to be recorded at periodic intervals.
The subsequent heating of tank, vacuum pulling & condensate monitoring cycle shall be
continued till the required parameters are achieved.
Second dry out:

With the extraction of moisture from solid insulating material of the transformer, the coils &
cleat become loose. It is therefore imperative to tighten the winding coils & other clamping,
hardware along with core bolts.
The transformer is again boxed up & blanked after hot tightening. The cycle of vacuum
pulling, nitrogen filling & heating are to be continued till the desirable dew point of the
transformer is achieved.
Final Dry out by oil Filtration:
Finally, the transformer having been dried at site with the above mentioned method, shall be
cleared for further erection & oil circulation by filter machine till the desired oil parameters are
obtained before charging.
As per the terms & conditions, the drying out of core-coil assembly is to be carried out by
vacuum pulling, Nitrogen filling and External heating method. During this drying out
process, dry nitrogen is to be pushed inside the tank to achieve positive pressure.
In this regard, it is to clarify that, the dew point of the inlet of Nitrogen to be measured and will
be of the order of -50 C or below. The cycle of vacuum pulling, nitrogen filling & heating are
to be continued till dew point of nitrogen is achieved as per the table given below.

Scope of work
(A). Contractor:
a. Overhauling of transformer is to be done along with OLTC.
b. Filter machine, vacuum pump, hydraulic jack, crane, oil tank, power

cables for power supply, man power along with tools-tackles, testing and
measuring equipments etc required for O/H work to be provided by the
contractor.
c. Necessary insurance for transformer is to be taken by the firm and

Company will reimburse it. In case of damage, the matter is to be taken


by the firm with insurance company for settlement of the claim.
d. Nitrogen gas to be arranged by the contractor.
e. Oil testing charges at ERDA shall be borne by the contractor.
f. Complete routine tests of the transformer after completion of overhauling

work shall be carried out by contractor in presence of GETCO.

(B). GETCO:
a. New Transformer oil will be supplied by GETCO at site free of cost.
b. Electrical power for filter machine, vacuum pump etc. will be provided by

GETCO free of cost


c. Before draining of oil, complete routine tests of the transformer shall be

carried by GETCO in presence of contractor.


d. Tan Delta, capacitance measurement of bushings & windings and SFRA

test of transformer before & after overhauling work will be carried out by
GETCO in presence of contractor.

Description

Draining of complete oil in oil storage


tank or barrels (Both to be supplied by
GETCO) Before draining the oil, the oil in
the
transformer tank should be heated up by
a separate hot oil circulator at around 70
C so that when the oil is totally drained
out, the core & winding assembly will
have temperature higher than ambient. It
should not be exposed without oil for
more than
12 hours. The assembly should be filled
with nitrogen or should be subjected to
vacuum. Before draining the oil, the
external
Surfaces of tank & fitting should be
cleaned to locate the point of oil leakage.
2 A Supply / preparation & replacement of all
the oil sealing gaskets made from
rubberized cork sheet confirming to grade
RC 80c of
IS 4253 (Part-II) for whole transformer
(including top plate).
2 B Dismantling & Erection of all the fittings &
accessories of the transformer such as HV
& LV Bushings, conservator, explosion
vent, Buchholz relay, radiators, top cover,
inspection cover, various valves, stacking
/ shifting of material in the site store
etc. (including hiring of crane)

DRY OUT BY VACUUM PULLING,
NITROGEN FILLING & EXTERNAL
HEATING
Preparation :
Transformer after completion of
repair / overhauling at site, are
suitably blanked with gaskets &
blanking plates inside an enclosed
shed. A temporary steel structure
for mounting heaters at suitable
from tank wall at different heights
of the tank wall.
Then full vacuum shall be pulled &
maintained for sufficient time. Also,
condensate collection is to be
monitored.
Nitrogen filling :
Dry nitrogen is to be pushed
inside the tank to achieve positive
pressure.
Heating :
Transformer tank is then heated
through heaters to raise the inside
temperature of tank, which is to be

monitored by thermocouples.
Condensate collection :
Heaters shall be switched OFF, full
vacuum is to be pulled again &
condensation shall be monitored.
The transformer shall be filled again
with dry nitrogen, dew point of
nitrogen inside the transformer tank
shall be measured & temperature is
to be recorded at periodic intervals.

The subsequent heating of tank,


vacuum
pulling
&
condensate
monitoring cycle shall be continued
till the required parameters are
achieved.
Second dry out :
With the extraction of moisture
from solid insulating material of the
transformer, the coils & clearing
become loose. It is therefore
imperative to tighten the winding
coils & other clamping hardware
along with core bolts.
Te transformer is again boxed up &
blanked after hot tightening. The
cycle of vacuum pulling, nitrogen
filling & are to be continued till the
desirable
dew
point
of
the
transformer is achieved.
Final Dry out by oil Filtration :
Finally, the transformer having
been dried at site with the above
mentioned method, shall be cleared
for further erection & oil circulation
by filter machine till the desired oil
parameters are obtained before
charging.
Oil filtration: After completion of the
drying out cycles, the new / used oil
stored in oil storage tank to be filtered till
the oil BDV
& PPM value are achieved as required by
IS 1866 2000. Oil filtration should be
done through a separate degassing
chamber with separate vacuum pump to
get better dehydration of oil. Oil filling in
main tank under vacuum keeping

tank after ensuring BDV & ppm value in
storage tank as above. Mixing of main
tank oil with radiator oil and filtration of
mixed up oil. The filter machine used for
filtration should be two stages, high
vacuum machine of minimum 6000 LPH
capacity. After filtration, the oil will be
tested for BDV in presence of GETCO
Engineer at site. The BDV should meet
requirement as per IS: 1866-2000. After
filtration the oil sample sent to ERDA for
testing as per IS: 1866-2000. The result
should meet requirement as per IS:18662000. Testing of oil for DGA at
ERDA.(New filter pads to be provided in
presence of GETCO engineer before
starting filtration work).
Degreasing and derusting of all the
external surface of tank and fittings.
Applying one coat of metal primer at the
rusted spots.
Spray painting of the transformer tank
internally with two coats of oil resistant
paint and externally with two coats of
high glossy
Heat resistive gray paint. (Main tank +
Radiators + Conservator + Accessories +
Fittings)
Testing of transformer (as per attached
sheet) at site in presence of GETCO
engineer and commissioning of
transformer.
