DECREE OF INDONESIAN MEDICAL COUNCIL

NUMBER 38/KKI/KEP/IX/2007
REGARDING
MANUAL FOR DOCTOR AND DENTISTS
INTEGRATED (ONLINE) REGISTRATION
INDONESIAN MEDICAL COUNCIL,

Considering : a.

based on Article 29 clause (1) Law Number 29 year 2004 regarding Medical
practice, every doctor and dentist that conducts medical practice in
Indonesia has to own a doctor or dentists registration certificate;

b. As part of its tasks, Indonesian Medical Council has the authority to


manage doctor and dentists registration process, as stated in Article 7 clause
(1) Law Number 29 year 2004 regarding Medical Practice;
c. that doctor and dentists registration process requires an integrated (online)
system that is easy, safe and can be accessed gradually by various parties,
especially those who have any concern with doctor and dentist 's data;

d. based on consideration as stated in letter a, letter b, and letter c, the


Indonesian Medical Council needs to stipulate a decree regarding Doctor
and Dentist's Integrated (Online) Registration;

In view of :

1. Law number 29 year 2004 regarding Medical Practice (Statute of the Republic
of Indonesia year 2004 Number 116, Addendum to the Statute of the
Republic of Indonesia Number 4431);
2. Regulation of the Indonesian Medical Council number 1 year 2005 regarding
Doctor and Dentist 's Registration amended with Regulation of Indonesian
Medical Council number 25/KKI/Per/XI/2006;

Decree of Indonesian Medical Council number 1 year 2005 regarding


Manual for Doctor and Dentist 's Registration amended with the Decree of
Indonesian Medical Council number 27/KKI/Kep/XI/2006;

4. Decree of Indonesian Medical Council Number 2 year 2005 regarding the


Cost Structure for Doctor and Dentists Registration;

regarding Manual for Issuing Physical and Mental Health Certificate for
Doctor and Dentist;

Second

: Manual for Doctor and Dentist 's Integrated (Online) Registration as included in
the attachments of the decree.

Third

: The Manual as meant in second Dictum is a reference in the process of doctor


and dentists integrated (online) registration.

Fourth

The decree is valid at the date it is stipulated.

INTEGRATED (ONLINE) REGISTRATION
CHAPTER I
INTRODUCTION
Doctor and dentist are part of the main components of health service provider. Their role is very
important due to the fact that health service and its quality really depend on them.
The main foundation for doctor and dentist to be able to conduct medical service is their
knowledge, technology, and competence obtained through education and training. Knowledge
must be maintained and increased in accordance with the progress of science and technology.
Indonesian Medical council is an independent body that has the regulatory function related with
the effort to increase doctor and dentist 's medical skill.
Based on Article 29 clause (1) Law number 29 year 2004 regarding Medical Practice, doctor and
dentist that conduct medical practice in Indonesia obliges to have registration certificate for
doctor and dentist.
The integrated (online) registration for doctor and dentist is a registration system that allows
doctor and dentist to utilize the Indonesian Medical Council site. This registration process is
gradually supervised by related stakeholders.

CHAPTER II
GENERAL

Definition:
1. Indonesian Medical Council (further called IMC) is an autonomous body, stand alone, nonstructural, and independent that consist of Medical Council and Dental Council.
2. Doctor and dentist are doctor, doctor specialist, dentist, dentist specialist graduating from
medical or dental education of domestic and overseas universities that are acknowledged by the
Government of the Republic of Indonesia in accordance with the regulation.

3. Registration Letter (STR) of doctor and dentist is written evidence given by IMC to registered
doctor and dentist.
4. Competence certificate is an acknowledgment document of a doctor or dentists skill to
conduct medical practice in Indonesia after passing competence test by related collegiums.
5. Medical and dental collegiums are committees formed by professional organization of each
discipline that are assigned to supervise the discipline.
6. Stakeholders are many related parties involved in the integrated (online) registration which
task and authority are based on its function and existence.
7. Faculty of medicine and Faculty of dentistry are accredited faculty of medicine and faculty of
dentistry.
8. Professional organization is the Indonesian Doctor Association (further acknowledged as IDI)
for doctor and Indonesian Dentist Union (further acknowledged as PDGI) for dentist.
9. Integrated (online) doctor and dentists registration is the registration system for doctor and
dentist that utilizes IMCs site and the process is gradually supervised by related stakeholders.
10. Verification is conducted to examine the completeness and validity of data for the integrated
registration (online).
11. Validation is an assessment towards the validity of data to be regarded as an appropriate ones
and used as the basis to issue STR.

CHAPTER III
PRINCIPLE AND OBJECTIVES
1. Integrated (online) registration is conducted based on the principle of open, safe, independent,
and involve all stakeholders.
2. Integrated (online) registration is conducted systematically and follows the latest development
of information technology.
3. Integrated (online) registration has the following objectives:
a. to facilitate doctor and dentist in applying for registration and obtaining information;
b. to make IMC and stakeholders easier to access, submit the data, and cooperate in supervision
and security of the data;
c. to facilitate IMC in conducting monitoring, evaluation, maintenance and storage of the
registration data.

SCOPE

The scope of the integrated (online) registration includes:

1. IMPLEMENTATION
1. 1 Implementation Mechanism
a. the data processing is conducted gradually involving all stakeholders ;
b. data verification of the applicants document is conducted by the aplettered official in
the faculty of medicine and dentistry, professional organization, collegiums, and
IMC;
c. data validation is conducted by IMC Registration Division so that it is appropriate to
be processed to issue the Registration Certificate;
d. the STR is sent directly to the doctor and dentist;
e. maintenance and storage of application data and registration files are conducted by
IMC ;
f. monitoring and evaluation are conducted by IMC together with the related
stakeholders;
g. the registration information should be available for the public.

1.2 Implementation Stages


a. The first test was conducted In 2007 located in 5 (five) provinces. Five faculty of
medicine, 3 (three) faculty of dentistry, 5 (five) medical collegiums and 3 (three)
dentistry collegiums joined this stage. The test stage was supported by
communication and information technology and human resources in IMC together
with the stakeholders. This stage was done on schedule with various activities such
as dissemination, training, implementation, evaluation and started with a
Memorandum of Understanding among the participants. Doctor and dentists
registration in other places continue using the initial registration system;
b. In 2008 the second stage is conducted in some specialist collegiums and educational
institutions (faculty of medicine and dentistry) through IMCs website;
c. In 2009 the third test stage will be conducted in professional organizations (regional
IDI and PDGI) to prepare for recurrent registration process through IMCs website;
d. In 2010 stakeholders and STR applicants from all parts of Indonesia Territory should
be able to access IMCs website after passing through the test stage.

2. MONITORING AND EVALUATION


2.1 Monitoring is conducted by observing the whole processes involving stakeholders and
maintaining the security of the process and data.
2.2 Evaluation of the integrated (online) registration is performed by IMC gradually and
scheduled together with stakeholders based on each role and authority.

3. DATA AND INFORMATION


3.1 Data
a. data has to be accurate;
b. data is protected by password that only the authorized official know;
c. modification of data can only be done by the officials on certain level gradually that
will be further regulated through IMCs Decree.
3.2 Information
a. integrated (online) registration is accessible through the site www.inamc.or.id.
b. for information, certain data can be accessed

and downloaded based on the

regulation.

4. ORGANIZATION
4.1 Transitional Periods (2007 2009)
a. faculty of medicine and faculty of dentistry are the authorized institution that are
responsible for the entry and verification for the application documents of newly
graduated doctors and dentists;
b. collegiums is the authorized institution that is responsible for the entry and
verification of application documents to obtain competence certificate;
c. the professional organization is responsible for verification of the application
documents for recurrent registration;
d. IMC is responsible for the integrated (online) registration and STR issue for doctor
and dentist.
4.2 Post Transitional Period (2010 and beyond)
Applicants are obliged to be responsible for completing all requirements and data entry.
5. BUDGET
The cost related with IMCs activities in the compilation, preparation, and implementation of
the integrated (online) registration for doctor and dentist in Indonesia is part of IMC and

stakeholders budget based on each role and function and also from other source of fund with
no binding agreement.

CHAPTER V
CLOSING
This decree is valid at the date it is enacted. Correction will be conducted when required.
